Traditionally, schedule analysis in Korea has been used, mainly through the Critical Path Method, to evaluate the claim for extension of time and/or the amount of liquidated damages for delay. Critical path method, however, cannot identify the delay event and its impact occurred in non-critical path especially in multi facility projects. In multi facility projects that comprise several independent but related facilities or structures, each facility has its own facility critical path the duration of which will be impacted by facility specific critical delays. Thus, only through the non-critical delay analysis along with the critical delay analysis damages not attributable to contractors may be remedied in full. Because all the records and pictures can reveal what has actually happened in post contract review, only the retrospective analysis rather than the prospective analysis based on the assumptions can establish the cause and allocate the each parties' responsibilities appropriately.

Private financing is playing an increasing role in public infrastructure construction projects worldwide. However, private investors/operators are exposed to the financial risk of low profitability due to the inaccurate estimation of facility demand, operation income, maintenance costs, etc. From the operator's perspective, a sound and thorough financial feasibility study is required to establish the appropriate capital structure of a project. Operators tend to reduce the equity amount to minimize the level of risk exposure, while creditors persist to raise it, in an attempt to secure a sufficient level of financial involvement from the operators. Therefore, it is important for creditors and operators to reach an agreement for a balanced capital structure that synthetically considers both profitability and repayment capacity. This paper presents an optimal capital structure model for successful private infrastructure investment. This model finds the optimized point where the profitability is balanced with the repayment capacity, with the use of the concept of utility function and multi-objective GA (Generic Algorithm)-based optimization. A case study is presented to show the validity of the model and its verification. The research conclusions provide a proper capital structure for privately-financed infrastructure projects through a proposed multi-objective model.
Due to the shortage of elderly care services in urban areas, multi-functional welfare facilities are proven to be very effective for delivering various service needs of elderly in Japan. Introduction of new longterm care policy for elderly in Korea would change many aspects of elderly care service facilities. Especially elderly home care services like adult daycare centers will expand drastically after beginning of elderly longterm care insurance. The purpose of this research is to study and analyze multi-functional welfare facilities in Japan focusing on the types of day service in those facilities. Planning of daycare centers in multi-functional welfare facilities for the elderly can be classified to 8 types. Those types are daycare centers with senior housing, longterm care insurance facilities, senior centers, small multi-function facility, medical facilities, educational facilities, community facilities and general housing projects. Each type has different benefits for the networking of services for the elderly. Design of daycare centers in multi-functional welfare facilities have distinctive features in entrance and user approach, space allocation and circulation planning. The study of daycare centers and multi-function planning should be followed to make better home care environments for the elderly in Korea.
The purpose of this study is to find out how to effectively utilize the public facilities site that is being used in the new town for the expansion of newly required public facilities, because it is difficult to carry out redevelopment projects in apartment complexes of 1st generation new town due to the rigidity of land use and macroeconomic conditions. This study examined the following three ways to effectively utilize existing public facilities sites for Pyeongchon new town. First, it suggested how to secure the parking lot by deciding multi-dimensional urban planning facility of public facilities such as parks and schools in superblock that lacks parking space of apartment complex. Second, it suggested a plan to accommodate the demands of public facilities required by increasing the building density of existing public buildings in commercial district as an example of the Anyang Tax Office. Lastly, it suggested a way to install additional functions required by users through the reorganization of the existing public facilities and some extensions by examining the Pyeongchon library.
It has been 10 years since the facility modernization projects of traditional markets was rigorously undertaken. Although more than 835 traditional Korean markets nationwide have already completed these projects, there does not exist a specific set of standards of installation, future maintenance, and management. As a result, the complaints made by civil stakeholders in accordance of the actual facility installation caused problems and delays of related projects. In addition, while some local governments secured and implemented their own differing standards, others have not yet established their own separate standards for maintenance and management. Specifically, 694 traditional markets nationwide were supported for the cost of installing arcades by 2010. For the short period of time after the arcade-supported projects were deployed, the number of the traditional markets had been rapidly growing as a prime example of the facility modernization projects. The arcade facilities are being planned and installed merely for screening the rain or the sun. Without fundamental data for the newly landscaped environments or information on the actual conditions of usage and assessment, there is a lack of comprehensive approaches that could possibly organize the public environments. Furthermore, the amount of support needed for repairs, maintenance, and management from the central and local governments is gradually increasing. Thus, it becomes both crucial and necessary to complement the current set of standards. The purpose of this study is to examine the actual conditions of usage, maintenance, and management among those traditional market facilities that were installed with the supports of the facility-modernization projects, especially for arcades. This will be carried out through investigating the local problems, issues, and considering international case studies. The results of this study will provide measures for effective and efficient installation and management of traditional market arcades. Improvements in the use of public resources could be directed towards transforming public business, as well as public enhancement and functional maintenance and reinforcement. Under this condition, the arcade is not a simple area to avoid rain or sunlight; it becomes a public space. It is highlighted that the arcade should establish its public business not only to activate markets but also to refine street environments and revitalize local communities. A more specific way to improve is introduced through systematic supplementation. This is needed to attract effective participation from local residents and is done so by conducting a fair procedure from the first stage of business and by providing guidelines for establishing arcades as public facilities. The study points out to the problem of merchants-centered plans and street use. It presents the need to expand to involve residents and customers. Given that the arcade is a public facility and merchants' ability to maintain it is limited, manuals and systems for its maintenance needs to be introduced through multi-party agreement of merchants, government, residents and customers.
This study intends to analyze the various spatial structures and characteristics of the museum based on the two of the Renzo Piano's recent projects Menil Collection '||'&'||' Museum and Beyeler Foundation Museum Which defined the direction of the "Third Generation" in museum architecture with reference to the quality of spatial experience and design applications. Comparison and analysis were done on the basic spatial organization floor layout accessibility exhibition area lighting plan and circulation between the two museum. Through the itemized common characteristics of the museum the architect's proposal on meaning and direction of the new museum architecture can be viewed. The contemporary museums distinguish themselves quite clearly from their predecessors and this applies both to their own form and to their spatial organization. As the public demands and requests toward the museum building facility expand everyday the architect must respond by providing multiple types of space where people can experience different atmosphere in each area. The modular construction means that more than 70% of the parts such as walls, windows, electrical wiring, facility piping, bathrooms, and kitchen appliances are pre-assembled at the factory and transported to the site. It is possible to shorten the construction period than general construction work and to secure high quality through modular mass production since the modular construction works in the field at the same time as the modular production. However, there are only four domestic modular manufacturers, and each company's modular components and construction methods are different, so it is necessary to standardize them. Therefore, this study investigated the construction process centering on the stacking method of modular housing construction work applied to D site in Cheonan-si, and proposed the key points of quality management by construction stage. As the project was conducted as a pilot project for government R&D projects, some differences may occur from general modular housing construction. However, the construction process and quality control focus of each unit box type modular house analyzed in this study can be used as basic data in the future of modular housing construction. In addition, the results of this study can be used to establish construction standards, such as the development of checklists and establishment of standard processes.

Combining power generation and water production by desalination is economically advantageous. Most desalination projects use fossil fuels as an energy source, and thus contribute to increased levels of greenhouse gases. Environmental concerns have spurred researchers to find new sources of energy for desalination plants. The coupling of nuclear power production with desalination is one of the best options to achieve growth with lower environmental impact. In this paper, we will per-form a sensitivity study of coupling nuclear power to various combinations of desalination technology: {1} thermal (MSF [Multi-Stage Flashing], MED [Multi-Effect Distillation], and MED-TVC [Multi-Effect Distillation with Thermal Vapour Compression]); {2} membrane RO [Reverse Osmosis]; and {3} hybrid (MSF-RO [Multi-Stage Flashing & Reverse Osmosis] and MED-RO [Multi-Effect Distillation & Reverse Osmosis]). The Korean designed reactor plant, the APR1400 will be modeled as the energy production facility. The economical evaluation will then be executed using the computer program DEEP (Desalination Economic Evaluation Program) as developed by the IAEA. The program has capabilities to model several types of nuclear and fossil power plants, nuclear and fossil heat sources, and thermal distillation and membrane desalination technologies. The output of DEEP includes levelized water and power costs, breakdowns of cost components, energy consumption, and net saleable power for any selected option. In this study, we will examine the APR1400 coupled with a desalination power plant in the Kingdom of Saudi Arabia (KSA) as a prototypical example. The KSA currently has approximately 20% of the installed worldwide capacity for seawater desalination. Utilities such as power and water are constructed and run by the government. Per state practice, economic evaluation for these utilities do not consider or apply interest or carrying cost. Therefore, in this paper the evaluation results will be based on two scenarios. The first one assumes the water utility is under direct government control and in this case the interest and discount rate will be set to zero. The second scenario will assume that the water utility is controlled by a private enterprise and in this case we will consider different values of interest and discount rates (4%, 8%, & 12%).

Abstract The objective of this study is to investigate and analyze understanding of residents living in landslide disaster impact areas to landslide mitigation and recovery projects with respect to develop socio-economic damage level standards of landslide disasters. South Korea is one of the representative mountain-side urbanized countries that cities have been developed through mountain-side urbanization due to high population density because mountain areas occupy 64 percent of the total land proportion. South Korea were recently suffered from the massive landslide disasters with significant causality that overcomes the annual drowned causality of flood disasters. Consequently, the total death toll of South Korea landslide disasters including unexpected Mt. Woo-Myun disaster and Chuncheon disaster in 2011 became forty-three persons. The hugh amount of disaster management budget was spent in landslide mitigation and recovery projects of the affected areas. This research performed facility field research and resident surveys for landslide damage conditions and damage factors for Mt. Woo-Myun, Chuncheon, Pusan, and Dongdoochon that were major effect cities of 2011 landslide disasters.
