Crossing the "Great Fire Wall": A Study with Grounded Theory Examining How China Uses Twitter as a New Battlefield for Public Diplomacy

  • In this paper, I applied grounded theory in exploring how Twitter became the battlefield for China's public diplomacy campaign. China's new move to global social media platforms, such as Twitter and Facebook, has been a controversial strategy in public diplomacy. This study analyzes Chinese Foreign Spokesperson Zhao Lijian's Twitter posts and comments. It models China's recent diplomatic move to Twitter as a "war of words" model, with features including "leadership," "polarization," and "aggression," while exerting possible effects as "resistance," "hatred," and "sarcasm" to the global community. Our findings show that by failing to gage public opinion and promote the country's positive image, China's current digital diplomacy strategy reflected by Zhao Lijian's tweets has instead constructed a polarized political public sphere, contradictory to the country's promoted "shared human destiny." The "war of words" model extends our understanding of China's new digital diplomacy move as a hybrid of state propaganda and self-performance. Such a strategy could spread hate speech and accelerate political polarization in cyberspace, despite improvements to China's homogenous network building on Twitter.

  • n-writhes denoted by Jn(K) are virtual knot invariants for n ≠ 0 and are closely associated with coefficients of some polynomial invariants of virtual knots. In this work, we investigate the variations of Jn(K) under arc shift move and conclude that n-writhes Jn(K) vary randomly in the sense that it may change by any random integer value under one arc shift move. Also, for each n ≠ 0 we provide an infinite family of virtual knots which can be distinguished by n-writhes Jn(K), whereas odd writhe J(K) fails to do so.

  • 비접촉 음파 센서와 기계학습을 결합하여 도로 표면의 투명한 블랙아이스 감지 및 노면 분류 97%의 정확도를 달성한 새로운 접근 방법을 제안한다. 개발된 시스템은 블랙아이스를 포함한 다양한 물질의 반사 특성을 분석하여 미끄러운 도로 상황을 실시간 감지 및 예측이 가능하여 도로 안정성을 향상한다. 본 연구에서는 테스트 벤치와 투명하고 미끄러운 물질을 이용하여 블랙아이스를 감지할 수 있는 기술의 정확도를 비교하며, 실험 결과를 통해 제안된 블랙아이스 감지 방법의 타당성을 입증하고자 한다.

A Study on Characteristic Factors of Demanders Influencing the Intention to Move in Public Rental Housing of Seoul Citizens (서울시민 공공임대주택 입주의사에 영향을 미치는 수요자 특성 요소에 관한 연구)

  • The research study conducted logistics regression analysis through HLM (Hierarchical Linear Modeling) and presented the value of the outcome in order to investigate characteristic factors of demanders which influence the intention to move into public rental housing. (1) The results of the regression analysis of characteristic factors of household and housing were analyzed as having the significant effect on the intention to move in public rental housing, according to residents moving in monthly rent housing, residents' occupations, rental housing, the number of household, the location of surrounding public rental housing, monthly average income, children's educational level, the number of children, the types of housing and one's own house, in order, out of the types of housing tenure. (2) The results of the regression analysis of characteristic factors of the conditions of location were analyzed that out of the conditions of location of the top five areas in public rental rates, what influences significant effects on the intention to move in public rental housing is the location of surrounding rental housing, income, the number of household and children, children's educational level, job state, housing types, ones' own house, rent housing, monthly rent housing, in order. (3) In case of Seoul, Expanding public rental housing is inevitable in order to stabilize ordinary people's housing stability, owing to the high and rental prices of private housing. Nevertheless, an accurate analysis of the intention to move in public rental housing has not been conducted. Eventually, the research was, thus, conducted, based on the fact that the preference on public housing is low. According to the analytic results of the study, it is required for the government institutions and agencies should consider individual and local characteristics and provide an alternative that meets the real situation, in order to help ordinary citizens with low incomes stabilize housing.

Forbidden Detour Number on Virtual Knot

  • We show that the forbidden detour move, essentially introduced by Kanenobu and Nelson, is an unknotting operation for virtual knots. Then we define the forbidden detour number of a virtual knot to be the minimal number of forbidden detour moves necessary to transform a diagram of the virtual knot into the trivial knot diagram. Some upper and lower bounds on the forbidden detour number are given in terms of the minimal number of real crossings or the coefficients of the affine index polynomial of the virtual knot.

  • "Purpose of this study was to investigate influence on preference of cohousing (eg. intention to spread and intention to move in cohousing) according to sense of community by married people residing in Seoul and its outskirts. Research method used for this study was a social survey. Respondents were 214 people by accidential sampling. The collected data were analyzed by SPSS 12.0 program using frequency, mean, average, t-test, one-way ANOVA, Duncan's Multiple Range test and Multiple Regression. Findings of this study were as follows. 1) Though respondents took part in interaction meetings rarely, they took part more often in meetings for health issue, leisure and hobby. Members of meetings were mostly job colleagues. 2) The respondents were interested in meetings for exchange of used stuffs, and children and the youth program most. It was revealed that the group taking part in meetings more often have higher sense of community than others. 3) Respondents who were older, who have been living longer in the same town had higher sense of community as well as closer interaction with neighbors than others. 4) As respondents showed positive response about preference of cohousing, there was a difference between intention to spread and intention to move in cohousing. While women, more educated, less income, and higher sense of community groups showed higher intention to spread cohousing, home owner and higher sense of community groups showed higher intention to move in cohousing.

  • Recently, Move Picture Files have the same file format and a compression technique as Window Media Video form. but Moving Pictures using file format and a compression technique have question about Motion blur and compressibility. In this paper, we design and Implement for new Move Picture Solution EZ-MOV using FLV different from developed FLV(Flash Video) in the Macromedia company. EZ-MOV have advantages as follow. first, FLV player is able to compact disk access time and DRM (Digital Rights Management) with a built-in self and unable to an illegal video recording, second, whenever WMV formal file encoded FLV are able to lossless compression to fifty percent, third, FLV is able to Moving Picture streaming no buffering. fourth, FLV file is able streaming service no streaming server. fifth, FLV file is able to streaming service keep pace with download and streaming. sixth, FLV file is able to full duplex service.

  • Recently, Internet of Things (IoT) and deep learning techniques have affected video surveillance systems in various ways. The surveillance features that perform detection, tracking, and classification of specific objects in Closed Circuit Television (CCTV) video are becoming more intelligent. This paper presents real-time algorithm that can run in a PC environment using only a low power CPU. Traditional tracking algorithms combine background modeling using the Gaussian Mixture Model (GMM), Hungarian algorithm, and a Kalman filter; they have relatively low complexity but high detection errors. To supplement this, deep learning technology was used, which can be trained from a large amounts of data. In particular, an SRGB(Sequential RGB)-3 Layer CNN was used on tracked objects to emphasize the features of moving people. Performance evaluation comparing the proposed algorithm with existing ones using HOG and SVM showed move-in and move-out error rate reductions by 7.6 % and 9.0 %, respectively.

  • Urban household's interest in moving to rural area after retirement have been increasing. Most of them live in rural areal for the sake of pleasant natural environment such as fresh air, clean water. The purpose of the study is to analyse characteristics of them and factors affecting their decision. In 2010, about 27% of urban households wish to migrate to rural area after retirement. The results from the random intercept binary logit model implies that 40~50 age, less high-school graduate and middle-income households are more likely to move. And households are more concerned with residential environment-noise, air, water- than house condition. Also, more people have moved to rural in the region. more households wish to move. It implies that information about urban-to-rural migration and life in rural area affect people's positive attitude to move to rural after their retirement.

Hybrid copy-move-forgery detection algorithm fusing keypoint-based and block-based approaches (특징점 기반 방식과 블록 기반 방식을 융합한 효율적인 CMF 위조 검출 방법)

  • The methods for detecting copy move frogery (CMF) are divided into two categories, block-based methods and keypoint-based methods. Block-based methods have a high computational cost because a large number of blocks should be examined for CMF detection. In addition, the forgery detection may fail if a tampered region undergoes geometric transformation. On the contrary, keypoint-based methods can overcome the disadvantages of the block-based approach, but it can not detect a tampered region if the CMF forgery occurs in the low entropy region of the image. Therefore, in this paper, we propose a method to detect CMF forgery in all areas of image by combining keypoint-based and block-based methods. The proposed method first performs keypoint-based CMF detection on the entire image. Then, the areas for which the forgery check is not performed are selected and the block-based CMF detection is performed for them. Therefore, the proposed CMF detection method makes it possible to detect CMF forgery occurring in all areas of the image. Experimental results show that the proposed method achieves better forgery detection performance than conventional methods.
