Problem and policy on reorganization of rural communities in less-favored areas

  • In the rural communities in less-favored areas (mainly hilly and mountainous areas) in Japan, the number of settlements which cannot maintain the community functions by themselves has been increasing because of the progress of depopulation and aging, so the necessity for achieving mutual supplementation of the community function by the settlement reorganization has been increasing. This paper consists of the following three points. 1) General view of settlement reorganization policy in Japan. 2) Case study of the T district in Japan. 3) Possibility of the settlement reorganization by the policy measures which obligate community members to work together. Main results are as follows. 1) There are several settlement reorganization policy measures, but many are still the model project stage, and not yet spread, so it is necessary to wait and see how these measures will develop. 2) The number of the residents of small-scale aging settlements who do not hope for the reorganization, nor feel the necessity of reorganization shall not be few. This will make great difficulty in the settlement reorganization process. 3) A local area activity promotion conference which derives from a former administrative unit like a former village has many functions to the settlement reorganization. 4) In the rural communities in less-favored areas, the policy measures which obligate community members to work together have widely spread. These are expected to play the supplemental role for the settlement reorganization. It is necessary to discuss among residents the activation plan and the future vision of the community, as well as to discuss the settlement reorganization.

문화재 지정 근대 군사유적의 유형별 특징에 관한 연구 (Types and Characteristics of Modern Military Remains as Cultural Properties in Korea)

  • The military remains have a social and historic value in holding up a true mirror to modern history of war and suffering, and will be used for historic place in Korea. This study is to research these modern military remains as cultural properties in Korea. They are classified with three types, namely military sites, installations of civil structures and buildings. The military remains have the historic sites of the righteous army and Korean war, and most of them are battle fields located in a mountainous area rather than urban area. There are fortresses, bridges and tunnels, and watchtowers of civil structures. The fortresses were constructed with Japanese military installations in the end of the Pacific War, and are most located in Sangmo-ri, Daejeong-eup, Seogwipo-si, Jeju-do, Korea. The bridges were to be destroyed and constructed during the war, and the watchtowers as military defence were to be constructed in inland area. There are arsenals, barracks, and headquarters of buildings. The weapon factory of Gigiguk (arsenal bureau) constructed in the late 19th century are present, and also the army training center, barracks, and church, etc are in Seogwipo-si, Jeju-do, Korea. There are old headquarters constructed in 1910s at Jinhae Gyeongnam, and buildings to testify about the horrors of the Korean war around Cheorwon, Gangwon.

산촌주민(山村住民) 산림보호(山林保護)에 대한 경제적(經濟的) 심리적요인(心理的要因) 분석(分析) -산림생산구조(山林生産構造)에 따르는 경제심리상(經濟心理狀)- (An Analysis of Economic and Psychological Factors on the Forest Protection of the Mountain People in Jeonbuk Province -On the Economic Psychological Status Associated with Structure in Forest Production-)

  • 산림보호(山林保護)와 관련된 산촌주민(山村住民)의 산림(山林)에 대한 경제적(經濟的) 심리적요인(心理的要因)을 분석(分析)한 결과 산촌농가(山村農家)의 산림수익(山林收益)에 대한 전망(展望)은 비교적(比較的) 높은 편이나 그의 소유규모(所有規模) 가계충족경제형태(家計充足經濟形態)이고 자본(資本)의 영세성(零細性)과 도벌(盜伐)등 사후관리(事後管理) 등에 우려(憂慮)를 표하고 있는데 불법산림채취(不法山林採取)의 가장 큰 이유가 되는 연료(燃料)해결 문제가 큰 난제(難題)의 하나였다. 더욱 문제가 되는 것은 산촌(山村)에 거주하면서도 산림(山林)을 소유(所有)하지 않은 계층(階層)으로 연료(燃料)의 대부분(大部分)을 타인(他人)이나 국공유림(國公有林)에서 몰래 채취하고 있는데 산림(山林)은 베어쓸 수도 있다는 삼림공유(山林公有)의 자세와 산림법(山林法)의 운용도 문제시(問題視)하지 않는 산림보호(山林保護)에 극히 소극적이었다. 이것은 평야부산촌(平野部山村)에서 보다 산간부산촌(山間部山村)에서 심한 경향(傾向)이 있었으며 이에 대한 산림법(山林法)의 운용(運用)이나 교육(敎育)에 문제점을 제기할 수 있었다.

지형면과 수문지질단위 분류를 이용한 북한의 지하수 부존량 추정 (Estimation of the Available Amount of Groundwater using Classifications of Landforms and Hydrogeological Units in N. Korea)

  • This study was conducted to provide the preliminary data on preparation for policy decisions regarding the groundwater supply scheme for N. Korea vulnerable to drought. Agricultural activities oriented to upland field due to the mountainous terrain more than 79% as well as the diversity of rainfall distribution over the country make more vulnerable to structural problems in the drought in N. Korea. Therefore, in anticipation of the expansion of exchange policies in agricultural sector, the available amount of groundwater needed for sustainable water resources supply was estimated for each administrative district after analyzing alluvium and hydrogeology distribution in N. Korea. Overall, the available amount of groundwater was estimated to 22.3 billion m3 (0.18 million m3/km2). The available amount of groundwater per unit area in Ryanggangdo and Gaesungsi was appeared very high in each of 0.56 and 0.39 million m3/km2, respectively, and it would be interpreted that two districts have relatively wide area of volcanic rocks and alluvium with highly permeable characteristics, respectively. Finally, to maximize the utilization of this study result, the available amount of groundwater distribution map was developed on the basis of the 1 × 1 km grid network over the entire N. Korea.

지형 특성과 경작지 분포를 고려한 밭정비 유형 분석 - 무안군과 화순군 비교 - (Analysis of Field Infrastructure Improvement Types according to Geographic Characteristics and Spatial Distribution of Upland - Comparison of Muan-gun and Hwasun-gun -)

  • To suggest the field maintenance plan considering the geographical characteristics of the region, we selected representative regions(plain regione and mountain region) and compared spatial distribution of cultivated land in Muan-gun and Hwasun-gun. Firstly, we examined the distribution characteristics of cultivated land according to the scope of the maintenance object with Fragstats. As a result of that, it was found that the cultivated area except rice paddy had the highest aggregation effect. And then, we developed type classification of maintenance considering geographic characteristics and cultivated crops information. As a result of classification, plain land type Muan region was mostly cultivated land suitable for integrated maintenance. On the other hand, Hwasun, a mountainous terrain, needs small-scale maintenance and road maintenance. Based on these results, it was found that more detailed planning is needed for the upland field infrastructure improvement considering the topographic characteristics.

태백(太白) 산간지방(山間地方)에서의 기온체감율(氣溫遞減率)과 수도(水稻) 안전작기설정(安全作期設定) (Lapse Rate of Air Temperature and Optimizing Rice Cultivation Period in the Taebaek Mountainous Area)

  • 우리나라 중북부(中北部) 산간지방(山間地方)의 표고별(標高別) 온도(溫度) 체감율(遞減率)을 밝히기 위(爲)하여, 강원도(江原道) 평창군내(平昌郡內) 표고(標高)가 다른 3개지점(個地点)에서 측정(測定)된 최고기온(最高氣溫), 최저기온(最低氣溫)의 6개년(個年) 평균치(平年値)(1977~1982年) 기상자료(氣象資料)를 이용(利用)하여 표고(標高) 상승(上昇)에 따른 평균기온(平均氣溫) 체감율(遞減率)을 밝히고, 그 이용방안(利用方案)으로 일평균(月平均) 기온(氣溫)을 추정(推定)하여 표고별(標高別)로 이론적(理論的) 수도재배(水稻栽培) 기간(期間)을 설정(設定)한 결과(結果)는 아래와 같다. (1) 표고(標高)가 상승(上昇)함에 따라 월평균기온(月平均氣瑥)은 일정(一定)한 비율(比率)은 체감(遞減)하여, 표고(標高) 100m 상승(上昇)함에 따라 $0.53^{\circ}C{\sim}1.02^{\circ}C$의 범위(範圍)에서 평균기온(平均氣溫)이 체감(遞減)하였으며, 연평균체감율(年平均遞減率)은 $0.69^{\circ}C/100m$이었다. (2) 표고(標高)가 l00m 상승(上昇)함에 따라 약 7~8일(日)의 수도재배(水稻栽培) 가능기간(可能期間)이 짧아지는 것으로 나타났다. (3) 소요적산온도(所要積算溫度) $1,800^{\circ}C$ 되는 품종(品種)은 표고(標高) 300m까지, $1,400^{\circ}C$ 이하(以下) 품종(品種)은 500m, $1,200^{\circ}C$ 정도(程度)의 극조생종품종(極早生種品種)은 표고(標高) 600m까지 재배가능(栽培可能)한 것으로 나타났다. (4) 표고별(標高別) 출수기(出穗期) 만한일(晩限日)은 표고(標高) 300m에서 8월(月) 15일(月)이었으며 100m 상승(上昇)함에 따라 4~5일(日)씩 앞당겨지는 경향(傾向)이었다.

북한 지역의 월 강수량으로부터 토양 유실 예측 공식 적용을 위한 강수 인자 산출 (Estimation of R-factor for Universal Soil Loss Equation with Monthly Precipitation Data in North Korea)

  • 북한 지역은 산이 많고, 경사지 밭이 많아 토양 유실이 심하므로, 토지를 보호하는 것이 토양의 지력 유지에 중요하다. 토양 보전 대책 마련을 위해서는 각 지역의 토양 유실 가능량을 예측하는 것이 필요하다. 토양 유실 예측에 USLE가 광범위하게 적용된다. 북한 지역의 토양 유실 예측에 필요한 강수 인자8의 산출이 시도되었다. 북한 지역의 수집 가능한 75개소의 월 강수량 자료를 이용하였다. 월 강수량의 7, 8월 강수 집중도(X)로부터 지역 보정 인자를 산출하였다. 지역 보정 인자($U_{adj}$) 산출을 위한 기본식은 남한의 중북부 지역 20개소의 $EI_{30}$와 월강수량 자료로부터 얻어 낸 식 $$U_{adj}=4.095{\cdot}X-0.878(r=0.689^{**})$$ 을 적용하였다. 북한 지역의 강수량은 606-1,520mm이었으며, 7, 8월 집중도는 34.4%~53.8%이었다. 이에 따른 지역 보정 계수 $U_{adj}$는 0.53~1.33이었으며, 동해안과 산간 지방의 $U_{adj}$ 값이 서해안과 내륙 지방의 $U_{adj}$ 값보다 낮았다. 지역 보정 계수를 고려한 USLE의 강수 인자 $R_{adj}$는 107 ~ 493으로 평가되었으며, 이는 평균 259.6으로 남한의 평균 R 값 434.5보다 낮았다.

독뫼 감 농업의 GIAHS 등재 및 보전을 위한 4개국 과수 지역 GIAHS의 동적 계획 비교 및 분석 (Comparison and Analysis of Action Plans of GIAHS in the Four Countries of Orchards for GIAHS Listing and Conservation of Dokmoe Persimmon System)

  • Dokmoe persimmon system in Changwon, designated as a Korea National Important Agricultural Heritage System is a unique agricultural heritage system, is a farming system carried out in the sloping semi-mountainous terrain of the low hills downstream of the Nagdong River. In this study, we analyzed the proposal submitted for registration by the orchard region GIAHS and analyzed the regional characteristics, agricultural characteristics, and threats to heritage conservation of Dokmoe persimmon system. Dokmoe persimmon system is located in a large city, so the threat of development was analyzed as a threat factor differentiated from other regions, and the development of the processing industry was analyzed as a common initiative for GIAHS in the orchard area. Based on this, we established a action plan for heritage conservation. The action plan consists of 4 main criteria, 6 plans, and 14 initiatives. Research on Dokmoe persimmon farming is now at the starting point, and this study will be able to contribute to registration of Dokmo persimmon system in GIAHS.

수수의 항산화성분 및 항산화활성에 미치는 재배지역의 영향 (Effects of Cultivated Area on Antioxidant Compounds and Antioxidant Activities of Sorghum (Sorghum bicolor L. Moench))

  • 재배지역에 따른 수수 품종 선정을 위한 기초자료로 활용하고자 내륙평야지인 경남 밀양과 산간지인 강원 원주, 해안지인 전남 신안에서 5개의 수수를 재배하여 수확된 수수를 메탄올로 추출하여 항산화성분 함량 분석 및 항산화활성을 검정하였다. 재배환경에 따른 수수 종자 메탄올 추출물의 총 폴리페놀 함량은 강원 원주에서 재배한 메수수와 대풍수수가 19.64 및 19.32 mg/g으로 가장 높은 함량을 보였고 경남 밀양에서 재배한 흰찰수수가 2.63 mg/g으로 가장 낮게 나타났다. 총 플라보노이드 함량은 강원 원주에서 재배한 대풍수수가 7.54 mg/g으로 가장 높게 나타났고 경남 밀양에서 재배한 흰찰수수가 1.24 mg/g으로 가장 낮았다. 대체적으로 항산화성분의 함량은 산간지인 강원 원주에서 재배한 수수가 높은 함량을 보였고 품종에 따라서는 황금찰수수와 대풍수수, 메수수가 높은 항산화성분 함량을 보이는 것으로 나타났다. 재배환경에 따른 수수 종자 상태의 메탄올 추출물의 DPPH 및 ABTS radical 소거활성을 측정한 결과 대체적으로 radical 소거활성은 재배지역별로 큰 차이를 보이지 않았으며, 품종에 따라서는 유색의 종피를 가진 황금찰수수, 대풍수수, 토종수수, 메수수가 높은 radical 소거활성을 보였다. 전체적으로 항산화성분의 함량과 항산화활성은 재배지역과 품종과 유의적인 차이를 보이는 것으로 나타났다.

한국인 지역별 영양실태조사(1) (A Nutritional Status of different regions in Korea(1))

  • Cross-sectional studies of adults located in different regions were undertaken to measure changes in food intake and nutritional status. Representativeness of the selected areas was proven through a pilot study and an inquiry into some written materials, and those areas were as following: 1) Mountainous area 2) Farming area 3) Coastal Area 4) City Area The nutrition survey was undertaken by students of the College of Home Economics as follow: 60 children (out of the 25% given detailed examination) and their families were randomly selected for the nutrition survey. The survey team was composed of 30 students of the College of Home Economics. Each member of the survey team was assigned to make home visits to two families in order to obtain information on kinds and amounts of food consumed for three days. Degree of food consumption was measured by weighing the food was calculated in the same manner. Average adult unit for calories and protein in the four study areas was 0.81 and 0.98 with little variation. The total calories ranged from 2,114 Cal to 2,311 Cal. and the protein intake averaged from 57 gm to 67 gm. The calories taken by people of Kaejong were composed of carbohydrate (82% -87%), fat (3%-6%) and protein (10%-12%). Kaejong recorded a sufficient intake of fat and protein. All of the four study areas had a deficiency problem in intake of calcium, vitamin A. thiamine, riboflavin and ascorbic acid.
