A Web-GIS Based Monitoring Module for Illegal Dumping in Smart Cities

  • This study was conducted to develop a Web-GIS based monitoring module of smart city that can effectively respond, manage and improve situation in all stages of illegal dumping management on a city scale. First, five technologies were set for the core technical elements of the module configuration. Five core technical elements are as follows; video screening technology based on motion vector analysis, human behavior detection based on intelligent video analytics technology, mobile app for receiving civil complaints about illegal dumping, illegal dumping risk model and street cleanliness map, Web-GIS based situation monitoring technology. The development contents and results for each set of core technical elements were evaluated. Finally, a Web-GIS based 'illegal dumping monitoring module' was proposed. It is possible to collect and analyze city data at the local government level through operating the proposed module. Based on this, it is able to effectively detect illegal dumpers at relatively low cost and identify the tendency of illegal dumping by systematically managing habitual occurrence areas. In the future, it is expected to be developed in the form of an add-on module of the smart city integration platform operated by local governments to ensure interoperability and scalability.

A Deinterlacing Method Based on the Edge Direction Vectors (에지 방향 벡터 기반 디인터레이싱 기법)

  • A new intra-field deinterlacing algorithm with edge direction vector (EDV) in the image block is introduced. This proposed filter is suitable to the region with high motion or scene change. We first introduce an EDV, which is computed by Sobel mask used edge map, so that filer resolution of the edge direction can be acquired. The proposed EDV oriented deinterlacing system operates by identifying small pixel variations in five orientations, $26.5^{\circ}$, $45^{\circ}$, $90^{\circ}$, $135^{\circ}$, and $153.5^{\circ}$. The EDV values work as inputs of Sobel mask and return edge direction degree and confidence parameters. Based on edge direction degree and confidence parameters the missing pixel is computed. The results of computer simulations demonstrate that the proposed method outperforms a number of intra-field deinterlacing methods in the literature.

Obstacle Avoidance of Unmanned Surface Vehicle based on 3D Lidar for VFH Algorithm (무인수상정의 장애물 회피를 위한 3차원 라이다 기반 VFH 알고리즘 연구)

  • In this paper, we use 3-D LIDAR for obstacle detection and avoidance maneuver for autonomous unmanned operation. It is aimed to avoid obstacle avoidance in unmanned water under marine condition using only single sensor. 3D lidar uses Quanergy's M8 sensor to collect surrounding obstacle data and includes layer information and intensity information in obstacle information. The collected data is converted into a three-dimensional Cartesian coordinate system, which is then mapped to a two-dimensional coordinate system. The data including the obstacle information converted into the two-dimensional coordinate system includes noise data on the water surface. So, basically, the noise data generated regularly is defined by defining a hypothetical region of interest based on the assumption of unmanned water. The noise data generated thereafter are set to a threshold value in the histogram data calculated by the Vector Field Histogram, And the noise data is removed in proportion to the amount of noise. Using the removed data, the relative object was searched according to the unmanned averaging motion, and the density map of the data was made while keeping one cell on the virtual grid map. A polar histogram was generated for the generated obstacle map, and the avoidance direction was selected using the boundary value.

  • This paper presents an efficient joint disparity-motion estimation algorithm for stereo sequence CODEC. Disparity vectors are estimated by the left and right motion vectors and previous disparity vectors for every frame. In order to obtain more accurate disparity vectors. we include a spatial prediction Process after the feint estimation. From joint estimation and spatial prediction, we can obtain accurate disparity vectors and then Increase coding efficiency. Finally, we proposed the backward quadtree decomposition. which helps the encoder to have a more detailed disparity vector map without transmitting additional coding bits for quadtree information. We confirmed superior performance of the proposed method through computer simulation.

  • Cloud gaming services are heavily dependent on the efficiency of real-time video streaming technology owing to the limited bandwidths of wire or wireless networks through which consecutive frame images are delivered to gamers. Video compression algorithms typically take advantage of similarities among video frame images or in a single video frame image. This paper presents a method for computing and extracting both graphics information and an object's boundary from consecutive frame images of a game application. The method will allow video compression algorithms to determine the positions and sizes of similar image blocks, which in turn, will help achieve better video compression ratios. The proposed method can be easily implemented using function call interception, a programmable graphics pipeline, and off-screen rendering. It is implemented using the most widely used Direct3D API and applied to a well-known sample application to verify its feasibility and analyze its performance. The proposed method computes various kinds of graphics information with minimal overhead.

  • Neural decoding is important to recognize the user's intention for controlling a neuro-prosthetic hand. This paper proposes a real-time decoding method for multi-channel peripheral neural activity. Peripheral nerve signals were measured from the median and radial nerves, and motion artifacts were removed based on locally fitted polynomials. Action potentials were then classified using a k-means algorithm. The firing rate of action potentials was extracted as a feature vector and its dimensionality was reduced by a self-organizing feature map. Finally, a multi-layer perceptron was used to classify hand motions. In monkey experiments, all processes were completed within a real-time constrain, and the hand motions were recognized with a high success rate.

A fast Inter Mode Decision Based on Local Statistics in H.264/AVC (지역 통계를 이용한 H.264/AVC의 고속 인터 모드 예측)

  • H.264/AVC enhances inter-frame coding performance adopting new intra and inter mode prediction in inter-frame motion prediction. H.264 encoder provides performance superior to existing standards with the prediction modes. Instead of enhanced performance, however, both predictions increase complexity of encoder and demand a lot of coding time. This paper proposes a method using local statistics of resultant intra mode, my and mode map to predict inter mode. There are relationship between intra and inter mode, and we can predict inter mode using neighboring macroblocks' resultant mode and motion vector according to the contents of frame. The experimental results show that the proposed algorithm reduces encoding time by 31% on average with a negligible loss of PSNR and bitrate.

A Hierarchical Semantic Video Object Tracking Algorithm Using Watershed Algorithm (Watershed 알고리즘을 사용한 계층적 이동체 추적 알고리즘)

  • In this paper, a semi-automatic approach is adopted to extract a semantic object from real-world video sequences human-aided segmentation for the first frame and automatic tracking for the remaining frames. The proposed algorithm has a hierarchical structure using watershed algorithm. Each hierarchy consists of 3 basic steps: First, seeds are extracted from the simplified current frame. Second, region growing bv a modified watershed algorithm is performed to get over-segmented regions. Finally, the segmented regions are classified into 3 categories, i.e., inside, outside or uncertain regions according to region probability values, which are acquired by the probability map calculated from an estimated motion-vector field. Then, for the remaining uncertain regions, the above 3 steps are repeated at lower hierarchies with less simplified frames until every region is classified into a certain region. The proposed algorithm provides prospective results in studio-quality sequences such as 'Claire', 'Miss America', 'Akiyo', and 'Mother and daughter'.

An Improvement MPEG-2 Video Encoder Through Efficient Frame Memory Interface (효율적인 프레임 메모리 인터페이스를 통한 MPEG-2 비디오 인코더의 개선)

  • This paper presents an efficient hardware architecture to improve the frame memory interface occupying the largest hardware area together with motion estimator in implementing MPEG-2 video encoder as an ASIC chip. In this architecture, the memory size for internal data buffering and hardware area for frame memory interface control logic are reduced through the efficient memory map organization of the external SDRAM having dual bank and memory access timing optimization between the video encoder and external SDRAM. In this design, 0.5 m, CMOS, TLM (Triple Layer Metal) standard cells are used as design libraries and VHDL simulator and logic synthesis tools are used for hardware design add verification. The hardware emulator modeled by C-language is exploited for various test vector generation and functional verification. The architecture of the improved frame memory interface occupies about 58% less hardware area than the existing architecture[2-3], and it results in the total hardware area reduction up to 24.3%. Thus, the (act that the frame memory interface influences on the whole area of the video encoder severely is presented as a result.
