Result Based Evaluation Model and Its Application to Peace Operation of the ROK Military Contingent to UN Mission (한국군의 UN평화활동에 대한 성과기반 평가모델개발과 적용)

  • Current methods to evaluate the performance of ROK military contingents to UN missions unnecessarily raises the issues of relevance, validity and reliability. Thus, this article aims to suggest how the result based evaluation (RBE) model which is widely adopted in the UN field missions as well as the international development community would be modified and applied to peace operation of the ROK contingent. As a result of the study, the model presents a framework that integrates the planning process and monitoring and evaluation with a logical framework, which entails a cycle of assessment of pre-deployment planning, monitoring and phased evaluation, and post-deployment evaluation. Secondly, according to measurement of RBE benchmarks to the present ROK's monitoring and evaluation system, factors in an evaluation unit and a logical framework approach are unmet or partly met to the benchmarks. In addition, ex-post impact evaluation has been rarely performed. Finally, the policy recommendations for resolution of the aforementioned challenges as well as a joint evaluation unit, participated by experts in a civilian, public, and a military domain are proposed.

  • The evaluation theory of reliability, availability, maintainability and safety (RAMS) as a mature theory of state evaluation in the railway engineering, can be well used to the evaluation, management, and maintenance of complicated structure like the long-span bridge structures on the high-speed railway. Taking a typical steel-truss arch bridge on the Beijing-Shanghai high-speed railway, the Nanjing Dashengguan Yangtze River Bridge, this paper developed a new method of state evaluation for the existing steel-truss arch high-speed railway bridge. The evaluation framework of serving state for the bridge structure is presented based on the RAMS theory. According to the failure-risk, safety/availability, maintenance of bridge members, the state evaluation method of each monitoring item is presented. The weights of the performance items and the monitoring items in all evaluation levels are obtained using the analytic hierarchy process. Finally, the comprehensive serving state of bridge structure is hierarchical evaluated.

  • The present study aims to monitor three of the community empowerment projects implemented as part of the community central revitalization projects in Yeongwol. We used an established indicator (i.e., quantitative evaluation) as well as an interview (i.e., qualitative evaluation) throughout the monitoring process. The PM (project manager) committee members, consisting of six interdisciplinary experts, carried out the monitoring from $24^{th}$ of October until the $26^{th}$ of November 2018. We categorized the results of the monitoring into the aspects of needs, software, and hardware, and analyzed them as follows: First, although the locals were willing to take part in programs, they were in overall not well informed about the ongoing programs and the program that suits their needs the most. The service organization should therefore actively publicize the program and provide sufficient information about it .Second, instead of a one-off program, the locals should be empowered to take over the program eventually and develop it as a local business model. Last, the locals from the center as well as the outskirts of Yeongwol should organize a learning net, collaboratively develop a further program, and assess its effectiveness by employing a thorough monitoring system.

  • Metal fatigue is an important aging mechanism that material characteristics can be deteriorated when even a small load is applied repeatedly. An accurate fatigue evaluation is very important for component structural integrity and reliability. In the design stage of a nuclear power plant, the fatigue evaluations of the Class 1 components have to be performed. However, operating experience shows that the design evaluation can be very conservative due to conservatism in the transient severity and number of occurrence. Therefore, the fatigue monitoring system has been considered as a practical mean to ensure safe operation of the nuclear power plants. The fatigue monitoring system can quantify accumulated fatigue damage up to date for various plant conditions. The purpose of this paper is to describe the fatigue monitoring procedure and to introduce the fatigue monitoring program developed by the authors. The feasibility of the fatigue monitoring program is demonstrated by comparing with the actual operating data and finite element analysis results.

This study suggests a continuous evaluation process for information security management reflecting the real execution of managers and employees in organizations.

Periodic seismic performance evaluation of highway bridges using structural health monitoring system

  • In this study, the periodic seismic performance evaluation scheme is proposed using a structural health monitoring system in terms of seismic fragility. An instrumented highway bridge is used to demonstrate the evaluation procedure involving (1) measuring ambient vibration of a bridge under general vehicle loadings, (2) identifying modal parameters from the measured acceleration data by applying output-only modal identification method, (3) updating a preliminary finite element model (obtained from structural design drawings) with the identified modal parameters using real-coded genetic algorithm, (4) analyzing nonlinear response time histories of the structure under earthquake excitations, and finally (5) developing fragility curves represented by a log-normal distribution function using maximum likelihood estimation. It is found that the seismic fragility of a highway bridge can be updated using extracted modal parameters and can also be monitored further by utilizing the instrumented structural health monitoring system.

  • The construction of large scale civil and building structures which form the base of social economy has been grown greatly. As the increasing of aged and deteriorated structures, it is necessary to evaluate the safety of those structures. The deterioration, safety evaluation, repair and rehabilitation are important problems in the construction area that every country faces. This paper presents the general information on how to conduct a data analysis of long-term monitoring system and evaluate the characteristics of surveying methods.

  • The importance of emergency diesel generator(EDG) has confirmed in the safety evaluation of PSA and the study on aging of EDG has been progressed actively as a part of the project of nuclear plant aging research in the U.S.A. As the result, the concept of performance evaluation is being transferred from statistical analysis of test results to performance monitoring and trending analysis for monitoring of aging and reliability. Recently, the study related aging characteristic and reliability for EDGS has begun in Korea. Consequently, the efficient performance monitoring based systematic and integrated monitoring and failure diagnostic technology is necessary. In the research, the knowledge basis of monitoring parameters for EDGS is constructed, and the prototype monitoring and diagnosis system applicable to Pielstick EDG is developed.

  • This study presented problems and improvements in the quality control of an air monitoring network, using Gyeongnam as an example. 1) The effective utilization rate of the air monitoring was 95%, which showed good management, but the maximum of 2% was indicated by zero or detection limit among measurement data. 2) In the equivalence evaluation of PM2.5, the slope and intercept satisfy the evaluation criteria; however, 1% of the PM2.5/PM10 ratios were outliers. 3) All air monitoring stations meet the quality control standards; however, the management status is added to the quality inspection, management system is unified and the related budget is expanded, and systematic commission management is required.
