Estimating the Application Possibility of High-resolution Satellite Image for Update and Revision of Digital Map (수치지도의 수정 및 갱신을 위한 고해상도 위성영상의 적용 가능성 평가)

  • Supplying high-resolution satellite image, we take much interest in the update and the revision of digital map and thematic map based on the satellite image. This study presented the possibility of the update and the revision to the existing digital map on a scale of l/5,000 and 1/25,000 to take advantage of the IKONOS satellite image. We performed geometric correction to make use of the ground control points of the existing digital map in IKONOS mono-image and created ortho-image by extracting digital elevation model from three dimensional contour data and altitude on the existing digital map. We revised changed features in the method of screen digitizing by overlapping orthorectified satellite image and existing digital map and flawed features of the unchanged area on the satellite images for positional accuracy analysis. As a result, rectification error is calculated at $\pm$3.35m by RMSE. There is a good possibility of update of digital map under the scale of 1/10,000. It is possible to the update of the large scale digital map over the scale of l/5,000, as if we used the method of stereo image and ground control point surveying.

  • The purpose of this study focuses on and explain the policy-determining factors that emerged in the process of revising customized wages for the National Basic Livelihood Security Act on December 30, 2014. This is an analysis of the reasons why the rapid revision of the welfare system could have been made at a certain time in a situation that did not progress despite the specific demand for revision of the law surrounding the blind spot. To this end, using Kingdon's policy flow model, which emphasizes the contingency of policy decisions, the flow of problems, political flows, and policy alternatives were reviewed respectively. In the course of each of these flows, the suicide incident of mother and 2 daughters in Songpa served as a major medium that played a large role in the policy-making process and the window of policy could be opened. As a result, This incident triggered social and policy interest in the issue of the National Basic Livelihood Security Act. It was found that the law was revised quickly, causing a great wave of waves as a social issue.

  • As FTAs are introduced, greater trade between the countries results in more disputes between parties to the agreement. Disputes in international trade have previously been settled mainly through international arbitration. However, with the recent rise in negative aspects of the arbitration system, the international community has begun to seek ways to utilize mediation for replacing the arbitration system. Mediation is a dispute settlement system that helps the parties settle their disputes on their own through negotiations. The UNCITRAL, which seeks to unify and develop international trade law, amended the Model Mediation Law in 2018 and adopted the 'United Nations Convention on International Settlement Agreements Resulting from Mediation' in August 2019 to enable the adoption of the international settlement agreement. This study analyzes the main contents of the 2018 Model Mediation Law and predicts the potential for the development of international commercial mediation as a dispute settlement procedure for future international trade.

  • In this paper, a high precision track following control algorithm is proposed for micro electrostatic actuator considering of the application for hard disk drive. The micro electrostatic actuator proposed has nonlinear voltage-displacement characteristic in a working range of 0.8.mu.m and has uni-directional movement. Mid range reference and open-loop bias are proposed for the revision of negative position error, and inverse model for linearization.

  • FACES II & III do not capture the high extremes of the dimension and are linear rather than curvilinear measure. FACES IV is the latest revision of FACES series and can capture two extreme dimension of Circumplex Model. The purpose of this study is to examine reliability and validity of reconstructed FACES using by FACES II, III, IV. Factor analysis showed that Cohesion and Adaptability consisted 3 factors (disengaged, connected, emmeshed/rigid, flexble, chaotic) Extremes on each dimension conceptually were opposite and they were uncorrelated with each other. FACES effectively predicted family function. Reliability coefficients of subscales ranged from 61~85 Reconstructed FACES had good internal consistency and construct and criterion related validity.

  • This paper presents, step-by-step, the capabilities that a general-purpose simulation environment, such as Simulab/Matlab,provides for an intuitive and sfficient modelling of grinding processes. Starting from a revision of the different approaches which can go found in the technical literature the paper begins with the well-known block-diagram forst presented by Snoyes and how the different parameters for the simulation are introduced in the model(machine,grinding wheel and process parameters). Special attention is paid to the fact that nonlinear phenomena can easily be include.

  • In 2006, the UNCITRAL Working Group II started a new project on the revision of the UNCITRAL Arbitration Rules of 1976. Ever since that time, 9 sessions of the Working Group II were devoted to the discussions on such topic. The Arbitration Rules has been acknowledged to be used for settling international disputes involving various disputing parties. In recent years, many treaty-based arbitrations have been subject to the Arbitration Rules. This article focuses on the discussions made in the 52nd session of the Working Group II where the third reading of the revised draft of the Arbitration Rules was completed except for a few provisions. Among the draft rules, the delegations were hardly able to reach an agreement with regard to Articles 2(2), 34(2), 41(3), (4), and (6). It is expected that those provisions would be agreed in the coming 43rd plenary session of the UNCITRAL. The use of the Arbitration Rules is dependent on the agreement by the disputing parties. It is not like the UNCITRAL Model Law on International Commercial Arbitration which was adopted in Korean legal system in 1999. However, the proper functioning of arbitration rules is essential for the efficient and successful operation of the arbitration system in a particular country. That is the reason why we should keep close attention on the discussions of the UNCITRAL with regard to the revision of the Arbitration Rules.

Revision of Snyder's Coefficient for Synthesizing Uint Hydrograph (단위유량도합성을 위한 Snyder 계수의 조정)

  • The synthetic unit hydrograph is commonly used for the derivation of a design hydregraph. The existing Snyder's equation for the syntheses of unit hydrograph was found to give relatively a flat hydrograph in comparison with observed hydrograph and a revision is required. HEC-1 model is used to simulated observed hydrograhp in the South Han River basin and results are used as an input for the regression. The basin is subdivided into small drainage areas and the synthesized hydrograph is routed through channels. After the calculated hydrographs are compared with observed one, the synthesized hydrograph of each subbasisn is revised and the new snyder's equation is derived . The revised equation gives rapid increase of discharge in rising limb and larger peak.

  • As raster-based high quality and resolution spatial information has appeared, 1/1,000 digital map lost either its recognition or uses because of insufficient new modified and updated information. Therefore, this study analyzed the linkage between three-dimensional spatial information and 1/1,000 digital map, and also suggested a modification plan of 1/1,000 digital map, made by three-dimensional spatial information. In fact, some area of Incheon and Busan were presented with the modification plan of 1/1,000 digital map as three-dimensional trial models. These trials reflected possibilities of modification by qualitative and quantitative analysis of 1/1,000 digital map, using three-dimensional object model.

  • Korea and Japan have been influenced by one another through various points in their respective histories. During ancient times and throughout the Middle Ages, many aspects of culture and modern civilisation were conveyed from China to Japan via Korea. This trend changed in the second half of the $19^{th}$ century, as Japan opened its ports to foreign trade, completely reforming its own society before Korea followed suit. The aspects of modern civilisation and culture were thus subsequently conveyed to Korea from Japan. Not unlike Western cultures of the time, Japan also engaged in a pursuit of imperialism that resulted in its subjugation of Korea during the Japanese occupation. After Korea regained its independence following the Second World War, Koreans rebuilt their country largely on the basis of the social system Japan had left behind. 70 years later, differences from the Japanese model may nevertheless be observed in various areas. Library legislation is no exception. This paper provides a comparison of Korean and Japanese library laws. The comparison and consideration of the enactment and revision processes of library legislation of both countries reveals how differences in legislation developed and provides an analysis of the implementation of these differences.
