Total quality management Activities Evaluation (TAE) Model by the traditional scoring system and the efficiency measuring system (품질경영활동의 효율성을 고려한 평가모형)

  • To evaluate the total quality activities is the most fundamental and critical process as one of the PDCA cycle. The quality award criteria such as Malcolm Baldrige National Quality Award and Deming Award can be a, pp.ied to the guideline for evaluating quality activities. We can identify several important factors for TQM by referring quality award criteria, but they don't suggest how efficiently implement TQM. In this paper, two methodologies are a, pp.ied to evaluate the TQM activities comparatively. One of them is the traditional scoring system (TSS) by analytic hierarchy process (AHP). TSS is the system which evaluates the performance of TQM by the weighted sum of critical success factors. Several quality award system are typical examples of TSS. The other is the efficiency measuring system (EMS) by data envelop analysis (DEA). DEA outperformed other alternative methods to measure the efficiency and it can be a, pp.ied to evaluate the TQM activities. The evaluation system by DEA can be named as EMS. The objective of this paper is to suggest a model called TAE (Total quality management Activities Evaluation), for evaluating TQM activities. In this model TQM organizations are classified into four types by considering TSS and EMS. Those types are high weighted sum and high efficiency type, high weighted sum and low efficiency type, low weighted sum and high efficiency type, and low weighted sum and low efficiency type. Therefore TQM organizations must not only make efforts to get the higher scores in terms of TSS, but also take necessary steps to enhance their efficiencies.

Measuring Operational Efficiency of Korean Online Game Companies with DEA Window Analysis (DEA Window 분석을 이용한 국내 온라인 게임 기업의 운영 효율성 평가)

  • This paper measures the operational efficiency of domestic online game companies and analyze its trends and patterns by using data envelopment analysis (DEA). DEA is a non-parametric approach to measuring the relative efficiency of decision-making units (DMUs) with multiple inputs and outputs. 14 online game companies are selected as DMUs and three inputs (number of employees, capital and asset) and three outputs (sales, operating profit and net profit) are selected as DEA variables. First, the output-oriented BCC model and super-efficiency model are employed to measure the static operational efficiency of the online game companies from 2003 to 2012. We also conduct the dynamic analysis with DEA window model to capture the trends of their operational efficiency influenced by internal and external environmental changes. The results are expected to provide fruitful implications for strategic decision making of online game companies and policy making for the online game industry.

Cost Stickiness and Investment Efficiency

  • Purpose: This study predicted cost asymmetry as a determinant of investment efficiency, and empirically analyzed the relationship between cost stickiness and investment efficiency. Research design, data and methodology: Using a sample of 4,382 Korean firm-year observations over 2011-2017 period, I examined the relationship between cost stickiness and investment efficiency. Asymmetrical cost behavior is measured as model of Homburg and Nasev (2008) and model of Park, Koo, and Pae (2012). Investment efficiency is measured as Chen, Hope, Li, and Wang (2011)'s model. Results: Firms with cost stickiness are less efficient in their investment than firms with non-cost stickiness. In other words, cost stickiness is an empirical result that supports the previous research on cost decision-making from perspective of managers pursuing private benefits due to information asymmetry. Conclusions: By showing that the manager's decision-making on the cost behavior affects the investment efficiency corresponding to capital management, the implications for the mechanism for efficient capital management are provided. Through the empirical results, it was shown that the cost stickiness is a product of opportunistic cost decision-making due to information asymmetry, and it is to present evidence that expands the meaning of the causes of asymmetric cost behavior.

A Comparative Case Study of Cost Efficiency DEA Model based on the Farrell_Debreu's and Tone's approach (사례를 이용한 Farrell_Debreu와 Tone방식에 의한 DEA원가효율성 모형의 비교분석에 관한 연구)

  • This study pursues to compare the two types of cost efficiency model based on DEA. Two types of DEA are derived by the two different approaches by Farrell_Debreu and Tone. Based on two concepts, Two different DEA model are derived. The characteristics and difference of two are looked up. Based on the simple numerical case, The efficient rates, the rankings, the reference sets are different. The model based on Tone's approach shows the more cheap attainable target cost level. DEA model set by Tone is superior in measuring cost efficiency, but Farrell_Debreu type DEA model is better to explain data in technical efficiency. So, it is required to use the results of DEA more carefully.

Analysis of Factors Affecting the Smoking Rates Gap between Regions and Evaluation of Relative Efficiency of Smoking Cessation Projects (지역 간 흡연율 격차 영향요인 분석 및 금연사업 상대적 효율성 평가: Clustering Analysis와 Data Envelopment Analysis를 활용하여)

  • Background: Based on the importance of ceasing smoking programs to control the regional disparity of smoking behavior in Korea, this study aims to reveal the variation of smoke rate and determinants of it for 229 provinces. An evaluation of the relative efficiency of the cease smoking program under the consideration of regional characteristics was followed. Methods: The main sources of data are the Korean Statistical Information Service and a national survey on the expenditure of public health centers. Multivariate regression is performed to figure the determinants of regional variation of smoking rate. Based on the result of the regression model, clustering analysis was conducted to group 229 regions by their characteristics. Three clusters were generated. Using data envelopment analysis (DEA), relative efficiency scores are calculated. Results from the pooled model which put 229 provinces in one model to score relative efficiency were compared with the cluster-separated model of each cluster. Results: First, the maximum variation of the smoking rate was 16.9%p. Second, sex ration, the proportion of the elder, and high risk drinking alcohol behavior have a significant role in the regional variation of smoking. Third, the population and proportion of the elder are the main variables for clustering. Fourth, dissimilarity on the results of relative efficiency was found between the pooled model and cluster-separated model, especially for cluster 2. Conclusion: This study figured regional variation of smoking rate and its determinants on the regional level. Unconformity of the DEA results between different models implies the issues on regional features when the regional evaluation performed especially on the programs of public health centers.

Development of Fishway Assessment Model based on the Fishway Structure, Hydrology and Biological Characteristics in Lotic Ecosystem

  • The main goal of this study is to develop a multi-metric fishway assessment model (Mm-FA) and evaluate the efficiency of fishway. The Mm-FA model has three major fishway components with nine metrics: structural characteristics, hydraulic/hydrologic features, and biological attributes. The model was developed for diagnosing and assessing fishway efficiency and tested to Juksan Weir at the Yeongsan River Watershed. Structural characteristics of fishway included slope of the fishway (M1), ratios of fishway width to stream width (M2), and the proportion of orifice clogging and orifice size (M3). Hydraulic/hydrologic characteristics included depth of fishway entrance head (M4), depth of exit tail (M5), and current velocity of inner fishway (M6). Biological characteristics included fish species ratio of inner fishway to upper-lower weir (M7), fish length distribution (M8), and the proportion of migratory fish species to the total number of species (M9). Overall, the assessment of fishway efficiency showed the total score of the Mm-FA model was 25 in the Juksan Weir, indicating "good condition" by the criteria of the five-level classification system. The Mm-FA model may be used as a key tool for the assessment of fishway efficiency, especially on the 16 weirs constructed for the "Four Rivers Restoration Project" after a partial calibration of Mm-FA model.

Construction of "CIDEAR" Model for Selecting and Evaluating Cross Impact R & D Projects (상호영향형 R&D과제군의 평가산정을 위한 "CIDEAR" 모형의 개발)

  • The purpose of this paper is to construct $\ulcorner$CIDEAR(Cross Impact-DEA-AR)$\lrcorner$ model which evaluates proposed R&D projects considering cross impact among them and selects proper projects to utilize resources efficiently as well as to maximize efficacy of investments. For this purpose, $\ulcorner$CIDEAR$\lrcorner$ model is designed as the following six steps. $\ulcorner$Decision Theory Evaluation Model$\lrcorner$ is for setting and selecting the evaluation items according to the structured procedure of evaluation system. The priority of items is decided at $\ulcorner$AR Decision Model$\lrcorner$$\ulcorner$Cross Impact Estimation Model$\lrcorner$ is for computing the final probability of success and the result is used to revise the evaluation results of $\ulcorner$Decision Theory Evaluation Model$\lrcorner$. $\ulcorner$Resource Performance Analysis Model$\lrcorner$ classifies the proposed R&D projects on the basis of required resources and expected performance. Consequently, the possibility of bias of project selection can be prevented. $\ulcorner$Priority Oder Decision Model$\lrcorner$ is for computing the efficacy of proposed projects. Finally, $\ulcorner$Efficacy-Efficiency Cause Analysis Model$\lrcorner$ analyzes the structure of efficacy and efficiency of the projects. The major findings and significances of this study are summarized as follows: (1) $\ulcorner$CIDEAR$\lrcorner$ model can deal with the affairs of R&D projects having the characteristics of mutual independence as well as mutual dependence in the point of efficacy and efficiency. Hence, it is possible to evaluate and select R&D projects more accurately. (2) It can be possible to raise the possibility of projects success. R&D manager can use the information for project management because the efficacy-efficiency structure of selected projects can be analyzed. (3) We proved the usefulness of the constructed $\ulcorner$CIDEAR$\lrcorner$ model using an case about twenty-one R&D projects of a leading company of electronic industry in Korea.

Evaluation of Managerial Efficiency in Occupational Health Service Organizations Using the Data Envelopment Analysis Method (산업보건서비스기관의 운영 효율성 분석 - 자료포락분석(DEA)기법을 이용하여 -)

  • This study analyzed the managerial efficiency of 11 organizations, the branch centers of a occupational health service organization in Korea, using the Data Envelopment Analysis (DEA) method. The DEA is a good method for evaluating health services since it can handle multiple inputs and outputs simultaneously, and also identify the sources and amount of inefficiency. The author approached this study using two efficient models: the monetary value model and the real value model. The DEA method based on the monetary value model included cost factors, while the real value model excluded cost factors. The input variables used were manpower of physicians, medical technicians, nurses, industrial hygienists and administrators; labor, maintenance, and material expenses. The output variables used were the number of medical examinations, workplace evaluations, group health management services and income from each service. The major results were as follows: First, in the monetary value model, 6 out of 11 organizations (54.6%) showed an efficiency score of 1.0, which means that they have been operating in very efficient ways. However, 5 organizations (46.4%) showed themselves to be relatively inefficient. Second, in the real value model, 7 out of 11 organizations (63.4%) showed an efficiency score of 1.0, which means they have been operating efficiently, while 4 organizations (46.4%) showed themselves to be relatively inefficient. Third, the reliability of DEA method were analyzed by comparing the results of the monetary value model and real value model. The results of 8 out of 11 organizations were same in terms of being efficient or not. Thus, the DEA could be a valid application method for occupational health service organizations. Fourth, the organizations that displayed common inefficiency in both the monetary value model and in the real value model 3, 9, and 10, were also considered to be managed inefficiency from expertise opinion. In summary, this study evaluated the efficiency of occupational health service organizations applying the DEA method with different variables, and found that the results of analysis could be valid in terms of both modeling and expert sense. In the future, the DEA method will be used as a useful tool to identify and evaluate the efficiency of occupational health service organizations through more applications and refinements.

An Adaptive Network Double Buffer Model for Efficient Memory Resource Usage (메모리 자원 사용 효율성 증진을 위한 적응적 네트워크 이중 버퍼 모델)

  • This paper proposes an Adaptive Double Buffer Model. As a new FIFO buffer model, this technique minimizes packet losses from network congestion by logically managing buffers. It allocates the spare spaces of non-congested buffers to congested buffers by allowing receive/send buffers to share two queues, and hence it minimizes packet losses. In contrast to the buffer model utilizing a free list, this buffer model can prevent the bubble phenomenon caused by a memory leak and thereby apply to a network buffer in a restricted environment. Also, compared with the model using an way, this model brings maximum 100 percent improvement in accepting packets and compared with the model utilizing a free list, this model has the similar efficiency Results of the performance test on Adaptive Double Buffer Model, shows that this proposed model decreases packet losses and enhances memory efficiency.

Application of steel equivalent constitutive model for predicting seismic behavior of steel frame

  • In order to investigate the accuracy and applicability of steel equivalent constitutive model, the calculated results were compared with typical tests of steel frames under static and dynamic loading patterns firstly. Secondly, four widely used models for time history analysis of steel frames were compared to discuss the applicability and efficiency of different methods, including shell element model, multi-scale model, equivalent constitutive model (ECM) and traditional beam element model (especially bilinear model). Four-story steel frame models of above-mentioned finite element methods were established. The structural deformation, failure modes and the computational efficiency of different models were compared. Finally, the equivalent constitutive model was applied in seismic incremental dynamic analysis of a ten-floor steel frame and compared with the cyclic hardening model without considering damage and degradation. Meanwhile, the effects of damage and degradation on the seismic performance of steel frame were discussed in depth. The analysis results showed that: damages would lead to larger deformations. Therefore, when the calculated results of steel structures subjected to rare earthquake without considering damage were close to the collapse limit, the actual story drift of structure might already exceed the limit, leading to a certain security risk. ECM could simulate the damage and degradation behaviors of steel structures more accurately, and improve the calculation accuracy of traditional beam element model with acceptable computational efficiency.
