이동통신의 시장지배력 평가에 대한 합리적 규제방안 - 이동전화 도매착신 시장을 중심으로 - (Rational Regulatory Framework Regarding the Appraisal of Mobile Telecommunication Market Domination)

  • 이동통신시장의 산업구조가 스마트폰이 중심이 되는 ICT 생태계로 변화하면서, 새로운 ICT 환경에 부합하는 규제체계가 주요 선진국을 중심으로 다각적으로 논의되고 있다. 이 중에서, EU에서는 이동전화서비스를 도매와 소매로 구분하고, 세분화된 시장에서 이동통신사업자의 시장지배력 보유를 평가함으로써, 이동통신시장의 경쟁을 활성화하기 위한 규제제도 개선을 지속적으로 추진하고 있다. 이러한 가운데, 국내에서도 EU 방식을 도입하여 이동전화의 시장획정(market definition)을 현재보다 세분화하고, 객관적 평가기준에 따라 해당 사업자의 시장지배력 보유여부를 공정하게 판단하기 위한 방안이 논의되고 있다. 이에 본 연구에서는 ICT 생태계 환경 하에서 국내 이동통신 착신도매시장의 현행 시장지배력 평가를 위한 판단기준이 통신환경에 적합한지를 분석하고, 이론적으로 제기되는 새로운 평가요소의 반영 등을 포함한 시장지배력 평가에 대한 합리적 제도개선 및 시사점을 제시하고 있다.

Smart Tourism Information System and IoT Data Collection Devices for Location-based Tourism and Tourist Safety Services

  • The smart tourism service provides services such as travel planning and tour guides to tourists using key technologies of the 4th industrial revolution, such as the Internet of Things, communication infrastructure, big data, artificial intelligence, AR/VR, and drones. We are developing smart tourism services such as recommended travel products, my travel itinerary, tourism information, and chatbots for tourists through the smart tourism app. In this paper, we develop a smart tourism service system that provides real-time location-based tourism information and weather information to tourists. The smart tourism service system consists of a smart tourism app, a smart tourism information system, and an IoT data collection device. The smart tourism information system receives weather information from the IoT data collection device installed in the tourist destination. The location-based smart tourism service is provided as a smart tourism app in the smart tourism information system according to the Beacon's UUID in the IoT data collection device. The smart tourism information system stores the Beacon's UUIDs received from tourists and provides a safe hiking service for tourists.

  • 모바일 기기의 사용이 증가하면서 E-Commerce에서 M-Commerce로 변화하고 있다 특히 IMT-2000(International Mobile Telecommunication 2000) 서비스가 준비중에 있으며, USIM(Universal Subscriber Identi쇼 Module) 기술을 내장함으로써 서비스의 폭이 넓어질 전망이다. 그러나 아직 USIM을 내장하는 서비스는 미흡한 단계로써 기본적인 애플리케이션의 개발조차 미비한 상태이다. 따라서 본 논문에서는 USIM의 전반적인 구조와 프로토콜의 분석을 통하여, 모바일 기기와 USIM 상에서 안전하게 지불할 수 있는 지불 솔루션을 제안한다. 특히 모바일 기기의 유동성과USIM의 안전성 및 계산능력, 저장능력을 이용하여 오프라인 상에서 안전하게 거래할 수 있는 시스템을 제안한다. 또한 제안한 시스템의 유효성을 입증하기 위하여 Jana Card 상에서의 지불 시스템을 개발하여 시뮬레이션 한다.

  • The purposes of this study were to explain consumer attitude, expenses and satisfaction of mobile-phone Users. The data of this study used from Pollever.com. This study was satisfaction of mobile-phone users in Korea. The users were consumers of Samsung, LG, SK-Telecom and Pantack. The critical success factor was on the subside for mobile-phone in the growth of mobile service, which we can analyze in its positive effects. Fifty percent of consumers were unsatisfaction with local companies without Samsung. Now most of local mobile-companies will developed music-phone, high-tec camera-phone, hi-slim phone, and health-phone. But, the results of this study are as fallow: Most of consumer' main issues were design, weight, and brand power. It was in that it played the driving force to upgrade the local mobile-phone services into international level with the explosive growth in business by providing cheap phones.

  • The new 5G radio technology (NR) can provide ultra-reliable low latency communications. The supporting 5G network infrastructure will move away from the previous point-to-point network architecture to a service-based architecture. 5G can provide three new things, i.e., wider channels, lower latency and more bandwidth. These will allow 5G to support three main types of connected services, including enhanced mobile broadband, mission-critical communications, and the massive Internet of Things (IoT). In 2015, the 5th generation (5G) mobile communication was officially approved by the International Telecommunication Union (ITU) as IMT-2020. Since then, 3GPP, the international organization responsible for 5G standards, is actively developing specifications for 5G technologies. 3GPP Release 15 provides the first full set of 5G standards, and the evolution and expansion of 5G are now being standardized in Release 16 and 17, respectively. This paper provides an overview of 3GPP 5G technologies and key services.

  • Exchange System for mobile communication operator is very important for providing continuous services to customers. However traditional solution is too expensive for choosing in the real environment. In this paper, we suggest cost-effective auto backup monitoring solution, which is robust for system failure. And this suggested solution will also can be adopted to the $4^{th}$ generation of IP core network.

A Proposal of Fake-free Ranking Method and Its Application : O2O-based Local Information Providing Service

  • The widespread use of smartphones with a variety of features has enabled mobile Internet-based services. One of these is online-to-offline (O2O) based services that connects online users with offline stores to add value. Applying this O2O strategy to local information retrieval induces online users to be linked to offline regions, thereby enabling the exchange of local-based information and helps create new value. This paper proposes and illustrates the implementation of O2O-based a local information providing service that utilizes photos of the local attraction. Also, we propose a fake-free ranking method to provide reliable local information to users and suggest its application of the service.

  • In the area of mobile communication, Location Based Services (LBS) using the location of mobile terminal to provide their services are rapidly spreading as communication network and terminal evolves. Despite the LBS are highly demanded in high speed internet area, the services are very rare due to the difficulty locating terminals. In this paper, we propose the method to locate terminals in real time and describe its implementation system. The proposed system is designed to collect the information in real time for more than a terminal connecting internet. And, the system shows high performancecollecting and generating location information through simulation tests.

Mobile Art Park Guidance Application using Mobile MAP Open API

  • In this paper, we develop a mobile MAP open API using HTML5 local storage and the W3C geolocation API. The mobile MAP open API consists of the basic JavaScript MAP API, offline navigation API, and multimedia POI (mPOI) API. The basic JavaScript MAP API creates a map and controls, rotates, and overlays data on the map. The offline navigation API is developed using HTML5 local storage and web storage. The mobile web application downloads and stores mPOIs of works of art to local storage or web storage from a web server. The mPOI API is developed using HTML5 video and audio APIs. We develop a mobile art park guidance application using the developed mobile MAP open API.

  • While forecasting sales of a new product is very difficult, it is critical to market success. This is especially true when other products have a highly negative influence on the product because of competition effect. In this paper, we develop a choice-based competitive diffusion model and apply to the case where two digital mobile telecommunication services, that is, digital cellular and PCS services, compete. The basic premise is that demand patterns result from choice behavior, where customers choose a product to maximize their utility. In comparison with Bass-type competitive diffusion models, our model provides superior fitting and forecasting performance. The choice-based model is useful in that it enables the description of such competitive environments and provides the flexibility to include marketing mix variables such as price and advertising.
