모바일 전자정부 서비스 유형분류에 따른 국내외 현황 분석 및 발전방향 (Mobile Government Service Classification and Policy Implications)

  • 본 연구에서는 국내외 모바일 전자정부의 구축 사례를 비교분석하고 이를 바탕으로 모바일 전자정부의 발전 방향에 대한 시사점을 제시한다. 이를 위하여 모바일 전자정부 서비스의 유형 구분을 위한 프레임워크를 제시하였으며, 국내외 모바일 전자정부 구축 사례를 해당 프레임워크를 바탕으로 분석함으로써 모바일 전자정부 발전방향에 대한 정책적 시사점을 도출하였다. 이에 의거하여 본 연구에서는 모바일 전자정부의 추진 방향으로서 고객 중심의 업무프로세스 재설계, 사용자 중심의 모바일 포탈 재구성, 모바일 고유의 서비스 개발, 신기술 트렌드를 적용한 모바일 전자정부 서비스 개발, 고객으로부터의 피드백을 통한 선순환 및 모바일 보안의 강화를 제시하였다.

Proposing m-Government Service Architecture Design Using Enterprise Architecture in Mongolia

  • The utilization of the Mobile Government system is having more than a few challenges including complexity of different mobile technologies, determining interoperability among existing systems and infrastructures, and establishing services with secured networks. To get over those challenges, integrated standard, innovative and comprehensive system architecture is required by the M-Government. Hence this study proposed reference EA framework for M-Government system in order to avoid unnecessary duplication of infrastructure deployment and integrate services among different government instructions. The study based on literature review, and current infrastructure and mobile network situation for delivering Government services of Mongolia. The study recommends innovative m-Government system framework used EA, and scope covered mobile service delivery area centered on G4C and C2G perspectives. The Federal Enterprise Architecture Framework has used in this research, and the proposed system service architecture defines the interoperable standards, infrastructure components, applications, and technologies for government institutions in Mongolia to aid interactions necessity among them to provide m-Service.

지방자치단체의 모바일 앱 서비스 이용 활성화 방안에 관한 연구: 부산광역시를 중심으로 (A Study on the Activation for the Mobile App Services of Local Government)

  • 무선인터넷 기술의 급속한 발전과 스마트폰의 빠른 확산으로 인해 국내 외 앱스토어를 통해 다양한 모바일 앱이 개발 배포되고 있다. 이에 따라 중앙정부부처나 지방자치단체에서도 모바일 전자정부를 보다 적극적으로 체험하고 활용할 수 있도록 공공용 모바일 앱(이하 공공앱)을 개발 제공하고 있으나, 서비스 이용률은 지극히 낮은 편이다. 본 연구는 지방자치단체(이하 지자체)의 공공앱 서비스 관계자를 제공자, 개발자, 사용자로 구분하고, 심화된 인터뷰를 통해 공공앱 서비스의 기획 및 제작, 전반적인 관리, 사용 측면에서 현황 및 문제점을 제시하였다. 또한, 인터뷰 결과를 바탕으로 전자정부 표준프레임워크 적용, 공공앱 서비스의 관리조직 및 체계 정비, 모바일 환경에 맞는 홍보전략, 사용자 맞춤형 정보제공, 공공정보의 개방 및 활용 증대 등의 활성화 방안으로 제시하였다. 본 연구는 학문적으로 관련 연구가 부족한 모바일 전자정부 및 공공앱 분야의 연구에서 후속 연구를 위한 기초자료로 적용될 수 있고, 사용자, 제공자, 개발자 그룹을 대상으로 한 심화된 인터뷰 결과를 바탕으로 질적연구를 수행하였다는 점에서 의의가 있다. 실무적으로 본 논문에서 제시된 공공앱 서비스의 현황자료와 인터뷰 결과는 부산시와 공공앱 개발업체에서 관련 현황분석 및 활성화 방안마련에 활용할 수 있다. 또한, 지자체 및 중앙정부의 모바일 전자정부 서비스와 관련한 정책 결정 및 관련 기관의 전략 수립에 도움을 줄 수 있을 것으로 기대된다.

Centralized Smart Government Architecture based on Trust Manager

  • The rapid growth and development of ICT (Information and Communication Technology) and internet services has boosted the adoption of Mobile Government services all around the globe. There is a huge increase in the adoption of government services during COVID-19 pandemic. Existing Mobile Government (MG) solutions are not trustworthy and secure. This paper provides secure and trustworthy solution for mobile government, proposes a centralized smart governance architecture which is based on trust manager. Our proposed work has Wireless Bridge Certifying Authority (WBCA) and Wireless Public Key Infrastructure (WPKI) thereby ensuring security and privacy.   • Mobile Government is one of the new and important developments in e-government. The promise of m-government to provide greater access to government information is progressing in many developed and developing countries. Current Mobile Government does not exploit the full potential of available technology. Research shows there is a lack of a perfect killer application [2][1]. Firstly, this paper begins with an overview of e-gov and m-gov. In this context, this paper aims to present a framework to find killer applications in M-government to which researchers must pay attention and develop suitable way to perform according to different countries' contexts.

모바일 전자정부 서비스 수용의도의 영향요인에 관한 연구 (An Empirical Study on the Influencing Factors of Intention to Adoption of Mobile Government Service)

  • Mobile technology is accelerating innovative changes across all fields of our society as well as business environments. Especially, demands on mobile government (M-government) services have been increased gradually since e-government has improved national administration services dramatically. However, high-quality services which are acceptable to may users are not actually supplied because technical issues such as security on mobile e-government services have not solved and governance policy was not established yet. Previous studies show that most researches are devoted to technical ones or limited to theoretical exploratory study. As a result, developing useful guidelines which are practically and theoretically proved is one of the very important research issues. This study reviews the previous research works such as concept of mobile, e-government, M-government, technical trends of mobile, market situations, present status, and various case studies. And then we develop a research model with five factors, twenty four variables and seventy six measurement for measuring the influencing factors to adoption of M-government services. The model is composed of total 16 hypotheses, 22 variables, and 76 measurements. The model is analyzed by using statistical package SPSS (18.0) and AMOS (18.0) together with structural equation method based on 294 samples. The results show that the model is valid and there are statistically significant influence between ease of use and usefulness, ease of use and user's satisfactions, usefulness and intent of re-use, and user's satisfactions and intent of re-use, excepting usefulness and user's satisfaction, ease of use and intent of re-use did not affect significant influences. Especially, service quality, system quality, and relationship quality are identified as influencing factors to adaption of M-government service. The results are expected to provide a theoretical research framework which generate new research issues in M-government service area. It also can provide an useful guidelines to practical experts in successfully implementing M-government services. Further research directions are as follows. User's intents have to be studied in details by classifying users by individual, enterprise, and government as well as developing a new hypothetical model. Since M-government service is at the initial stage, longitudinal studies have to be conducted to trace the peoples' need in order to develop new high-quality mobile services.

  • Facing the era of intelligence, the demands for changes of e-Government system appears to be rising upon the development of AI, VR, IoT and other new technologies. However, it also comes with the increasing possibility of mobile digital divide among regions, ethnicities and social classes. As the e-Government Service is only available for specific groups, the national government should proactively build an information environment to promote the convenient access and use of e-Government Service comprehensively by all the people. In the light of the sociodemographic characteristics, this study tests whether the difference is statistically significant involving the mobile digital divide between different groups with the analysis of variance, while determining the relationship between the mobile digital divide and the usage intention of e-Government Service through multiple regression analysis. The main findings of this study are as follows. First, there are differences and statistical significance between groups of different ethnicities and regions on accessibility with electronic products and networks. Second, there are obvious differences and statistical significance between groups of different ages, educational levels and ethnicities on the competency and usability of electronic products and networks. Third, the accessibility to electronic products and networks has no effect on the usage intention of e-Government Service, while the competency and usability of electronic products and networks have a strong positive impact on the usage intention of e-Government Service. The author hopes that the research findings of this paper can provide reference suggestions and opinions for bridging the digital divide among regions in China and promoting the popularization of the e-Government Service.

Factors Influencing the Success of Mobile Payment in Developing Countries: A Comparative Analysis of Nigeria and Kenya Mobile Payment Users

  • Purpose - This empirical study, aims to identify the determinants of adoption and acceptance of mobile payment as to understand why it is successful in some countries in Sub-Saharan Africa but failing in others. A comparative study of a successful mobile payment service and a purported failed one was done as to have some insights to the factors affecting acceptance of the technology. Design/methodology/approach - The strength of three notable theories: theory of diffusion of innovation (DOI), the extended unified theory of user acceptance of information technology (UTAUT2) and self-efficacy theory were use. The self-efficacy of government support inclusion as, a moderating variable in the form of infrastructure, securing transaction and price value revealed the relevance of government in the success of mobile payment service. By means of a field survey of 705 subjects in two separate regions of Africa (East and West), the data was collected and use to test the research model. Findings - The study result shows the importance of the moderating factor of government support to the success of mobile payment of any nation. The result also shows the importance of the perception of relative advantage, compatibility, complexity, social influence as already revealed by other studies. Research implications or Originality - Mobile payment success in some part of Sub-Saharan Africa is well known but also suggested to fail in some Sub-Saharan African countries. Buttressing the need for understanding of the factors affecting mobile payment acceptance. This article empirically examined the factors influencing the success of mobile payment, and we implicated that if the implementation of mobile payment is to be successful for mobile commerce in any nation, adoption, acceptance and use by its citizen is imperative.

G4C 스마트 앱 서비스 특성이 사용의도에 미치는 영향: 한·중 비교 분석을 중심으로 (The Influence of Using Intention by G4C Smart Application Service Characteristics: Comparing Korea and China)

  • Purpose - Recently, the prevalence of high-speed mobile communication technology (4G) and mobile devices (smart phones, tablet PC, etc.) is leading innovative changes across all fields in society as well as business environments. Furthermore, a diversified mobile application service has spread rapidly through mobile devices such as smart phones and tablet PCs. Accordingly, the traditional E-government services paradigm has rapidly changed into mobile intelligence. To identify the influencing factors on the using intention of G4C smart app services, based on previous studies, the variables that influence using G4C smart app services are defined; these are user cognitive factors (perceived usefulness, perceived easiness), user characteristics factors (user innovativeness, self-efficiency, social influence), service quality factors (convenience, interactivity, accessibility), and system quality factors (instant connectivity, safety). Research design, data, and methodology - This is designed not only to collect data with a questionnaire survey (9/22/13~10/23/13) but also to test hypotheses with SEM by SPSS 21.0 and AMOS 21.0 in both Korea and China. All items are used with Likert 5 scales. A total of 643 questionnaires (Korea 318, China 325) are used. Results - The perceived usefulness and perceived easiness in user cognitive factors have positive influence on using intention. The user innovativeness, self-efficiency, and social factors in user characteristics factors have positive influences on using intention. The convenience, interactivity, and accessibility in service quality factors have positive influences on both reliability and using intention. Safety in system quality has positive influence on both reliability and using intention. Reliability has positive influence on using intention. The control variables (Korea and China) affect its control hypothesis. Strategies and implications are suggested to assist the public using the intention of smartphone's e-government services based on the results of the empirical analysis. The mobile application service can be considered a new emergence of the paradigm just like the government's on-line portal websites appeared in the past. Under this prevailing situation of mobile smart devices, to promote the success of e-government mobile APP services, accurate analysis and understanding of users should precede anything, to provide services to grasp and satisfy users' desire properly. Conclusions - This study proposes implications to help E-governmental officers and companies make strategies. First, this is expected to give some information on the understanding and knowledge regarding the process of G4C smart APP service based on the empirical study. Second, this helps to make future policies and ways about E-government G4C smart APP service. Third, it is proved that super speed mobile communication technology and devices including phones will be crucial to change the structure of E-government services in 2-3 years. Fourth, it is necessary to increase the trust and using intention of users. Fifth, considering what type of environment users are placed in, to present proper public information matching their inclination, is important. Finally, various ways of experiencing service to explore potential users and ceaseless public relations are required.

  • 우리사회는 급격한 스마트폰 확산은 개인생활 뿐만 아니라 조직의 업무 환경을 바꾸고 있다. 특히 스마트폰은 애플리케이션을 누구나 개발하고 사용할 수 있는 특성으로 인해 타산업과의 융합이 촉진되는 등 사회의 디지털 패러다임을 변화시키고 있다. 정부도 스마트폰 환경에 맞는 대국민서비스 향상과 국민과의 소통을 위해 '모바일 전자정부' 구축을 추진하고 있다. 하지만 스마트폰에 대한 보안위협이 급증하고 있어 이에 대한 대책을 마련하지 않으면 모바일 전자정부 활성화에 장애가 될 수 있다. 본 논문에서는 국가기관의 안전하고 효율적인 모바일 환경 구축을 위해 필요한 정보보호 방안과 이를 체계적으로 관리하기 위한 모바일 전자정부 정보보호관리체계(ISMS)를 제시하고자 한다.
