SEISMIC ISOLATION OF LEAD-COOLED REACTORS: THE EUROPEAN PROJECT SILER

  • SILER (Seismic-Initiated event risk mitigation in LEad-cooled Reactors) is a Collaborative Project, partially funded by the European Commission in the $7^{th}$ Framework Programme, aimed at studying the risk associated to seismic-initiated events in Generation IV Heavy Liquid Metal reactors, and developing adequate protection measures. The project started in October 2011, and will run for a duration of three years. The attention of SILER is focused on the evaluation of the effects of earthquakes, with particular regards to beyond-design seismic events, and to the identification of mitigation strategies, acting both on structures and components design. Special efforts are devoted to the development of seismic isolation devices and related interface components. Two reference designs, at the state of development available at the beginning of the project and coming from the $6^{th}$ Framework Programme, have been considered: ELSY (European Lead Fast Reactor) for the Lead Fast Reactors (LFR), and MYRRHA (Multi-purpose hYbrid Research Reactor for High-tech Applications) for the Accelerator-Driven Systems (ADS). This paper describes the main activities and results obtained so far, paying particular attention to the development of seismic isolators, and the interface components which must be installed between the isolated reactor building and the non-isolated parts of the plant, such as the pipe expansion joints and the joint-cover of the seismic gap.

The Development of Socioeconomic drought Risk Assessment Methodology with a Focus of Residential Water Scarcity (이상가뭄 저감대책을 위한 사회경제적 위험도 평가기법 개발: 생활용수 물부족을 중심으로)

  • This study is carried out in order to propose a drought risk assessment methodology. This methodology is required to deal with practical questions that a variety of stakeholder often raise in the course of discussions on mitigation measures. With a focus on the socioeconomic aspect of drought, more particularly, residents' hardship from water scarcity, it suggests basic concepts and a system of methods in order to assess hazard, exposure, vulnerability and risk. The case study shows a considerable possibility of the methodology in evaluating potential levels of damages in a certain area, in identifying the boundary of districts where risk is disproportionately concentrated, and also in understanding the underlying risk factors of those districts. The authors think that the proposed methodology is able to offer risk information in terms of socioeconomic damages, and therefore contribute to reducing information gaps that policy-makers are currently encountered with.

A Study on Risk Assessment and Risk Mitigation Measures of Liquefied Chlorine Leak (액화염소 누출의 위험도 분석 및 위험경감조치에 대한 연구)

  • As the chemical industry becomes more advanced, the awareness of chemical accidents is rising, and legal systems for chemical safety management are strengthened. In this study, quantitative risk assessment of liquid chlorine leak was conducted. Risk assessment was performed in the order of frequency analysis, consequence analysis, and risk calculation. The individual risk was presented in the form of contour lines. The social risk was expressed by the FN curve. The risk of day and night was in an unacceptable area, so it was required to mitigate risk. Therefore in-building, which could trap the pool, was selected as a risk mitigation measure. As a result of the cost benefit analysis, it was concluded that this measure should be reasonably implemented.

  • Recently, the risk of safety accidents in the coastal zone has been increased due to revitalization of marine leisure and tourism. The effective measures, however, to prevent safety accidents in the coastal zone have not taken with increasing rate of the accidents. The nature of land and sea should be taken into account properly when the countermeasures to prevent the safety accidents in the coastal zone are devised, since the characteristics of land and sea are mixed in the environmental condition of the coastal zone. Through the field survey, this study analyzes the current problems on the safety in the coastal zone. Also, it suggests the future direction of the safety standards in the coastal zone on the basis of the safety improvement direction in the coastal zone.

A reliable intelligent diagnostic assistant for nuclear power plants using explainable artificial intelligence of GRU-AE, LightGBM and SHAP

  • When abnormal operating conditions occur in nuclear power plants, operators must identify the occurrence cause and implement the necessary mitigation measures. Accordingly, the operator must rapidly and accurately analyze the symptom requirements of more than 200 abnormal scenarios from the trends of many variables to perform diagnostic tasks and implement mitigation actions rapidly. However, the probability of human error increases owing to the characteristics of the diagnostic tasks performed by the operator. Researches regarding diagnostic tasks based on Artificial Intelligence (AI) have been conducted recently to reduce the likelihood of human errors; however, reliability issues due to the black box characteristics of AI have been pointed out. Hence, the application of eXplainable Artificial Intelligence (XAI), which can provide AI diagnostic evidence for operators, is considered. In conclusion, the XAI to solve the reliability problem of AI is included in the AI-based diagnostic algorithm. A reliable intelligent diagnostic assistant based on a merged diagnostic algorithm, in the form of an operator support system, is developed, and includes an interface to efficiently inform operators.

Simulation of Contaminant Draining Strategy with User Participation in Water Distribution Networks

  • A contamination event occurring in water distribution networks (WDNs) needs to be handled with the appropriate mitigation strategy to protect public health safety and ensure water supply service continuation. Typically the mitigation phase consists of contaminant sensing, public warning, network inspection, and recovery. After the contaminant source has been detected and treated, contaminants still exist in the network, and the contaminated water should be flushed out. The recovery period is critical to remove any lingering contaminant in a rapid and non-detrimental manner. The contaminant flushing can be done in several ways. Conventionally, the opening of hydrants is applied to drain the contaminant out of the system. Relying on advanced information and communication technology (ICT) on WDN management, warning and information can be distributed fast through electronic media. Water utilities can inform their customers to participate in the contaminant flushing by opening and closing their house faucets to drain the contaminated water. The household draining strategy consists of determining sectors and timeslots of the WDN users based on hydraulic simulation. The number of sectors should be controlled to maintain sufficient pressure for faucet draining. The draining timeslot is determined through hydraulic simulation to identify the draining time required for each sector. The effectiveness of the strategy is evaluated using three measurements, such as Wasted Water (WW), Flushing Duration (FD), and Pipe Erosion (PE). The optimal draining strategy (i.e., group and timeslot allocation) in the WDN can be determined by minimizing the measures.

Shock absorption of concrete liquid storage tank with different kinds of isolation measures

  • Concrete rectangular liquid storage tanks are widely used, but there are many cases of damage in previous earthquakes. Nonlinear fluid-structure interaction (FSI) is considered, Mooney-Rivlin material is used for rubber bearing, nonlinear contact is used for sliding bearing, numerical calculation models of no-isolation, rubber isolation, sliding isolation and hybrid isolation concrete rectangular liquid storage tanks are established; dynamic responses of different structures are compared to verify the effectiveness of isolation methods; and influences of earthquake amplitude, bidirectional earthquake and far-field long-period earthquake on dynamic responses are investigated. Results show that for liquid sloshing wave height, rubber isolation cause amplification effect, while sliding isolation and hybrid isolation have reduction effect; displacement of rubber isolation structure is much larger than that of sliding isolation with limiting-devices and hybrid isolation structure; when PGA is larger, wall cracking probability of no-isolation structure becomes larger, and probability of liquid sloshing wave height and structure displacement of rubber isolation structure exceeds the limit is also larger; under bidirectional earthquake, occurrence probabilities that liquid sloshing wave height and structure displacement of rubber isolation structure exceed the limit will be increased; besides, far-field long-period earthquake mainly influences structure displacement and liquid sloshing wave height. On the whole, control effect of sliding isolation is the best, followed by hybrid isolation, and rubber isolation is the worst.

  • This study is a part of ???A study of the community noise:new guideline and policy' which have three main topics and ten sub-topics. Accordingly this part deals with a transpotation noise specifying road traffic ,railroad and aircraft noise, respectively. At first, the ,roadside traffic noise of whole country in 2004 ,22 major cities of total 29 was exceeded the envionmetal noise standards, 55dB(A) at night time ,therefore 24 milion people ,52.4% of korean, who reside at roadside estimates to be exposured the basic problems of this serious noise polluation comes from:: i)It's very limited noise mitigation measures against to continuously increase the number of automobile yearly. ii) and at beginning of road design, It has been neglect to introduce the anti-noise design and layout of road structural scheme as gadient,cutting and viaduct,embankment and zonning of roadside land-buffer area and also re-designation of noise sensitive areas,etc. Secondly ,concerned with the railroad trafffic noise, a inhabitants who are over the envionmetal noise limits,70dB(A), 65 dB(A) in day and night for 34 locations of mayor cities was exposured of 167,000 and 329,000 respectively. With the development of noise mitigation schemes in line with this study it is likely that noise monitoring system needs new installation as well as common use of noise assessment index with $L_{MAX}\;and\;L_{EQ}$. Lastly,noise complaints of millitary aircraft has been rapidly increasing ,so 2.9%(1.4 minion) person demands a compansation of \2,133 billion complying with their requirements we suggest to minimise the airport noise that is to develop of noise abatement procedure ,to make new noise index, to increase budget for house insulations and also to more increase of those the noise monitoring system and to unify the management etc.

Uncertainty investigation and mitigation in flood forecasting

  • Uncertainty in flood forecasting using a coupled meteorological and hydrological model is arisen from various sources, especially the uncertainty comes from the inaccuracy of Quantitative Precipitation Forecasts (QPFs). In order to improve the capability of flood forecast, the uncertainty estimation and mitigation are required to perform. This study is conducted to investigate and reduce such uncertainty. First, ensemble QPFs are generated by using Monte - Carlo simulation, then each ensemble member is forced as input for a hydrological model to obtain ensemble streamflow prediction. Likelihood measures are evaluated to identify feasible member. These members are retained to define upper and lower limits of the uncertainty interval and assess the uncertainty. To mitigate the uncertainty for very short lead time, a blending method, which merges the ensemble QPFs with radar-based rainfall prediction considering both qualitative and quantitative skills, is proposed. Finally, blending bias ratios, which are estimated from previous time step, are used to update the members over total lead time. The proposed method is verified for the two flood events in 2013 and 2016 in the Yeonguol and Soyang watersheds that are located in the Han River basin, South Korea. The uncertainty in flood forecasting using a coupled Local Data Assimilation and Prediction System (LDAPS) and Sejong University Rainfall - Runoff (SURR) model is investigated and then mitigated by blending the generated ensemble LDAPS members with radar-based rainfall prediction that uses McGill algorithm for precipitation nowcasting by Lagrangian extrapolation (MAPLE). The results show that the uncertainty of flood forecasting using the coupled model increases when the lead time is longer. The mitigation method indicates its effectiveness for mitigating the uncertainty with the increases of the percentage of feasible member (POFM) and the ratio of the number of observations that fall into the uncertainty interval (p-factor).
