The Development of Balanced Scorecards Model based on the Strategic Plan of the Rod Library, UNI (전략적 계획을 기반으로 한 BSC 모형 개발 -Rod Library 사례를 중심으로-)

  • The University of Northern iowa Rod Library has mission statement that a personalized learning environment founded on the strong liberal arts curriculum and to supporting an intellectually and culturally diverse community. The Rod Library has been developing the strategic plans by 5 years since 1987 Recently, the strategy has been faced need to measure of performance how much does make it up. This study developed the BSC model and the strategy map that analyze the strategic plan 2004-2009 of the University of Northern iowa Rod library and transfer the strategy into the four perspectives of BSC. In addition, this study presented the success performance indicators measuring the strategic goals of each perspectives and the cause-effect model driving the lead indicators of performance.

Feasibility Study of a Future Korean Space Telescope

  • According to the Korean government's Long-term Space Development Plan 2040, "Creative space science research" is included in a statement to investigate the origin and evolution of the universe by conducting a series of Korean space telescope missions: launch of space telescopes on a small satellite and an international collaboration explorer by 2020, a mid-size domestic space telescope by 2030, and a large size Korea leading international space telescope by 2040. We studied the feasibility of the future Korean Space Telescope (KST) for a mid-size domestic satellite platform. In order to pursue the uniqueness of the science program, we consider a wide range of observing wavelength (0.2um ~ 2.0um) with a spectral resolution of R~6 in the NUV and optical bands, and R~30 for NIR, utilizing an off-axis TMS(Three Mirror System) optics with a wide field of view ($2{\times}4$ degrees) which is optimized for ultra-low surface brightness sources. The main science goals of the mission include investigations of the galaxy formation, cosmic web, and the cosmic background radiation in the NUV-NIR regions. In this paper, we present the science cases and several technical challenges to be resolved along with the future milestones for the success of the KST mission.

Developing a Basic Framework for the Korean National Collection Policy (국가장서개발정책 기본모형 연구)

  • A more sophisticated library collection policy is required due to the changing information environment. Both traditional resources and diversified networked information resources are increasing continuously. The National Library of Korea should construct a systematic collection development policy in order to fulfill its mission. The purpose of this study is to develop a basic framework that is intended to improve the coverage of national collection. Examining previous studies and the national collection development policies of major advanced countries, a model consisting of four sub-models has been proposed. It includes hybrid collection, cooperative linking collection, collection evaluation, and a collection policy statement. Details of the sub-models and strategies are described.

  • Should the Korea Maritime Police Agency (KMPA) be a comprehensive, multi-functional organization for a unique on-scene service at sea, as in the case of the U.S. Coast Guard, or should it be simply a water police agency, confining its mission only to law enforcement? The argument about enlarging or limiting KMPA's function has been and will be repeated. In this paper, Lee Sangjib highlights the internal and external issues facing KMPA, stemming partly from deficiencies of its struggles for advancement of the organization and partly from shortcomings of political support for it. In this regard, he urges KMPA to practise a scientific management system for maximizing cost-effectiveness of its administrative resources and for maintaining its identity and characteristics as a lead maritime agency. In addition, he also suggests that KMPA adopt the Total Quality Management System for quality improvements in services and greater efficiency in its organization structure to meet the future competition in the changing political and legal environment. He further recommends the proactive, non-regulatory 'Prevention Through People' program, pioneered by the U.S. Coast Guard, as a way of changing KMPA's existing lopsidedly legalistic culture. He concludes by providing a 6-point vision statement for KMPA from the standpoint of favoring enlarging the function of KMPA.

The Impact of Strategic Planning Factors on Service Quality: An Empirical Study of Private Universities in Oman

  • The study investigates the impact of strategic planning (SP) factors on service quality (SQ) in private universities (PUs) in Oman and how they fit together in the development of higher education institutions (HEIs). The reports of the Ministry of Higher Education (MoHE) in Oman revealed that the service quality in private universities is unsatisfactory. This study employs a quantitative method. Data were collected from a sample of 730 academics and administrators. Structural Equation Modeling (SEM) based on AMOS software was applied for data analysis. The results of the structural paths showed that, among the strategic planning factors, only environmental scanning and leadership had a direct significant impact on service quality. However, mission statement and participation had insignificant direct impact on service quality. The findings suggest that environmental scanning and leadership are critical factors in predicting service quality dimensions of private universities. The findings add to the body of knowledge particularly in the Omani context, which can be useful in the neighboring countries as well. The study combines two different popular models in addressing service quality. The study also clarified the importance of each factor of the strategic planning process, which give a comprehensive picture of the university.

Comparison of Educators and Students' Perception of Evaluation Criteria for Admission to Career and Technical High Schools: A Case Study (특성화고등학교 미래인재전형의 평가기준에 대한 교사와 학생의 인식비교 : 서울시교육청 특성화고 사례를 중심으로)

  • This study examines differences in perception between applicants and admissions committee members regarding evaluation criteria for admission to career and technical high schools in Seoul. This investigation, based on "The survey on policy for career and technical high school admissions," seeks to explore and consider the various criteria for selecting and evaluating students. The target populations of the survey were the educators in charge of admission and freshmen in Seoul career and technical high schools. We report three major findings, with the first pertaining to the existing criteria and policies for admission to career and technical high schools. While educators agreed with the intent and reasoning behind the school's competitive spots, they were overall dissatisfied with the selection method and the lack of a requirement for academic transcripts. Matriculated students, in comparison, expressed greater satisfaction with the existing criteria for admission. Secondly, when assessing the importance of various evaluation components in an application, educators viewed the interview and attendance record as the most valuable components of the application, followed by future plans, personal statement, volunteer work, and portfolio, in order of decreasing importance. Students ranked attendance record, interview, personal statement, portfolio, future plans, and volunteer work as most to least important components of their application. Thus, students regarded the personal statement and portfolios as being of higher priority than did the educators. The last major finding pertained to students' rationale for applying and educators' selection criteria. At the time of application, students focused on aptitude and job prospects after graduation, while educators valued personality and competence. In summary, the applicants' viewpoints and actions aligned much more closely with the mission of the Seoul Metropolitan Office of Education than did those of the educators in charge of admission. Thus, in order to establish a consensus between the policy and mission of career and technical high schools, each career and technical high school should clarify the exact criteria for their ideal candidate. There is also a need to bridge the gap in perception between the applicants and educators regarding selection strategy, to establish a harmonized evaluation criteria. These goals are necessary to attract and recruit talented, bright individuals who will meet the demands of today's society.

The Approach of Qualitative on Application of Taekwondo Spirit in Security Attendance (경호수행을 위한 태권도정신 활용의 질적 접근)

  • The purpose of this research, the importance of security and the means to carry out the spirit of Taekwondo is to identify. First, the target of more than 2 years of taekwondo training has continued to set as a guard, and experience to respond faithfully to the general staff to the administrator from 9 respondents were selected to accomplish this purpose. Through the course of a series of studies which have drawn the following conclusions. First, taekwondo training is created through the politeness, lot of nerve, patience, self-mastery, indefatigable the spirit of taekwondo in the security mission is a positive impact. Typically, the bodyguards make a statement through the body and mind will acquire the spirit of taekwondo. The spirit of taekwondo becomes an important material on the process of security mission as the stress and the occurrence of the situation, such as conflicts within the organization to overcome the negative situation. Second, it requires the right attitude in life, mental health, flexible social attitudes based on the taekwondo spirit. Therefore, the security guards needed in the organization the opportunity to learn the position could get the hierarchy between protection and bodyguard, or supervisor bodyguards and low class bodyguard.

  • As can be seen from the statement by the UN Secretary-General that "COVID-19 is a crisis with a woman's face," women have experienced great crisis, pain, and difficulties caused by the COVID-19 pandemic. This study examined the situations of women through statistical data and research studies. Through this study, economic, socio-cultural, and psycho-emotional aspects were dealt with in detail, and how these issues appeared in relation to "caring" were examined. In addition, as a response of the church to these problems and crises, pastoral theological reflection was promoted through "Ethics of Care" and "caring ministry". The "caring ministry" of the church extends not only to personal care within the church, but also to social, cultural, economic, political, and ecological issues, and the church has a missionary mission to respond to these issues related to disasters with a public nature. Furthermore, through educational ministry, the change of values and mindsets on "care" and inequality and Diakonia, the loving care of the church community, should be encouraged.

A Systems Engineering Approach for Predicting NPP Response under Steam Generator Tube Rupture Conditions using Machine Learning

  • Accidents prevention and mitigation is the highest priority of nuclear power plant (NPP) operation, particularly in the aftermath of the Fukushima Daiichi accident, which has reignited public anxieties and skepticism regarding nuclear energy usage. To deal with accident scenarios more effectively, operators must have ample and precise information about key safety parameters as well as their future trajectories. This work investigates the potential of machine learning in forecasting NPP response in real-time to provide an additional validation method and help reduce human error, especially in accident situations where operators are under a lot of stress. First, a base-case SGTR simulation is carried out by the best-estimate code RELAP5/MOD3.4 to confirm the validity of the model against results reported in the APR1400 Design Control Document (DCD). Then, uncertainty quantification is performed by coupling RELAP5/MOD3.4 and the statistical tool DAKOTA to generate a large enough dataset for the construction and training of neural-based machine learning (ML) models, namely LSTM, GRU, and hybrid CNN-LSTM. Finally, the accuracy and reliability of these models in forecasting system response are tested by their performance on fresh data. To facilitate and oversee the process of developing the ML models, a Systems Engineering (SE) methodology is used to ensure that the work is consistently in line with the originating mission statement and that the findings obtained at each subsequent phase are valid.

  • Since the 1992 UN Conference for Environment and Development held in Rio de Jaineiro, Sustainable Development has become the global thesis. More than 170 countries signed the Agenda 21 for the sustainable action plan, and adopted the sustainability concept as the key concept of dealing with the environmental, social, ethical, and economic problem. Sustainability is one of the main marketing challenges in the 21st century. By integrating social and ecological criteria, marketing may can make valuable contributions to sustainable development. Regarding the sustainability marketing, it is difficult to find the domestic marketing research on the thesis of sustainable development, and this is the definite evidence that the Korean marketing researchers do not realize the importance of the thesis of sustainable development which is internationally suggested as the new paradigm of change. The purpose of this study is to build the conceptual background and explore the research direction in order to introduce and adopt the concept of sustainable development in the domestic marketing research field. The present paper proposes a comprehensive conception of sustainability marketing, defined by six step: analysis of social-ecological problems; analysis of consumer behavior; normative sustainability marketing; strategic sustainability marketing; instrumental sustainability marketing; and transformative sustainability marketing. The aim of the paper are to clarify the concept of sustainability marketing. To accomplish this research purpose we discuss the sustainable development which is the conceptual background of sustainability marketing, analyze the characteristics of the sustainability marketing, and finally summarize the research results and present the suggestions for further research. Sustainability marketing embraces the idea of sustainable development, a development that meets the needs of the present without compromising the ability of future generation to meet their own needs. Sustainability Marketing goes beyond conventional marketing thinking. If marketing is about satisfying customer needs and building profitable relationships with customers, sustainability marketing may be defined as building and maintaining sustainable relationships with customers, the social environment and natural environment. By creating social and environmental value, sustainability marketing tries to deliver and increase customer value. Sustainability Marketing aims at creating customer value, social value and environmental value. Sustainability marketing integrates social and ecological criteria into the whole process of marketing, and can be differentiated in six steps: (1) Analysis of the social and ecological problems, generally and specifically with respect to products which satisfy customer needs and wants; (2) Analysis of customer behavior with special aspect to social and ecological concerns; (3) Corporate commitments to sustainable development in the mission statement, development of sustainability visions, formulation of sustainable principles and guideline, setting of socio-ecological marketing objectives and goals (normative aspects of sustainability marketing); (4) Sustainability segmentation, targeting and positioning, and timing of market entry(strategic aspects of sustainability marketing); (5)Integration of social and ecological criteria into the marketing-mix, i.e. products, services and brands, pricing, distribution and communication(instrumental aspects of sustainability marketing); (6) Participation in public and political change processes, which transform existing institutions towards sustainability(transformative aspects of sustainability marketing). The first two steps begin with an analysis of the company situation. In sustainability marketing it is crucial not just to know consumer needs and wants, but also to find out about the ecological and social problems of products along their whole life cycle. The intersection of socio-ecological problems and consumer wants sets the ground for sustainability marketing. Step three to five describe the implementation of sustainability marketing. Social and ecological criteria are fully integrated into the mission statement, strategies and marketing-mix. Step six is one of the specifics of sustainability marketing. It is about the commitment of company to sustainable development and their active participation in public and political processes in order to change the existing framework in favor of sustainability.
