The mission of public library is to contribute to local society's growth and improve local residents' quality of life by satisfying local residents' desire on information use, cultural activities, lifelong education, etc, and providing more convenient and equal access. This study is a research that deducted BSC-based public library performance indicator model composed of 12 critical success factors, 36 key performance indicators under four perspectives of learning and growth perspective, internal process perspective, resources perspective, and user perspective, estimated relative weights of deducted the performance indicator model on librarians of public libraries to analyze what performance indicator is important for accomplishing public library's mission and promoting performance.

U.S. and the allies attacked chemical weapons sites in Syria in 2018, and verbal battles are carried out about the effectiveness of the air strike. Syria claimed 13 missiles were shot down, and Russia claimed 71 missiles were shot down while the U.S. released pictures of completely destroyed targets, only. It led controversy about the effectiveness of missile defense system. If there is a method to observe mission success rate of the air strike, it can not only improve combat awareness but also can be a good sales strategy in military industry. This paper describes effects and considerations of a Weapon Data Link(WDL) technology which can be used as a smoking gun of effectiveness. The paper describes WDL abilities such as In-Flight Track Update, Loiter, and Bomb Hit Indication etc., and presents examples of expected effectiveness of the WDL. In addition, this paper briefly summarizes operational consideration for better performance.

In this study, the uncertainty requirements for orbit, attitude, and burn performance were estimated and analyzed for the execution of the $1^{st}$ lunar orbit insertion (LOI) maneuver of the Korea Pathfinder Lunar Orbiter (KPLO) mission. During the early design phase of the system, associate analysis is an essential design factor as the $1^{st}$ LOI maneuver is the largest burn that utilizes the onboard propulsion system; the success of the lunar capture is directly affected by the performance achieved. For the analysis, the spacecraft is assumed to have already approached the periselene with a hyperbolic arrival trajectory around the moon. In addition, diverse arrival conditions and mission constraints were considered, such as varying periselene approach velocity, altitude, and orbital period of the capture orbit after execution of the $1^{st}$ LOI maneuver. The current analysis assumed an impulsive LOI maneuver, and two-body equations of motion were adapted to simplify the problem for a preliminary analysis. Monte Carlo simulations were performed for the statistical analysis to analyze diverse uncertainties that might arise at the moment when the maneuver is executed. As a result, three major requirements were analyzed and estimated for the early design phase. First, the minimum requirements were estimated for the burn performance to be captured around the moon. Second, the requirements for orbit, attitude, and maneuver burn performances were simultaneously estimated and analyzed to maintain the $1^{st}$ elliptical orbit achieved around the moon within the specified orbital period. Finally, the dispersion requirements on the B-plane aiming at target points to meet the target insertion goal were analyzed and can be utilized as reference target guidelines for a mid-course correction (MCC) maneuver during the transfer. More detailed system requirements for the KPLO mission, particularly for the spacecraft bus itself and for the flight dynamics subsystem at the ground control center, are expected to be prepared and established based on the current results, including a contingency trajectory design plan.

The purpose of this study is to present the necessary success strategies for the social economy ecosystem and social enterprise stakeholders by empirically examining the structural relationship of factors that affect the sustainable dual performance of social enterprises. Through previous studies, hypotheses and research models were established for the performance factors of social enterprises, and hypothesis testing was performed using PLS-Structural Equation Modeling on 92 sample data collected from the survey. As a result of the analysis, it was found that the social mission, customer orientation, and social network set as performance factors all had a significant positive (+) effect on social performance. In addition, social performance had a significant (+) effect on economic performance by mediating customer orientation and social network excluding social mission, and it was found that the business model strengthened this relationship. In addition to the theoretical significance of demonstrating the structural influence of social enterprise performance factors through this study, practical implications can be found in that it suggests factors that social entrepreneurs should focus on for growth and performance creation.

This paper is to analyse how Industree Crafts, social enterprise in the field of crafts, could generate profit and create a sustainable growth for the last 30 years out of dependence on government grants in India. Success factors was drawn from the findings as follows. First, bringing stakeholder value: it preferred social mission as a goal for generating the value of stakeholders respectively and shared value mutually. Second, building distinctive internal business processes: it adapted unique business model and 4P strategy into its internal organization system and introduced the way of management to support the independence of self-help groups aimed at creating greater added value. Third, promoting learning and innovation culture: it challenged with the help of new design strategies continuously, was unafraid of change, and promoted learning culture to turn trial and error into the organization learning. Finally fourth, securing right finances and resources: it obtained proper finances and resources such as trying joint-sale, attracting investment from a private company, and acquiring enough skilled artisans at every scaling up.

University library evaluations have previously put emphasis on how many collections a library has, what kinds of services it offers, and how satisfied its users are with the services. But these evaluations are not enough to show how much impact university libraries have on their stakeholders and how they can contribute to the mission and purpose of the parent organization. This study is a starting point of discussion for the impact and value measurement of university libraries. The aim is to identify a university library's impact in terms of various stakeholders and accordingly determine its measuring element. The impact of a university library on students can be measured by the students' study, success and accomplishments. The impact on professors can be measured through the success of their teaching and research productivity. Finally, the impact on a university can be realized by understanding how a library affects university's reputation and success.

So far, Korean command post vehicles(CPs) have used voice-only radio communication among the mechanized troop units such MBTs and IFVs, etc. But digital data communication technology should be introduced to improve mission success capabilities and accommodate integrated combat capabilities through increasing SA(situation Awareness), or spatiotemporal synchronization of military operation in battle field environment. Therefore, conventional CPs, which have been operated without digital network, urgently needs to mount a battle management system which furnish with tactical information network, considering that korean new MBTs or new IFVs will be fielded soon. This study suggests some performance enhancement method which might be applicable to CPs which have a role of connecting Battalion unit to Brigade C4I system.

Spaceborne earth observation or astronomical payloads often use Cassegrain-type telescopes due to limits in mass and volume. Precision optical alignment of such a telescope is vital to the success of the mission. This paper describes the alignment simulation and experiment of computer-aided alignment method during the assembly of MAC (Medium-sized Aperture Camera) telescope for spaceborne earth observation.

A battle management system should be introduced to improve mission success capabilities and accommodate integrated combat capabilities through increasing SA(Situation Awareness), or spatiotemporal synchronization of military operation in battle field environment. Conventional Korean Main Battle Tanks(Korean MBTs), which have been operated without digital network, were developed for 1980s. Korean new MBTs, which are mounted the battle management system, will be fielded soon. Therefore, old Korean MBT is needed to improve performances for co-operation with new one. This paper is reviewed each improved MBTs of world countries and domestic maintenance facilities. And this study suggests some processing methods which might be applicable to improve information network performance of old Korean MBTs.
