An Alternative Strategy on Minor Rural Road Improvement Project (농어촌도로 정비사업의 정책적 전개방향)

  • Since legislation of Rural Minor Road Improvement Act 1990, a quarter of its total length had been paved now. However, over 80% of arterial road length(national+provincial roads) had been paved, so, road improvement policy should be focussed on the local road(county+rural minor roads) from now. Generally, in the greater part of coastal plain and island areas, arterial road intensity(total road length/total catchment area) is relatively low, but local road intensity is relatively high. So, in terms of balanced development, much more efforts for rural minor road improvement should be concentrated in coastal plain and islands areas. In Chonnam Province, the maximum differentials of minor rural road improvement ratio was over 20%(the lowest; 14.1% in Goheung, the highest; 35.6% in Goksung) in 1999, but the improvement budget have been allocated in proportion to unpaved road length of each county by the provincial government. However, the differentials should not be fairly narrowed in the near future if the present budget allocation policy be maintained. To solve this problem, target differentials of rural minor road improvement between regions should be set up for each planning year and road improvement budget be allocated according to this policy change.

A Development of Traffic Accident Model by Random Parameter : Focus on Capital Area and Busan 4-legs Signalized Intersections (확률모수를 이용한 교통사고예측모형 개발 -수도권 및 부산광역시 4지 교차로를 대상으로-)

  • This study intends to build a traffic accident predictive model considering road geometrics, traffic and enviromental characteristics and identify the relationship of 4-legs intersection accidents in Seoul and Busan metropolitan area. The RPNB(Random Parameter Negative Binomial) model shows improvement over the fixed NB(Negative Binomial) and out of 53 variables, 10 variables (main road number of lane, main road vehicle traffic volume(left), minor road vehicle traffic volume(right), main road drive restriction, minor road sight distance, minor road median strip, minor road speed limit, minor road speed restriction) showed to have significant variables affecting traffic accident occurrences in 4-legs signilized intersections. Also, among 10 significant variables, 2 variables(minor road sight distance, minor road speed restriction) found to be random parameters.

  • Since there is no clear installation criteria on minimum spacing between signalized intersection and minor road, many problems have occurred in terms of traffic operation and safety. Even though many studies about entrance/exit intersection have been done in operational aspects, there is no specific and detailed research between the signalized intersection and minor road by now. Thus, this research suggests the optimal spacing between signalized intersection and minor road considering traffic operation and safety. Also, survey on vehicle behavior was conducted in this research. In conclusion, by suggesting the required minimum spacing between signalized intersection and minor road, it can be contribute in establishing and operating the installation criteria between signalized intersection and minor road.

Analysis on the Improvement Level of Minor Rural Roads - A Cast Study on the County Areas of Chonnam Province - (농어촌 도로의 정비현황 조사 분석 - 전남 군지역을 중심으로 -)

  • This study was carried out to propose some useful advices for the improvement policy of the minor rural roads. For the detailed case studies on structural improvement level of the minor rural roads, 5 county areas in Chonnam Province were selected ; Damyang (peri-urban), Gurye(remoter mountainous), Jindo(remotest island), Yuongam(intermediate flat) and Bosung (intermediate semi-mountainous). In each county, the official survey data on pavement types, widths and ratios of district(Myun in Korean) and parish(Ri in Korean) roads were collected. There were no apparent differences between district and parish roads in terms of structural improvement level, while the former was ranked higher than the latter in the minor rural road improvement law, so, the present hierarchial classification system of rural roads should be readjusted. And above a third of minor rural roads in the case study areas did not meet the statutory minimum level of road width, which means the necessity of substantial upgrade of road improvement works in rural areas.

  • As a preparation of a design standard regarding road facilities, such as cantilever columns for traffic lights, street lights on highways is proposed. Currently these minor structures are designed based on guidelines which are mixed with multiple old foreign specifications without any criteria in terms of safety and economy, which could lead irregular safeties and the loss of national properties. In the considered two cases for effective projected area, it is found that following efficient way of design without critical analyses could make significant errors and miscalculations. Therefore, a fundamental research on the minor structures is urgently needed.

Characteristics and Severity of Side Right-Angle Collisions at Signalized Intersections (신호교차로의 측면직각 층돌사고 특성과 심각도)

  • This study deals with the side right-angle collisions of 4-legged signalized intersections in Cheongju. The goals are to analyze the characteristics of accidents and to find out the accident factors that affect severity using ordered probit model. In pursuing the above, the study uses the data of 580 side right-angle collisions occurred at the 181 intersections(2004-2005). The analyses show that more accidents were occurred in the nighttime and in going straight. The main cause was analyzed to be the red-light violation. Also, the main results of modeling are the following, First, the likelihood ratio index is 0.094 and t-ratio values that explain goodness of fit are significant. Second, minor road traffic volumes, minor road lanes, major road left-turn lanes, major road left-turn signal, major road yellow signal time, cross angle, major and minor road speed limits are significant factors affecting crash severities at signalized intersections.

  • This study was carried out to propose some useful advices for the improvement policy of the minor rural roads. From the case study on 5 country areas of Chonnam Province, it was ascertained that above a third of minor rural roads did not meet the statutory minimum level of their width, which means the necessity of substantial upgrade of road improvement works in rural areas.

Spectra of Road Surface Roughness on Bridges of Minor Road (지방도 도로교 노면조도의 스펙트럼)

  • The power spectral density (PSD) for the road surface roughness on the bridges of minor roads in Wonju city and Hoengseong-gun, Gangwon-do is presented. To obtain the PSD, the road surface roughness on 18 different bridges with various superstructure type and span is measured by GPS at every 10 to 30cm interval. Assuming the PSD as the stationary normal probability process with zero mean value, the PSD of measured road surface roughness is obtained by applying the Maximum Entropy Method (MEM). A simple formula in evaluating the PSD of RC slab bridge, Rahmen bridge and PSC I-girder bridge which is applicable to the dynamic response analysis of bridges considering the road surface roughness is proposed. Using the calculated PSD curves, the road surface conditions on the 18 bridges are evaluated. The statistical relationship between the PSD and the IRI is presented by applying linear regression and correlation analysis.

Development of Severity Model for Rural Unsignalized Intersection Crashes (지방부 비신호 교차로 교통사고 심각도 예측모형 개발 - 수도권 주변 및 전라북도 지역의 3지 비신호 교차로를 중심으로 -)

  • Generally, accident exposure at intersections is relatively higher than that at roadway segments due to more possibility of merging, diverging, turning, crossing, and weaving maneuver. Furthermore, the traffic accident rate at intersections has been rapidly increasing since 1990's. Since there is more opportunity of conflict at unsignalized intersection, frequency and severity of traffic accident are more severe than signalized intersections. The purpose of the study is to analyze factors causing vehicle crashes and provide intersection design guidelines to improve intersection safety. For this study, vehicle to vehicle crash data of 116 rural 3 legs unsignalized were collected and field surveys were conducted for traffic and geometric conditions. Ordered probit models were developed to analyze the severity of crashes. It was found that weather, obstacles in minor roadsides, presence of major exclusive right lane, presence of major road crosswalk, difference between posted speed of major road and minor road, land-use around intersections, shoulder width of major road, ADT of major road are significant factors for intersection safety.

A Study on the Applicability and Introduction Standards of Cut-through Roundabouts (직결형 회전교차로의 적용 가능성과 도입 기준에 관한 연구)

  • The purpose of this study is to test applicability of cut-through roundabouts at a congested intersection and to provide the traffic volume ranges for theirs application. Various test scenarios were developed according to variation of total traffic volume, left-turn ratio to total traffic volume, and ratio of major road traffic volume to minor road traffic volume. In addition, three intersection types of cut-through roundabout, roundabout, and signalized intersection were compared with respect to delay times for each scenario, resulted from the simulation using VISSIM. In case of the ratio of major road traffic volume to minor road traffic volume, 6:4, the delay times of cut-through roundabout decreased up to 30% of left-turn ratio to total traffic volume for 400vphpl, up to 20% for 500vphpl, up to 10% for 600vphpl. In case of the ratio, 7:3, they are the same as 6:4 for 400vphpl, 500vphpl, and 600vphpl but they decreased up to 30% for 300vphpl and up to 10% for 700vphpl. In case of the ratio, 8:2, they are the same as 7:3 for 400vphpl, 500vphpl, and 700vphpl but they were reduced by 10% to 30% for 300vphpl and 20% for 600vphpl. It is concluded that the smaller left-turn ratio to total traffic volume as well as the ratio of minor road traffic volume to major road traffic volume is, the more effective in reducing delay times the cut-through roundabout is. Cut-through roundabouts can be expected to reduce delay times at a signalized intersections with traffic conditions above-mentioned.
