본 논문의 목적은 복잡한 군수지원시스템의 모델링과 시뮬레이션을 위한 방법론을 제안하는 것이다. 제안하는 군수지원시스템 시뮬레이션 모델을 구성하는 요소들은 세 가지가 있다 : Logistics force agent(static model), Military supplies transport manager(function model), Military supplies state manager(dynamic model). Logistics force agent는 main function agent와function agent로 구성된다. Function agent가 다른 Logistics force agent에도 적용할 수 있도록 설계되었으며, 이는 에이전트의 높은 조합성과 재사용성을 가진다. Military supplies transport manager는 보급로에 대한 정보를 가지며 military supplies state manager로부터 받은 결정변수를 기반으로 보급로를 결정하고 군수품을 수송하는 역할을 하는 에이전트이다. Military supplies state manager는 군수품 보급을 요청받고 보급량, 우선순위 따위의 결정 변수를 military supplies transport manager에게 알려주는 역할을 한다. 본 논문에서는 군수 시뮬레이션 모델의 설계를 위해 Discrete Event Systems Specification(DEVS) formalism을 이용하였다.

In Korea military (KM), various military supplies are distributed to individual military units via three different multi-tier supply networks owned and operated by army, navy, and air force, respectively. Under the current supply networks, the chances for the occurrence of delayed supply, undersupply, and oversupply increase, and supply redundancy also can become a problem. Thus, KM is now trying to improve its current multi-tier supply networks by constructing logistics consolidation centers. Private companies operate logistics consolidation centers to effectively manage various types of inventories before delivering them to final customers. In this paper, we newly propose a mathematical model for building the optimized military supply network considering adopting the military logistics consolidation centers. Based on the real situation of KM, the proposed model was validated in terms of its feasibility, and it seems that the outcome (the location of the military logistics consolidation centers) of the proposed model can be one of the good alternatives for KM.

시장의 산업 구조가 더욱 복잡해지고 세계화가 급속도로 진행됨에 따라 현대 시장에서 물류에 대한 관심은 점점 커지고 있으며, 기업에서는 상품의 원가 절감을 위해 많은 노력을 기울이고 있다. 하지만 물류비용 추정에 대해서는 계산이 복잡하여 대부분 수송 비용을 중심으로 단순화한 선형적인 방법을 사용하고 있으며, 특히 군에서의 물류비용에 관한 연구는 매우 희박한 실정이다. 따라서 본 연구에서는 국방 물류비를 정의하고, 물류비의 구성 및 물류네트워크에 파라 물류비용에 대한 정량화된 정보를 제공할 수 있는 일반적인 모델을 제시하였다. 그리고 이 모델을 군의 주요 피복품인 전투화에 적용하여 군에서의 물류비가 구성 비율에 있어 일반 기업과 어떤 차이가 있는가를 비교 분석하고, 효과적인 비용 절감 방안을 제시할 수 있었다. 본 연구는 군의 물류비용 추정 및 군의 물류 의사 결정에 직접 지원되어 국방 예산의 효율적 운영에 기여할 것으로 기대된다.

본 논문은 IPA 모형을 통해 군 물류분야의 집중관리 대상항목을 제시하는 것을 연구의 목적으로 하였다. 개선방안 요소를 바탕으로 리커트 5점 척도의 설문지를 구성, SPSS 23을 통해 중요도와 만족도분석을 실시했다. 먼저 중요도 측면에서 '창고시설 확충 및 현대화' 평가요인의 평균이 4.23으로 가장 중요하게 나타났고, 만족도 요인의 경우 '지역별 물류업무 통 폐합'(3.56)의 만족도가 높은 것으로 나타났다. '창고시설 확충 및 현대화' 요인의 경우 중요도와 만족도의 차이가 2.01으로 가장 큰 차이를 보여 군 물류 창고 시설의 확충 및 현대화에 대한 전반적 검토가 필요한 것으로 분석되었다. 본 연구는 군 물류에 있어 우선적으로 개선해야 하는 부분을 인식하고 집중 관리하여 좀더 효과적인 결과를 창출하고, 군 물류 효율화를 위하여 집중관리 해야 하는 항목을 제시하였다는 점에서 시사점을 갖는다.

Sense and Respond Logistics(SARL) is a transformational, network-centric, knowledge-driven concept that enables joint effects-based operations and provides precise, agile support. Sense and respond logistics relies upon highly adaptive, self-synchronizing, and dynamic physical and functional processes. It predicts, anticipates, and coordinates actions that provide competitive advantage across the full range of military operations. In this research paper, we considered the essential prerequisite to introduce the appropriate SARL concept for the future warfare environment into the military logistics support system and also provide the conceptual alternatives to actualize the introduction of SARL.

In this research, usability testing techniques had been applied to currently operating Military Logistics System software, and the effects of improvements made were verified. Furthermore, this research aims to assist the army to execute their researches on usability testing in the future. Various usability testing techniques and guidelines presented in this paper will be easily adapted to the research environment of the army. Consequently, the results of this research would play an important role in future development and evaluation of the Military Logistics System software.

Many researcher working in logistics tried to define concept of the logistics and its arena to study. However, there has not been much improvement. Thus, it caused the delay in the progress of the logistics study. Most of the earlier definition of the logistics mainly considered from the point of Physical Distribution Management and Business Logistics. I proposed a new definition of the logistics and the area to research which reflecting the total of whole system and the functional areas of the logistics.

Relationships between inventory policy and operational availability of military equipment maintained under a logistics support system are analyzed. A continuous review inventory model with a stochastic demand typically used in a military logistics support is considered and some numerical studies are provided.

군은 현재까지 물적인 흐름인 군수지원체제를 발전시켜 왔지만 군수지원 서비스에 대한 충분한 연구는 수행되지 않았다. 본 연구는 군수 기능(정비, 보급, 급양)에 따라 종사자의 직무만족을 분석하고, 나아가 군수부대의 직무만족과 사용(전투)부대의 서비스품질 인식의 관계를 분석하고자 하였다. 연구결과는 첫째 군수부대 직무만족에서는 기능에 따라 유의미한 차이가 나타났으며, 둘째 사용부대의 서비스품질 요인 중 유형성에서 기능에 따라 유의미한 차이가 나타났다. 마지막으로 사후분석을 통해 서비스품질에 관한 의미있는 결과가 확인되었다.

The object of this study is to suggest the direction of building the defence logistics system of Korea Armed Forces in the future. For the purpose of this, we surveyed the best practices among the enterprises and U.S. Defence which reformed successfully the physical distribution and logistic in recent year. Also, we analyzed our current logistics system and suggested the vision, operational concept, and the way of building this system. This system is expected to reduce the total logistics cost, speed up the logistics velocity and increase the efficiency of the combat support.
