  • The In the 4th industrial revolution, cyber space will evolve into hyper-connectivity, super-convergence, and super-intelligence due to the development of advanced information and communication technologies, which will connect the nation's core infrastructure into a single network. As applying the 4th industrial revolution technology to the cyber attack technique, it is evolving in an intelligent and sophisticate method. In order to response intelligent cyber attacks, it is difficult to guarantee self-defense in cyberspace by policy-oriented, preplanned-centric and hierarchical cyber response strategies. Therefore, this research aims to propose a situation-flexible & action-oriented cyber response mechanism that can respond flexibly by selecting the most optimal smart security solution according to changes in the cyber attack steps. The proposed cyber response mechanism operates the smart security solutions according to the action-oriented detailed strategies. In addition, artificial intelligence-based decision-making systems are used to select the smart security technology with the best responsiveness.

Optical Flow Based Collision Avoidance of Multi-Rotor UAVs in Urban Environments

  • This paper is focused on dynamic modeling and control system design as well as vision based collision avoidance for multi-rotor unmanned aerial vehicles (UAVs). Multi-rotor UAVs are defined as rotary-winged UAVs with multiple rotors. These multi-rotor UAVs can be utilized in various military situations such as surveillance and reconnaissance. They can also be used for obtaining visual information from steep terrains or disaster sites. In this paper, a quad-rotor model is introduced as well as its control system, which is designed based on a proportional-integral-derivative controller and vision-based collision avoidance control system. Additionally, in order for a UAV to navigate safely in areas such as buildings and offices with a number of obstacles, there must be a collision avoidance algorithm installed in the UAV's hardware, which should include the detection of obstacles, avoidance maneuvering, etc. In this paper, the optical flow method, one of the vision-based collision avoidance techniques, is introduced, and multi-rotor UAV's collision avoidance simulations are described in various virtual environments in order to demonstrate its avoidance performance.

Democratic Participation Under Authoritarianism in Hong Kong and Singapore

  • Scholars have long debated the factors that drive political participation and have recently applied theories, developed from analyses of citizens from Europe and the United States, to respondents in the democratizing countries of Asia. In both Hong Kong and Singapore, however, citizens attend rallies and contact officials - yet do so under authoritarian governance. Are the causes of political participation in these cities similar to what is observed in other groups of respondents across Asia? Or, do institutions influence whether individuals participate? In this paper, I evaluate the development of liberal norms of engagement in both cities as a function of traditional models of participation. As citizens in these cities possess some of the highest standards of living in the region, they should also face frustrations with the limited democratic accountability of their leaders. Ultimately, individuals in each city have developed support for democracy but, given the differing goals of each regime, the nature of democratic engagement differs considerably. In Singapore, citizens are mobilized to engage and participate but support the status quo. By contrast, engaged Hong Kong residents participate out of a frustration with the government, a function of their high levels of internal efficacy and institutional detachment.

  • This thesis analyzes the latest operating concept and status for Air Defense Identification Zone (ADIZ) researching overseas ADIZ CONOPS, international legal basis for ADIZ, the intention & background of proclamation for China Air Defense Identification Zone(CADIZ). Firstly, ADIZ is lawful concerning international connivance for ADIZ where around 20 countries have operated, Article 56 "Rights, jurisdiction & duties of the coastal State" and Article 301 "Peaceful uses of the seas" on the United Nations Convention on the Law of the Sea(UNCLS). Secondly, ADIZ has been regarded as a support means for national interest & policy as well as military air defense one. Thirdly, Based on legal re-interpretation for UNCLS relating to ADIZ, China proclaimed CADIZ where can ensure national maritime policy and strategy including A2/AD(Anti-Access & Area Defence), inroad into the ocean, claim for Senkaku Islands possession, etc..

  • Future war needs a lot of changes for military organization. Specially, concept of the "Speed" is raised importantly after Iraq war of U.S. Armed Forces. So, He is a lot of studying supply chain for logistical support speed improvement. Korea Marine Corps has made an efforts to improve supply chain. However it is real that is putting various techniques by prescription rather than fundamental change. These simplicity prescriptions are not only systematic but also insufficient for Marine Corps' survival. In addition, Korea marine corps in actuality is depending on many members in marine and navy in feed chain. Thus it is not establishing even tactical, decision-making plan of operation for support ability cultivation. Therefore, in this study, with Sense and Response concept that is United States Marine Corps' support strategy, presented theoretical background and basis frame that serve that Korea Marine Corps's supply chain changes to perception reaction formation.

  • Purpose: This paper reviews the papers on reliability issues which are published in the Journal of the Korean Society for Quality Management (KSQM) since 1965. The literature review is purposed to survey a variety of reliability issues for several categories Methods: We divide all of reliability issues into 9 categories: acceleration test, reliability estimation, system reliability, software reliability, reliability data collection and analysis method, lifetime distribution, maintenance and warranty strategy, reliability applications, and reliability applications to military area Results: Dividing all of papers on reliability published in KSQM for 50 years into 9 categories, we provide a chronological roadmap for individual categories, and summarize the contents and contributions of surveyed papers Conclusion: The review paper is expected to provide future direction to improve reliaiblity theories and applications in manufacturing and service industries

  • Latest, many researchers do research on wearable robot. The purpose of the researches is very diverse, it will improve efficiency in the industry, taken to replace the many workers in the military field and taken to assist bodily functions run out by aging. However, there is no clear Differentiated strategy depending on the purpose for design and control of the wearable robot. Although a common purpose is to drive the robot by the sensor signal (intent signals), the optimization about the mechanism and control studies must be done according to the user's physical ability and purpose. In this study, the study's first phase for the development of wearable robotic gait rehabilitation, gait characteristics were analyzed elders and hemiplegia patients using a 3D gait analysis system (VICON512). As a result, asymmetric gait characteristics of the hemiplegia patients were found compared with the normal elderly.

  • A graph theoretical model called Roman domination in graphs originates from the historical background that any undefended place (with no legions) of the Roman Empire must be protected by a stronger neighbor place (having two legions). It is applicable to military and commercial decision-making problems. A Roman dominating function for a graph G = (V, E) is a function $f:V{\rightarrow}\{0,1,2\}$ such that every vertex v with f(v)=0 has at least a neighbor w in G for which f(w)=2. The Roman domination number of a graph is the minimum weight ${\sum}_{v{\in}V}\;f(v)$ of a Roman dominating function. In order to deal a problem of a Roman domination-type defensive strategy under multiple simultaneous attacks, ${\acute{A}}lvarez$-Ruiz et al. [1] initiated the study of a new parameter related to Roman dominating function, which is called strong Roman domination. ${\acute{A}}lvarez$-Ruiz et al. posed the following problem: Characterize the graphs G with equal strong Roman domination number and Roman domination number. In this paper, we construct a family of trees. We prove that for a tree, its strong Roman dominance number and Roman dominance number are equal if and only if the tree belongs to this family of trees.

Exploring Extreme Events(X-event) in the High-Tech Science & Technology Field

  • An X-event is an event that is difficult to predict and unlikely to occur, but if it occurs, it has a very large ripple effect, such as loss of life, property, territory, and emotional turmoil. Extreme events are unlikely to occur, but they can happen someday, and if they do, they have a great impact on society as a whole, so they must be prepared to minimize the impact and impact. For this purpose, we collected opinions from low-level experts at the Korea Army Research Center for Future & Innovation and the Army College on extreme events that can trigger the near future (10 years) in the field of high-tech science and technology, which is currently developing rapidly after the 4th Industrial Revolution. The researchers intend to synthesize and analyze this data to derive implications and provide a response direction to alleviate the ultra-uncertainty of extreme events and provide a cornerstone for crisis management strategies for the occurrence of serial and simultaneous extreme events.

Army Future Experts' Prediction about Near-Future Climate X-event

  • The future is complex and unpredictable. In particular, it is unlikely to occur, but once it occurs, no one knows how it will affect our society if X-event, which has a tremendous impact, is created. This study was conducted only in the climate field to offset the ripple effect of this X-event, and was conducted through in-depth interviews with experts from the Korea Army Research Center for Future & Innovation and the Army College. As a result, it was possible to explore what factors would trigger X-event from their discourse and what X-event would be newly created by spreading them to other fields. Starting with this study, if we accumulate the discourse of experts in various fields such as population, science and technology, as well as climate, and other fields other than the Army, we can predict X-event and offset the threats that may arise.
