군 복무 여부가 임금결정에 미치는 효과 (The Effect of Military Service on Wages in Korea)

  • 최근 군가산점제도의 부활에 관련되어 군 복무의 효과에 대한 관심이 증가하고 있다. 그 배경에서는 우리나라 남성들이 군 복무를 통해 금전적, 비금전적 손실을 입는다는 인식이 깔려 있다. 그러나 군 복무가 노동시장에 미치는 효과를 분석한 실증연구는 거의 없다. 이에 본 연구는 2007년 제10회 한국노동패널조사의 남성 임금근로자 자료를 활용하여 군 복무가 임금결정에 미치는 영향을 실증분석한다. 일반적인 민서형( Mincerian) 임금함수 추정을 통해 군복무의 임금효과를 추정한 결과, 유의적인 정(+)의 효과가 나타났다. 이러한 결과는 일반적인 인식과 달리 군 복무가 노동시장에서 긍정적인 효과를 나타내고 있다는 점을 보여준다.

  • 국가에서 국민에게 부과하는 사회적 의무는 모든 국민에게 합리적이고 평등하게 부과되어야 한다. 이를 근거로 하여 대한민국 정부는 만 18세 이상의 건강한 남성 모두에게 병역의무를 부과하고 있다. 이는 대한민국 헌법 39조 1항과 병역법 제3조 1항에 규정되어 있으며, 이것을 거부하게 되면 대한민국 헌법과 병역법에 의거 매우 강하게 처벌된다. 물론 이것은 전문적인 운동선수 또한 예외일 순 없다. 하지만 운동선수의 경우를 고려할 때, 일반 국민과의 형평성과 합리성에 대하여 한 가지 논의점이 발생한다. 본 연구는 대한민국 헌법과 병역법을 근거로 하여 운동선수 대상의 병역제도를 분석하고, 이 가운데 발생하는 제도적 문제점에 대하여 보완할 수 있는 대책을 제언하는데 그 목적이 있다. 본 연구에서는 연구 방법으로 체계적 문헌고찰방법을 사용하였으며, 이 방법을 통하여 도출된 결과를 바탕으로 하여 연구의 말미에 운동선수의 병역과 금전 등 이중혜택 금지, 병역비리 사후자 관리 제도 신설, 군경 스포츠 조직의 차별없는 아마추어화 등 총 3가지의 제언을 제시하였다. 본 연구를 통하여 우리나라 운동선수가 겪고 있는 병역에 관한 고충과 비합리성 및 비효율성을 지적하고 수정 및 제안함으로써 대한민국 사회의 병역의 의무에 대한 제도적 발전과 운동선수에 대한 그 처우 개선에 조금이나마 기여할 수 있기를 기대하는 바이다.

양심의 자유와 대체복무제도에 관한 연구

  • 본 연구는 병역제도와 관련하여 병역의무의 비리 척결(剔抉)을 위해서 대체복무/전환복무자 등 병역자원관리의 체계적 정비의 필요성이 논의되는 현실에 비추어 다원화되어 있는 징집구조를 병무청으로 일원화한다면, 병역자원관리가 효율적으로 관리될 것이라는 판단을 전제로 한다. 병무청이 중심이 되는 병역자원관리의 일원화는 병역자원의 체계적 관리로 병역자원 판단, 계획수립의 효율성 정확성을 제고할 수 있다고 판단되며, 이를 통해서 대체복무/전환복무자간 자원관리의 일관성 유지로 자원별 복무지침 등 형평성을 제고하고, 국민민원인 등 접근성 및 양질의 서비스 제공이 실현될 수 있으며, 병무의 일원화도 실현됨으로써 병역의무의 이행과 관련한 형평성이 제고되리라 생각된다. 따라서 본 연구는 국방의 의무를 수행하는 병역주체에 대한 인적자원관리의 일원화를 달성할 수 있는 방안을 모색하고 있다.

Improvement of ITSM IT Service Efficiency in Military Electronic Service

  • IT Service Management (ITSM) achieves consolidated management for the IT services supporting the acquisition system, and no outside connections can be established with such ITSM. Issues pertaining to the D2B can be addressed to System Q&A or a Call Center for problem-solving. In other words, internal staff can take the necessary measures for problems by directly connecting with ITSM. Currently, diverse innovative technologies are being used in electronics and ubiquitous computing environments. This allows us to create a better world by providing the backbone for remarkable development in our human society in the fields of electronics, devices, computer science, and engineering. Following the expansion of IT services in the military acquisition sector such as Defense Electronic Procurement, military export/import support system, etc., customers' dependence on IT for conducting business with the military or related companies is increasing, including the military's dependence on the same technology for services to the public. Nonetheless, issues pertaining to the simplified/integrated management of complex IT service management systems, including slow system recovery, lack of integrated customer service window, and insufficient information sharing, have become the priority problems that IT managers are required to solve. Therefore, this study conducted research on the integrated management of IT services provided by Korea's national defense acquisition system, which was developed based on the existing system IT Infrastructure Library (ITIL) v2, and investigated the level of satisfaction with services with focus on ensuring that it can be used for understanding the necessity of the system and its advancement in the future.

군 급식 만족도가 병사 사기에 미치는 영향에 대한 실증적 연구 (An Empirical Study on the Effect of Military Foodservice Satisfaction on Soldiers' Morale)

  • In recent years, interest in the welfare of soldiers is increasing. More specifically, soldiers enlisted to fulfill their military service obligations live a group life that is controlled by group life, unlike military officers selected by their will. Therefore, this study aims to verify whether there is an effect of improving the morale of soldiers by increasing the satisfaction of military service meals along with the trend of increasing morale through enhancement of soldier welfare. In order to achieve the purpose of this study, we surveyed 145 army soldiers working in the front and rear areas and used 137 valid samples for analysis. The results of this study are as follows. First, both SERVQUAL (Responsiveness·Assurance, Tangibles) and Servicescape (Spatial Environment, Spatial Design) had a positive (+) effect on military meal satisfaction. Second, military service satisfaction and emotional commitment have a positive (+) effect on morale. Third, satisfaction with military meals has a positive effect on emotional commitment. This research has also shown that improvements in SERVQUAL (Responsiveness·Assurance, Tangibles) and Servicescape (Spatial Environment, Spatial Design) improve military service satisfaction and emotional engagement. Military food service SERVQUAL (Responsiveness·Assurance, Tangibles) and Servicescape (Spatial Environment, Space Design) must pay attention to increase military morale.

재고정책에 따른 군 공급체인 성과에 관한 연구 - 시스템 다이나믹스를 중심으로 - (A Study on the Effect of the Inventory Policy on Military Supply Chain Performance - Focused on System Dynamics -)

  • This study shows the effect of inventory policy change from supplier-based to customer-based. We focus on the service level, cost, and information distortion of the Military Supply Chain(MSC) with System Dynamics. We design MSC model according to field practician interviews by using Vensim. The simulation makes a comparison between supply-based inventory policy performances and order-based inventory policy performances. In order to evaluate the MSC performances, we measure the accumulation of backlog(service level), supply chain cost, and order percentage overshoot(information distortion). The results show that 1) changing inventory policy from supplier-based to end customer order-based gets a good customer service, reduces MSC cost, and prevents information distortion, 2) changing inventory policy from supplier-based to immediate customer order-based reduces a small amount of MSC cost and deteriorates customer service, and 3) supply level is main factor for MSC performances improvement. This study implicates the policy change makes a improvement of MSC performance without introducing information system.

하브루타를 적용한 신병훈련의 효과가 훈련병의 만족도 및 성취도에 미치는 영향 (The Effects of Recruit Training with Havruta on the Satisfaction and Achievement of Trainees)

  • The army is concerned about the decrease in enlistment resources due to the low birth rate and the weakening of military combat power due to the shortening of the military service period. Now, the military's quantitative growth is no longer limited and it is a time for qualitative growth. To this end, the Army has been applying the Israeli learning method Havruta to recruit training to improve the quality of training since 2019. After applying Havruta, several scholars have studied the effect of recruit training applying Havruta. As a result, it was verified that recruit training applying Havruta improves the inner motive, creativity, and military service value of trainees. This study investigated how trainees' inner motive, creativity, and military service value affect their satisfaction and achievement. In addition, it was studied whether the effect of recruit training applied with Havruta on achievement differs according to the educational background (high school graduate or higher) and military family (professional soldiers within 4th degree) of the trainees. To this end, a survey was conducted on 472 recruits, and the structural relationship between each variable and the moderating effect were analyzed using the structural equation model. As a result of the study, military service value did not affect training satisfaction. Also, there was a difference in the effect of creativity on training satisfaction according to the educational background of new recruits, and there was a difference in the effect of military service value on training satisfaction and training achievement according to military family members. The purpose of this study is to contribute to the improvement of the army's recruit training development plan and effective training system.

빅데이터분석을 통한 체육계 병역특례제도의 사회적 현상 및 인식분석 (An Analysis of the Social Phenomena and Perceptions of the Special Case of Military Service System in Korean Sports Field Using Big Data)

  • 본 논문은 한국언론진흥재단이 운영하는 빅카인즈(Big KINDS)를 통하여 2018년 1월1일부터 12월 31일까지 언론 보도자료를 중십으로 체육계 병역특례와 관련된 여론, 관점과 흐름에 대한 자료를 수집 분석하여 사회적 현상 및 인식을 분석하려는 데에 그 목적이 있다. 이를 위하여 빅데이터 분석을 기반으로 사회적 현상에서 속에서 발견되는 문제점을 도출하기 위해 관련 키워드를 잠재 디리클레 할당 기법을 실행하여 토픽을 도출하고 시각화 하였다. 도출된 토픽은 '병역특례 재조명', '병역비리 논란', '체육분야 병역특례', '예술분야 대체복무 제도', '국정감사'의 5개이다. 이는 체육계 병역특혜와 관련된 사회적 논란에 대한 정확한 정보를 파악하여 정의롭고 평등부담원칙에 부합되면서도 스포츠선수의 특성이 고려된 현실적 방안을 마련할 기초자료로 사용될 수 있을 것이다.

인과지도 분석을 통한 이주가 직업군인의 복무의지에 미치는 영향에 관한 연구 (Research on the Relationship between Movement and Volition of Soldier's Service Using Causal Loop)

  • The purpose of this paper is to explore the relationship between the number of relocation and volition of soldier's service based on system thinking perspective using a causal loop analysis. Research adopting system dynamics concerning on the volition of soldier's service and relocation has not been studied yet. Causal loops are analyzed and evaluated by focusing on soldier's military performance, stress of family members and family members' welfare service. Result of this study is that soldier's periodical movement is indispensable factor maintaining military life. Most of the married soldier's life conditions are worse than ordinary people. As the number of relocation is increasing family of soldier's stress is increased by anxiety for welfare conditions is supposed to relocate. The number of movement to another place of soldier's children is more than two times and the result of learning achievement is worse than ordinary students. This kind of stress can influence the married soldier's military performance and stress. So the welfare service should be expanded to an official residence, education, facility, district network service and so on.

  • Since June 25th 1950, the beginning of the cold war (Korean war), Korean peninsula is still in a state of war. Officially South and North Korean government call a truceafter three years from the beginning day, however both countries are still having several combats in these days. So every Korean citizen male has duty for serving military duty and this lasts even after the serving regular military force, as reserved military. Although South Korea is very small country, the size of military is very large so informing all reserved military takes some time. Since this nation is confronting the enemy and considering the global potential threat, South Korean military needs expedite informing system to call up the reserved military to active duty. In this project, the current informing system has been analyzed and compared with the new method which is using social network service such as Twitter. However mobilization order is very critical. So in our new model there are two ways combined. Using twitter to inform and then use traditional ways to finish the order. This method will provide more efficient and accurate way to cover the call ups.
