The Evaluation of the Information Service and Community Factors in Korean Public Websites (공공 웹사이트의 정보서비스 및 커뮤니티 요소 평가 -한국 관공서, 군, 경찰 홈페이지를 중심으로-)

  • This paper proposes that we need a simpler method for developing the Website strategy for public institutions. The research objectives are threefold: (1) A model that relates to the monitoring of Website strategy in the public sector is proposed. The model includes basic dimensions and a $2{\times}3$ matrix that is a simplified version of the Mohammed et dl.s Marketspace Matrix. (2) The model is tested empirically with a sample of 56 Websites selected from govemment agencies, military organizations and police stations in Korea. (3) The effect of dimension/factors on the innovation level is tested. A special attention is paid to online attracting that is important for public institutions which usually do not use offline advertising aggressively. Results from regression analyses show that main dimensions (Marketing Drivers and relationship Stages) and three factors (Basic Information, Support Information, and Participation) in the matrix are all significantly influential on the innovation level, but the Attracting is not. Colorful designs and attracting features of a homepage have not necessarily anything to do with innovation. This message can offer a good piece of advice for managers of Websites.

  • This paper addresses the problem of determining the optimal number of spares for a system consisting of multi-item parts. In commercial sector, the cost minimization is mainly considered as an objective functions in most inventory models. However, in the military inventory systems, it is more stressed on maximizing the system availability than minimizing the system cost because the field commander always wants the system to be in perfect working condition to prepare against an emergence case. In this point of view, this paper develops an inventory model which decides the optimal number of spares by minimizing units short and simultaneously achieving a certain level of system availability. Solution algorithms are derived using the generalized Lagrange multiplier approach and marginal analysis approach. Sample data and output results are provided and sensitivity analysis is performed as the level of system availability changes in order to decide the optimal number of spares and availability in terms of economic sense.

  • The study presents milestones for the Korean military to win the future battlefield based on the 4th Industrial Revolution. Chapter 1 deals with the necessity of research on how advanced countries operate industrial technology in the defense sector based on the 4th Industrial Revolution. Chapter 2 examines the current technology status of the 4th Industrial Revolution in Korea and the concept of Korean combat. Chapter 3 analyzes the military robotic technology of advanced military countries through examples of unmanned combat robots in the United States, Israel, and Germany. In the end, in future battles, it will be possible to dominate the battlefield only by taking a leap into a super-connected and super-intelligent military based on a high-tech platform. Our military should also research and develop military robotics in accordance with the characteristics of each combat system, and further expand and develop the concept of combat performance to protect our core capabilities and centers from enemy cyber, electronic warfare, and space attacks.

  • Recently, government is endeavoring for Defense Ministry unit's efficiency improvement according as requires low cost, high effectiveness continuously about public sector. But, by real condition that measuring analysis about logistical corps'(LOG) efficient operation is not, this study was done to present method to estimate efficient management availability of logistical corps(LOG). Presents choosing variable that is suitable in Quartermaster Corps' efficiency estimation for this through existing virtue study investigation, and takes advantage of DEA (Data Envelopment Analysis) technique that divert in public sector efficiency measurement, I wish to present plan for inefficient organization's efficiency improvement after evaluate efficiency to Quartermaster Corps.

Enhancing Object Recognition in the Defense Sector: A Research Study on Partially Obscured Objects (국방 분야에서 일부 노출된 물체 인식 향상에 대한 연구)

  • Recent research has seen significant improvements in various object detection and classification models overall. However, the study of object detection and classification in situations where objects are partially obscured remains an intriguing research topic. Particularly in the military domain, unmanned combat systems are often used to detect and classify objects, which are typically partially concealed or camouflaged in military scenarios. In this study, a method is proposed to enhance the classification performance of partially obscured objects. This method involves adding occlusions to specific parts of object images, considering the surrounding environment, and has been shown to improve the classification performance for concealed and obscured objects. Experimental results demonstrate that the proposed method leads to enhanced object classification compared to conventional methods for concealed and obscured objects.

A Study on Predicting Installation Scale of Photovoltaic Panels and Hydrogen Fuel Storage Facilities to Achieve Net Zero Carbon Emissions Exploiting Idle Sites of Military Bases (군부대 유휴부지를 활용한 탄소 순 배출량 제로 달성을 위한 태양광 패널 및 수소 연료 저장시설의 설치 규모 예측)

  • In this study, the scale of renewable photovoltaic(PV) panels and hydrogen fuel storage facilities required to achieve "net zero carbon emissions" in military facilities were predicted based on actual electricity consumption. It was set up to expect the appropriate installation size of PV panel and hydrogen fuel storage facility for achieving carbon neutrality, limited to the electricity consumption in the public sector, including national defense and social security administration in Yeongcheon. The experimental results of this paper are largely composed of two parts. First, representative meteorological factors were considered to predict solar power generation in the Yeongcheon area, and solar power generation was estimated through a multiple regression model using deep learning techniques. Second, the size of solar power generation facilities and hydrogen storage facilities in military bases was estimated with the amount of solar power generation and electricity consumption. As a result of this analysis, it was calculated that a site of 155.76×104 m2 for PV panels was needed and a facility capable of storing 27,657 kg of hydrogen gas was required. Through these results, it is meaningful to demonstrated the prospect that military units can lead the achievement of "carbon net zero 2050" by using PV panels and hydrogen fuel storage facilities on idle sites of military bases.

A Study on the Improvement of the Defense-related International Patent Classification using Patent Mining (특허 마이닝을 이용한 국방관련 국제특허분류 개선 방안 연구)

  • Purpose: As most defense technologies are classified as confidential, the corresponding International Patent Classifications (IPCs) require special attention. Consequently, the list of defense-related IPCs has been managed by the government. This paper aims to evaluate the defense-related IPCs and propose a methodology to revalidate and improve the IPC classification scheme. Methods: The patents in military technology and their corresponding IPCs during 2009~2020 were utilized in this paper. Prior to the analysis, patents are divided into private and public sectors. Social network analysis was used to analyze the convergence structure and central defense technology, and association rule mining analysis was used to analyze the convergence pattern. Results: While the public sector was highly cohesive, the private sector was characterized by easy convergence between technologies. In addition, narrow convergence was observed in the public sector, and wide convergence was observed in the private sector. As a result of analyzing the core technologies of defense technology, defense-related IPC candidates were identified. Conclusion: This paper presents a comprehensive perspective on the structure of convergence of defense technology and the pattern of convergence. It is also significant because it proposed a method for revising defense-related IPCs. The results of this study are expected to be used as guidelines for preparing amendments to the government's defense-related IPC.

Application Strategies of Superintelligent AI in the Defense Sector: Emphasizing the Exploration of New Domains and Centralizing Combat Scenario Modeling (초거대 인공지능의 국방 분야 적용방안: 새로운 영역 발굴 및 전투시나리오 모델링을 중심으로)

  • The future military combat environment is rapidly expanding the role and importance of artificial intelligence (AI) in defense, aligning with the current trends of declining military populations and evolving dynamics. Particularly, in the civilian sector, AI development has surged into new domains based on foundation models, such as OpenAI's Chat-GPT, categorized as Super-Giant AI or Hyperscale AI. The U.S. Department of Defense has organized Task Force Lima under the Chief Digital and AI Office (CDAO) to conduct research on the application of Large Language Models (LLM) and generative AI. Advanced military nations like China and Israel are also actively researching the integration of Super-Giant AI into their military capabilities. Consequently, there is a growing need for research within our military regarding the potential applications and fields of application for Super-Giant AI in weapon systems. In this paper, we compare the characteristics and pros and cons of specialized AI and Super-Giant AI (Foundation Models) and explore new application areas for Super-Giant AI in weapon systems. Anticipating future application areas and potential challenges, this research aims to provide insights into effectively integrating Super-Giant Artificial Intelligence into defense operations. It is expected to contribute to the development of military capabilities, policy formulation, and international security strategies in the era of advanced artificial intelligence.

A Study on the Application of the 4th Industrial Drone to the Military Field (4차 산업시대 드론의 군사 분야 적용에 관한 연구)

  • In the 4th industry, drones are being used while having a close relationship with our lives. The development and use of various drones suggests a new paradigm for the domestic industry in the future, and is expected to become more advanced and scientific. Meanwhile, in the field of defense, efforts are being made in various ways to overcome the social phenomenon of reduced service resources. It is concentrating its efforts on strengthening the national defense power by preparing an exit strategy to supplement the shortage of service resources and to maintain and improve combat power, and by combining various science and technology related to the 4th industry. The military is planning to reinforce its combat power in connection with future industries to effectively respond and perform missions in preparation for the future combat aspects that have been researched and planned, and is planning an unmanned combat system for the science and technology army by investing a separate budget. Therefore, we systematically introduce and utilize drones, which are the core of the unmanned combat system, to create more active combat power and seek countermeasures for the battle vacuum, It is expected to provide a new paradigm for the battlefield when using advanced technology developed in the private sector and grafting it to the military sector.

  • As the core technology of the 4th Industrial Revolution is applied to drone, the potential for growth in the field of unmanned aerial vehicles is very large, and the utilization of civilian & military fields in the domestic & foreign is increasing rapidly. Because application areas of drone in the civilian field is various, it is excellent in terms of cost effectiveness and high value in utilization when it is used for military operation support mission. Especially, in the case of the Air Force, it is expected that military usage effectiveness will be high if drone replaces various air operations support missions such as aircraft inspection, supply of military supplies, base security. We find out the missions that can utilize drones for military operations support and propose the recommendation and data management plan accordingly. We recommend the most suitable drones and equipment that perform similar missions in the private sector and propose the data modeling of relational database.
