Weapon system is defined as a combination of primary system and logistics support system which are evaluated by capability and operational availability respectively. Weapon system developer thought that primary system was weapon system and also only primary system was important. Recent comparison of total life cycle cost showed that logistics support system was proved to be more important than primary system. However, until now no systematic approach to logistics support system development have applied in the area of developing support system and much money was exhausted by wrong logistics support system. We need to construct a universal metric for effectiveness of logistics support system and to cut out whatever activities or support elements which do not contribute to the metrics. This study describes a new approach under the name function approach to logistics support system development and also classifies five factors of failure frequency, stock out of frequency, administrative delay time, active repair time and logistic delay time that have influence on operational availability of logistics support system.

To improve the efficiency and economics of national defence, the needs for defence M&S systems are greatly increased, but the lack of interoperability and reusability lowers the level of reliability in the existing simulations models. Recently, many research activities have been performed and some conceptual models, such as CMMS, DCMF, and KAMA, were introduced. However, these models don't support the whole process of defence M&S system development nor provide integrated domain knowledge and up-to-date data. In this paper, we analyzed the analysts' guidances and doctrines, which are the basic ingredients for the simulation system development, and proposed a systematic structure for all the defence M&S stakeholders to share the standardized domain knowledge, modeling algorithm and data. This will be a logical bridge between Mission Space and Simulation Space, and provide substantial data sets to build simulation systems.

The US Army used MARK-1 composed of atropine autoinjector and 2-PAM autoinjector as a medical countermeasure against nerve agent poisoning. Recently, it has been being replaced by the ATNAA(Antidote Treatment Nerve Agent AutoInjector) for improvement the convenience in use and rapid detoxification effect. ATNAA(FDA approval, NDA 21-175, 2002. 1. 17) is a multi-chambered autoinjector that sequentially delivers atropine and 2-PAM through a single needle to allow Warfighters to survive against lethal exposure to nerve agents. In this paper, our group investigated the case of FDA approval of ATNAA in a point of the various data required by FDA guideline, thereby making it easy to meet the KFDA guideline for the approval of the prototype our group has been developed. The purpose of this study is to provide a reference for efficient research activities to minimize time and cost. Additionally, the purpose of this study is to provide a reference for the planning for the development of similar drug.
For the vast majority of geostationary satellites currently in orbit, station keeping activities including orbit determination and maneuver planning and execution are ground-directed and dependent on the availability of ground-based satellite control personnel and facilities. However, a requirement linked to satellite autonomy and survivability in cases of interrupted ground support is often one of the stipulated provisions on the satellite platform design. It is especially important for a geostationary military-purposed satellite to remain within its designated orbital window, in order to provide reliable uninterrupted telecommunications services, in the absence of ground-based resources due to warfare or other disasters. In this paper we investigate factors affecting the robustness of a geostationary satellite's orbit in terms of the maximum duration the satellite's station keeping window can be maintained without ground intervention. By comparing simulations of orbit evolution, given different initial conditions and operations strategies, a variation of parameters study has been performed and we have analyzed which factors the duration is most sensitive to. This also provides valuable insights into which factors may be worth controlling by a military or civilian geostationary satellite operator. Our simulations show that the most beneficial factor for maximizing the time a satellite will remain in the station keeping window is the operational practice of pre-emptively loading East-West station keeping maneuvers for automatic execution on board the satellite should ground control capability be lost. The second most beneficial factor is using short station keeping maneuver cycle durations.

Today, risks created by uncertainty must be managed for successful project execution. From this perspective, applying a risk management process is very important for successful defense systems test works. This paper describes 'the implentation of risk management process for test work' carried out by DTERI's process improvement activities. In this study, the concept of risk management process, and details of the risk management process are examined through PMBOK and ISO/IEC/IEEE 15288, CMMI. After that, we defined 'Standard Process for Risk Management' of defence systems test works. And, we describe 'Risk Management Function' of DTERI's Project Management System(PMS) and the risk management process of DTERI. Finally, the effectiveness of the risk management standard process is verified through quantitative analysis.
South Korean national security strategy should be developed to effectively handle and counter increasing maritime threats and challenges. There are three major maritime threats South Korea faces today; maritime disputes on the EEZ boundary and Dokdo islet issues, North Korean threats, and international maritime security. Maritime disputes in the region are getting intensified and turned into a military confrontation after 2010. Now regional countries confront each other with military and police forces and use economic leverage to coerce the others. They are very eager to create advantageous de facto situations to legitimize their territorial claims. North Korean threat is also increasing in the sea as we witnessed in the Cheonan incident and Yeonpyoung shelling in 2010. North Korea resorts to local provocations and nuclear threats to coerce South Korea in which it may enjoy asymmetric advantages. The NLL area of the west sea would be a main hot spot that North Korea may continue to make a local provocation. Also, South Korean national economy is heavily dependent upon foreign trade and national strategic resources such as oil are all imported. Without an assurance on the safety of sea routes, these economic activities cannot be maintained and expanded. This paper argues that South Korea should make national maritime strategy and enhance the strength of naval forces. As a middle power, its national security strategy needs to consider all the threats and challenges not only from North Korea but also to maritime security. This is not a matter of choice but a mandate for national survival and prosperity. This paper discusses the importance of maritime security, changing characteristics of maritime threats and challenges, regional maritime disputes and its threat to South Korea's security, and South Korea's future security strategy and ways to enhance the role of naval forces. Our national maritime strategy needs to show middle and long term policy directions on how we will protect our maritime interests. Especially, it is important to build proper naval might to carry out all the roles and missions required to the military.
The basic stance of the Republic of Korea Ministry of Foreign Affairs was 'quiet diplomacy'. However, there had been demands for specific plans for practical protection of Dokdo. In 2011, Prime Minister Kim Hwang Sik mentioned that they are reviewing measures of stationing marines on Dokdo, while on August 10th, 2012, former president Lee Myung Bak visited Dokdo. The visit itself was meaningful as he was the first supreme commander to visit Dokdo. This paper studies on the necessity of naval power on Dokdo to maintain its effective control. The effective control must be done by a national organization in a peaceful and unimpaired method. If so, can stationing naval power, whether directly or indirectly, on Dokdo be considered a violation of 'peaceful' method? A 'peaceful' effective of control meas the right of sovereignty over a territory without other country's protest. In such terms, protecting a territory falls under practicing the right of sovereignty, and therefore does not violate 'peaceful'. In addition, looking at international cases such as Ligitan/Sipadan Case and Pedra Blanca Case, evidences such as 'navy activity', 'flyng ensign', and 'military communication facility installation' was used. In ter case of Yemen-Eritrea dispute over Hanish, methods on effective control over island and sea was also ruled by the installation of military posts and military surveillance activities. Thus, stationing naval power on Dokdo can be a way of maintaining effective control per international law. To station naval poer on Dokdo, Presidential Instruction 24 integrated Defense Guideline Enforcement Ordinance, which is domestic law, must be revised. Reason being, the Enforcement Ordinance states that the navy area of responsibility excluded Ullundo, where Dokdo is under jurisdiction of Ullungdim thus excluding navy control. In addition, considering the diplomatic situation, it is more fut to install navy radar site on Dokdo rather than 'stationing marines'. In other words, enforcing surveillance in the vicinity of Dokdo and installing radar site instead of stationing direct combatants is one way of practicing effective control without stimulating diplomatic disputes.
This study is to review, in the social and cultural context, the main causes for the sportism that prevails in modern fashion, and to analyze the typical expressions in the domestic fashion. Many factors attribute to the advent of sportism such as rapid development and cultural changes toward sports, increase in leisure time and abundant opportunities, new fashion materials resulting from new technologies, emerging youth culture and increasing preference for such culture, and the postmodernism. With this background, sportism, which has been appearing in the domestic fashion, falls into 5 categories as follows based on the type of its expression. “Urban Street Sportism” is affected by the new sports culture of urban young people, which is characterized such that body line is disregarded with over-sized garment in layered style without considering T.P.O. concept. “Romantic Sportism” applies colors, fabrics and details of romantic images to sporty items, or culminates the feminine and elegant sportism by using the sporty fabrics and details along with romantic items. “Vintage Sportism” is characterized by its well-refined, high quality expression of naturally worn for long time, which is affected by the postmodernism. “Urban Utility Sportism,” which is developed with such design factors as fabrics, styles, details and colors with emphasis on their utility and functionality, explicitly accommodates the changed modern life styles particularly in urban areas. Lastly, the military image, which was developed during the Iraq War along with simultaneous anti-war activities, and the peace messages, which deliver the mankind's hope for the world peace and social wellness, formulate the “Military Sportism”.

Electronic educational environments in the conditions of quarantine restrictions of COVID-19 have become a common phenomenon for the organization of distance educational activities. Under the conditions of Russian aggression, Ukrainian proof of their use is unique. The purpose of the article is to analyze the role of electronic educational environments in the process of training applicants for higher education in Ukraine in the realities of a large-scale war. General scientific methods (analysis, synthesis, deduction, and induction) and special pedagogical prognostic methods, modeling, and SWOT analysis methods were used. In the results, the general properties of the Internet educational platforms common in Ukraine, the peculiarities of using the Moodle and Prometheus platforms, and an approximate model of the electronic learning environment were discussed. The reasons for the popularity of Moodle among Ukrainian universities are analyzed, but vulnerable elements related to security are emphasized. It was also determined that the high cost of Prometheus software and less functionality made this learning environment less relevant. The conclusions state that the military actions drew the attention of universities in Ukraine to the formation of their own educational platforms. This is especially relevant for technical and military institutions of higher education.

An effective method for produce munitions effectiveness data is to calculate weapon effectiveness indices in the US military's Joint Munitions Effectiveness Manuals (JMEM) and take advantage of the damage evaluation model (GFSM) and weapon Effectiveness Evaluation Model (Matrix Evaluator). However, a study about the Range Safety that can be applied in the live firing exercises is very insufficient in the case of ROK military. The Range Safety program is an element of the US Army Safety Program, and is the program responsible for developing policies and guidance to ensure the safe operation of live-fire ranges. The methodology of Weapon Danger Zone (WDZ) program is based on a combination of weapon modeling/simulation data and actual impact data. Also, each WDZ incorporates a probability distribution function which provides the information necessary to perform a quantitative risk assessment to evaluate the relative risk of an identified profile. A study of method to establish for K-Range Safety data is to develop manuals (pamphlet) will be a standard to ensure the effective and safe fire training at the ROK military education and training and environmental conditions. For example, WDZs are generated with the WDZ tool as part of the RMTK (Range Managers Tool Kit) package. The WDZ tool is a Geographic Information System-based application that is available to operational planners and range safety manager of Army and Marine Corps in both desktop and web-based versions. K-Range Safety Program based on US data is reflected in the Korean terrain by operating environments and training doctrine etc, and the range safety data are made. Thus, verification process on modified variables data is required. K-Range Safety rather than being produced by a single program, is an package safety activities and measures through weapon danger zone tool, SRP (The Sustainable Range Program), manuals, doctrine, terrain, climate, military defence M&S, weapon system development/operational test evaluation and analysis to continuously improving range safety zone. Distribution of this K-range safety pamphlet is available to Army users in electronic media only and is intended for the standing army and army reserve. Also publication and distribution to authorized users for marine corps commands are indicated in the table of allowances for publications.
