Governance in Dongnam Region and Regional Development : The Case of Dongnam Regional Development Committee (동남경제권 거버넌스와 지역발전 - 동남권광역경제발전위원회를 중심으로 -)

  • Metropolitan-wide economic region policy which was enforced by Lee Myeongbak government was a timely policy at least to Dongnam region. However, examining the activities and outcomes of Dongnam Regional Development Committee, there are many doubts about the policy as metropolitan-wide governance. Dongnam Regional Development Committee had many operational problems. It had few independent labor force and low budget. Also its authority was limited. Above all, its purpose and function was unclear. As a result, the policy was abolished as new government suceeded. Henceforth Dongnam region needs metropolitan-wide governance for metropolitan-wide economic development. If an organization which supports industrial and regional development of Dongnam region would be reestablished, the orientation of governance has to be determined. In this case, the main function of the organization would be researching about Dongnam metropolitan-wide economic region, and suggesting and recommending metropolitanwide development strategy. For the benchmark of the organization, Metropolitan Planning Organization of the US, Joint Venture at Silicon Valley and Regio Randstad of the Netherlands would be appropriate. Above organizations receive budgets from central and regional government and private sector. They research about regional economics and urban development which is comprehensive and metropolitan-wide and could not be done by local government alone.

Wage Determination Process and Income Disparity in Korean Metropolitan Cities (우리나라 광역대도시 지역노동시장의 임금결정과정과 소득격차)

  • This study investigates the wage determination process of regional labor markets in order to understand the regional dimension of labor market processes in Korean metropolitan cities. Since the financial crisis in late 1997, the interplay between labor market restructuring such as unemployment and skill polarization and income disparity has been shaped by the labor market process in the metropolitan cities. This is also closely related to the fact that both industrial restructuring and expanding information technologies in the metropolitan region have reshaped the labor demand structure and finally resulted in structural unemployment due to skill mismatch and spatial mismatch and wage inequality across different occupations. In addition, since wage determination process clearly has a regional dimension, wage determination and its influence on income profile in a certain regional labor market need to be understood by investigating its labor market characteristics including labor supply and demand structure, industrial changes, changing unemployment, etc. This is why labor market policy as a regional policy needs to be redefined and it can be much enhanced by geographical investigation on regional labor market.

Regional Differences in Access to Clinical Trials for Cancer in Korea

  • Purpose: The ability to access clinical trials for cancer treatment is important. This study investigated whether regional differences exist in oncologic clinical trial protocols conducted in South Korea. Methods: Records of all approved oncologic clinical trials conducted in 2019 were downloaded from the Republic of Korea Ministry of Food and Drug Safety. The study covered Seoul, the capital area, other metropolitan cities, and provincial areas. Descriptive statistics summarized the distribution patterns of clinical trials by region. Results: A total of 202 oncologic clinical trials were conducted in 63 institutions in 2019. Of these protocols, 186 (92%) were available in Seoul, 120 (59%) in the capital area, 64 (32%) in metropolitan cities, and 66 (33%) in provincial areas. More regional differences in protocol availability were observed in domestic trials, investigator-initiated trials, phase 1 and 2 trials, and smaller-scale trials. Conclusion: Most oncologic clinical trials were conducted in medical institutions located in Seoul, with the rest conducted in the capital area, metropolitan cities, and provincial areas. The findings reveal clear differences in protocol availability between Seoul and the other regions. Measures designed to improve geographical access to oncologic clinical trials may be needed given their growing importance in cancer treatment.

  • Reviewing the meaning aid task of balance of regional development, this papa examines the causes of the underdevelopment of rural areas in relation to the urbanization process, probes the concept, principle and necessity of rural community development, and suggests the policy tasks for rural community development in the perspective of regionally balanced development. Since 1960's, Korea has pursued a growth-oriented economic policy. The focus on the aggregated growth, however, has resulted bo invite some regional disparity problems. In the process of development, regional disparity problems were quite a large rural areas compared with urban areas relatively. The under-development of rural areas is deeply correlated with the overcrowding (or overconcentration) phenomena of urban(or metropolitan) areas. The urban-biased policy is the primary cause of the deepening regional imbalance structure between urban and rural areas. The inter-regions equitable and well-balanced development is one of the national policy issues by which the government is confronted, since the issue is closely related with national quality of life. Main three policy tasks for rural community development were 'the new paradigm of development policy' , 'local-oriented policy' and 'human-oriented policy'.

Reviewing the Paradigm of Regional Industrial Policies in Korea and Searching for Alternatives: The case of Regional Industrial Policies in Daegu Metropolitan City (지역산업정책의 패러다임에 대한 재검토와 대안적 정책방안 모색: 대구광역시 지역산업정책을 사례로)

  • This study analyzes the regional industrial policies of Daegu based on previous discussions on the concepts and characteristics of regional industrial policies in Korea. Because of the institutional limitations of regional industrial policies in Korea, the industrial policies of Daegu are more government-led in planning and promoting industrial development. In addition, regional industrial policies have been established and executed not as regional policies but as part of sectional policies, and are not properly connected to other regional development policies. What is more, the step-by-step objectives of industrial policies are not defined clearly and, as a result, the means of the policies are not specific. In order to overcome these problems, there should be a paradigmatic transition in making regional industrial policies, which reflects not only economic factors but also the social and cultural factors of the region. Moreover, place-based policies should be planned and promoted that categorize areas subject to the policies through comprehended analysis of regional industrial environment and combine means by section.

Place-based Policy and Urban Poverty: An Analysis of Employment Mismatch and Placeness of Regional Labor Market (장소기반 정책과 도시빈곤: 일자리 미스매치와 지역노동시장의 장소성 분석)

  • This study investigates the employment and spatial mismatch as a significant acting factor of deepening urban poverty and analyses the placeness of regional labor market that the more efficient place-based labor market intervention needs to take into account. The change of unemployment rate as a regional labor market outcome in metropolitan cities is determined by the dynamic interaction between disequilibrium of labor supply and demand and employment mismatch according to various labor market conditions and its process is certainly differentiated across the metropolitan regional labor markets. In addition, it is analyzed that during the employment suburbanization the spatial mismatch puts differentiated impacts on different labor groups through human capital requirements and industry-selective job opportunities. As a result, because this whole process works with its unique process within individual regional labor markets, in order to link between urban poverty and employment mismatch and to promote problem-solving labor market intervention, we need to develop place-based policy based on the placeness of regional labor marekt.

Effect of Land Transport Industry Growth on Economic Growth in Korean Metropolitan Regions (육상운송산업 성장의 광역권 경제성장에 대한 효과 분석)

  • This study aims to identify the effect of growth of the land transportation industry on economic growth and to provide implications for Korea's metropolitan region policy. The effect of each metropolitan region on the integrated region where each metropolitan region is integrated is as follows. First, The integrated region where each metropolitan region was integrated with the Southeast region and the Daegyeong region had the greatest economic growth effect due to the growth of the land transportation industry in terms of value added, but the effect of the integrated region with the Chungcheong region was the least. In the case of capital such as roads, the integrated metropolitan regions with the Chungcheong region showed the greatest economic effect. However, the impact of the integrated regions with Jeolla region and the Seoul metropolitan region is insignificant. These results suggest that the synergy effect of metropolitan regional integration by spillover effect such as networks should be considered in the land transportation industry policy.

Rethinking Path Dependency and Regional Innovation - Policy Induced 'Government Dependency': The Case of Daedeok, South Korea

  • This study focuses on exploring the behaviours of high-tech start-up firms in response to the policy interventions undertaken to promote regional innovation in South Korea since 1997. High-tech start-ups and their technological entrepreneurship are increasingly considered by policy makers and academics to play a crucial role in the generation of innovation and economic development. However, this study started from a basic concern of why government intervention does not necessarily result in an increase of regional innovation capacity. To explain this concern, we constructed a new conceptual framework of 'government dependency' and apply this to 'Daedeok,' a regional innovation system in South Korea, to explore the reproduction of path dependency as an impact induced by innovation policy. This conceptual framework was developed by remodeling path dependency approaches through a systemic and interactive lens. An empirical study used qualitative interviews of start-up founders to delineate the emergence of a new development path and the extent to which dependency was reproduced in the Daedeok regional innovation system. Empirical analysis suggested that 'reliance' and 'persistence' were the crucial factors in the production and reproduction of the government dependency. Some firms accepted dependency as reliance, but others regarded it as policy utilization. Thus, a critical juncture could not be clearly identified in actors' behaviour. It was also unclear if dependency had hindered innovation, but it was shown that the regional and institutional contexts strongly influenced the reproduction process. The study concludes that the construct of government dependency can also provide useful insights into policy learning as well as the success of government interventions.

  • The age of local government has set in, most of the cities have made the brand slogan to create a competitive luxury city and to enable the local economy to keep pace for digital promotion policy with the regional branding. Age of limitless competition, local governments have continued to digital promotion policy the slogan, local people's awareness and satisfaction about the brand slogan is generally high, but this is noted in seven cities commonly that reflect the characteristics of the region and inconvenient distinctive identity design. This study is the meaningful to derived the problem of city brand slogan development policy through analysis the citizens awareness of seoul and 6metropolitan's brand slogan development digital promotion policy and help to become a future development and management of city brand slogan digital promotion management policy in Korea.

Trip and Transportation Structure of Seoul Metropolitan Area (통행구조로 본 서울대도시권 교통정책의 과제)

  • This study intends to analyze the trip and transportation structure of Seoul Metropolitan Area(SMA) where has been experiencing the rapid growth and the extra-concentration in the recent 2∼3 decades. By analyzing the trip and transportation structure which reveals the frame of travel flow phenomena on the real space, this paper evaluates the transporation policy realized in SMA for the last 10∼15 years. The policy implications of this paper are as follows; 1. The activities and the daily travel movement of SMA have been larger and more complex rapidly, but the transportation policy bas been poor. 2. The distribution of commuter's origins and destinatinos have been getting wider, and the distance between the home and the workplace longer. In short, the land use policy, the industrial policy, and housing policy have failed, and the coordination of those policies has been very poor. 3. The multi-center spatial structure was the official policy. Indeed, SMA has been reorgnized in such a way. But the implementation strategy was very poor. 4. Now, the for-business travels closely related with the multi-center structure, are increasing more and more rapidly. It is required that the strategic policy of mulit-center structure and the transportation policy should be coordinated. And as soon as possible, the more powerful mass transit system should be developed and constructed.
