  • Most recent programs in and out of the country are related to urban renewal projects. Contemporary project management information systems have been developed was to manage single or multiple projects focusing on their construction phase, and those have limitations to apply to large-scale complicated mega projects. So, this study explain the core concept of decision support modules for iPMIS (Intelligent Program Management Information System) and its major functions to support project owner and participants by introducing ontology in the web environment. This study confined the scope of research to the planning phase of urban environment improvement projects. Ontological logic structure and relation about planning works is essential parts and three functions to implement decision support module are developed.

  • Cheongna City Tower is a 448-meter-high rise observatory tower with 8.7:1 aspect ratio located at central lake park in Incheon Cheongna international city. The tower is a crystal shaped image and it turns invisible when the façade is activated. The tower was planned to be hexagonal 30-story building with two basements which are composed of mega frame structure using mega column and mega brace. In order to minimize the wind effect, the blow-through area was installed so that the wind can pass through. This observatory tower is an unprecedented project since the whole building is covered by façade for invisibility effect.

  • Recently, as high level of interest for the city regeneration, large-scale projects are planned or being performed such as reconstruction project. These mesa-projects have different characteristics from a single project in the design phase. It is a number of companies involved in design phase of mega-project and principal decision-making entity manage the project from the initial stage of an ongoing business by coordinating an opinions between design companies. The absence of a decision making support system reflected those characteristic causes a variety of problems such as a loss of cost and schedule. Therefore the final object of this paper is to propose a decision making support tool and system interface.

  • Construction project become larger and more complicated. Korea go through government complex relocation Mega-size program including many sub-projects which were complicated, long-term, and need extensive funding. Effective change management is very important for this kind of mega-project since it has many stakeholders and can't avoid continual change of schedule, budget, etc. Especially, change management process and system is very important for program success. When each project have changes, program is impacted by these changes. So, Change management is very important for effective program budget and time management. This study try to develop change management process and framework considering continuous changes in project level for effective program management. In addition, this study developed change management system and applied it to new mega-size program and analyze the effectiveness.

EVALUATING CRITICAL SUCCESS FACTORS FOR ACCURATE FIRST COST ESTIMATES OF LARGE-SCALE CONSTRUCTION PROJECTS

  • The demands for large-scale construction projects such as Mega-projects are largely increasing due to the rapid growth of increasing populations as well as the need to replace existing buildings and infrastructure. Increasing costs of materials, supplies, and labors require the first cost estimates at the preliminary planning stage to be as accurate as possible. This paper presents the results obtained from the survey on evaluating nine critical success factors that influence the accurate first cost estimates for large-scale projects from practical experiences. It then examines the current cost structures of construction companies for large-scale projects, followed by the causes for cost and schedule overrun. Twenty completed surveys were collected and the Analytic Hierarchy Process was applied to analyze the data. The results indicate that technology issues, the contract type, and social and environmental impacts are the significant leading factors for accurate first cost estimates of large-scale construction projects.

  • Urban renewal projects, in the form of mega-projects, are being actively implemented both nationally and internationally to revitalize inactive cities. These programs, however, are difficult to manage efficiently due to their need for a large budget over a long period of time and due to conflicts with stockholders. Moreover, existing cost and duration management systems are structured with emphasis on the design and construction stage of unit projects, thus limiting their application to long-term mega-projects that are integrated with various facilities. To solve these problems, this study developed a web-based system that can collectively manage the cost and duration of mega-projects at a program level. The unit modules included in the system--CBS organization, construction cost and duration prediction, and total cost and duration prediction--can support decision-making at the early stage of the program. Furthermore, the modules, which include contract management, execution management, change management, and program progress management, support the program operations for its successful accomplishment. The web-based cost and duration management system developed in this study is expected to be used as a valuable tool that supports the successful accomplishment of mega-projects through their efficient management throughout their life cycle.

  • For successful projects, Project Management Information System(PMIS) using the formal systematic processes is necessary. Because the existing PMIS focuses on low-level project management, the life-cycle administration of the projects is required. In this dissertation, I describe not only the processes for managing a project with the top-down approach(a hierarchical goal setting of the project outcome), but also PMIS which can control whole processes of R&D projects. The PMIS described in this dissertation can reduce the workload of project management by providing user-adaptive environments and linking with related systems, so can be helpful to enhance the efficiency of the project management. And, it is expected that these processes can be the standard project management processes which are adaptive to various types of projects.

  • The management of mega construction projects which incorporate a large number of stakeholders, technologies, data, work culture etc., is cumbersome. The experts in the construction arena advocate that interface management serves as a precise tool in resolving these conflict points due to the intricate nature of the construction projects. Interface management is a current trending management practice in the construction industry which is also a beneficiary to mega/fast track projects in enhancing the project performance. The main objective of this study is to validate a model for assessing the relationships among interface management, IT applications, project performance & project benefits. The mediating effect of interface management in relationship between project performance & interfacial factors was also investigated. The research model was validated using PLS-SEM (Partial Least Square-Structural Equation Modelling) approach. Data were collected from clients, contractors, consultants in large scale projects through questionnaire survey and smart-PLS software was used to analyse the conceptual model. The research model comprises eleven hypothesis and the significance of these hypothesis were tested using T- statistics values. The research implies that people/participants factor is greatly influenced by interface management with the path coefficient of 0.608 and also enhancement of project's schedule performance due to the interface management is strongly appealing (Path coefficient = 0.711). The results also reveal IT application is significantly associated with interface management practice (Path coefficient =0.723) and also the effect of IT application on project performance (schedule, cost, quality & safety) is successfully mediated through interface management practice. The practical application of this validated model was done through case study. The case study aims at measuring the impact of interface management on interfacial factors and role of interface management in improving the project performance in the construction organisations.

  • Recently, several large-scale Mega-Projects are being conducted. For these urban revitalization projects which requires many complex functions, the existing project management system based on single project level is limited in application. Therefore, our main objectives of this research are two 1) Develop a brand-new program management system(Prototype Ver 1.0) for mega-projects where various facilities are combined both horizontally and vertically. 2) Develop management strategies(Prototype Ver 1.0) based on the program level that enable the comprehensive management of a multiple various projects. The subtitles of this Research are i-PMIS(Program Management Information System) Development, Standardization & Optimization of Construction Life-Cycle Process, Comprehensive Project Cost & Process Management Technology, Effective and Optimized Integrated Performance Management Technology, and, we suggest to optimize the whole life cycle process, predict and respond to various risks, predict and control the process, the cost and the schedule, achieve maximum return on investment to the participating parties, and provide a brand-new Program-MIS including the visual-based web-portal platform to respond the changing business environments and decision making.

  • Program management is a concept to deal with huge and complex business activities from social, economical, cultural and environmental points of view and increase their value for client and society. The aim of this study is to establish a framework of program management process and develop a supporting system for program management. In this paper we propose a framework and a proto type supporting system based on case studies and report the result of application to an urban redevelopment using partially implemented software.
