Development of Research Personnel Evaluation System Using Median Rank (Median Rank를 이용한 연구인력 평가 시스템)

  • Median rank is used to systemize the evaluation of research personnel in a research institution. Suggested evaluation system is purposed to enhance the fairness, distinguish the factors of evaluation and maximize the synergy of researchers. The factors of evaluation are largely divided into the subjective and the objective factor. The final rank of the researchers is determined with the converted median rank value. The propriety of applying median rank is tested by Spearman's rank correlation coefficient. We also suggest the method of determining the rank of researchers. This evaluation system is not fixed in special case but can be changed in situation. It also can be applied to any other personnel evaluation system through the appropriate revision.

  • In this paper we propose three nonparametric tests such as Wilcoxon test, Median test and Van der Waerden test, based on linear rank statistics for detecting edges in images. The methods used herein are based on detecting changes in gray-levels obtained using an edge-height parameter between two sub-regions in a 5$\times$5 window We compare and analysis the performance of three statistical edge detectors in terms of qualitative measures with the edge maps and objective, quantitative measures.

  • Six sigma has been the most influential management innovation tool in order to achieve the customer's satisfaction and keep the competition in the age of limitless competition. The success in six sigma is to find the correct CTQ (Critical to Quality). QFD (Quality function deployment) is the efficient too ever created to tie product and service design decisions directly to customer wants and needs. One of the mistakes in QFD is to analyze using an inconsistent HOQ (House of quality) chart. An inconsistent HOQ chart is one in which the information from the correlation matrix is inconsistent with that from the relationship matrix. This study presents the consistency check and inconsistency check in case of failing the consistency check. Also we propose the procedures using the Limiting Probability in correlation matrix and the Median Rank in relationship matrix in order to be consistent in HOQ chart.

  • Success in Knowledge Management depends critically on the evaluation system that managers of an organization evaluate objectively performance of members of the organization. In particular, the differences in the standard of Performance evaluation used by managers in Governmental Institution or Agency of make an issue of the standardization of Performance evaluation. Therefore, in this paper we propose the alternative evaluation method, which minimizes the bias resulted from the different standards by measuring ranking of knowledge workers, instead of quantitative analysis, using Median Rank method in Reliability and verify our proposition using the analysis of examples.

  • Researches about an evaluation system for military officers have been studied because it is one of the most important elements for managing units and improving combat power. This paper proposes an evaluation system that enhance justice of evaluation, accomplish a distintion among evaluating elements and improve synergy effects between higher level officers and lower level officers. The evaluation system in this study not only suggests evaluating items and methods but also determines the final evaluation ranking among the evaluated that have their own evaluation criteria, items and duties using the median rank method used in statistics.

Nonparametric Estimators of Ratio of Scale Parameters Based on Rank-Like Tests

  • A class of nonparametric estimators of the ratio of scale parameters is proposed. The estimators are based on the distribution-free rank-like test suggested by Fligner and Killeen (1976). An explicit form of the estimator is the median of the ratios of absolute deviations from the combined sample median. A small-sample Monte Carlo study shows that the proposed estimator is more efficient than the Bhattacharyya (1977) estimator. The proposed estimator is is reasonably insensitive to small failures in the assumption of equal medians. A modified estimator is also considered when the meidans are unequal.

A Note on the Median Control Chart

  • This study reviews several well-known control charts for the location parameter with a discussion of the relationship between the maintenance of the control chart and a series of hypotheses testing. As a by-product, we then propose a new median control chart with the sign test statistic. We also modify the nonparametric control charts to easily understand the relation. Then we illustrate the construction of several median control charts with the industrial data and compare the efficiency among several control charts. Finally, we discuss some interesting features for the median control charts as concluding remarks.

  • Electric power industries in several countries are currently undergoing major changes, mainly represented by the privatizations of the power plants and distribution systems. Reliable operations of the power plants directly contribute to the revenue increases of the generation companies in such competitive environments. Strategic optimizations should be performed between the levels of the reliabilities to be maintained and the various preventive maintenance costs, which require the accurate estimations of the power plant reliabilities. However, accurate estimations of the power plant reliabilities are often limited by the lack of accurate power plant failure data. A power plant is not supposed to be failed that often. And if it fails, its impact upon the power system stability is quite substantial in most cases, setting aside the significant revenue losses and lowered company images. Reliability assessment is also important for Independent System Operators(ISO) or Market Operators to properly assess the level of needed compensations for the installed capacity based on the availability of the generation plants. In this paper, we present a power plant reliability estimation technique that can be applied when the failure data is insufficient. Median rank and Weibull distribution are used to accommodate such insufficiency. The Median rank is utilized to derive the cumulative failure probability for each ordered failure. The Weibull distribution is used because of its flexibility of accommodating several different distribution types based on the shape parameter values. The proposed method is applied to small size failure data and its application potential is demonstrated.

Two-sample Linear Rank Tests for Efficient Edge Detection in Noisy Images (잡음영상에서 효과적인 에지검출을 위한 이표본 선형 순위 검정법)

  • In this paper we propose Wilcoxon test, Median test and Van der Waerden test such as linear rank tests in two-sample location problem for detecting edges effectively in noisy images. These methods are based on detecting image intensity changes between two pixel neighborhoods using an edge-height model to perform effectively on noisy images. The neighborhood size used here is small and its shape is varied adaptively according to edge orientations. We compare and analysis the performance of these statistical edge detectors on both natural images and synthetic images with and without noise.

  • Tests associated with the linear signed rank statistics are considered for testing the symmetry of a continuous distribution about an unknown median. The results of Monte Carlo study show that the proposed tests are reasonably good in level control and powers.
