  • Several research projects funded by National GIS Master Plan have started to produce several outcomes that need to be applied in the real world situation. To make the project results more useful and to improve upon the current results, it is necessary to integrate the project outcomes produced under various circumstances into a consistent and coherent structure.

  • Currently, the Korean railway standards (KRS), managed by Korea National Railroad, have been managed by the Korean Ministry of Construction and Transportation. According to Korean railway safety law, which were established for the guarantee of railway safety, the management of KRS including enactment and revision of technical standards for railway vehicle and components, was committed to Korea Railroad Research Institute (KRRI). In this paper, the detailed master plan for the management of KRS will be introduced for the effective management of KRS, and KRS management direction for the future will be suggested.

  • Tsurumi River Basin successfully started to prepare a Water Master Plan though a series of discussions by gathering all stakeholders in a hall. It began with setting five management targets namely, flood, low flow, natural environment, emergency use, and recreational use, followed by setting management goals by target as well as a one-sentence catchphrase for the Water Master Plan using a bottom-up approach. The author reviews this process and discusses the background of the success.

  • The master plan for aggregate supply and demand aims to ensure the feasibility viability of mid/long-term aggregate supply and demand by establishing comprehensive plans for regional groups and aggregate types. In addition, It will propose ways to reduce the environmental impact of the development of aggregates and to stabilize aggregate supply and demand across the country. Also, it will seek to promote the stable development of the construction industry through policy and related amendments.

  • The ability of freight users to identify and to utilize options to move is limited. Saving in time and in fare to freight users could be significant if whole transport sequences could be planned and implemented with high level of service. In oder to improve the attractiveness of rail freight, it is essential that the industrial railway tracks between railway network and large scale logistics facilities are completely equipped. This article present the direction of the master plan of Korean industrial railway tracks.

Development of Strategic Environment Assessment Model in Urban Development Plan - In case of Metropolitan Plan - (도시개발 행정계획의 전략환경평가 모델개발 - 광역도시계획에의 사례적용 -)

  • It is essential to consider strategies, spatial planning, and reflection of sustainability for the creation of sound urban spaces. To this end, there is a need for plans that can secure better sustainability through strategic environmental assessment (SEA) of plans. This study examined the literature and available precedent to develop a SEA model for administrative plans for urban development including metropolitan plans, urban master plans and urban management plans. In the course of development of the model, environmental issues associated with the urban plans were analyzed by classifying them into ten categories, including "spatial planning," "conservation planning," "greenbelt systems," "habitats." and etc. according to their rank. Furthermore, those issues were reflected on the development of environmental evaluation indices for the plans. Overall and detailed environmental indices that can be applied to the administrative plans for urban development including metropolitan plans, urban master plans and urban management plans were devised for five stages: (1) Establishment of development goals and strategy, (2) Analysis of current status and characteristics, (3) Conceptualization of spatial structure, (4) Planning for each department, and (5) Execution and management. Sub plans are more detailed and concrete. Criteria based on the evaluation indices, when performing evaluations on plans based on each environmental assessment index in reference to experts and the literature, were used to forecast their effects, i.e. whether they had a positive, negative, or no effect or relationship, or whether their effects was uncertain. Based on the forecasts, this study then presents means to establish more improvable plans. Furthermore, by synthesis of the effects according to each index and integration of the process, plans were analyzed overall. This study reflects the characteristics of the present time period based on issues in the SEA process and techniques in upper level administrative plans being newly established, and presents them according to the stage of each plan. Furthermore, by forecasting the effect of plans by stage, this study presents proposals for improvement, and in this aspect, can be meaningful in promoting plan improvements through SEA.

Profitability Evaluation System for Railway Transportation Plan (철도수송계획의 수익성 평가체계)

  • In railway system, the transportation plan corresponds to master plan for transport services. This service plan must be constructed to minimize operational cost or maximize revenue considering transportation demands and resource capacities in the operation company, and includes several sub-planning activities such as train operation frequency plan, train (schedule) plan, train capacity assignment plan, and rolling stock requirement plan. In this paper, we present profitability evaluation system for current transportation plan. The proposed system can be used for evaluating profitability by estimating train service revenue considering customer demands.

  • Recently, the importance of forest landscape as a visual resource has been increased, so it is emphasized that the necessity of forest landscape management through 'Forest landscape management master plan' and 'National Forest landscape belt'. As such, this study aims to suggest a method for forest landscape management plan considering visual landscape analysis and regional landscape resources in case of Sangju-si, Gyeongsangbuk-do. Accordingly, this study has investigated regional landscape resources and surveyed existing forest conditions of target area. In order to analyze the characteristics of visual landscape, landscape control points are selected through viewshed analysis. And, Forest landscape plan is suggested 3 areas considering comprehensive analysis of forest landscape resources survey and characteristics of visual landscape:the landscape resource management area, the landscape resource restoration area and the landscape resources exploit area.
