  • Until a recent date Wan-do Port has made efforts to advance its marine policy toward the base of marine distribution industry. Therefore the administration of Wan-do port has carried out many projects on improvements of harbour system very actively. The improvement of ship traffic system would be one of them. This research examined the general view of present situations of marine traffic system in Wan-do waters area and suggested improvements in ship route and anchorage.

  • The stability, reliability and efficiency of a smart ship are important issues as the interest in an autonomous ship has recently been high. An automatic collision avoidance system is an essential function of an autonomous ship. This system detects the possibility of collision and automatically takes avoidance actions in consideration of economy and safety. In order to construct an automatic collision avoidance system using reinforcement learning, in this work, the sequential decision problem of ship collision is mathematically formulated through a Markov Decision Process (MDP). A reinforcement learning environment is constructed based on the ship maneuvering equations, and then the three key components (state, action, and reward) of MDP are defined. The state uses parameters of the relationship between own-ship and target-ship, the action is the vertical distance away from the target course, and the reward is defined as a function considering safety and economics. In order to solve the sequential decision problem, the Deep Deterministic Policy Gradient (DDPG) algorithm which can express continuous action space and search an optimal action policy is utilized. The collision avoidance system is then tested assuming the $90^{\circ}$intersection encounter situation and yields a satisfactory result.

  • This paper considered the concept and characteristic OSV operation business for support the offshore plant and suggested amendment Maritime Transportation Laws, legislative proposals to solve the legal absence and to develop offshore service industry. Because Maritime Transportation Laws specialized for the carriage of passenger and goods by sea is not perfectly covered with Offshore support business in Korea. So it is necessary to make an explicit amendments for the article of Maritime Transportation Laws that founds absence of the law with the definition of terms to correspond related existed regulation reflected on the characteristic offshore support business by using OSV to develop offshore plant industry including support, service, supply, transportation etc. I expect that this paper will be a basic study to make a government policy, law, regulation to activate Offshore Service Industry in the future.

  • Ship is bring operated under a highly dynamic environments and many factors are related whit marine accident and those factors are interacting. An analysis on the marine accident is very important to prepare countermeasures which will ensure the safe navigation. This paper aims to build a model of the causes and improved policy for marine accident using SD(System Dynamics} approach and to measure a effect which is risk control countermeasures of marine accident. The methodology of this paper is to perform the causes and improved policy for marine accident using Brainstorming method and was to changed by quantitutive, qualitative factors and their feedback loops in casual map. This model was performed over 23 years($1997\~2020$) in a standard simulation model and 4 policy simulation models.

  • Korea is not only surrounded by the sea on three sides, but also has national and local rivers extending 26,843 km, so it has a geographical feature in which abundant sea and inland water surface coexist. As the number of ships operating in the inland waters is continuously increasing due to the improvement of national income, the risk of ship accidents and human casualties in the inland waters is also increasing. In this study, a macroscopic plan for the safety management of inland water ships was presented through investigation of inland water related laws and operation status analysis. As an improvement plan, as a hardware infrastructure it is proposed to secure sufficient inland water fire-boats to secure the golden time for early response to accidents and lifesaving, and to operate an institution specializing in the prevention of inland water ships accidents. And as a software infrastructure, establish departure control standards for inland water ships and the safety diagnosis system currently applied only to sea going ships, the introduction of a system tailored to the characteristics of inland water ships. The proposed inland water safety management policy is expected to contribute to the preparation of prompt and systematic countermeasures in the event of an inland water ship accident, and it is hoped that it will serve as an opportunity to continue to pay attention to safety-related research on inland water ships, which was briefly activated after the sinking of M/V Sewol.

  • On 12 July 2016, China's maritime claim to most of the South China Sea (SCS) based on the so-called nine-dash line was rejected by the Arbitral Tribunal, constituted under Annex VII to the UN Convention on the Law of the Sea (UNCLOS) concerning issues in the South China Sea including the legality of the so-called "nine-dashed line", the status of certain maritime features and their corresponding maritime entitlements, together with the lawfulness of certain actions by China which the Philppines, in a case brought in 2013, alleged were violations. As having the Tribunal determined that China's claim had no legal grounds in UNCLOS, thus undermining China's claims, and establishing that China has no exclusive legal rights to control the area roughly the size of India. There are some major implications from the Tribunal's ruling in the Arbitration award. These include implications on: how to delimit the maritime boundary in disputed waters, how to promote maritime confidence-building measures, how to safeguard maritime safety and security, and how to promote the rule of law in the SCS. Since its application of UNCLOS in East Asia, it has been obvious that the only way to resolve maritime disputes in the region is to build strong maritime cooperative partnerships under the auspices of the rule of law.

The Maritime Education & Training at CMA (CMA 해기사 교육제도에 관한 고찰)

  • This paper presents the maritime education and training at CMA. There are two kinds of Federal Maritime Academies, i.e. U. S. Merchant Marine Academy (USMMA) and U. S. Coast Guard Academy, which are supported by federal government and six State Maritime Academies operated by each state. CMA is a unique campus of the California State University(CSU). A specialized education combining classroom instruction, hands-on experience and professional development prepare students for a successful career in international business and logistics, maritime policy, engineering, technology or in the maritime and transportation industries. All students of CMA, under licensed faculty supervision, learn and train aboard the Training Ship Golden Bear during a two-month training cruise in their first year at CMA. Second-year students participate in a land-based cooperative, or sail on a commercial cruise or the Training Ship GOLDEN BEAR depending on their major. Third-year maritime licensing option students take a final cruise on the training ship, while other students participate in an additional land-based cooperative. In their senior year, students take license exams to complete graduation requirements.

  • Vessel traffic safety management means the managerial technical measures for improving the marine traffic safety in general terms. The main flow of vessel traffic safety management is that: 1) Traffic Survey, 2) Replay by Marine Traffic Flow Simulation, 3) Quantitative Assessment, 4) Policy Alternatives, 5) Prediction·Verification. In the management of vessel traffic safety, it is most important to establish assessment models that can numerically estimate the current safety level and quantitatively predict the correlation between the measures to be taken and the improvement of safety and the reduction of ship handling difficulties imposed on mariners. In this paper, the replay model for traffic flow simulation was made using marine traffic survey data, and the present traffic situation became replay in the computer. An attempt was made to rate the current safety of ports and waterways by applying the Environmental Stress model. And, as a countermeasure for traffic management, by taking of, the promotion of total traffic congestion in early morning rush hour, the correlation between traffic control rate and the reduction in ship handling difficulties imposed on mariners was predicted quantitatively.

  • Nowadays, container transport services play a substantial role in global cargo transportation by serving as an intermodal between the exporter and importer. Container shipping has become increasingly important over the past few decades due to its obvious advantages. However, Vietnam's container market has shown severely ongoing competition among numerous domestic and foreign shipping lines resulting in serious consequences occurring such as the freight rates substantially decreasing within the last ten years. In fact, Vietnam's sea lanes have become more defensive to cover the losses of shipping companies. Selection of criteria for competitive evaluation of container transport companies is necessary to help recognize the problems within the enterprise especially relating to its position in the market and from here, business management are able to put strategic plans in place and reasonable policy in order to be able to survive and grow.

  • In recent years, Chinese government established 4 pilot zones at Shandong, Zhejiang, Guangdong, Fujian. The national marine development pilot zones policy is formed in order to promote development of Chinese marine economy, as if Chinese government selected 4 special economic zones as the policy experiment areas for economic structural reform at the beginning stage of reform and opening-up. This article utilizes the policy-making theory of Incrementalism Model and aims at searching for the essence, historical formation process, implementation state, implications of 4 Chinese marine economic development pilot zones policy. Moreover, the prospect of their future development is analyzed. The marine pilot zone policy has the following features: new development model with advanced industries and sciences & technology, highly civil participation, plural policy goals. These research results would be able to contribute not only to getting better understanding of China's marine industry policy, but also to drawing lessons for the construction of Korea's marine economic special zone in the viewpoint of policy transfer.
