The identification of regional collision risks in water areas is significant for the safety of navigation. This paper introduces a new method of collision risk assessment that incorporates a clustering method based on the distance factor - hierarchical clustering - and uses real-time data in case of several surrounding vessels, group methodology and preliminary assessment to classify vessels and evaluate the basis of collision risk evaluation (called HCAAP processing). The vessels are clustered using the hierarchical program to obtain clusters of encounter vessels and are combined with the preliminary assessment to filter relatively safe vessels. Subsequently, the distance at the closest point of approach (DCPA) and time to the closest point of approach (TCPA) between encounter vessels within each cluster are calculated to obtain the relation and comparison with the collision risk index (CRI). The mathematical relationship of CRI for each cluster of encounter vessels with DCPA and TCPA is constructed using a negative exponential function. Operators can easily evaluate the safety of all vessels navigating in the defined area using the calculated CRI. Therefore, this framework can improve the safety and security of vessel traffic transportation and reduce the loss of life and property. To illustrate the effectiveness of the framework proposed, an experimental case study was conducted within the coastal waters of Mokpo, Korea. The results demonstrated that the framework was effective and efficient in detecting and ranking collision risk indexes between encounter vessels within each cluster, which allowed an automatic risk prioritization of encounter vessels for further investigation by operators.

A sensor is needed to continuously and automatically measure the change in HNS concentration in industrial facilities that directly discharge to the sea after water treatment. The basic function of the sensor is to be able to detect ppb levels even at room temperature. Therefore, a method for increasing the sensitivity of the existing sensor is proposed. First, a method for increasing the conductivity of a film using a conductive carbon-based additive in a nanoparticle thin film and a method for increasing ion adsorption on the surface using a catalyst metal were studied.. To improve conductivity, carbon black was selected as an additive in the film using ITO nanoparticles, and the performance change of the sensor according to the content of the additive was observed. As a result, the change in resistance and response time due to the increase in conductivity at a CB content of 5 wt% could be observed, and notably, the lower limit of detection was lowered to about 250 ppb in an experiment with organic solvents. In addition, to increase the degree of ion adsorption in the liquid, an experiment was conducted using a sample in which a surface catalyst layer was formed by sputtering Au. Notably, the response of the sensor increased by more than 20% and the average lower limit of detection was lowered to 61 ppm. This result confirmed that the chemical resistance sensor using metal oxide nanoparticles could detect HNS of several tens of ppb even at room temperature.

Internal Waters refer to the waters located at the landward side of a baseline and is completely under the sovereignty of a coastal state. However, the right of innocent passage of foreign-flag vessels is recognized in internal waters that are newly incorporated by establishing a straight baseline. Korea has a massive Internal Waters on its south-western coast where the straight baseline is adopted and has a wide Internal Waters that allows innocent passage. A foreign-flag vessel navigating the internal waters must be properly managed according to the interest of the coastal states such as the fishing·safety·security·environment around the Korean coast. Additionally, Territorial Sea comes under the sovereignty of a coastal state and it is a very important sea area for managing the interests of the coastal states. However, several collision accidents involving illegally anchored or drifted foreign-flag vessels have been occurring recently in the Korean Internal Waters and Territorial Sea, and such accidents are a threat to its interests. Thus, this paper analyzes the cases of collision of foreign-flag vessels that anchored or drifted without authorization, and examines domestic·international laws on the passage of foreign-flag vessel through Internal Waters and Territorial Waters. Finally, this paper suggests that unauthorized anchoring of foreign-flag vessels in Korean Internal Waters and Territorial Water violates the requirements for innocent passage and this violation is punishable according to related Acts; a desirable improvement plan for the legal system of passage through Internal Waters and Territorial Waters.
GMDSS(Global Maritime Distress and Safety system) is a new communication system for the distress and safety at sea which is utilizing the recent advancements in satellite communication and positioning system, digital communication system, computer and microelectronic technology, etc., and will completely substitute the current communication system by 1999. Although the improvements of education for producing qualified Radio Operators as well as the establi-shments of policy for accepting the system are required, the educational institutions and relating administ-rations have not yet prepared the rational and concrete schemes on the educational methods and accepting procedures for the system. In this study, as the result of analyzing the GMDSS, courses of training and relating data, the authors suggested principles for improving the course and contents of education and rational schemes for balan-cing the demand and supply of Radio Operators. The authors expect not only the consequences of this study can be utilized as reference materials for the instruction to ratio communication in the organs of education but also that the following effects can be obtained by the study. 1. Security of distress and safety communication system at sea by the establishment of relating regula-tions. 2. Rationalization of the management of radio communication at sea and improvement of the communi-cation system on the vessel. 3. Upgrading the quality of Radio Operators and presenting schemes for current qualified persons. 4. Activation of industry producing radio instruments. 5. Balance of the demand and supply of Radio Operators and development of shipping industry.

In recent years, the need for economical and sustainable ship routing has emerged due to the enforced regulations on environmental issues. Despite the development of weather forecasting technology, maritime accidents by rough waves have continued to occur due to incorrect weather forecasts. In this study, onboard measurements are conducted to observe the acutal situation on merchant ships in operation encountering rough waves. The types of measured data include information related to navigation (Ship's position, speed, bearing, rudder angle) and engine (engine revolutions, power, shaft thrust, fuel consumption), weather conditions (wind, waves), and ship motions (roll, pitch, and yaw). These ship experiments was conducted to 28,000 DWT bulk carrier, 63,000 DWT bulk carrier, 20,000 TEU container ship, and 12,000 TEU container ship. The actual ship experiment of each ship is intended to acquire various types of data and utilize them for multi-objective studies related to ship operation. Additionally, in order to confirm the sea conditions, the directional wave spectrum was reproduced using a wave simulation model. Through data collection from ship experiments and wave simulations, various studies could be proceeding such as the measurement for accurate wave information by marine radar and analysis for cargo collapse accidents. In addition, it is expected to be utilized in various themes from the perspective of safety and efficiency in ship operation.
The inter-comparison project for seawater salinity measurements, in which 25 laboratories from 16 countries took part, was conducted by JCOMM (Joint WMO/IOC Technical Commission for Oceanography and Marine Meteorology) for the first time in 2014. Two seawater samples of different salinity values ranging from 30-35 and 20-25 for Sample A and Sample B respectively and which had sufficient homogeneity and stability were distributed to all participants. Participants measured the salinity in their own laboratories at least 3 times and reported the results. Statistical treatments were applied to the results to assess discrepancies among laboratories. 20 out of the 25 laboratories used laboratory salinometers and statistics for this group were denoted as belonging to group ${\alpha}$; while 5 out of the 25 laboratories used hand-held measuring instruments and statistics for this group were denoted as belonging to group ${\beta}$. Bias described as discrepancy among laboratories in group ${\alpha}$ was within ${\pm}0.001$ and expanded uncertainty (k = 2) was in the vicinity of 0.002. The bias and the uncertainty of Korea Institute of Ocean Science and Technology (KIOST), in group ${\alpha}$, were 0.000 and 0.002, respectively. The biases of group ${\beta}$ were greater than group ${\alpha}$ because of constraints related to instrument accuracy. Biases from 3 laboratories in group ${\beta}$ exceed the accuracy specification of the corresponding instruments. Considering that the uncertainty of Standard Seawater (SSW) is of the order 0.001 to 0.002, the inter-comparison results show that 16 laboratories among the 25 laboratories made high quality measurements, largely indistinguishable from one another.

Maintaining the appropriate number of national seafarers is essential for securing the competitiveness of maritime industry and security in Korea. However, the number of national seafarers in Korea has been decreased continuously recently. The government recognizes the repercussion of this issue and has been attempting to solve it. One of the most significant reasons contributing to the rapid decrease in national seafarers is presumed to be the high initial turnover rate due to the decreased preference for maritime careers among people in the 20s and 30s. Therefore, plans have been devised to prepare various policies that allow young people to select long-term boarding. This study analyzed the determinants of long-term boarding decisions among students enrolled in the Maritime College of 'M' University and verifies the relationship with the desired boarding period. Additionally, the crew composition (CC), long-term planning (LP), work environment (WE), and family environment (FE) were derived as the determinants of long-term boarding recognized by prospective seafarers. Among them, LP and WE significantly affect the desired boarding period, thus suggesting that the stronger the perception toward long-term planning and the more insensitive one is to the work environment, the longer is the desired boarding period. In terms of group differences in the perception of long-term boarding, analysis results show that the several determinants of long-term boarding are recognized differently depending on gender. This study may facilitate the preparation of factors and group-specific policy measures to promote long-term boarding among prospective seafarers.
Remote control is used for operating maritime autonomous surface ships. The operator controls the ship using control data generated by the remote control system. To ensure successful remote control, three principles must be followed: safety, reliability, and availability. To achieve this, the suitability of both the control data and operators for remote control must be established. Currently, there are no international regulations in place for evaluating remote control suitability through experiments on actual ships. Conducting such experiments is dangerous, costly, and time-consuming. The goal of this study is to develop a suitability evaluation method using the output values of control devices used in actual ship operation. The proposed method involves evaluating the suitability of data by analyzing the output values and evaluating the suitability of operators by examining their tracking of these output values. The experiment was conducted using a shore-based remote control system to operate the training ship 'Hannara' of Korea National Maritime and Ocean University. The experiment involved an iterative process of obtaining the operator's tracking value for the output value of the ship's control devices and transmitting and receiving tracking data between the ship and the shore. The evaluation results showed that the transmission and reception performance of control data was suitable for remote operation. However, the operator's tracking performance revealed a need for further education and training. Therefore, the proposed evaluation method can be applied to assess the suitability and analyze both the control data and the operator's compliance with the three principles of remote control.
The International Maritime Organization(IMO) which is responsible for measures to improve the safety and security of international shipping and to prevent marine pollution from ships is a specialized agency of the United Nations. It is involved in legal matters, including liability and compensation issues and the facilitation of international maritime traffic as well. But the ROK has not been actively coping with the environment of the shipping industry because of the absence of the organization or researching bodies that specialized in the field related to IMO. Therefore this paper investigates the maritime administration system of the major countries such as the USA, japan and the UK. And particularly by conducting IMO research and responding system, this study gathers relevant materials from those countries for the comparison and analysis with the purpose of providing the ROK with the assistance in forming the responding measures in the shipping and shipbuilding industries.
The purpose of this article is to explore recent developments in piracy attacks at the global level. This article provides an overview of global trend of recent piracy attacks and presents global counter-piracy efforts at the international and governmental as well as industry level. The issue of piracy has been a grave concern of the globe, becoming the biggest threat to the safety and security navigation and seaborne trade. Overall, piracy attacks in recent years have greatly diminished owing to multi-faceted counter-piracy efforts. However, Southeast Asia and West Africa have reemerged as an hotspot of piracy. A worrisome trend in these regions is that many of piracy attacks are committed by militant groups for financing their activities. As a result, the level of violence and the sophistication of attacks have escalated. The problem of contemporary piracy is beyond a particular region or coastal state, but a common concern of the international community. In order to address the global piracy problem, international cooperation should be further strengthened at the global level as well as the regional level. As a way of counter-piracy measures in Southeast Asian waters, the creation of a joint regional coast guard to patrol the highly piracy concentration areas needs to be considered.
