해양경찰공무원의 서번트리더십이 긍정심리자본에 미치는 영향에 관한 연구 (A Study on the Effect of Servant Leadership on Positive Psychological Capital of Marine Police Officers)

  • 이 연구는 해양경찰공무원의 서번트리더십이 긍정심리자본에 영향을 미치는가를 검증하는 것이 목적이다. 해양경찰공무원 167명을 대상으로 설문지를 분석하였으며 분석 결과는 다음과 같다. 첫째, 서번트리더십이 긍정심리자본에 영향을 미치는 것으로 조사되었는 데 하위변인에 대한 영향요인의 결과는 성장지원과 윤리적 행동은 자기효능감에 정(+)의 영향을 미치나 공동체 가치창조와 감정적 힐링은 자기효능감에 영향을 미치지 않는 것으로 나타났다. 둘째, 성장지원과 윤리적 행동은 낙관주의에 정(+)의 영향을 미치나 공동체 가치창조와 감정적 힐링은 낙관주의에 영향을 미치지 않는 것으로 나타났다. 셋째, 성장지원과 윤리적 행동 그리고 공동체 가치창조는 회복탄력성에 정(+)의 영향을 미치는 것으로 나타났으나 감정적 힐링은 회복탄력성에 영향을 미치지 않는 것으로 나타났다. 이러한 연구결과를 근거로 해양경찰의 인적관리에 기여할 것으로 기대한다.

A Study on the Enhancement of Maritime Security in Korea Maritime Jurisdiction

  • The security vulnerabilities in Korea maritime domain were mentioned and analysed with the static data of crimes relating to maritime security. The counterterrorism and initiatives to reduce the security risk and to minimize the damage are introduced and evaluated. The maritime security strategy and the near term initiatives to enhance the non-military security at Korean sea and ports are proposed in order to response maritime security threats economically, efficiently and safely.

선박운항 중 선체동요에 의한 뱃멀미 평가방법 (Evaluation method of motion seasickness by ship motions during underway in irregular waves)

  • In order to deduce an objective evaluation method of motion seasickness incidence (MSI) by ship motions during underway in irregular waves and to present the fundamental data of passenger comfort on the yacht and the passenger ship according to the result, the MSI of the trainees by the questionnaires was analysed and compared with the rate of variation of salivary ${\alpha}$-amylase activity (VSAA) on the training ship "A-ra ho" of Jeju national university. Relationship between rate of variation (x) by salivary ${\alpha}$-amylase activity and motion seasickness incidence (y) was described by the equation, MSI(%) = 0.6073 x + 12.189 including the correlation coefficient ($R^2=0.9853$). The result obtained through the rate of variation of salivary ${\alpha}$-amylase activity which was the quantitative evaluation method for ship motions causing seasickness was most affected by z-vertical acceleration and occurred within the frequency range 0.1 to 0.3Hz centered on 0.2Hz, and the simulation result based on this finding showed the motion seasickness rate at approximately 4% lower than the rate obtained through the survey.

불규칙 파랑 중 선체 동요 평가에 관한 연구 (A study on evaluation of ship motion in irregular waves)

  • In this paper, the results of evaluating the passenger comfort due to the standard deviation of acceleration in vertical and lateral direction regarding the ship response in irregular wave by ordinary strip method in regular wave and energy spectrum using linear superposition theory in order to evaluate the motion of experimental ship are as follows. According to the results of ship response, it was possible to find that, in order to reduce the motion of ship, a ship operating in bow sea was more stable than in quartering sea. In the results of analyzing the standard deviation of acceleration in vertical direction according to each component wave pattern, when there was a wave length of 56m and an average wave period of 6 sec, most of cases showed the peak value. And among them, the standard deviation was 0.35 which was the highest in head sea. And in case of lateral direction, the maximum value was shown in a wave length of 100m and an average wave period of 8 sec. And it was 0.16 in beam sea and ${\chi}=150^{\circ}$. In the evaluation of passenger comfort due to standard acceleration in vertical and lateral direction, it was 80% in head and bow sea. On the other hand, it was shown to be 15% in follow sea. Accordingly, when the expected wave height in a sea area where a training ship was intended to operate was known, it was possible to predict the routing of ship. And altering her course could reduce the passenger comfort by approximately 50%.

  • 숭례문 방화사건, 대구 지하철과 같은 특정 다수를 향한 범죄나 반달리즘, 정신장애자에 의한 범법행위는 사회위험 요소로 부각되고 있다. 본 연구에서는 정신장애자의 범죄현황을 분석하고 해양에서 정신장애자의 범법행위의 잠재성과 리스크를 고찰하여 그 대응방안을 제안하였다.

  • Should the Korea Maritime Police Agency (KMPA) be a comprehensive, multi-functional organization for a unique on-scene service at sea, as in the case of the U.S. Coast Guard, or should it be simply a water police agency, confining its mission only to law enforcement? The argument about enlarging or limiting KMPA's function has been and will be repeated. In this paper, Lee Sangjib highlights the internal and external issues facing KMPA, stemming partly from deficiencies of its struggles for advancement of the organization and partly from shortcomings of political support for it. In this regard, he urges KMPA to practise a scientific management system for maximizing cost-effectiveness of its administrative resources and for maintaining its identity and characteristics as a lead maritime agency. In addition, he also suggests that KMPA adopt the Total Quality Management System for quality improvements in services and greater efficiency in its organization structure to meet the future competition in the changing political and legal environment. He further recommends the proactive, non-regulatory 'Prevention Through People' program, pioneered by the U.S. Coast Guard, as a way of changing KMPA's existing lopsidedly legalistic culture. He concludes by providing a 6-point vision statement for KMPA from the standpoint of favoring enlarging the function of KMPA.

해양경찰공무원의 직업소명의식이 직무열의에 미치는 영향에 관한 연구 (A Study on the Effect of Job Calling Consciousness of Korea Cost Guard Officers on Job Enthusiasm)

  • 해양경찰공무원은 직무를 수행하면서 조직의 목표 뿐만 아니라 개인의 삶과 연결되어 있다. 이에 해양경찰공무원의 직업 소명의식과 직무열의는 중요한 요소이다. 따라서 이 연구는 해양경찰공무원의 발전에 대한 직업소명의식과 직무열의의 관계를 검증하는데 주목적이 있다. 연구의 진행을 위해 해양경찰공무원 136명을 대상으로 연구를 진행하였다. 직업소명의식의 하위변인은 초월적 부름, 목적·의미 존재, 친사회적 지향 동기로 구성되었으며, 직무열의는 활력, 몰두, 헌신으로 구성하였다. 검증 결과 해양경찰공무원이 인식하는 직업소명의식 하위변인인 초월적 부름과 목적·의미 존재는 직무열의의 하위변인 활력, 헌신, 몰두에 정(+)의 영향을 미치는 것으로 나타났다. 그러나 직업소명의식 하위변인 친사회적 지향 동기는 직무열의 하위변인인 활력, 헌신, 몰두에는 영향을 미치지 않는 것으로 나타났다. 분석 결과를 통해 해양경찰 조직의 실무적 시사점을 제안하였다.

  • The argument about enlarging or limiting the function of the Korea Maritime Police. Agency (KMPA) has been and will be repeated.
