For composing the structure model of national maritime power system by system structural modelling, in this study, the 50 basic factors are selected by survey of the extensive and thorough literatures on maritime, sea, maritime power and sea power. And the basic factors are classified into 36 component factors by cluster method. The 9 attributes are extracted by the application of the principle component analysis method, one of the factor analysis method in system engineering, to component factors. We defined the attributes composing the national maritime power system by integration the result of this study and existed our studies relate to this topic. Which are showed in table 8. and we showed the structure model of national maritime power system in figure 3. In table 8, the 9 attributes are as follows: the fundamental power of maritime, shipping and port power, naval power, fishing power, shipbuilding power, the power of ocean research and development, dependency on seaborne trade, the protection power of ocean environment and the will and inclination of government.

To quantitatively assess the correlation between subsystems within a port cluster and the overall coordinated development of the port group, the current paper evaluates the coordinated development of port clusters. First, we construct an evaluation index system for the coupling and coordination of port clusters. Next, we introduce the contribution index of port subsystems, coupling degree, and coupling coordination degree functions to formulate a coupling coordination evaluation model for the port cluster. Finally, we use the Yangtze River Delta port cluster as a case study for validation, specifically using empirical data from 2012 to 2021. The findings reveal distinct phased characteristics in the coupling and coordination of port clusters in the Yangtze River Delta, marked by a notable transition from "maladjustment" to "coordination." Further, sustained high coupling values over a decade indicate a significant level of competition and cooperation among ports within the Yangtze River Delta port cluster. Over time, this competitive and collaborative dynamic has progressively evolved toward a more positive and structured direction. Lastly, it is expected that the evaluation model proposed in this paper can be extrapolated to other port clusters to gauge the extent of coordinated development, thereby facilitating horizontal comparisons and vertical analyses.

본 논문은 무선 센서 네트워크상에서 클러스터 2중 분할 알고리즘을 제안한다. 본 알고리즘은 센서 네트워크에서 클러스터 방식 프로토콜이 데이터를 헤드에서 수집하고 집약하여 전송한다는 특성과 이웃한 노드간 유사한 데이터를 가진다는 특성을 이용한다. 인접한 이웃노드가 쌍을 형성하여 교대로 센싱하는 논리적인 클러스터 2중 분할을 하고 헤드도 2개가 존재하여 교대로 데이터 전송을 함으로써 에너지 효율을 높인다.

급변하는 동북아 항만물류환경 속에서 부산항이 동북아 물류중심지로 발전할 수 있는 방안을 모색하기 위해서 SWOT/AHP 분석을 이용하여 부산지역 항만물류클러스터를 둘러싸고 있는 대내외적인 환경 중 중요한 요인들을 파악하여 각 요인들에 대해 쌍대비교 평가를 수행한 후 우선순위를 도출하여 부산지역 항만물류클러스터를 발전시킬 수 있는 전략적 방안을 제시하고자 하였다. 도출된 우선순위를 바탕으로 전략수립의 단계는 제시하였지만, 전략별 세부추진방안은 구체적으로 제시하지 못하여 차후 연구가 수행되어야 할 것이다.

In this paper, we propose a retrieval system using knowledges of database expressed linguistically, where the relation between data are constructed by FCM. Several algorithms have been proposed to solve the major problem in the conventional retrieval system that the system doesn't reply in case of no data equal to user's query, and to express knowledge of database linguistically. This paper proposes the improved method of adding new cluster and the method of retrieving database from user's query. The validity of this retrieval system is shown by applying its algorithm to an example : the mail order service in post office.

부산의 해운비즈니스 산업은 항만물류 중심으로 영세하며, 지역적으로 분산되어 산업시너지를 창출해 내고 있지 못한 실정이다. 부산의 해운비즈니스 산업을 집적화하고 고부가가치 해운서비스 산업을 부산에 유치하기 위한 해운비즈니스 클러스터 집적화 단지의 조성 필요성에 따라 본 연구는 집적화 단지의 조성방안을 제시하고자 하였다. 부산 및 수도권의 해운비지니스업체를 대상으로 집적화 단지의 수요를 조사하여 부산신항 중심의 명지지역에 부산 지역의 산업체와 행정기관 및 교육연구기관의 이전 집적화와 국내외 산업체 및 관련기관을 유치하는 집적화 조성 전략을 제시하고 집적화 단지의 경제적 기대효과를 산정하였다.

국가어항은 어선의 피항지로 운영되고 있고, 항구의 식별 및 통항선박의 안전 등을 고려하여 기능시설인 방파제등대가 설치되어 있다. 본 연구에서는 전국 105개 국가어항의 통항량을 기반으로 방파제등대(234기) 서비스수준을 추정하였다. 이를 위해 평가항목의 결정, 기준지수 산정(Fs=1), 근접항 식별, 방파제등대의 기능(서비스수준) 추정 순으로 진행하였다. 하지만 국가어항은 어항의 규모, 통항량, 어선 수용능력 등이 상이하였다. 따라서 105개의 국가어항은 군집분석을 통해 3개의 그룹으로 나누었다. 군집분석은 방파제등대의 서비스수준 요소인 제적어선 척수, 어선톤수, 연간 입출항척수, 어선 수용능력 등을 기준으로 하였다. 추정결과 방파제등대의 서비스수준(등탑의 높이, 등고, 광달거리, 등고)은 그룹1이 10.50m, 16.50m, 7.00mile, 5.5sec이고, 그룹2가 10.67m, 16.16m, 8.33mile, 6.0sec이며, 그룹3이 11.53m, 16.75m, 6.75mile, 5.0sec이다. 이러한 연구결과는 차후 어항에 방파제등대를 신설할 경우 통항선박의 서비스수준 향상을 위한 기초자료로 활용될 수 있을 것이다.

하인리히의 법칙에 근거한 준해양사고는 사고를 미리 방지할 수 있는 수단으로서 매우 중요하다. 이에 본 연구에서는 정성적 데이터가 주를 이루는 정박 중 발생한 준해양사고에 대해 다양한 통계 분석 방법을 활용하여 정량적 결과를 도출하고자 하였다. 이를 위해 다양한 해운회사로부터 준해양사고 자료를 수집하여 분석에 쉽도록 재분류하였고, 텍스트마이닝 분석기법을 활용하여 1차 분석하여 주요 키워드를 도출하였다. 도출된 키워드는 전문가 집단의 검증을 거쳐 의미 있는 단어만 선택되었고, 시계열 및 군집 분석을 시행하여 정박 중 발생할 수 있는 준해양사고를 예측하였다. 이를 통해, 데이터 분석기술을 활용하면 정성적 준해양사고 자료를 정량화된 데이터 전환과 통계적 분석이 가능함을 확인할 수 있었다. 또한, 발생 가능한 준해양사고의 경향을 파악함으로써 원인과 예방 대책에 대한 정보 제공도 가능함을 확인할 수 있었다.

In learning stage of the preliminary Cut-off indoor positioning scheme, RSSI and UUID data received from beacons at each reference point(RP) are stored in fingerprint map. The fingerprint map and real-time beacon information are compared to identify the nearest K reference points through which the user position is estimated. If the number of K is zero, this scheme cannot estimate user position. We have improved the preliminary Cut-off scheme to get the estimated user position even in the case. The improved scheme excludes the beacon of the weakest signal received by user mobile device and identifies neighborhood reference points using the other beacon information. This procedure are performed repetitively until K > 0. The simulation results confirm that the proposed scheme outperforms K-Nearest-Neighbor (KNN), Cluster KNN and the conventional Cut-off scheme in terms of accuracy while the constraints are guaranteed to be satisfied.
