Central American Region Maritime Organization and their Role in the occurrence of maritime casualties

  • Since many years ago and in spite of the existence of national regulations and international conventions ratified by the countries that are conformed the Central American Region (CAR), the seagoing maritime sector of this Region, has developed its activity without any type of safety measures. Therefore, a large number of people are known to die, disappear and suffer from serious injuries each year. These maritime casualties devastate the families affected by these events, and severely impact the local social and economic well-being. While all these accidents occurred in this Region, non government or any other official records are available recording these casualties Due to the lack of any historical written reports about maritime casualties occurred in this Region, the compilation of this type of accidents information and data was carried out directly by the researchers in the field. Also, all the information about the CAR Maritime Organization Components was too compiled by the authors from the respective National Maritimes Authorities. From the compiled information was elaborated the CAR maritime casualties data base and from the analysis of the above data base were determined the main causes of the maritime accidents occurred in the CAR. The lack of safety measures onboard and the ignorance of the presence and influence of atmospheric phenomena were among main factors that had been caused the maritime casualties in this Region. By other hand, from the analysis of the CAR maritime organization components, the existence of one level of organization very similar among them was determinate. The objective of this research was to analyze the role of the CAR maritime organization in the prevention of the occurrence of maritime casualties. The results of this study provides general understanding of the causes of this type of accidents in the CAR and basis for support in improving safety navigation system and measures so that the number of fatalities and maritime accidents may be reduced in the future.

A Comparative Study of Vessel Trajectory Prediction Error based on AIS and LTE-Maritime Data (AIS 및 LTE-Maritime 데이터를 활용한 항적 예측 오차 비교연구)

  • AIS is widely utilized in vessel traffic services for marine traffic safety. In 2021, Korea deployed the high-speed maritime wireless communication system (LTE-Maritime) on the sea following IMO's proposal for the introduction of e-Navigation. In this paper, vessel trajectory data from AIS and LTE-Maritime were used for vessel trajectory prediction to compare and analyze the two systems. The results show that the trajectory prediction error of LTE-Maritime was smaller than that of AIS due to the granular and uniform data provided by LTE-Maritime. Additionally, it was revealed that time interval is the most important factor influencing the errors in trajectory prediction, with the prediction error of LTE-Maritime growing at a slower rate of 17% than AIS. This research contributes to the literature by quantitatively comparing AIS and LTE-Maritime systems for the first time.

  • We show a new scheme and implementation of maritime data communication systems for GMDSS ship which performs e-Navigation and removes the functional limitation of those systems through comparing to service fee, call processing reliability, and bit rates of all of those systems within communication range at sea. We confirmed available each frequency band communication and application services at sea by experimental result with proposed new system, MF/HF band being useful to a short text message service, VHF band to 9600bps email service, Fleet Broadband Maritime Satellite system to one or more Mbps multimedia service each.

  • Maritime transportation is going to transfer to alternative fuels as a result of the worldwide demands toward decarbonization and tougher maritime emissions regulations. Methanol is considered as a potential marine fuel, which has the ability to reduce SOx and CO2 emissions, reduce climate change effects, and achieve the objective of green shipping. This work proposes and combines the innovative combination system of direct methanol solid oxide fuel cells (SOFC), proton exchange membrane fuel cells (PEMFC), gas turbines (GT), and organic Rankine cycles (ORC) for maritime vessels. The system's primary power source is the SOFC, while the GT and PEMFC use the waste heat from the SOFC to generate useful power and improve the system's ability to use waste heat. Each component's thermodynamics model and the combined system's model are established and examined. The multigeneration system's energy and exergy efficiency are 76.2% and 30.3%, respectively. When compared to a SOFC stand-alone system, the energy efficiency of the GT and PEMFC system is increased by 19.2%. The use of PEMFC linked SOFC has significant efficiency when a ship is being started or maneuvered and a quick response from the power and propulsion plant is required.

  • This report represents analysis of the maritime casualty in terms of Bridge Resource Management. We evaluate the attitudes and knowledge of bridge officer regarding human factors issues that have been identified as causal to mishaps in high-risk situations. So to reduce human errors our goal is to establish effective officer resource management (ORM) program which is based on all subjects for cadets in IMO model course. In harmonization with STCW(The International Convention on Standards of training, Certification and Watch-keeping for Seafarers), as the result, the curriculumss in the maritime education institutions is surveyed to improve our education system and then reduce the human errors by mariners at sea.

  • Saigon Port within the port system of the Vietnam Maritime sector is one of the port having highest throughput and productivity in the country. The marine traffic of Saigon water ways is the heaviest in Vietnam and the number of marine accidents in this area are much higher than the others area in Vietnam. In order to reduce the risk of the accident in Saigon fairway, this paper concentrates on marine accident frequency in this area. The marine traffic and the marine accident were analyzed to find out the probability of vessel collision and the marine traffic risk. It follows that the main shipping route through Saigon fairway has the high risk of ship-ship collision.

  • 본 논문에서는 사용자가 자신의 움직임 및 심장 박동 상태를 모니터링 하기 위한 생체 인터넷 (Internet of Biometry: IoB) 기반의 HW/SW (hardware/software) 플랫폼 (platform)을 제안한다. 제안하는 시스템은 모션 센서 (motion sensor) 또는 심박 (heart rate) 센서와 같이 사용자의 생체 정보를 수집할 수 있는 센서를 사용한다. 또한, 마이크로프로세서 (microprocessor)를 사용하여 센서로부터 수집된 데이터를 사용자에게 필요한 생체 정보로 변환하고, 블루투스 (Bluetooth) 통신을 이용하여 사용자의 스마트폰 앱 (smartphone application)으로 변환한 생체 정보를 전달한다. 스마트폰 앱은 수신한 생체 정보를 디스플레이 (display)함으로써, 사용자가 자신의 상태를 모니터링 (monitoring) 할 수 있다. 제안한 시스템을 사용하여 해양 레포츠 (leisure sports) 등과 같은 활동을 하는 사람들이 자신의 몸 상태를 스스로 확인할 수 있고, 사고 예방의 효과를 얻을 수 있다.
