연근해어선의 안전조업을 위한 법제 개선방안 (A study on improvement of legislation for the safety fishing operation of the coastal and offshore fishing vessels)

  • Although it is highly dependent on the production of coastal and offshore fishing, the Fishing Vessels Safety Fisheries Act was enacted in 2019 due to the continuous increase in marine accidents of coastal and offshore fishing vessels. However, the law is too focused on fishing and navigation in certain waters and does not contain accident-preventive content. Ministry of Oceans and Fisheries proposes a plan to revise the Fishing Boat Safety Fishing Act through legal comparison with Japan's Seafarers' Labor Sanitation Rules. It also proposes an amendment that includes the content of the Seafarers Act on post-accident action obligations. Under the Fishing Vessels Safety Fishing Act, the safety fishing education is implemented for specific people and adopts a method of delivery education after completing the education. The reason for this is that the educational requirements are not sufficient compared to the number of education personnel. Moreover, four hours of education are conducted once a year, which is not suitable for insufficient educational conditions. For efficient safety fishing education, improvement measures are proposed compared to education in the United States and the United Kingdom.

  • 본 연구는 한국 해양대학교의 트위닝을 활용한 국제화 경영전략으로 학령인구 절벽에 직면한 한국 대학의 공통된 문제점을 해운, 조선 특성화 대학의 장점을 살려 한국 해운교육의 수출을 통한 대학경영 기여 및 대학의 국제화, 학생의 글로벌화, 해운사의 국제 경쟁력 강화를 위해 일반적인 외국대학 및 국내대학의 국제화 배경에 대한 문헌조사와 한국 해양대학의 국제화 현실, 국제화 장애요소와 촉진요소를 파악하여, 현행법에 근거한 고등교육 수출 유형에 따른 한국의 해양대학교가 나아갈 현실성 있는 국제화 방향을 타 대학의 외국인 유학생 유치 현황 및 추세, 교육과정 공동 운영에 대한 법적 타당성 및 활성화 방안, 연구자의 경험을 통하여 연구, 제시하고자 한다.

선원법상 상급안전 재교육 이수자의 기초안전 재교육 면제 규정의 개정에 관한 연구 (A Study on the amendment of regulation of Korean Seamen's Act to exempt the seafarers who have completed advanced safety refresher training from basic safety refresher training)

  • It is provided that seafarers qualified in accordance with STCW(International Convention on Standards of Training Certification and Watch-keeping for Seafarers) convention and code in safety training shall be required, every five years, to provide evidence of having maintained the required standard of competence, to undertake the tasks, duties and responsibilities listed in Chapter VI, section A-VI/1 of the STCW Code A. Every party to the STCW Convention has amended the relevant national regulations according to the above international convention and code. These amended Seaman's Act require the updating safety training which is only five years valid for existing seafarers serving onboard ship on international voyage. And above specified existing seafarers must, as of the 1st January 2017, have documentary evidence of either having completed the training course or updated their training within the last 5 years. In relation to the above international trend, the Korean Ministry of Oceans and Fisheries also has completed an amendment to its Seaman's Act. But, the Korean Seaman's Act has a supplementary provision to exempt the seafarers who have completed STCW advanced safety training from basic safety training. The purpose of this study is to define the problems of above mentioned exemption provisions and to make better policies for improvement. In order to complete the purpose, the research team has conducted an in-depth survey of various foreign cases on STCW safety training. Moreover, the team has suggested an improvement scheme in consonance with Korean shipping industry and society through out this report.

The STCW Manila Amendments and its Challenges to the Far East

  • The comprehensive review of the STCW 1978, as amended in 1995 and associated Code was carried out from 2006 to 2010. These amendments will have a certain degree of impact on Maritime Education and Training(MET) institutes in terms of education and training of seafarer worldwide. Particularly, the Far East region countries are effected more than other regions since they covered about 30% of officers and 37% ratings in the world. In view of these facts this dissertation conceived to analyze the problems in the Far East main seafarer supply countries faced the implementation of "STCW Manila Amendments" To analyze these problems, this dissertation carried out questionnaire research to 7 targeted main MET of major Far East seafarer supply countries. After research this dissertation suggests the possible solutions such as, Joint On-Board Training Center; Joint Asia Maritime E-learning Systems; methods to reducing work-load, ship inspection burden and determine mandatory minimum safety manning standards in a safe way; technical cooperation fund to installation of training equipment; and clarify vague terminology of STCW Manila Amendments, to solve problems identified through the questionnaires.

미국의 해기사 교육제도와 취업현황에 관한 연구 (A Study on the U.S. Maritime Education Methodology and Engagement Status for the Graduates from Maritime Colleges)

  • This paper presents the educational methodology shipboard training methods of Maritime Colleges in U.S.A. and the fields of engagement in business of the graduates from them. There are two Maritime Academies, i.e. U.S. Merchant Marine Academy (USMMA) and U.S. Coast Guard Academy, which are supported by federal government and six Maritime Colleges operated by each State. Maritime Administration (MARAD) in the Department of Transportation (DOT) supports the training of merchant marine officers and crew members with a focus on safety in U.S. waterborne commerce. The shipboard training methods are not unique, but have various process. One is continuous sea term training onboard during sophomore (100 days) and junior year (200 days) in case of USMMA, the other is summer sea term training onboard every three months during freshman, sophomore and junior years in case of SUNY Maritime College. They offer also one month ship simulator training ashore. The employment status for the 1999 year graduates from USMMA shows 43 percent in the field of maritime afloat, 34 percent of maritime ashore, 22 percent of active duty military and 1 percent of others.

Questionnaire on Marine Safety and Vessel Traffic Services in Philippine Coastal Waters (Part 2)

  • Part 2 of the Questionnaire Survey on Marine Safety and VTS in the Philippine Coastal Waters presents the alternatives to risk reduction, modifying the VTS, the qualification and competency of a VTS operator and effectiveness of the services and assistance rendered by VTS. This study finds that majority of respondents chose "Improved education and training of mariners" as the best alternative to risk reduction and the "Strict enforcement of ship safety regulations" as the best alternative based on the respondents' ranks last served onboard and areas of familiarity. In modifying the VTS, the areas with VTS chose to "Improve or upgrade" and for those without, is to "Implement" the system. The best VTS system is the "Port and Approaches" type and the PCG is selected to operate, maintain and supervise the system. As a VTS operator, the necessity of shipboard experience is considered "Essential" and the experiences include "Ship-handling and Communication", and "Management level" experiences. The effectiveness of the assistance and services rendered by VTS are considered "Very Important". Based on these findings, this study recommends improvement of education and training of mariners and users of the waterways including the training of VTS operators manning the VTS centers, strict enforcement of ship safety regulations along the busy and main ports of the country and installation of VTS system with the most appropriate type with the supervision of PCG.

해상 줄걸이작업교육과정 개발에 대한 연구 (A Study on the Development of Rigging and Slinging Course for Seafarers)

  • The ability to handle materials from one location to another, whether during transit or at the worksite is vital to all segments of industry. To varying degrees, many personnel in numerous workplaces take part in materials handling. Consequently, some employees are injured. In fact, rigging & slinging is a dangerous work using a crane and sling equipment to carry a cargo and the mishandling of materials is the single largest cause of accidents and injuries in the workplace. The majority of accidents associated with cranes and other lifting appliances are caused by faulty slinging, overloading, unbalanced loads, etc. which result in the load falling or tipping out of control, causing injury to people, damage to plant, machinery and the load. Therefore, recognizing the dangers of the works, there are much technical support including skill training in various institutes to minimize accidents during works on land. Although rigging work at sea is much dangerous than on land work because it needs to take account of the movements of the ships and waves, etc. in addition to land based rigging hazards, it is insufficient in appropriate actions that can improve the safety of the workers at sea. Therefore, this study suggested a rigging and slinging course for seafarers to improve their safety at sea by researching hazards and risk of rigging works and related skill training conducted on land.
