  • SHS(Ship-Handling Simulator) is virtual generation of vessel traffic situation under various environmental conditions. Recent, with the introduction of MSA(Maritime Safety Audit), SHS is being used as a key facility to determine the safety of navigation. However, the current audit techniques specified in the implementation guidance of MSA have been prepared by generalizing common procedures and evaluation methods used by institutions operating simulator systems. Therefore, they need to be reviewed and supplemented. This study analyzed the adequacy of current audit techniques based on the limitations and problems, then suggested the advanced scheme of SHS such as standardization of ship models, standard manoeuvring and evaluation method. The results of this research will contribute to improving the quantification and reliability of audit techniques used in the MSA as well as upgrading of the simulator system.

A Study on the Enhancement of Maritime Education and Training to cope with IMO Member-state Audit Scheme (IMO 회원국 감사제도 대응을 위한 해기교육 강화방안에 관한 연구)

  • In spite of adoption of various IMO Conventions over the past, the reason why large vessel accidents related to human life and marine environment occur is that the IMO Conventions are not effectively implemented due to contravention of the conventions by flag states. In particular, the implementation of the conventions are not well being performed because some flag states having weak genuine link between them and vessels haven't set up proper personal and structural organizations in charge of maritime safety and marine environment protection. From this background, IMO Resolution A.946(23) on the voluntary IMO Member-state Audit Scheme was adopted at the 23rd Assembly in Nov. 2003 and the Scheme is expected to be executed compulsorily in 2015 through the adoption of the IMO Resolution A.1018(26) in Nov. 2009. Accordingly, this study examined outline of the IMO Member-state Audit Scheme and the Code for the Implementation of Mandatory IMO Instruments used for the audit standards of this scheme. In addition, this study reviewed the member-states' obligations and responsibilities according to the compulsory implementation of the member-state audit scheme in 2015. Based on this, this study suggested the enhancement measures for maritime education and training of maritime education institutions of the Republic of Korea to cope positively with compulsory implementation of the IMO Member-state Audit Scheme.

A Cost Benefit Analysis for the Voluntary IMO Member State Audit (IMO 회원국 감사제도(MAS) 시행에 따른 비용편익분석)

  • To promote the consistent and effective implementation of IMO instruments such as SOLAS, MARPOL, STCW, LL, TONNAGE, COLREG IMO has adopted voluntary IMO member state audit. This audit scheme is voluntary audit which will be curried out on a voluntary basis, at the request of the member state to be audited Nevertheless, the Korea government is preparing the implementation of the audit scheme to strengthen the competitiveness in shipping and shipbuilding industries. In this paper, we investigated the actual conditions of implementation qf mandatory IMO instruments and curried out a feasibility study by assessing the cost to be audited and positive effects expected by introducing the audit scheme. As a result of cost benefit analysis we obtained high benefit-cost ratio.

  • An acceptable proximity assessment collision probability is widely considered to be less than $10^{-4}$ in maritime traffic safety audit schemes. In the 1970s, Fujii, Macduff and colleagues introduced various models for collision probability of aberrancy in the community. Although existing studies ensured acceptable proximity collision probability, around $10^{-4}$, they were constrained by assumptions. A lack of support for the proximity probability criterion has been investigated in this study for practical use. The appropriate proximity probability for different size vessels in both straight and curved lanes has been analyzed based on GICOMS data. As a result, reasonable proximity collision probabilities were determined for various vessel traffic conditions. Accordingly, necessary improvements in the maritime traffic system have been suggested in consideration for various maritime traffic situations and conditions.

  • The International Maritime Organization (IMO) issued 2017 Guidelines on maritime cyber risk management. In accordance with IMO's maritime cyber risk management guidelines, each flag State is required to comply with the Safety Management System (SMS) of the International Safety Management Code (ISM) that the cyber risks should be integrated and managed before the first annual audit following January 1, 2021. In this paper, to identify cyber security management targets and risk factors in the maritime sector and to conduct vulnerability analysis, we catagorized the cyber security sector in management, technical and physical sector in maritime sector based on the industry guidelines and international standards proposed by IMO. In addition, the Risk Matrix was used to conduct a qualitative risk assessment according to risk factors by cyber security sector.

  • To prevent serious maritime accident and eliminate the cause of the potential maritime accidents, Maritime Safety Audit Scheme was formally institutionalized through amendment of Maritime Traffic Safety Act(May 27, '09). At the initial step of the enforcement of the law, it has risen the necessity of amending the present institution concerning with the range of applicable business, method of practice, detailed technical standards in the assessment articles, etc. Among them, the assessment of marine traffic congestion has been practiced as a mandatory assessment article, but it is analyzed that the assessment doesn't reflect current variation of ships' size and its speed. By analyzing the status of assessments on marine traffic congestion so far and collecting experts' opinion, this paper suggests draft amendments to improve technical standards on the assessment of marine traffic congestion.
