선원정책의 효율성 제고를 위한 중요도 분석에 관한 연구 (A Study on the Importance Analysis for Improving the Efficiency of Seafarer's Policy)

  • 본 연구는 해양수산부의 선원정책 기본계획을 통해 수립된 정책의 중요도를 파악하고자 하는 목적에서 실시되었다. 선원정책의 중요도를 확인하기 위해 선원정책 기본계획에 의해 수립된 3대 주 정책과 15개 보조정책을 대상으로 AHP분석을 통해 연구를 진행하였다. 설문조사의 신뢰성을 조사하기 위해 회수된 응답지 34부를 대상으로 비일관성 비율을 조사한 결과 25부가 연구결과의 신뢰성이 확보된 것으로 확인되었다. 분석 결과, 주 정책 중에서는 안정적 선원 수급체계 구축정책이 가장 중요한 것으로 나타났고, 보조 정책 중에서는 일자리와 연계된 해기사 양성 정책이 가장 중요한 것으로 나타났다. 그룹별로 정부에서는 안정적인 선원 수급체계를 구축하는 것이 정책의 우선순위로 인식하는 반면, 선원의 경우 근로여건 개선 및 복지확대가 중요하다고 판단하여 차이가 발생하고 있는 것으로 조사되었다. AHP분석을 통한 선원정책의 중요도를 분석한 본 연구는 다음과 같은 의의를 갖는다. 첫째, 선원정책을 집행함에 있어 중요도를 구분하여 정책별 예산 배분 등의 효율성을 제고할 수 있는 가이드라인을 제시하였다. 둘째, 그룹별 중요도의 차이를 활용하여 선원정책 기본계획 수립을 위한 기초자료로 활용할 수 있다.

The this paper is to study the current situations of trade financial EDI in Japan and problems in application of marine insurance contracts. The subject of electronic marine policy issue is as following in trade financing EDI. (1) application of electronic document in claim demand. (2) standardization of various documents and insurance plice data. (3) insurance compensation document that become Jeonjahwa in insurance accident settlement. (4) maritime Insurance policy agreement's establishment. (5) when is monopolized to third party, realization of electronic maritime insurance policy offer.

한국의 해양안보전략개념과 해군·해경 간 협력의 발전방향 (ROK's maritime security strategic concept and cooperation direction for the ROK Navy and Coast Guard)

  • This paper is designed to make a national strategic concept for the ROK's maritime security and to explore cooperation directions for the ROK Navy and Coast Guard in order to implement the newly-made maritime security strategic concept. As strategy is composed of three main categories(goals, ways, means), the goal of the ROK's maritime security strategy is 'Safe and Affluent Sea' and the way to realize the goal is the principle of cooperative leverage, and the means as tasks to implement the strategic concept are maritime safety, maritime security, and maritime stewardship. The concept of national fleet as used in the US is applied to promoting the cooperation between the ROK Navy and Coast Guard. Thus, under the newly-established maritime security strategic concept along with the national fleet model, followings are suggested as policy proposals for facilitating mutual cooperation between the ROK Navy and Coast Guard in dealing with not only traditional threats but also non-traditional treats at sea and from the sea as well. First, the ROK Navy and Coast Guard has been making efforts to enhance interoperability between the two sea services. However, the mutual cooperations have been focused mainly on areas on operational level rather than policy level. Therefore, the two sea services are recommended to enlarge exchanges and cooperation in policy areas. Second, there are still demands for further cooperation areas between the two sea services in command and communications. The interoperability in C2 between the two needs to be upgraded even to the areas of anti-terrorist activities ar sea, ASUW, ASW, maritime interdiction, etc. Third, mutual comparability between the two needs to be reflected in the maritime forces development to ensure the comparability in UNREP and other logistics areas. Fourth, the standardization of logistical materials and equipments is needed as a way of sustaining operational capability and logistical capacity for the ROK Navy and Coast Guard as well. Fifth, the ROK Navy and Coast Guard are recommended to participate more actively in international maritime cooperation activities such as PASSEX. Sixth, Complementary laws and regulations need further to be revised and to be newly made for collectively managing swiftly maritime accidents and natural disasters at sea.

  • The purpose of this study is to identify the social issues discussed in Korea regarding Maritime Autonomous Surface Ships (MASS), the most advanced ICT field in the shipbuilding industry, and to suggest policy implications. In recent years, it has become important to reflect social issues of public interest in the policymaking process. For this reason, an increasing number of studies use media data and social media to identify public opinion. In this study, we collected 2,843 domestic media articles related to MASS from 2017 to 2022, when MASS was officially discussed at the International Maritime Organization, and analyzed them using text mining techniques. Through term frequency-inverse document frequency (TF-IDF) analysis, major keywords such as 'shipbuilding,' 'shipping,' 'US,' and 'HD Hyundai' were derived. For LDA topic modeling, we selected eight topics with the highest coherence score (-2.2) and analyzed the main news for each topic. According to the combined analysis of five years, the topics '1. Technology integration of the shipbuilding industry' and '3. Shipping industry in the post-COVID-19 era' received the most media attention, each accounting for 16%. Conversely, the topic '5. MASS pilotage areas' received the least media attention, accounting for 8 percent. Based on the results of the study, the implications for policy, society, and international security are as follows. First, from a policy perspective, the government should consider the current situation of each industry sector and introduce MASS in stages and carefully, as they will affect the shipbuilding, port, and shipping industries, and a radical introduction may cause various adverse effects. Second, from a social perspective, while the positive aspects of MASS are often reported, there are also negative issues such as cybersecurity issues and the loss of seafarer jobs, which require institutional development and strategic commercialization timing. Third, from a security perspective, MASS are expected to change the paradigm of future maritime warfare, and South Korea is promoting the construction of a maritime unmanned system-based power, but it emphasizes the need for a clear plan and military leadership to secure and develop the technology. This study has academic and policy implications by shedding light on the multidimensional political and social issues of MASS through news data analysis, and suggesting implications from national, regional, strategic, and security perspectives beyond legal and institutional discussions.

Economic Validation of Maritime Safety Center in Case of Yeong-Nam Province

  • 세월호 사고 이후 해양안전에 대한 국민적인 관심이 높아졌지만 해양레저관광인구가 증가됨에 따라 해양사고로 인한 인명피해가 갈수록 증가되는 추세이 있어 해양안전교육이 시급한 실정이다. 그러나 해양안전교육관련 시설이 지리적으로 우리나라 서쪽에 편향이 되어 있어 교육에 있어 지역적 불균형이 심각한 상황이다. 따라서 본 연구는 우리나라 동남권 특히, 부산에 위치한 한국해양수산연수원의 유휴시설을 해양안전교육센터로 활용하여 지역적 교육 불균형을 해소하고 교육콘텐츠 개발 방안과 예산과 전문인력 확보에 따른 문제점에 관하여 해결방안을 제시하였다. 또한 중력모형을 활용하여 수요추정한 결과 연간 15만명에서 13만명에 이를것으로 추정되었다. 본 연구는 객관적인 검증방법을 활용하여 기존 유휴부지를 해양안전교육센터로서 활용하는 정책적 제언에 관하여 충분한 사회정책적 타당성을 입증하였으며 향후 정책추진에 실질적 기여를 할 수 있을 것으로 기대된다.

통킹만 경계획정을 통해본 중국의 해양경계획정 정책 및 우리나라 대응방안에 관한 연구 (A Study on the Maritime Delimitation Policy of China on Maritime Delimitation in Tonkin Gulf and Policy of Korea)

  • On 25 December 2000, China and Vietnam signed the Agreement on the Delimitation of the Territorial Seas, EEZs and Continental Shelves in the Tonkin Gulf. Three and a half years after signature, in June 2004, China and Vietnam both ratified a maritime boundary agreement for the Tonkin Gulf (Beibu Gulf) and the agreement entered into force. A potentially complicating factor in the negotiation process was likely to have been the status of the Sino-French Agreement of 1887. In the end, the agreement reached indicated that even if the status of the Sino-French Agreement of 1887 was part of the negotiations, both sides eventually agreed that it would not have an impact on the delimitation of maritime zones in the Gulf of Tonkin. Another crucial issue was the impact of the islands, in particular, the Vietnamese controlled Bach Long Vi Island and Con Co Island. Especially, Bach Long Vi Island was entitled to a half suite of maritime zones (3n.m. EEZ) and would impact the tracing of a line of equidistance in the Gulf of Tonkin. Minor as the point might be, Con Co Island also would have an impact for it would play a fixing terminal point for the boundary. Article 7 of the agreement is about minerals and hydrocarbons of cross-boundary deposit, and if any single geophysical structure of oil and gas or other mineral deposits should straddle the demarcation line, an agreement is to be reached on the development of the structure or deposit and on the most effective manner to equally share the profits resulting from the development.

  • Mongolia is aiming at connect and expand global trade to third countries using Russia, China and East Asian ports. Also, trying to evolve infrastructure and super-frastructure in international maritime transportation. This paper presents maritime development trends in Mongolia and focuses on discussing the current situation of international maritime plan and points out some issues currently facing by the policy to develop promoting the country's maritime businesses. Finally, this paper presents some future directions for developing the maritime transportation in Mongolia.
