STCW 2010 마닐라 개정에 따른 필리핀 해운의 적용 (The Philippine Merchant Marine in Consonance with STCW 2010 Manila Amendments)

  • 이 연구는 2010 마닐라 개정을 적용한 필리핀 해기 교육 및 훈련의 STCW 78/95의 이행여부를 검토한다. 또한 각국의 해사환경, 해기교육의 구조와 질, 해기인적 자원의 효과에 대해 논한다. 2010 마닐라 회의에서 채택한 다양한 결의안 중에서, 이 논문에서는 훈련과 증명의 기준 및 기술과 역량 증진에 대해 강조한다. 이는 필리핀고등교육위원회(CHED)에 의해 위임된 기존의 교과과정과 해사훈련위원회(MTC)에 의해 향상된 STCW 훈련을 비교할 것이며, 다른 아시아 국가에서의 해기 훈련에 대해서도 비교 분석할 것이다. 해기교육기관의 자격과 평가에 대한 현재 해사 제도의 약점을 지적한다. 이 연구에서는 미래에 유능한 인적자원 개발 측면에서 상호 채택 가능한 평가기준이 필요하다고 결론짓고 있다.

염생식물 갯질경이의 Peroxynitrite 소거 활성 (Peroxynitrite-scavenging Activity of the Halophyte Limonium tetragonum)

  • Crude extracts of Limonium tetragonum and their solvent-partitioned fractions were evaluated for their potential to scavenge authentic $ONOO^-$, and $ONOO^-$ derived from 3-morpholinosydnonimine (SIN-1). Four flavonol glycosides (1-4) were isolated by activity-guided separation. Their chemical structures were elucidated by extensive 2 D NMR experiments and by comparison with published spectral data. These compounds were also estimated for their peroxynitrite scavenging effects. The scavenging ratios of compounds 1-4 on authentic $ONOO^-$ were 56, 37, 56, and 54%, respectively, at a concentration of 1 ${\mu}M$. On the other hand, the inbihition ratios of compounds 1-4 against $ONOO^-$ generation from SIN-1 were 59, 39, 44, and 54% at the same concentration, respectively.

Evaluation of a Visible Implant Fluorescent Elastomer Tag in the Soft-shelled Turtle, Pelodiscus sinensis

  • Survival, tag retention and tag readability were compared among the control and three treatment groups of soft-shelled turtles, Pelodiscus sinensis Crother, 2000 (mean body $weight{\pm}SD$: $182.6{\pm}13.7\;g$), marked with visible implant fluorescent elastomer (VIFE) tags for 16 months. Mortality 4 to 16 months after tagging was attributed to collection and handling stress rather than to the tagging itself. Tags applied to the web surface between the fourth and fifth dactyl of the hindfoot appeared to have the highest retention rates, while adipose eyelid tagging had high tag readability but a high loss rate. We conclude that in soft-shelled turtles, the most suitable region for VIFE tagging is on the web surface between the fourth and fifth dactyls of the hindfoot.

한반도 해양환경에 따른 적외선 신호 민감도 해석연구 (A Study on the Sensitivity of IR Signature of a Ship according to the Meteorological Environment of Korean Seas)

  • Until now, the stealth design to reduce the infrared signature of ship haven't been carried out using the proper design criteria. The study on the maritime meteorological environment in the Korean seas hasn't been accomplished yet, so the design criteria of the maritime meteorological environment was just given by the engineering sense without experience of the Navy and/or of the shipyard. Even in rather good conditions(summer condition), the estimated IR signature of a ship showed larger values and couldn't predict the worst condition during the operation of a ship at sea. In this study, domestic maritime meteorological data were collected and variables affecting the IR signature of a ship had been derived through the sensitivity study of IR signature according to the maritime meteorological environment in Korean seas. The basic study on the criteria of the stealth design of IR signature has been carried out.

해양경찰의 과제와 발전 (Issues and Vision of Korea Maritime Police)

  • The argument about enlarging or limiting the function of the Korea Maritime Police. Agency (KMPA) has been and will be repeated. In this paper, the author highlights the internal and external issues facing KMPA, stemming partly from deficiencies of its struggles for advancement of the organization and partly from shortcomings of political support far it. And he urges KMPA to change the organizational culture for maintaining its identity and characteristics as a lead maritime agency by practising a scientific management system for maximizing cost-effectiveness of its administrative resources. In addition, he also suggests that KMPA adopt the Total Quality Management System for quality improvements in services and greater efficiency in its organizational structure to meet the future competition in the changing political and legal environment. he concludes by providing a 6-point vision statement for KMPA from the standpoint of favoring enlarging the function of KMPA.

지방자치단체간 해상경계분쟁의 실태 및 쟁점 (Issues on the Maritime Boundary Disputes in Korean Territorial Seas)

  • Recently there have been growing disputes between neighboring local governments over jurisdictional rights or property rights of ocean resources in Korean coastal waters. The reasons for the disputes come mainly from the increasing interests by local governments that begin to see the oceans as the source of resources and wealth. The maritime dispute is more complicated and sticky than the inland ones, and requires not only socio-economical but political approach, therefore sometimes demanding a plenty of time and endeavor. Also coastal states that have suffered from maritime boundary problems have different issues under the different environment and historical background. For Korea, as the maritime boundary issue has very recently soared to the surface, though it was latent for the period as long as 20 years, we have just taken steps toward an institutional approach on it, seemingly more to go to reach an agreeable resolutions to the disputes. This paper highlighted the issues surrounding the maritime boundary on the sea surrounding Korean peninsular after addressing the current situation of the boundary disputes. It will help explore and assess the possible solutions to the boundary conflicts over the lateral boundary between local governments.

Enhancing Implementation Capability of National Maritime Administration for Preventing Marine Pollution

  • Almost of all the impediments to enchancing ship safety and preventing vessel-source marine pollution arise from the interaction between direct and indirect factors. The direct factors come from human errores and failure in complince with the international convention standards for the operation of vessels. The indirect factors derive from the will and attitudes of the countries taking little responsibilities with appropriate seriousness for policing their fleets. By focusing in these aspects, this paper intends to propose a new international regime to improve the implementation capability of national maritime administration of each member government of IMO(International Maritime Organization).

선박조우 형태를 고려한 해상교통환경평가 기초 모형 개발 (A Study on the Development of Basic Model for Marine Traffic Assessment Considering the Encounter Type Between Vessels)

  • 우리나라 연안 해역은 빈번한 선박조우로 인한 해양사고 발생 잠재 위험이 높은 해역이며 현재 각 항만의 VTS 관제실에서 VHF통달거리를 넘어서 통항하는 선박에 대하여는 정보 파악 자체가 불가능하고, VTS 관제범위 바깥해역에서는 효율적인 교통관리가 어려워 관련사고 예방이 어려운 실정이다. 최근 우리나라는 항만의 확장 및 신항만 개발에 따른 해상교통안전성 평가는 있지만 실시간으로 변화하는 해상교통환경 변화에 따른 위험도 정보를 제공할 수 있는 시스템은 없는 실정이다. 따라서 대상해역에서의 해상교통환경과 관련된 일반적인 정보 및 위험도 정보를 제공하고, 해상교통환경 평가를 통한 해역 위험도 여부를 평가할 수 있는 평가지표 개발이 필요하다. 본 연구에서는 선박운항자의 위험의식을 바탕으로 선박의 전장별, 선박의 조우 형태 중 횡단(Crossing situation) 상황에 따른 마주치는 각도($045^{\circ}$, $090^{\circ}$, $135^{\circ}$), 추월(Overtaking) 및 정면으로 마주치는 경우(Head-on situation)와 좌현, 우현에서 선박을 조우하였을 경우와 항계 내 및 항계 밖에서의 경우, 타선과의 속력 중 비슷하거나 또는 느리거나 빠를 경우, 타선과의 속력차에 따른 경우, 타선과의 거리에 따른 선박운항자의 주관적 위험도를 조사 분석하여 해상교통안전성 평가모델 개발을 위한 기초 식을 제안하였다. 제안한 기초 식은 국내 해상교통환경 평가에 적합한 것임을 확인하였다.
