A Study on Prioritization of HNS Management in Korean Waters (해상 위험·유해물질(HNS) 관리 우선순위 선정에 관한 연구)

  • The types of hazardous and noxious substances (HNS) being transported by sea in Korea are at about 6,000, HNS transport volume accounts for 19% of total tonnage shipped in Korea, and the increase rate of seaborne HNS trade in Korea is 2.5 times higher than the average increase rate of the world seaborne HNS trade. Reflecting this trend, HNS spill incidents have been frequently reported in Korean waters, and there are increasing social demands to develop HNS management technology for the preparedness, response, post-treatment and restoration in relation to HNS spill incidents at sea. In this study, a risk-based HNS prioritization system was developed and an HNS risk database was built with evaluation indices such as sea transport volume, physicochemical properties, toxicities, persistency, and bioaccumulation. Risk scores for human health and marine environments were calculated by multiplying scores for toxicity and exposure. The top-20 substances in the list of HNS were tabulated, and Aniline was ranked first place, but it needs to be managed not by individuals but by HNS groups with similar score levels. Limitations were identified in obtaining data of chronic toxicity and marine ecotoxicity due to lack of testing data. It is necessary to study on marine ecotoxicological test in the near future. Moreover, the priority list of HNS is expected to be utilized in the development of HNS management technology and the relevant technologies, after the expert's review process and making up for the lack of test data in the current research results.

Lagrangian observation and modelling of sea surface wind-induced drift(skin drift) (해양 표면취송류(skin drift)의 라그랑쥐 측류 및 모델링)

  • The drift and movement of oil slick in the sea are closely related to the flows at the sea surface (at 0m depth) because specific gravity of an oil is lighter than that of sea water. As an effort toward a development of realistic model for oil spill drift on the sea surface, a study on sea surface wind-induced drift (skin drift) at 4 coastal regions of Korea was carried out. In this study, skin drifts were inferred from difference between the flow at the sea surface and that in underwater (at 1.5m depth). The average speed of skin drift in our experiments was 2.9% of wind speeds and the average direction of skin drift to wind was deflected to the right by 18.6°. The results of this experiment were used in the modelling of the skin drift as a prompt response of time-variable wind. The modelled skin drift, which corresponds to observed wind, successfully reproduced the observed trajectories of sea surface flows.

A Study on the Improvement of Compensation Regime for Oil Pollution Accident in Korea (유류오염사고 피해보상제도 개선방향에 관한 연구)

  • This study tries to give improvement directions of the law of oil spill focusing on the view that satisfying remuneration for victims should be considered. And it looks through the existing remuneration system provided by P&I Club and IOPC Fund. It also covers with issues related to remuneration in order to find the best for victims. The major contents of this study are as follows. First, the present law of compensation security to Marine oil pollution accident should be revised. Maximum value of remuneration needs to be raised and subjects liable to pay reparation need to be expanded. Second, in case the damage is widely different comparing to similar cases in foreign countries, it's hard to get complete remuneration from international corporations responsible for reparation. That's the reason the national emergency system for oil pollution must be established. Third, this study says the law that certainly defines a liability subject and that the liability is not necessarily caused by fault should be enacted. Last, it suggest that victims should have their object income data to facilitate establishment of the law of compensation for damages from marine oil pollution. To calculate proper remuneration, government should consider to choose one of public organizations as an investigator to damages and should collect accurate statistics relating to fishery. Furthermore, compensation system which can provide rapid reparation to victims needs to established by founding professional maritime organization of arbitration.

The Holding Power of the Oil Boom Anchor (오일 펜스 Anchor의 파주력)

  • An oil boom was set up in order to contain diffused oil from spills and for the retrenchment of damage caused by oil Pollution. Therefore, the oil boom anchor needed proper holding power to endure high resistance from flowing streams and to secure the oil boom around the spill, and must dredge directly into the seabed when it is dropped and block oil outflow immediately. This study investigated the holding power of the danforth anchor and the coastal fishing vessel anchor used for oil booms in the KMPRC (Korea Marine Pollution Response Corporation). For each type, a 30 kg and 20 kg anchor were used. The holding power of the danforth anchors were measured by dropping both weights 10 times. However the coastal fishing vessel anchors were dropped only 5 times each, because no substantial differences were found between drops. In the results of the danforth anchors, an anchor awoke occurred in 2 drops of the 30 kg anchor and in 4 drops of the 20 kg anchor, wherein there was no holding power to be measured. With exception to the anchor awoke cases, the maximum holding power of the danforth 30 kg and 20 kg anchors was 250-520 kg and 123-233 kg, respectively. In the case of the coastal fishing vessel anchors of 30 kg and 20 kg, throughout the experiment, there was no occurrence of an anchor awoke. For the 30 kg and 20 kg anchors, the maximum holding power was measured to be 209-230 kg and 155-170 kg, respectively. Therefore, the holding power of the coastal fishing vessel anchor was shown to be much poorer than that of the danforth anchor. However, the holding power of the danforth anchor was very unstable. Due to the occurrences of anchor awoke, there was no holding power and the measurement value of maximum holding power showed too much variation among the drop tests. Also, after the maximum holding power was achieved, anchor awoke occurred easily. In the case of the coastal fishing vessel anchor was much more stabile, because there was no anchor awoke and no instance where holding power failed. Also the maximum holding power was reached quickly and almost no variation occurred among the drop tests.

  • 2017년 겨울, 기록적인 한파로 인해 바다가 얼면서 인천 앞바다로 유빙이 유입되었다. 2013년 해상에서 유빙이 발견된 이후 약 5년만에 다시 유빙이 등장한 것이다. 중부청 소속 항공단 순찰결과에 따르면, 2018년 1월 12일 인천대교 인근 해상에서 최초로 발견된 이후 강화 연안, 영종도 북단 등 해상에서 광범위하고 불규칙한 형태로 유빙이 분포되어 있는 것으로 나타났다. 유빙의 문제점은 해상에서 선박의 안전운항을 저해하고 경비함정의 안전에 지장을 초래하며 기름 유출 시, 유출유의 거동 특성이 달라져 일반적인 방제방법의 적용이 곤란한 점이다. 이에 따라 해상에서의 해양오염사고 대응방안 마련을 위해 저온 및 유빙 유입 해상에서 유출유의 거동 특성을 알아보았다. 구분인자를 극한의 추위(Extreme Cold), 유빙(Pack Ice), 정착빙(Fast Ice) 3가지로 분류하여 기름의 성상변화 및 시사점을 살펴보고, 유출된 기름의 효율적 방제를 크게 3가지로 분류(기계적 봉쇄 및 회수, 화학적 분산제의 사용, 현장소각)하였다. 일반적인 방제장비를 저온 및 얼음분포 해상에서 사용 시 슬러시화 된 얼음으로 인해 유출유 회수가 어렵고, 동결온도에서 장비가 오작동할 우려가 있다. 이미 북유럽 국가에서는 극한의 추위와 얼음분포 해상에 특화된 방제장비를 도입하여 해양오염대비 대응을 하고 있다. 2003년 3월 발틱해에서 불법적으로 유출한 선저폐수를 특화 장비는 brush bucket 유회수기 이용 방제조치한 사례가 있으며, 2006년 5월 같은 장소에서 선박 침몰로 인한 기름 유출이 발생했을때도 brush bucket 유회수기 이용 방제조치를 하였다. 국내에도 이상 기후로 인해 기록적인 한파가 지속되면서 북극에서나 볼 법한 유빙들이 발견되고, 해양오염사고는 언제 어디서나 발생할 수 있으므로, 해양오염방제의 임무를 맡고 있는 국가기관으로써 특수한 환경까지도 고려하여 대응방안을 마련할 필요가 있다. 해양오염이 재난으로 인식되고 있는 상황에서, 그리고 지구온난화로 인한 이상기후변화가 지속되는 상황에서 겨울철 유빙 유입은 점점 더 많아질 수 있다. 본 연구에서는 자료나 방제경험이 부족하므로 일찌감치 북극항로 개발로 앞선 방제기술과 경험을 가지고 있는 북극이사회를 벤치마킹하여 관할 해역 특성에 맞는 대응방안을 고찰해 본다.

An Overview of Operations and Applications of HF Ocean Radar Networks in the Korean Coast (한국연안 고주파 해양레이더망 운영과 활용 개관)

  • This paper aims to i) introduce the characteristics of HF ocean radar and the major results and information produced by the radar networks in the Korean coasts to the readers, ii) make an up-to-date inventory of the existing radar systems, and iii) share the information related to the radar operating skill and the ocean current data application. The number of ocean radars has been showing a significant growth over the past 20 years, currently deploying more than 44 radars in the Korean coasts. Most of radars are in operation at the present time for the purposes related to the marine safety, tidal current forecast and understanding of ocean current dynamics, mainly depending on the mission of each organization operating radar network. We hope this overview paper may help expand the applicability of the ocean radar to fisheries, leisure activity on the sea, ocean resource management, oil spill response, coastal environment restoration, search and rescue, and vessel detection etc., beyond the level of understanding of tidal and ocean current dynamics. Additionally we hope this paper contributes further to the surveillance activity on our ocean territory by founding a national ocean radar network frame and to the domestic development of ocean radar system including signal processing technology.

Exothermic Oil Absorbent Sheet for Low-sulfur Fuel Oil (LSFO) Spilled into Seawater in the Winter Season (동절기 해상으로 유출된 저유황 중질유 제거를 위한 발열 흡착포)

  • An exothermic oil absorbent sheet with calcium chloride crystals can be fabricated, by dipping a clean polypropylene fabric in calcium carbonate and hydrochloric acid solution and drying it. The exothermic oil absorbent sheet applied to the seawater surface, releases heat by the dissociation of calcium chloride. The dissociation heat liquefies the solidified low-sulfur fuel oil at a low temperature, and converts it to a state at which it can be absorbed. The optimum mole concentrations of calcium carbonate and hydrochloric acid required for the exothermic oil absorbent sheet, are 0.25 M and 0.5 M, respectively. The oil absorption capacity of the exothermic oil absorbent sheet for low sulfur fuel oil depends on the seawater temperature. But, it is highly excellent at 4.5-7.08 g/g at 10℃, the average seawater temperature during the winter in Korea. The exothermic oil absorbent sheet is an excellent alternative in absorbing low-sulfur fuel oil in winter and removing it from seawater.
