A Study on the Improvement of Salvage Procedures through the Collision Accident of Ships (충돌사고 사례분석을 통한 구난시스템 개선에 관한 연구)

  • There has been increasing the possibility of occurring the marine accident and become bigger the extent of damage with the growing number and high speed of ships. Also, there were tremendous loss of lives and properties in accidents of Hebei spirit in 2007 and Cheon Ahan war ship in 2010 with the insufficient salvage response and the lack of emergency response systems. When a ship has suffered an incident, the best way of preventing damage or pollution from its progressive deterioration would be to providing a place of refuge and to repair the damage rapidly. Therefore, it was examined the recent collision accident broken out near the Nam-Hae, and then suggested that it was necessary to be improved of the domestic salvage systems. It requires the procedures of providing a place of refuge, and the towing support system which make the damaged ship moved to the safe area, and joining of the ISU.

Analysis of the risk of further oil spill from Sunken lanker, 'Kyung-Shin' (침몰 유조선 경신호의 추가 해양오염 가능성에 관한 연구)

  • This paper presents the results of a ten-day long survey for assessing the possibility of further oil spillage from the sunken tanker, Kyung-Shin(995 G/T), which had sunken in the East Sea, off Pohang City, in February 1988. The survey was conducted using remotely operated vehicle(ROV), manned submersible and ultrasonic thickness gauge in September 2001. The external inspection by the optical camera shows that small scale oil spill has been continued from the sunken ship. It's hull thickness was also measured at several points of the ship, using an ultrasonic sensor for assessing the current corrosion status of the sunken ship. Taking into account the results of this survey and the existing salvage report, it is estimated that the remaining oil in the tanker is approximately 600 ㎘, and this oil could be leaked into marine environment due to continuous severe corrosion if no preventive is taken.

  • Ships on the sea are exposed to the danger such as collision, stranding, sinking, capsizing and disaster and so on. So, we discuss the factors and the countermeasures for prevention a lot of marine casualty caused on the ship navigation. It is necessary to construct of cooperation system among all organizations relating to salvage on the sea. In order to prevent the marine casualty. it is important to reinforce the crew with safety education and to improve on navigation aids for ships in fairway.

  • In this paper recently catastrophic oil spills from tanker casualties have polluted the marine environment. The Sea Prince casualties are analyzed and the systems to be introduced are considered. Also, the establishment of the national contingency plan and the decision-making procedure based on technical analysis are described. Based on the discussions the Rapid Response Technical Support System is derived for the support of salvage and oil spill removal operation. The System will contribute to the protection of life and assets from the marine casualties and to keeping the clean and safe ocean.

  • This paper proposes that the Marine Search & Rescue and Salvage Association of Korea (MARSA) can provide KCG a very positive return on investment; that is, MARSA will save lives and property well over the budget needed from KCG to operate MARSA. To perform this Cost-Benefit Analysis, actual performance data and other figures are taken from the USCG Auxiliary, and these figures are used to project expected possible MARSA results. In this paper, MARSA is projected to provide a 1,493 % return on investment.

  • International Hull Clauses(IHC(2003)) which have replaced the old system, Institute Time Clauses, Hull(ITCH), used more than 100 years in the shipping industry that did not fit the reality of the market and customs was announced in 01/11/2003 and was intended to supplement the existing issues to reflect the terms that had been used. IHC(2003) was composed of systematical and logical phrases to minimize the conflict which happened between the insured and the insurer after the incident. But IHC(2003) is being ignored by both the insured and the insurer in the shipping industry due to the differences in both positions. In addition, the studies about IHC(2003) in local academics are very low and many companies in the shipping industry are using both systems, IHC(2003) and ITCH so the usage of IHC(2003) is not so activated. Thus, this study will examines the main features and the compositions of IHC(2003) and compare IHC(2003) with ITCH(1983) in some provisions in both systems and then derive some similarities from the both systems and finally would suggest the necessity and validity of active use of IHC(2003).

  • This study focuses on an analytical approach to calculate crane lifting forces for a sunken ship in consideration oj elongation of crane ropes. The method takes into account the relation of lifting forces acting in wire rope slings to the inclination of the ship's hull including the effect of lug positions. For lifting analysis, the Euler angles are defined to represent the inclination of a sunken ship in developing the static force and moment equations. An additional compatability condition is introduced in order to solve an indeterminate lifting analysis problem with 4 cranes and a set of lifting forces along the 4 crane ropes is calculated. A 3-dimensional example of the G/T 1500 oil tanker is analyzed and the results show that the information obtained by the method could be useful to engineers to conduct salvage work.

  • In this study, I researched, analysed and compared the examples of civilian maritime search and rescue auxiliaries of world leading countries' such as Japan and America, and the Korean volunteer fire fighting team. Through this, I suggest that the decentralized civilian maritime search and rescue forces of Maritime Rescue and Salvage Association and KCG Civilian Auxiliary should be united into unified search and rescue system and establish legal basis for stabilized support and development. It seem that we should organize laws and regulations for the government to have centralized control of rescue mission as in the cases of America and Canada and elivate rescue mission capability with systemized education and training entrusted to specialized external training organization. I proposed to establish financial support such as fund for the stabilized status of civilian auxiliary, domestic and overseas training session for the civilian auxiliary to inspire integrity and sense of duty as a part of maritime search and rescue forces.

Development of the Ship Resistance Calculation Program for Prediction of Towing Forces for damaged Ships (손상 선박의 예인력 추정을 위한 선박 저항 계산 프로그램 개발)

  • One of the primary purposes of tugs is for the towing of other ships in salvage operations. In order to conduct such a task safely, the tug should be capable of generating the appropriate towing forces. Therefore the prediction of resistance against a towed ship during towing operation is a very important and essential procedure. This paper studies the ship resistance calculation program to predict towing force. The calculation program consists of the functions that calculate basic hull resistance in calm water, added resistance due to wind, drifting, hull roughness, waves, shallow water and currents. All predictions are calculated by statistical and empirical methods by graph or formula. The calculation results made by this program are compared with the results from the U.S. Navy's Towing Manual. These results confirm that this computer program is quite capable of appropriately predicting the resistance of damaged ships.
