The collision problem is one of the design factors that must be carefully considered for the risk of collision occurring during the operation of ships and offshore structures. This paper presents the main results of the ship collision study, and its main goal is to analyze potential crash scenarios that may occur in the FLNG (Floating Liquefied Natural Gas) considering the likelihood and outcome. Consideration being given to vessels visiting the FLNG and surrounding vessels navigating around, such as functionally supported vessels and offloading carriers. The scope includes vessels visiting the FLNG facility such as in-field support vessels and off-loading carriers, as well as third party passing vessels. In this study, based on QRA (quantitative risk assessment), basic research methods and information on collision are provided. Based on the assumptions and methodologies documented in this study, it has been possible to clarify the frequency of collision and the damage category according to the type of visiting ship. Based on these results, the risk assessment results related to the collision have been derived.

Based on the trend, there have been numerous researches analysing the ship collision risk. However, in this scope, the navigational conditions and external environment are ignored or incompletely considered in training or/and real situation. It has been identified as a significant limitation in the navigational collision risk assessment. Therefore, a novel algorithm of the ship navigational collision risk solving system has been proposed based on basic collision risk and vulnerabilities of marine accidents. The vulnerability can increase the possibility of marine collision accidents. The factors of vulnerabilities including bad weather, tidal currents, accidents prone area, traffic congestion, operator fatigue and fishing boat operating area are involved in the fuzzy reasoning engines to evaluate the navigational conditions and environment. Fuzzy logic is employed to reason basic collision risk using Distance to Closest Point of Approach (DCPA) and Time of Closest Point of Approach (TCPA) and the degree of vulnerability in the specific coastal waterways. Analytical Hierarchy Process (AHP) method is used to obtain the integration of vulnerabilities. In this paper, vulnerability factors have been proposed to improve the collision risk assessment especially for non-SOLAS ships such as coastal operating ships and fishing vessels in practice. Simulation is implemented to validate the practicability of the designed navigational collision risk solving system.

The demand for the revitalization of marine tourism in Busan North Port is increasing due to changes in functions such as an increase in harbor traffic volume and the expansion of marine leisure space in Busan. As a result, Busan City plans to set a phased alleviation target for prohibition of cruise ship operations, and to lift the prohibition of excursion ship operations in North Port following the cancellation of the prohibition of excursion ship operations in South Port in 2017. The purpose of this study is to evaluate the risk of excursion ship operations in Busan North Port by applying the marine traffic assessment index and to examine the possibility of excursion ship operations. For this purpose, port status, marine accidents, and traffic flow of Busan North Port were investigated. In addition, marine traffic assessment indexes, such as traffic congestion, risk based on an ES Model, and IWRAP MkII, a maritime risk assessment tool, were used to assess the risk and possibility of excursion ship operations in Busan North Port. This study can be used as basic data for analyzing the risk factors that may occur when excursion ships are operated in Busan North Port and to define how excursion ships should operate, with related safety measures.

Ship is being operated under a highly dynamic environments and many factors are related with ship's collision and those factors are interacting. So, the analysis on ship's collision causes are very important to prepare countermeasures which will ensure the safe navigation. This study analysed the ship's collision data over the past 10 years(1991-2000), which is compiled by Korea Marine Accidents Inquiry Agency. The analysis confirmed that ‘ship's collision' is occurred most frequently and the cause is closely related with human factor. The main purpose of this study is to propose risk control measures of ship's collision. For this, the structure of human factor is analysed by the questionnaire methodology. Marine experts were surveyed based on major elements that were extracted from the human factor affecting to ship's collision. FSM has been widely adopted in modeling a dynamic system which is composed of human factors. Then, the structure analysis on the causes of ship's collision are performed using FSM. This structure model could be used in understanding and verifying the procedure of real ship's collision. Furthermore it could be used as the model to prevent ship's collision and reduce marine accidents.

This paper presents the Part 1 of the Questionnaire Survey on Marine Safety and VTS in the Philippine Coastal Waters. This part deals with respondents profiles; experiences onboard and ashore; familiar areas; and their subjective perception of marine risks- by factors and by areas. The subjects are chosen from different regions nationwide with connection and/or with maritime background. There are 202 responses returned and these are put into a database for analysis made through Excel programs and statistics references. The result of the nationwide responses show that 97 % of respondents have shipboard experiences onboard of different ships' types and sizes; and 88 % are directly involved in the navigation of ships. Risk Perception levels - by factors and by familiar areas - show a higher risk degree in the 3rd level ('Sometimes Increases Risks') and 4th level ('Often Increases Risk') in each respondents' response indices. The study finds that the most risky factor is the "Violation of Rules and Regulations" which has a high risk at 5th level (Very Often Increases Risk), and for the over-all familiar areas, the Manila Bay area (NCR region) garners the most risky perception, also, at the 5th level. It is, therefore, recommended by this paper to conduct a comprehensive review of the rules and regulations viable in each locality; strengthening the maritime traffic systems, structures and educating the stake-holders specifically in Manila Bay area and other busy waterways of the country. The ultimate goal of this paper is to gather information, analyze these data and develop a set of tools and techniques to be utilized as a guide in the improvement and development of maritime traffic safety in the country.

Liquefied petroleum gas (LPG) is an attractive fuel for ships considering its current technology and economic viability. However, safety guidelines for LPG-fueled ships are still under development, and there have been no cases of applying LPG propulsion systems to small and medium-sized ships in Korea. The purpose of this study was to perform an objective risk assessment for the first marine LPG engine system and propose safe operational standards. First, hazard and operability (HAZOP) analysis was used to divide the engine system into five nodes, and 58 hazards were identified. To compensate for the subjectivity of qualitative evaluation using HAZOP analysis, fuzzy set theory was used, and additional risk factors, such as detectability and sensitivity, were included to compare the relative weights of the risk factors using a fuzzy analytical hierarchy process. As a result, among the five risk factors, those with a major impact on risk were determined to be the frequency and severity. Finally, the fuzzy technique for order of preference by similarity to ideal solution (TOPSIS) was applied to select the risk rank more precisely by considering the weights of the risk factors. The risk level was divided into 47 groups, and the major hazard during the operation of the engine system was found through the analysis to be gas leakage during maintenance of the LPG supply line. The technique proposed can be applied to various facilities, such as LPG supply systems, and can be utilized as a standard procedure for risk assessment in developing safety standards for LPG-powered ships.

Maritime transportation is one of the most complicated and hazardous business fileds. Maritime accidents still occur despite several precautions since maritime is exposed to natural factors more than any other industries. In this harsh environment as a part of their job, marine pilots often embark/disembark to/ from vessels and confront life-endangering personal accidents. In the maritime field, several risk assessments are applied. However, all of them could not evaluate occupational accident risk for maritime pilot specifically. This paper performs specific risk analysis using the bow-tie method based on past accident records. This paper aims to qualify root causes and quantify root causes by importance level according to occurrence probability. As a result of analysis, occupational accident occurrence probability is found to be 14%, indicating that accident occurrence rate is significantly high. Hence, the probability of root causes triggering accidents and accident occurrence probability can be ascertained so that preventive measurements can be implemented. Besides theoretical achievement, this paper provides safety awareness to marine pilots, Marine Pilot Organizations, and ship crew who play a key role during marine pilots' transfer.

Tuna purse seine fishery (TPF) constitute more than 60% of distant water fishery production in Korea based on a statistic of 2018, and 28 ships from four different companies were under operation at the western and central Pacific Ocean. On this research, common risk factors during TPF were investigated via enumeration of five years Korean fisherman's insurance payment statement, followed by some counterplans to diminish the accident rate. The accident rate of TPF on the Pacific Ocean peaked by 43.0% in 2014 and constantly decreased to 23.0% until 2018, presenting an average of 33.6%. Meanwhile, the accident rate on the Indian Ocean reached the highest point 55.1% in 2014 and declined to 11.6% in 2016, having an average of 24.7%. The average accident rate of the Indian Ocean scored 8.9% lower than the rate of the Pacific Ocean, but no statistic significance was observed. Depending on the process of operation, 'casting or hauling of net' was the most frequent part that people received an injury (40.4%). When the accidents were classified by their types, 'falling down' was the most recurrent cause of the injuries (28.5%). At the point of severity, the worst injuries were induced by crush hazard. Considering aforementioned accident frequency and severity, all the factors on the accident type list were divided into three different groups including high risk, moderate risk, and common risk. This study is expected to contribute to the reduction of occupational accidents during the work of fishermen and establishment of a safety management system for distance water fishing vessels.
Various algorithms and system development are being required to support the advanced decision making of navigation information support system because of a serious loss of lives and property accidents by officer's error like as carelessness and decision faults. Much of researchers have introduced the techniques about the systems, but they hardly consider environmental factors. In this paper, We collect the context information in order to assess the risk, which is considered the various factor of the sailing ship, then extract the features of knowledge context, which is to apply the weight of correlation coefficients among data in context information. We decide the risk after the extract features through the classification and prediction of context information, and compare the value accuracy of proposed method in order to compare efficiency of the weighted value with the non-weighted value. As a result of experience, we know that the method of weight properties effectively reflect the marine environment because the weight accurate better than the non-weighted.

Purpose of this study was conducted to investigate the factors influencing smartphone addiction of high school students. The data were collected from 351 high school students in B city and analyzed with t-test, ANOVA and multiple regression by using SPSS 18.0 program. The smartphone addiction rate was 20.8%, which the high risk group rate was 8.5% and potential risk group rate was 12.3%. The significant factors of smartphone addiction were using time in weekend, accident in using smartphone, aggression, depression, attachment to peer and behavior control of learning attitude. And these factors explained 33.4% of the variance in smartphone addiction. In conclusion, the results from this study indicated a need to develop the intervention program to prevent smartphone addiction.
