Marine environment has been polluted and damaged by many sources such as industrial waste, natural seepage, oil spill and offshore production etc. Among them, oil spill from oil tankers is one of most harmful sources to marine lives as its input amount is huge at a limited area for short period. In Korea, the port of Yeosu is known to be very vulnerable to oil spill with large amount of petroleum transported across the harbour. In this regards, the author analyzed and reviewed marine environment and appropriate response to marine oil spill at this area. For these purposes, oceanographic and meteorologic features as well as regional characteristics of harbor facilities, shipping routes, marine traffic and fisheries were investigated, also traffic densities were analyzed in order to check marine accident probabilities making direct observations for 72 hours visual1y and by portable radar.

This paper presents a procedure to optimize the design of 70GHz band array antenna for automotive short range radar sensor applications using Chebyshev polynomials. SRR(: Short Range Radar) systems require a wide angle width and low Side lobe level to detect targets within close proximity while ensuring a high Field of View(FoV). The optimized antenna operates in the 76 to 81GHz frequency range, and to reduce the antenna size, we arranged 12 patches in series, achieving an SLL of 10dB, angle with of 112.5o, gain of 15.4dB and an input return loss of less than -10dB at 78GHz. In this paper, we proceed with antenna design for SRR using Chebyshev polynomials, and present an optimal design for antenna structures to be used in MRR(: Medium-Range Radar) and LRR(: Long Range Radar) applications based on this paper

This paper describes the track initiation and target-tracking filter for ship tracking in a marine environment by using Light Detection And Ranging (LiDAR). LiDAR with three-dimensional scanning capability is more useful for target tracking in the short to medium range compared to RADAR. LiDAR has rotating multi-beams that return point clouds reflected from targets. Through preprocessing the cluster of the point cloud, the center point can be obtained from the cloud. Target tracking is carried out by using the center points of targets. The track of the target is initiated by investigating the normalized distance between the center points and connecting the points. The regular track obtained from the track initiation can be maintained by the target-tracking filter, which is commonly used in radar target tracking. The target-tracking filter is constructed to track a maneuvering target in a cluttered environment. The target-tracking algorithm including track initiation is experimentally evaluated in a sea-trial test with several boats.
RADARSAT is one of many possible data sources that can play an important role in marine surveillance including ship detection because radar sensors have the two primary advantages: all-weather and day or night imaging. However, atmospheric effects on SAR imaging can not be bypassed and any remote sensing image has various geometric distortions. In this study, radiometric and geometric calibrations for RADARSAT/SAR data are tried using SGX products georeferenced as level 1. For radiometric calibration, information on the magnitude of the radar backscatter coefficient of the imaged terrain is extracted from the processed image data. Conversion method of the pixel DNs to beta nought and sigma nought is also investigated Finally, automatic geometric calibration based on the header file is compared to a marine chart.

Now AIS (Automatic Identification System) has been under full operation for ocean-going vessels, and it is expected not only to identify target ships but also to take collision avoidance using AIS information with Radar and ARFA information in restricted waters. AIS information is very useful not only for target identifications but also for taking collision avoidance, but OOW (Officer OF Watch-keeping) should take care of systematic observation of AIS because of miss-operation or malfunction of AIS. In this paper, we propose the application of Onboard Ship Handling Simulator with visual system displayed 3D scene added AIS performance such as blind areas of Island, microwave propagation, ok. and maneuvering simulation using TK models, applied real time AIS information and research the effectiveness of this system for ship handling in restricted waters, and discus the principal issues through the on board experiments. Conclusion will be expected that; 1) systematic observation of ASS information using visual scene simulator with AIS information will be effectively done, 2) observation compared with Radar and ARPA information will be also useful to make a systematic observation, 3) using the recording and replay function of simulation will be useful not only for systematic observation but also to measure and to encourage officers' skill.
Biogenic surface films, which are often present in coastal areas, may enhance the signatures of hydrodynamic processes in microwave, optical, and infrared imagery. We analyzed ERS-1/2 Synthetic Aperture Radar (SAR) and Envisat Advanced Synthetic Aperture Radar (ASAR) images taken over the Japan/East Sea (JES). We focused on the appearance of the contrast SAR signatures, particularly the dark features of different scales caused by various oceanic and atmospheric phenomena. Spiral eddies of different scales were detected through surface film patterns both near the coast and in the open regions of the JES in warm and cold seasons. During field experiments carried out at the Pacific Oceanological Institute (POI) Marine Station 'Cape Shults' in Peter the Great Bay, the sea surface roughness characteristics were measured during the day and night using a developed polarization spectrophotometer and various digital cameras and systems of floats. The velocity of natural and artificial slicks was estimated using video and ADCP time series of tracers deployed on the sea surface. The slopes of gravity-capillary wave power spectra varied between .4 and .5. Surface currents in the natural and artificial slicks increased with the distance from the coast, varying between 4 and 40 cm/s. The contrast of biogenic and anthropogenic slicks detected on vertical and horizontal polarization images against the background varied over a wide range. SAR images and ancillary satellite and field data were processed and analyzed using specialized GIS for marine coastal areas.

Numerical simulation technique has been developed to calculate microwave backscattering from water surface. The simulation plays a role of a substitute for experiments. Validation of the simulation was shown by comparing with experimental results. Water area observations by microwave radar have been simulated to evaluate algorithms and systems. Furthermore, the simulation can be used to understand microwave scattering mechanism on the water surface. The simulation has applied to the various methods for water area observations, and the utilizations of the simulation are introduced in this paper. In the case of fixed radar, we show following examples, 1. Radar image with a pulse Doppler radar, 2. Effect of microwave irradiation width and 3. River observation (Water level observation). In addition, another application (4.Synthetic aperture radar image) is also described. The details of the applications are as follows. 1. Radar image with a pulse Doppler radar: A new system for the sea surface observation is suggested by the simulation. A pulse Doppler radar is assumed to obtain radar images that display amplitude and frequency modulation of backscattered microwaves. The simulation results show that the radar images of the frequency modulation is useful to measure sea surface waves. 2. Effect of microwave irradiation width: It is reported (Rheem[2008]) that microwave irradiation width on the sea surface affects Doppler spectra measured by a CW (Continuous wave) Doppler radar. Therefore the relation between the microwave irradiation width and the Doppler spectra is evaluated numerically. We have shown the suitable condition for wave height estimation by a Doppler radar. 3. River observation (Water level observation): We have also evaluated algorithms to estimate water current and water level of river. The same algorithms to estimate sea surface current and sea surface level are applied to the river observation. The simulation is conducted to confirm the accuracy of the river observation by using a pulse Doppler radar. 4. Synthetic aperture radar (SAR) image: SAR images are helpful to observe the global sea surface. However, imaging mechanisms are complicated and validation of analytical algorithms by SAR images is quite difficult. In order to deal with the problems, SAR images in oceanic scenes are simulated.

The purpose of this study is to obtain a basic data on layout of the trawlers' bridge equipment. The task activities of bridge workers involved in the navigation and fishing operation were analyzed by link analysis methods. The results are as follows. It was found that the movement pattern and frequency of bridge workers are different accordance with the bridge work (navigation, casting net, towing net and hauling net). The central workstation of movement of the bridge workers was a radar workstation, a steering workstation and a trawl winch workstation in the bridge work. But the radar did not show up as the center of movement during the hauling net. Workstations related deeply to the central workstations of the movement on the bridge were as below. Radar workstation was related to a GPS plotter, a microphone location for external communication with VHF and MF/HF equipment and a steering in the case of the navigation, the steering, the GPS plotter and the net monitor in the case of the fishing operation. Steering workstation was related deeply to the GPS plotter, the radar in the case of the navigation, a speed controller, the GPS plotter, a fish finder, the net monitor and the microphone location in the case of the fishing operation. Trawl winch workstation showed deep relation with the GPS plotter and the speed control during the fishing operation. Through this study, it was found that Workstations related deeply to the central workstation of the movement of the bridge workers in accordance with the bridge work. The results of this study might be utilized as the basic data on the bridge layout to minimize the fatigue degree due to a physical movement of the bridge workers.

In world trade, the vessel traffic in major routes has been congested due to the rapid increase of cargoes and shipping tonnages. The patterns of vessel traffic have also been complicated and diversified. Therefore it was necessary that the Vessel Traffic Service(VTS) should be established in order to enhance the safety of navigation, to prevent the loss of life and damage to the environment. The first advanced radar surveillance system(LevelIII-VTS) was introduced in Pohang, Korea in 1993 and in 13 other ports later. While the hardware of Korea VTS is equal to that of an advanced country, the software, specially the operation manual, the recruitment and education of VTS operator, and the VTS service area is behind that of Russia, USA, Germany, Hong Kong, Singapore and others. After researching and investigating. the VTS equipment and service area of many countries, and analyzing the IMO regulations relevant to VTS and the traffic pattern and accident of Pohang port, the most efficient VTS service area should be established in Pohang. According to the analysis of the preceding studies and research on VTS, the worldwide VTS areas are recognized under the following conditions: First, the service area should be extended over at least radar coverage taking into account of traffic flow, traffic density, the degree of danger to navigation and harbour condition in order to provide all possible services. Second, the established service area should be subdivided and systematized to render reliable VTS services, such as the allocation of VHF frequency and reporting procedure in each area. In conclusion, the VTS service area of Pohang must be established and operated over 10 miles from shore(radar site) covering the radar coverage, so as to include the area of traffic congestion and high density traffic flow.
