A Study on the Experience Choice, Experience Effect and Experience Satisfaction on Marine Leisure Sports (해양레저스포츠 체험선택과 체험효과, 체험만족에 관한 연구)

  • The purpose of this study is studying the relationship among experience choice, experience effect and experience satisfaction of marine leisure sports for the vitalization of marine leisure tourism. After preparing a questionnaire, investigation and analysis were done by visiting Boryeong area. The result of the study is as following. First, it was found that the major cause of choice in marine leisure sports has positive impact on choice satisfaction. Second, it was found that the major cause of choice has positive impact on experience effect. Third, it was found that the choice satisfaction in marine leisure sports has positive impact on experience effect. Fourth, it wa s found that the marine leisure sports visitors like motor boat, banana boat and yacht experience. Fifth, it is suggested that an equipment rental desk, safety facilities and marine leisure experience facility included in a marine leisure experience center to be built.

  • This study was conducted with the aim of testing the relationship between authority-giving leadership recognized by maritime police officials with organizational citizenship behavior. There are various types of leadership. Marine police officials will be able to help solve more effective problems in practice by the authority granted due to the nature of their duties. Organizational citizenship behavior is informal, though. However, as a result, it is related to organizational development. Recently, as a study for organizational development, many studies on empowerment leadership and organizational citizenship behavior are being conducted. In this study, 168 marine police officials were surveyed. As a result of the study, the authority-granting leadership and organizational citizenship behavior of marine police officials are very important factors due to the dangers and unexpectedness of the duties of marine police officials. Policy suggestions were made for the development of the maritime police organization.

China's Maritime Strategy (중국의 해양전략)

  • After Chinese reforms and market opening, China actively started working on ways to attach importance to the ocean and it's maritime strategy has been developed and carried out by external and internal factors. We can take two things as external factors attributed to China's marine strategy. The first one is maritime environment change in the East Asian region and the second one is the strategic importance of Taiwanese Straits and the South China Sea. And we can take about national strategy, security strategy, and change of foreign policy as internal factors. China recognizes the ocean as a major step to achieve a goal of national development. The main goal of China's marine strategy in the 21st century is to secure marine transportation and marine resources and to make peaceful maritime environment in the ocean to keep up with their economic development by opening itself to the world. China has strengthened their defense abilities to act against threat of national security by modernizing sea forces and increased national power by building up the marine power. It is expected that China will continue to seek more aggressive maritime strategy on matters of national security as well as pour heir efforts into making economic development and obtaining energy resources. This will also be one factor making new dynamics between countries in and around the East Asian region.

Jeong YagYong's Perceptions of Sea Refugees and Maritime borderlines (다산 정약용의 표류민과 해상국경에 대한 인식)

  • Jeong YagYong, who are the SilHak Scholar during 18th to 19th century, wrote the Sadaegore with his pupil Lee Cheong. This work is the guide of diplomacy, which are asked to write from King Jeongjo. Although this book was completed after King Jeongjo's death, it harbors the King's thoughts about diplomacy or the relationship with China. Haebanggo, one chapter of the book, is about marine policy and how to treat the castaways. In this chapter, Jeong YagYong provides various ways to deal with these problems in marine area and sea refugee I will examine the Jeong YagYong's thought about the problems and ways to address these problems. Futhermore, I will inquire Jeong's opinion on the boundary in marine area. He recognized that many border transgressions happened in marine area at that time and considered that as urgent political affairs. Haebanggo consists of two parts. First part of the book is about protect own island from other countries. The rest part is about cases of dealing with castaways and their transgression. I argue that Jeong YagYong intended to make distinct borderlines in marine area and empathized the necessity of protecting Joseon's islands from other countries.

Marine Tourism Development Strategy of the South Sea through Sustainable Management of Coastal Environment

  • This study is to integratedly examine coastal management policy and marine tourism development project for Korean coasts, especially for the South Sea of high development pressure, presenting sustainable tourism development policies for the future. To do so, it is examined central government-level coastal development projects set up by the Ministry of Culture and Tourism, the Ministry of Maritime Affairs and Fisheries and the Ministry cf Construction and Transportation, setting the direction of south coastal management and tourism development at a level of national territory planning. The problems of coastal management first and then the problems of the South Coast Tourism Belt Project are analyzed in order to present political and administrative alternatives. To overcome such problems and make Korea a marine tourism base in East Asia, there is a need for re-recognition of the value of the project and its continuous push through cooperation between central and local governments. Also, under the presupposition of consensus building among local people and the sustainable development of environments, there should be are-recognition that the future cf Korean marine tourism in the 21st-century and the success of an inverted $\pi-axis$ national development depend on the South coastal Tourism Belt Development Project.

Global Development Strategy of Korean Marine (Leisure) Sports Industry Using SWOT / AHP Method

  • Purpose - Identify the priorities of important factors through SWOT/AHP analysis method for vitalization of global marine sports in Korea. Through this, we will identify prerequisites and strategies for Korean marine sports to become a global powerhouse, including revitalizing the Korean Wave for Chinese consumers. It also revitalizes global competitiveness and draws policy implications. Research design and methodology - Through interviews with experts and literature data, elements of important opportunities, threats, strengths and weaknesses of marine sports are summarized. Based on this SWOT, the AHP technique is applied to determine which is first and what is important between the factors that save opportunities and increase strengths, and measures to cope with threats and factors that complement weaknesses. Through this, the priority factor of experts suggests a plan for activating strategic marine sports. Results - First, the current status of marine sports in Korea and the perception of consumers are grasped through current data and literature research. Sub-elements are derived based on the theoretical literature on SWOT elements and opinions of experts. Prioritization is identified based on the AHP questionnaire of Korean experts. Conclusions - The strategy was derived through SWOT/AHP analysis, and the following implications were obtained. Regionally, Busan is psychologically and geographically adjacent to China and Japan. It is also an area where human exchanges are actively taking place along with the volume of imports and exports. Due to the increase in China's marine sports industry and population, it is necessary to expand the scope of Korea to marine sports beyond cosmetics, dramas, movies, and Korean waves (Hallyu) stars.

A Study on the Development of a Marine Industrial Cluster in Seosan-Daesan Port (서산 대산항 해양산업 클러스터 추진방안에 관한 연구)

  • The Seosan-Daesan Port is closest to the major ports of China; hence, it is recognized as the ideal port for trade with China. Well-developed industrial infrastructure in its hinterland, including petrochemical, automotive, and electronic component complexes and recent developments of port facilities that aim to strengthen its function as a commercial port clearly highlight the necessity to develop it as a comprehensive port by building a marine industrial cluster. In this study, prerequisites for marine industrial cluster development in Seosan-Daesan Port are identified; they include the following. First, the conditions to be met for being designated a marine industrial cluster should be amended; Second, the central government should delegate authority to local governments to ensure the development of marine industries; Third, changes related to marine industrial cluster development in the governance structure of local governments (Seosan City and Chungnam Province) are required; and Last, a consultative body should be established to facilitate discussions on developing a marine industrial cluster in Seosan-Daesan Port and build public consensus.

A Study on the Improvement of the Marine Pollution Management Capacity of Local Governments - Focucing on Support by the Central Government - (지방정부 해안방제능력의 개선방안에 관한 연구 - 중앙정부의 지원방안을 중심으로 -)

  • The importance of marine pollution prevention is increasing day by day both at home and overseas. Against this context, this study proposes policy directions to forge an improved system of coastal control for local governments. I have analyzed the coastal pollution response capacity of local governments to find out how the central government can better support these efforts to reinforce capacity. For the purposes of this research, I carried out a number of case studies on large-scale marine pollution accidents that occurred at home and abroad. According to the results, I identified the implications of the coastal pollution response capacity of local governments and suggested several alternatives such as construction of step by step response system, strengthening education and training, part of human network activation, establishment of grounds for securing response resources, and establishment of dedicated department to prepare for potential future marine pollution accidents. However, as little research has been done on the coastal pollution response capacity of local governments, this work may be regarded as an experimental study to help facilitate follow-up research in the future.

A Study on R&D Performance Analysis of Marine Technology (해양수산 연구개발사업 성과분석 연구)

  • In this study, the characterization of projects and analysis of R&D products and commercialization performances were done to serve some implications on the policy decisions related to the commercialization of R&D in marine and fisheries sector. A total of 212 R&D projects with 144 ones for marine and 68 for fisheries performed for 5 years, from 2010 to 2014, were sorted and analyzed on the respect of government budget, main performing body, and research period. The R&D result and commercialization performance were substituted to quantitative indicators, such as the number of published papers, the number of patents, the amount of the technology royalty, the number of technology transfers, and the improvement of public service, which were subjects to be analysed. Based on the results, this study suggests the policy implications for the success of national R&D program; 1) diversifying the main performing body, 2) operating the system for sharing research infrastructures among researchers, 3) introducing the adaptable R&D program management, 4) expending the portion of grants without detailed requests for proposal, and 5) leaning the investigation of R&D budgets on projects focusing on the practicalization and commercialization.

Public Willingness to Pay for the Preservation of Marine Protected Species Zostera marina: A Contingent Valuation Study (해양보호생물인 거머리말의 보전에 대한 대중의 지불의사액 - 조건부 가치측정법의 적용)

  • Zostera marina (ZM), a type of seagrass registered as a marine protected species in South Korea, provides valuable ecosystem services to humans, such as improving marine water quality, providing food, spawning grounds and habitats for marine life, and absorbing carbon dioxide. Therefore, the government is seeking to preserve ZM by designating ZM-protected areas. This study examined the public willingness to pay (WTP) for the preservation of ZM using contingent valuation. The one-and-one-half-bounded model was adopted for WTP elicitation, and the single-bounded model was also applied for comparison. The spike model was employed to deal with many zero WTP responses. The household average WTP was estimated as KRW 4,087 per year, securing statistical significance. The national value was KRW 84.1 billion per year. The preservation value of ZM estimated in this study can be used as important data for economic analysis of various projects or policy implementation for its preservation.
