Oil budget calculator identifies the removal pathways of spilled oil by both natural and response methods, and estimates the remaining oil required response activities. A oil budget calculator was newly developed as a response tool for Deepwater Horizon oil spill incident in Gulf of Mexico in 2010 to inform clean up decisions for Incident Comment System, which was also successfully utilized to media and general public promotion of oil spill response activities. This study analyzed the theoretical background of the oil budget calculator and explored its future application to Korea. The oil budge calculation of four catastrophic marine pollution incidents indicates that 3~8% of spilled oil was removed mechanically by skimmers, 1~5% by in-situ burning, 4.8~16% by chemical dispersion due to dispersant operation, and 37~56% by weathering processes such as evaporation, dissolution, and natural dispersion. The results show that in-situ burning and chemical dispersion effectively remove spilled oil more than the mechanical removal by skimming, and natural weathering processes are also very effective to remove spilled oil. To apply the oil budget calculator in Korea, its parameters need to be optimized in response to the seasonal characteristics of marine environment, the characteristics of spilled oil and response technologies. A new algorithm also needs to be developed to estimate the oil budget due to shoreline cleanup activities. An oil budget calculator optimized in Korea can play a critical role in informing decisions for oil spill response activities and communicating spill prevention and response activities with the media and general public.

The interaction of monochromatic incident waves with a submerged horizontal porous membrane is investigated in the context of two-dimensional linear hydro-elastic theory. It is assumed that the membrane is made of material with very fine pores so that the normal velocity of the fluid passing through the porous membrane is linearly proportional to the pressure difference between two sides of the membrane (e.g. Darcy's law). Using the Eigen-function expansion method, the wave-blocking performance of a submerged horizontal porous membrane is tested with various membrane tensions, porosities, lengths, and submerged depths. It is found that an optimal combination of design parameters exists for given water depth and wave characteristics.
In this study, we focus on the submerged plate built into the Very Large Floating Structure with the partial openings of Sm long, which enables the reverse flow of incident wave to generate the wave breaking. The purpose of this study is to investigate the characteristics of wave exciting forces acting on the submerged plate and the fore part of VLFS. Firstly, we have carried out the extensive experiments to understand the characteristics of the wave exciting forces. Then we have performed the numerical simulations by applying the Marker and Cell method (MAC method) and compared with the experimental results. We discuss the validity of MAC method and the effects of the submerged plate on the motion of VLFS. As a result, we get the conclusion that the submerged plate is useful for reducing the wave exciting forces acting on the structure behind the submerged plate.
A Plankton ecosystem model was developed to investigate effects of hydrodynamic processes including advection and diffusion on size-structured phytoplankton dynamics in the mesohaline zone of the York River estuarine system, Virginia, USA. The model included 12 state variables representing the distribution of carbon and nutrients in the surface mixed layer. Groupings of autotrophs and heterotrophs were based on cell site and ecological hierarchy Forcing functions included incident radiation, temperature, wind stress, mean How and tide which includes advective transport and turbulent mixing. The ecosystem model was developed in FORTRAN using differential equations that were solved using the 4th order Runge-Kutta technique. The model showed that microphytoplankton blooms during winter-spring resulted from a combination of vertical advection and diffusion of phytoplankton cells rather than in-situ production in the lower York River estuary.

New designed floating breakwater made of Polyethelener with considering the introduction of new material for being harmony with environment and stability of the floater is developed for a marine ranching. Model experiment in order to test its capability is performed for the regular and irregular waves in ocean engineering basin. Good capability to break the incident wave within the 6 second of period and 1 m of height is shown. Breaking efficiency for long period wave is not so good in regular and irregular wave. The results of this study will contribute to the design and construction of the floating breakwater.
In recent years, coastal areas have been suffering from coastal erosion, such as destruction of coastal roads and military facilities. In this study, the Delft3D model was used to analyze the sediment transport pattern due to seasonal characteristics of summer and winter waves in Anmok beach of the East coast. Typhoon and high waves are mainly are coming from ENE direction in the summer season and the flows occur in the northward. In winter, high waves are incident from NE and the flows occur in the southward. These seasonal patterns were simulated by using Delft3D model. As for model input, reanalysis wave data of the past 38 years were used, and the seasonal patterns were analyzed by dividing the whole year into summer and winter season. The grid point of the 38 year reanalysis data is far from the Anmok beach, so the three model grid systems (wide grid -> intermediate grid -> detailed grid) are constructed. Most of the flows in the NW direction occurred in summer, but erosion and deposition was alternated along the coastline. In winter, sediment was deposited near Gangnung Port due to the southern flow and the southern port. Strong winter waves compared to summer tend to cause deposition around Gangnung Port throughout the year.

Maritime transport is dominant in the overall volume of all international transportation. Existence and overcoming of problems, which cause pressure on shipping safety, remain actual and fully concern both maritime and inland transport. Increasing speed and cargo capacity of the ships along with the reduction of crew members lead to the automation of a growing number of work processes, which indicates the need to actively introduce appropriate measures in the security system of sea-going ships and commercial ports and to develop modern approaches to minimize negative events and incidents in the process of ship operation. Advantages in use of modern methods of monitoring the safety of ship operations, management of possible events and incidents, including investigation of accidents, first, aimed at prevention of negative occurrences and ways of prevention on this basis. Considering statistics on incidents increase, this work presents analysis of general ship accident rate, study of major accidental events growth annually, and investigation of causes of incidents, which most frequently occur in port waters and at open sea. A survey of current approaches to ensuring the safety of shipping by implementing effective tools, such as event and incident management, has been conducted.
On-Scene Commander's quickly discernment is very important in Catastrophic Oil Spill. The Korea carring out multiagency to catastrophic oil spill. but It cannot communication to other agency and happened to operation empty and duplications. The United State enforced Incident Command System/Unified Command (ICS/US) on National Incident Management System in 2008. The Korea Government must be preparation Unified Command System include Non-Government and an oil refining company.

The accident of the small vessel is increasing due to the growth of the sea and service industry. According to data from National Statistical Office, for 100 ton less than small ship accident, the most of the shipping incident generated in the small ship by 84% of the total shipping incident in 2015. The radar obligatory mounting is enforced to the small vessel in order to conclude this problem. However, the problems including the maintenance cost and transmission power etc. happens high if the existing pulse radar is mounted in the small vessel. In this development, the development is for small ship fixed type radar the object. And in this paper, by using the phase array antenna revolving electronically around the beam, the antenna which it is applicable to the marine fixed type radar which can solve above problem was made and it tested.

To analyze the incident wave characteristics around Haeundae beach the long-term deep water wave data computed by wave hindcast method were used and a continuous wave observation was carried out for 1 year at the 20 m of water depth in front of Haeundae beach. Wave observation data showd that the prevalent wave direction was SSW-S in spring and summer seasons while E-SE in autumn and winter. A numerical modeling shows that the waves from E-SE are refracted strongly due to the shoal developed at the south-east side of Haeundae beach. The simulation also shows inflowing nearshore current along the east coast of the beach develops strongly in autumn and winter. Radioactive isotope tracer experiment for 155 days indicated that the tracers moves to the on-shore direction in the 1st and 2nd tracking then dispersed to the E-W direction along the shore.
