  • In late 2010, the Korea Hydrographic and Oceanographic Administration proposed a national monitoring project involving the deployment of 8 realtime ocean data buoys. The area occupied by the buoy-array, located south of the Ieodo Ocean Research Station, can be regarded as a kind of gateway to Korean waters with respect to warm currents and the shipping industry. The acronym for the project, KOGA (Korea Ocean Gate Array) was derived from this aspect. To ensure the success of the project, international cooperation with the neighboring countries of China and Japan is highly desirable. Once KOGA is successfully launched and the moored buoys start to produce data, the data will be applied to various areas such as data assimilation for operational oceanography, circulation dynamics, biogeochemical studies, satellite observations, and air-sea interactions. The aim of this paper is to provide suggestions for KOGA planning and applications.

  • In 19th May 2014, the government announced that KCG(Korea Coast Guard) is dissolved regarding responsibility for recently accident which is Sewol ferry disaster. But KCG, a central administrative agency is responsible for protecting maritime sovereignty of South Korea; the most basic and indispensable organization. Furthermore, The purpose of KCG is to provide the safety of the public and keeping of public order by prescribing matters necessary for the securement of maritime security, maintenance of public order and protection of marine resources & facilities. Therefore, In this article, I would like to suggest tentatively named FRAMEWORK ACT ON KOREA COAST GUARD's management plan which could reflect the scope of functions. It means we examine the current state of KCG, and would like to signpost for the most ideal way of legal system in Korea Coast Guard. Finally, this treatise is expected that this research can be a guideline contribute to improving Korea Coast Guard relevant laws even a little.

A Study on the Analysis of Domestic Shipboard Disaster (5년간(′95~′99년)국내의 선원재해 현황에 관한 연구)

  • Recently, in the whole fields of industry including shipping business, the conception and importance of Human Factor is very highly and frequently emphasized. But the domestic crew disaster including injury and illness in our shipping business shows higher accident rate than other shipping countries. Therefore the developing of measures to prevent/reduce the accident is highly required as the marine accident including crew disaster causes enormous loss of property and human life in size and scale. But, because the domestic data regarding the crew accident are relatively insufficient and rule, the developing of those measures has many difficulties. Therefore, this study is to make the concerning data for the useful reference by showing the trend and current situation of crew accidents, assorted by the crew's rank, type of the accident, injured part of the body, cause of the accident, type of ships and type of the works when the accident occurred, by using the each ocean-going shipping company's recent 5 years('95∼'99) data in korea.

  • This study aims to determine problems of the damage investigation system of aquaculture products resulting from natural disaster and to deduce improvement plans for such problems. The main problems revealed from this study were as follows: 1) detailed damage investigation is carried out only by one particular organization, 2) for aquaculture insurance subscribers another detailed damage investigation is conducted to reveal the causes of natural disaster by a joint investigator team formed according to a different legislation with a different purpose, 3) damage investigation is usually suffered from lack of labor, budget and time due to the restriction of natural damage to a certain period of season leading to the absence of quick reaction capability for irresistible natural disasters, and 4) there are no specified procedures and protocols for deciphering causes of a natural demage. The improvement plans to find solutions for such problems are as follows: 1) for the investigation, the object, method and role of the investigation organization should be clarified by improving the present legislation, 2) investigation methods for determining the demage causes should be systematized by making a manual to minimize disputes, and 3) supports for the investigation organization should be institutionalized to guarantee sufficient budget and manpower. Under the present circumstance with continuous natural damages, smooth procedures of damage compensation would lead to the management stability of aquaculture farms.

Sensitivity Analysis in the Prediction of Coastal Erosion due to Storm Events: case study-Ilsan beach (태풍 기인 연안침식 예측의 불확실성 분석: 사례연구-일산해변)

  • In coastal morphological modelling, there are a number of input factors: wave height, water depth, sand particle size, bed friction coefficients, coastal structures and so forth. Measurements or estimates of these input data may include uncertainties due to errors by the measurement or hind-casting methods. Therefore, it is necessary to consider the uncertainty of each input data and the range of the uncertainty during the evaluation of numerical results. In this study, three uncertainty factors are considered with regard to the prediction of coastal erosion in Ilsan beach located in Ilsan-dong, Ulsan metropolitan city. Those are wave diffraction effect of XBeach model, wave input scenario and the specification of the coastal structure. For this purpose, the values of mean wave direction, significant wave height and the height of the submerged breakwater were adjusted respectively and the followed numerical results of morphological changes are analyzed. There were erosion dominant patterns as the wave direction is perpendicular to Ilsan beach, the higher significant wave height, and the lower height of the submerged breakwater. Furthermore, the rate of uncertainty impacts among mean wave direction, significant wave height and the height of the submerged breakwater are compared. In the study area, the uncertainty influence by the wave input scenario was the largest, followed by the height of the submerged breakwater and the mean wave direction.

  • The purpose of this study is to present the concept of merchandising Styela clava HERDMAN developed in 2016. The main contents of this study are analyzing the general condition of Styela clava HERDMAN, We intend to promote stable and sustainable development of Korean aquaculture by activating the aquaculture insurance system by expanding coverage items and coverage, and increasing insurance coverage.

Relationship between Interannual Variability of Phytoplankton and Tropical Cyclones in the Western North Pacific

  • We investigated the interannual relationship between chlorophyll concentrations in the western North Pacific and tropical cyclones (TCs) in the western North Pacific by analyzing data collected for >12 years. Despite the short-term scale (2~3 weeks) in the contribution of tropical cyclones to phytoplankton, the current study revealed that the long-term chlorophyll variability in the western North Pacific is profoundly related to long-term variability in the frequency of TCs. It was also found that the Pacific decadal oscillation (PDO) tends to control such relationships between the 2 bio-physical systems. This result suggests a significant climatic relationship between TC activity and marine phytoplankton, and also suggests the possibility of more accurate estimations of primary production in the western North Pacific.

  • Korea has disposed of medium and low level radioactive waste generated by operating nuclear power plants permanently through the radioactive waste repository located in Gyeongju. However, the maritime transport of radioactive waste is exposed to the risk of marine accidents, and it will be necessary to introduce a system to secure safety from the viewpoint of the function and role of the Korea Coast Guard. Especially, Korea is affected by large-scale marine accidents, such as the Hebei Spirit or Sewol accidents. From this point of view, we analyzed the current status of Korea radioactive waste shipping and examined the response systems of major foreign countries. As a result of examining major cases of accidents, we have operated an Emergency Towing Vessel (ETV) fleet centering on European countries in order to respond urgently to marine casualties that may have social, regional and international effects, such as accidents of similar nuclear material carriers and dangerous cargo ships. It proves a partial effect. Based on this, we propose the introduction of the Korean ETV System. In other words, it is necessary to respond to large-scale marine accidents that could lead to enormous environmental, property, and personal damage, such as marine accidents involving nuclear material ships, large oil tankers, and large passenger ships. For this, it seems necessary to introduce Korea ETV, which can carry out emergency towing, oil pollution control function, large - scale rescue equipment and manpower. This will lead to the enhancement of the Korea Coast Guard response to marine accidents, and will not miss the golden time of the initial response to the national disaster, which will help protect precious people, property and the environment.

A Study on the Meteorological Disaster of Fisheries and Ocean Institution in Jeju Island (제주도 수산해양시설의 기상재해에 관한 연구)

  • The typhoon, heavy rain, blizzard, storm and heavy snowfall had the main caused of natural disasters occurred in Korea from 1993 to 2002. Among them, typhoon has responsible for biggest disaster, recording about 47.4% of total economic damage. Typhoons concentrated mostly in the months from June to October. The average occurrence number in those months ranged from 3.9 to 5.5 based on 30 years of record(1971-2000). However, the numbers increased from 4.0 to 6.2 during the most recent 10 years(1991-2000). Jeju province, among others in Korea, was most frequently affected by typhoon which occurred 23 times during the period of 1991-2000. Typhoons which occurred from July to early August have passed mostly through the west of Jeju, whereas, those of late August to September have passed through the center and eastern sea area of Jeju. The typhoons 'Ramasun' and 'Rusa' caused severe damage in Jeju area in September 2003 and the surge heights were +39cm and +77cm, respectively. The main cause of the damage was surge height which was highly associated with the tidal phase at the time of typhoon passage. The damage caused by typhoon on the aquaculture, fishing boat and harbor cosatline wall around Jeju Island which was amounted to be 417 billion won(\) during the recent 3 years(2002-2004)
