Current Status of Domestic Marine Data Construction for Maritime Digital Twin (해양 디지털트윈을 위한 국내 해양 데이터 구축 현황)

  • 해양 디지털 트윈 구축을 위해서는 바다와 인접한 육상공간, 해상 및 해저 공간 등의 공간 정보와 시시각각 변하는 해양 환경 데이터, 그리고 해양 생태계 및 해양 자원 등 관련된 해양 데이터를 수집하고 이를 트윈에 적용하는 것이 필수적이다. 본 논문에서는 해양 디지털트윈 구축을 위해 필요한 해양 데이터의 국내 제공 현황을 정리하였다.

Time-dependent behaviour of interactive marine and terrestrial deposit clay

  • A series of one-dimensional consolidation tests and triaxial creep tests were performed on Nansha clays, which are interactive marine and terrestrial deposits, to investigate their time-dependent behaviour. Based on experimental observations of oedometer tests, normally consolidated soils exhibit larger secondary compression than overconsolidated soils; the secondary consolidation coefficient ($C_{\alpha}$) generally gets the maximum value as load approaches the preconsolidation pressure. The postsurcharge secondary consolidation coefficient ($C_{\alpha}$') is significantly less than $C_{\alpha}$. The observed secondary compression behaviour is consistent with the $C_{\alpha}/C_c$ concept, regardless of surcharging. The $C_{\alpha}/C_c$ ratio is a constant that is applicable to the recompression and compression ranges. Compared with the stage-loading test, the single-loading oedometer test can evaluate the entire process of secondary compression; $C_{\alpha}$ varies significantly with time and is larger than the $C_{\alpha}$ obtained from the stage-loading test. Based on experimental observations of triaxial creep tests, the creep for the drained state differs from the creep for the undrained state. The behaviour can be predicted by a characteristic relationship among axial strain rate, deviator stress level and time.

  • The recent increase in size and speed of ships resulted in the existing maritime routes becoming narrow relative to the size of new ships. At the same time, as the improvement and optimization in marine transportation take place and the construction of structures in seas and harbor improvements pick up speed, there is an increasing probability of marine accidents. Due to these environmental changes, the need to professionally analyze the effect of marine structures on navigation arose to ensure safety of ships and a law was enacted and introduced for the Maritime Traffic Safety Audit (MTSA). In this study, a Qualitative assessment for verifying the effectiveness of MTSA was carried out with case analysis and analysis model in other similar audit scheme. It is expected that an analyzed result for effectiveness of MTSA will be a steppingstone for enhancing the MTSA and keeping maritime traffic safety as its own purpose.

A Study on the Improvement of Crisis Alerts of Disaster-related Crisis Management Standardized Manuals (재난 관련 표준매뉴얼의 위기경보 개선방안에 관한 연구)

  • Korea has been preparing and operating crisis management standardized manuals so that over 30 disaster types that need to be managed at the national level can be selected and systematically managed. This study analyzed the crisis alert levels of two standard manuals related to the case with reference to the contents of the Framework Act on the Management of Disaster and Safety and National Crisis Management Basic Guidelines. According to the Act and Guidelines, crisis alerts are issued before a crisis or disaster, but the criteria of crisis alerts of the two manuals showed that the national crisis had already occurred and the disaster occurred due to a marine vessel accident at the serious level. In addition, the results of timing of issuance of crisis alert were reviewed. If the signs can be identified, a crisis alert may be issued prior to the occurrence of the incident, but a crisis alert cannot be issued when an incident occurs without a sign. In the case of an incident where there are no signs, but there is a possibility of spreading to a national level disaster, the disaster management supervision agency could issue a crisis alert.

Temporal and Spatial Variations of Sinking-particle Fluxes in the Northwestern Subtropical Pacific (북서태평양 아열대 해역에서 침강입자 플럭스의 시·공간 변동)

  • Time-series sediment traps were deployed at 1,000 m water depth of the northwestern subtropical Pacific from July 2009 to June 2010, with the aim of understanding temporal and spatial variations of sinking-particle fluxes. The opening and closing of the traps was synchronized at 18-day periods for 20 events. Total mass fluxes showed distinct seasonal variations with high values for the summer-fall seasons and relatively low values for winter-spring. This seasonal variation at two stations was characterized by a distinct difference in $CaCO_3$ fluxes between the two seasons. The enhanced $CaCO_3$ flux in the summer - fall seasons might be attributed to an increased planktonic foraminiferal flux. Total mass flux at FM10 station was nearly 50% higher than that at FM1 station. The difference in $CaCO_3$ fluxes between two stations contributed nearly 70% of the difference of total mass fluxes. The $CaCO_3$ flux was a major component controlling temporal and spatial variation of sinking - particle fluxes in the western subtropical Pacific Ocean.

  • Damage of both life and property has been increased by natural disaster under the influence of climate change, thus many natural disaster vulnerability researches have been carried out to make adaptation policy and impact assessment of climate change recently. Their method for assessing vulnerability usually have used proxy variables for making vulnerability indices. However, because their results were too qualitative and relative it tends to be hard to make absolute comparison and establish standard of prevention or adaptation ability. Accordingly, this study aimed at quantifying natural disaster vulnerability using emergy through recognizing disaster as the relations between order and disorder by system approach. As a result, ordering energy (4.66E+22 sej/yr) and ordered structure (1.98E+22 sej) of Busan in 2003 and disordering energy (7.80E+18 sej), disordered parts (4.55E+20 sej) and rebuilding energy (3.87E+20 sej) by typhoon Maemi were analysed. And then, this was compared with Hurricane Andrew in Dade County. Through this comparison, if the prevention ability of Busan increases, disordered parts can be reduced against the more powerful disordering energy. Also, prevention for additional damages by disaster is needed to practical rebuilding action. In conclusion, it was able to figure out the impact of disaster quantitatively by natural systems and urban systems showing as common measure. Based on this study and further research to make effective prevention for how much prevention ability should be increased will contribute to producing the scientific data for disaster management policy in future.

Revising Countermeasures Against Natural Disasters Act to Introduce a Coastal Compound Disaster Management Area (해안가 복합재해 관리구역 제도 도입을 위한 법령 개정의 주요 방향)

  • Coastal compound disasters are becoming more extreme and more frequent due to climate change. Thus, appropriate and systematic disaster management is necessary to reduce potential losses. One solution to this is the creation of a coastal compound disaster management area. However, Korea's "Countermeasures against Natural Disasters Act" needs to be reformed to introduce this coastal compound disaster management area. In this study, we tried to find the appropriate direction for reforming the Act in order to establish a basis for implementing regulations on the Coastal Compound Disaster Management Area with regard to three aspects: science-based management, cooperative management, and adaptive management. The study was on the premise that the system would be operated based on the provisions of the "Countermeasures against Natural Disasters Act". Consequently for effective science-based management, it is necessary to introduce a disaster risk assessment framework. Based on the results obtained through the implementation of this framework, the management areas should be set with differential measures. Next, cooperation among the various ministries is essential to successfully respond to disasters. This study recommends the establishment of an advisory council composed of the related government departments as a pragmatic solution. Finally, in terms of adaptive management, we found that parallelly utilizing non-structural measures could compensate for the limitations of structural measures.

  • A country is acutely needed to establish a marine salvage & oil spills response system in order to prepare for a disaster. When a severe marine accidents occur, our country depends on foreign technique because of the insufficiency of facilities and technique. The damage of accidents expands due to not taking proper actions in early stage. Accordingly, in case of marine accidents, this paper aims to suggest a various scheme of infrastructure, investment of facilities, technical development, improvement of ability and etc. in salvage & oil spills response system in order to quick and effective response to the marine casualties.
