  • The purpose of this study analyzes laying stress on Japan example that background of electronic issue of international meritime insurance policy is what, and is marched in some degree present. and this study presented what hereafter subject of electronic insurance plice is. The this paper is to study the current situations of trade financial EDI in Japan and problems in application of marine insurance contracts. The subject of electronic marine policy issue is as following in trade financing EDI. (1) application of electronic document in claim demand. (2) standardization of various documents and insurance plice data. (3) insurance compensation document that become Jeonjahwa in insurance accident settlement. (4) maritime Insurance policy agreement's establishment. (5) when is monopolized to third party, realization of electronic maritime insurance policy offer.

A Proposal on the Marine Traffic Supporting System in VTS area

  • In port and its approach channel, traffic accidents such as collision, aground, minor collision have reached about 77% of total marine casualty in the area. In this paper, an attempt to enhance the safe navigation was proposed by offering marine traffic supporting system which helps VTS operator assist vessel effectively with the quantitative assessment on difficulty of each vessel. The system collects navigation data from onboard AIS, assesses the data in assessment mode to analyze the navigation difficulties of each vessel and displays the degree of danger of each vessel on the ECDIS in real-time to decide the intervention time or order of priority for VTS operator. The effectiveness of the system was verified by the VTS operators in Korea.

  • Marine accidents show various causes and effects in Korea where 3 sides of the country are surrounded by the ocean. Every year, 600 to 700 marine accidents occur mostly by small fishing boats. There are repeated accidents which involve crashes of coastal ships with fishing boats, which produce casualties and massive environmental hazard and the need for underwater search for shipwrecks. From the beginning of 21st century, the decrease of large ships with large number of crews led to the emergence of digitalvessels and the digital data storage of the installed equipments on the vessels, marine digital forensic - the extraction and analysis of the stored digital data within digital vessels - became necessary. This article is intended to suggest marine digital forensics as a solution of collecting evidence for discovering the causes, liabilities and compensations of marine accidents.

  • Marine Incidents based on Heinrich's law are very important in preventing accidents. However, marine Incident data are mainly qualitative and are used to prevent similar accidents through case sharing rather than statistical analysis, which can be confirmed in the marine Incident-related data posted in the Korea Maritime Safety Tribunal. Therefore, this study derived quantitative results by analyzing the causes of marine incidents during berthing using various methods of statistical analysis. To this end, data involving marine incidents from various shipping companies were collected and reclassified for easy analysis. The main keywords were derived via primary analysis using text mining. Only meaningful words were selected via verification by an expert group, and time series and cluster analysis were performed to predict marine incidents that may occur during berthing. Although the role of an expert group was still required during the analysis, it was confirmed that quantitative analysis of marine incidents was feasible, and iused to provide cause and accident prevention information.

Comparison of Systemic Accident Investigation Techniques Based on the Sewol Ferry Capsizing

  • Objective: This study aims to survey and compare three systemic accident investigation techniques of Accimap, STAMP and FRAM, based on the application studies of the Sewol ferry accident. Background: Traditional accident investigation methods such as domino models, FTA, etc. work well for losses caused by physical component failures or actions of human in relatively simple systems, but are unable to depict mechanisms generating errors and violations in the current complex socio-technical systems. For better understanding the structure and behavior of the socio-technical systems, systemic techniques have been developed and used. Method: This study was mainly based on survey of literatures through surfing webpages of ScienceDirect and Google, and ergonomics relevant journals. The key words of Sewol, Sewol ferry, Sewol ferry accident, etc. were used in the survey. Results: Three systemic accident investigation methods included similar actors in the Sewol ferry accident including government, Ministry of Ocean and Fisheries, Korean Coast Guard, Korean Register of Shipping, Korea Shipping Association, Chonghaejin Marine Company, crew members. The methods graphically represented each level's failures or performance variabilities of relevant functions and relationships between them. It was shown that the systemic methods consider the entire system, ranging from the environment in which the accident occurred, to the role of government in shaping the system of work. Each method has its own comparative pros and cons, but the Accimap has advantages in terms of time of analysis, data required, model complexity and degree of comprehensiveness. Conclusion: This study reviewed and compared three systemic accident investigation methods, which showed that there are systemic characteristics and pros and cons in the methods. Application: The results would be used as a guideline when selecting accident investigation methods.

  • There is no system to obtain the basic data and proceed data and user input interface is complex, thus there are some limitation to utilize the oil spill prediction model. It is difficult to build the scientific response strategy in order to respond oil spill accident rapidly because it is impossible to operate the oil spill prediction model any time. In this study, the optimum operational system for oil spil prediction model has been developed considering the present system. External real time data has been linked because of impossibility of building all basic data and minimum database has been build in this study. Through this data system, real time oil spill prediction model can be utilized. And the user interface has been designed to reduce the error of the interface between user and model and the output interface has been proposed to analyze the result of modeling at multidimensional aspect. While the system for oil spill prediction model as the result of this study has some uncertainties because of depending on external data, the thing that we can predict oil spill using operate the model rapidly as soon as the accident occurred can be meaning in the response field.

An Analysis of Causes of Marine Incidents at sea Using Big Data Technique (빅데이터 기법을 활용한 항해 중 준해양사고 발생원인 분석에 관한 연구)

  • Various studies have been conducted to reduce marine accidents. However, research on marine incidents is only marginal. There are many reports of marine incidents, but the main content of existing studies has been qualitative, which makes quantitative analysis difficult. However, quantitative analysis of marine accidents is necessary to reduce marine incidents. The purpose of this paper is to analyze marine incident data quantitatively by applying big data techniques to predict marine incident trends and reduce marine accident. To accomplish this, about 10,000 marine incident reports were prepared in a unified format through pre-processing. Using this preprocessed data, we first derived major keywords for the Marine incidents at sea using text mining techniques. Secondly, time series and cluster analysis were applied to major keywords. Trends for possible marine incidents were predicted. The results confirmed that it is possible to use quantified data and statistical analysis to address this topic. Also, we have confirmed that it is possible to provide information on preventive measures by grasping objective tendencies for marine incidents that may occur in the future through big data techniques.

Radioactivity data analysis of 137Cs in marine sediments near severely damaged Chernobyl and Fukushima nuclear power plants

  • Using several accessible published data sets, we analyzed the temporal change of 137Cs radioactivity (per unit mass of sample) in marine sediments and investigated the effect of the water content of sediment on the 137Cs radioactivity, to understand the behavior of 137Cs present in marine environments. The 137Cs radioactivity in sediments decreased more slowly in the Baltic Sea (near the Chernobyl nuclear power plant) than in the ocean near the Fukushima Daiichi nuclear power plant (FDNPP). The 137Cs radioactivity in the sediment near the FDNPP tended to increase as the water content increased, and the water content decreased at certain sampling sites near the FDNPP for several years. Additionally, the decrease in the water content contributed to 51.2% of the average 137Cs radioactivity decrease rate for the same period. Thus, it may be necessary to monitor both the 137Cs radioactivity and the water content for marine sediments to track the 137Cs that was discharged from the sites of Chernobyl and Fukushima nuclear power plants where severe accidents occurred.

  • The purpose of this study was to identify the causal relationship developmental activity of the marine sports among the educational value and barrier's factors in a middle school teachers in Busan. Responses were collected from 352 questionnaires which participated in the survey chosen by convenient sampling from the middle school teachers who working the area of Busan. A total of 338 responses were used in data analysis; 14 questionnaires were excluded form data analysis because of incomplete or missing data. To conduct this study the multiple regression analysis was used by SPSS 10.0. The result of this study disclosed; first, The factors of educational value such as self-concept development, collaboration, human relationship, and emotional development were statistically causal relationship with the developmental activity of the marine sports. The other factors of creativity, leisure activity, and health were not statistically causal relationship with the development activity of the marine sports. Second, the barrier's factors of facility and weather were statistically causal relationship with the developmental activity of the marine sports. The other barrier's factors of safety accident, program, and participation expense were not statistically causal relationship with the developmental activity of the marine sports.

A Design of Data Model for Marine casualty based on S-100 (S-100 표준 기반 해양 사고 데이터 모델 설계)

  • The International Maritime Organization's e-Navigation strategy is to introduce new technologies to ships to support easier and safer navigation. With the e-Navigation strategy, various equipment will be installed in vessels and the system structure will be linked to onshore systems. For this reason, a common data structure between systems became necessary, and finally the S-100 standard developed by the International Hydrographic Organization was selected. This paper describes a design of marine casualty data model based on the S-100 standard. The data model of the S-100 standard is designed in the form of a UML class diagram, and the final encoding follows the GML / XML format. We will look at the S-100 standard and product specifications under development, and describe the S-100 standards-based data design and portrayal definition of marine accident data.
