CMA 해기사 교육제도에 관한 고찰 (The Maritime Education & Training at CMA)

  • 미국은 국가안보와 해운산업 국제 경쟁력 강화를 위하여 미 연방상선대학과 같은 4년제 대학교육으로 상선사관을 양성하고 있다. 미국의 해기사 양성제도는 크게 연방정부에서 지원 운영하는 Academy (U. S. Merchant Marine Academy와 U. S. Coast Guard Academy)와 각 주(State)에서 지원 운영하는 캘리포니아해양대학교 등 6개 주립대학의 정규 4년제 교육을 통하여 이루어진다. 본 연구에서는 미국 해기사 교육기관 중 교육중심의 캘리포니아 해양대학의 교육제도, 실습방법, 실습선 운영형태를 파악하여 우리나라 해기사 교육제도에 도움이 되게 하고자 한다.

  • Marine officers should have crisis control ability because ship operation needs not only highly specialized information, but also functional capability due to the fact that there always exist dangers at sea, which are different from those at shore. Therefore, marine officers should be trained on the related specialized information under the systematical educational system including shipboard training. Their training is also based on the strong spiritual power and physical strength through the strict training process. In order to have these vocational personalities, dormitory life training and shipboard training courses seem to be essential processes, which are required of maritime education. The introduction of automatic system into the ship as a result of the recent development of technology brings decrease of the full number of crew. Consequently, marine officers are increasingly under heavy burden, and should have more ship operation capabilities than before. Maine officers should have not only specialized information which differs from that at shore, but also vocational adaptability which can reasonably tackle with all the problems which exist on the spot and are obstacles to individual, spiritual, physical, natural, and social demands. So it is required that marine officers should have study many areas to deal with as extra curricula besides their major field of study, which are unique characteristics of the education for them. These vocational adaptabilities are based on the spiritual characteristics, such as self-developmental education, responsibility, meticulous care, attentiveness, voluntary, planning, readiness, spontaneity, accuracy, self-denial, obedience, leadership, and etc.

  • Pumps have been widely used for transporting fluid in most of the merchant ships. However, the present status of using pumps for marine vessels has not been studied. This paper is to classify and analyze pumps installed in many ships(LNGC, Oil Tanker, Bulk, Container, Training ship). Finally, Pumps installed in the training ships are compared with merchant ships about the present status of using pumps.

A Study on the Effects of ARPA/Radar Simulation Training

  • In this study, a survey was conducted among students who received ARPA/radar simulation training in order to verify the effect of training. An effective training method based on the analysis results was also proposed. Furthermore, this study analyzed full mission simulation conducted over one semester, and found that training effect increased as time passed. The survey showed improvement in skills related to radar/ARPA utilization, ARPA decoding, ship handling, and overall skill. Students responded practical skills improved more than theoretical knowledge, and also analysis showed that ship handling skills had a larger effect than radar decoding skills on improving overall skill, therefore proposed that theoretical education regarding the functions of radar and ARPA should be reinforced in ARPA/radar simulation training.

다목적 어업실습선 개발과 내항성능 시험 결과 (A study on the development of multi-purpose fisheries training ship and result of seakeeping model test)

  • According to the recent presentation by the Korean Maritime Safety Tribunal, about 70% of marine accident occurs from fishing vessel, and 90% of cause of entire marine accidents attributes to human error. As fishing vessels require basic operations, fishing operations, other additional operations and techniques such as fish handling, cultivating excellent marine officer to prevent marine accident and develop industry is very important. A fisheries training ship is still very difficult to satisfy the demand for diversity of fishery training and sense of realism of the industry. As the result of employment expectation by category of business survey targeting 266 marine industry high school graduates who hope to board fishing vessels for the last four years, tuna purse seine was the highest with 132 cadets (49.6%), followed by offshore large purse seine (65 cadets, 22.4%), and tuna long line (35 cadets, 13.2%). The Korea Institute of Maritime and Fisheries Technology (KIMFT) has replaced old jigging and fish pot fishery training ships and proceeded developing and building multi-purpose fisheries training ships considering the demand of industry and the promotion of employment; however, the basic fishing method was set for a tuna purse seine. As a result of seakeeping model test, it can conduct the satisfiable operation at sea state 5, and survive at sea state 8.

실습선 백경호의 조종성능 평가 (Evaluation of the maneuverability of the fisheries training ship Baek-Kyung)

  • The model ship of this study, the Baek-Kyung fisheries training ship of Pukyong National University, has a length between perpendiculars of 85 meters, making it not subject to the IMO maneuverability standards. However, understanding the maneuvering characteristics of the vessel is essential for safe navigation. In this regard, this study was conducted to analyze the results from the sea trials of the model ship conducted in accordance with the IMO maneuverability standards. The results of the turning tests met the standards well while in the zig-zag tests, the first overshoot angle exceeded the standard in the 10°/10° test; however, such results met with a difference of 1.8° in the 20°/20° test. Additionally, using the course-stability discrimination formula, the calculated value was -0.0051, indicating unstable course-stability. The results of the stopping tests met the standards well. It is hoped that the analyzed maneuvering characteristics of the model ship from the study results will contribute to the safety of ship navigation.

선박조종 시뮬레이터를 이용한 해사교육 및 훈련 (Maritime Education and Training(MET) by Ship Handling Simulator)

  • Several full mission simulators have been installed since about 10 years ago in Korea. The newly established Marine Simulation Training and Research Center at Korea Maritime University has played a key role for education and training of both cadets and in-service officers trainees, and for research on Korea ports such as Jeju international cruise port, Ulsan SBM and Kwangyang container port and many others. This study mainly focuses maritime education and training on the ship handling simulation and the bridge resource management conducted by Korea Maritime University.

실습선 가야호의 해상상태와 선내 위치에 따른 뱃멀미 지수에 관한 연구 (A Study on the Motion Sickness Incidence due to Sea State and Location of the Training Ship Kaya)

  • For boarding comfort and pleasant boarding sensitivity of passenger in passenger ship, there are a few methods such as motion sickness rate or MSI(Motion Sickness Incidence) to assess safety of passenger ship. To find out MSI or motion sickness rate of the training vessel Kaya of Pukyong National University, we use lots of various factors: sea condition, incident angle in main sail way, economic speed, calculation position of motion sickness, sea state, work place and reduce zone of ship. In this paper, we adopted Maxsurf Seakeeper program based on Strip Theory and carefully compared theoretical results with experimental results.

어업실습선의 SPS Code 적용과 항만국통제 현황 분석 (Application of SPS Code and analysis on status of Port State Control in Korea fishery training ship)

  • This study identified application range of SPS Code(Special Purpose Ship Code) applied to fishery training ship in Korea, and proposed counterplan for port state control. The latest contents of relevant convention was verified, used APCIS of Tokyo MOU and EQASIS provided by EU to analyze the current condition and deficiencies of port state control of fishery training ship. As the result, the SPS code equal to passenger ship and cargo ship of SOLAS convention should be satisfied with fishery training ship, and must follow ISPS Code. As for the result of record of port state control, it was confirmed that 8 fishery training ships were inspected 76 times and pointed out with 411 deficiencies in Tokyo MOU nation. 75% of deficiencies were related to SOLAS convention, and 71 times of inspections were conducted in Japan. Because it is not free from the fishery training ship, there is a need for active corresponding and preparation by enhancing local cooperative system and sharing the Internet inspection background, and need to develop and implement in-depth internship program to improve port state control counter plan for the trainees.

선박 해양오염방지관리인 교육·훈련 교육과정 개선방안에 관한 연구 - 국내·외 법정교육 비교·분석을 기반으로 - (Improving the Ship Marine Pollution Prevention Manager Education and Training Curriculum - Based on a Comparative Analysis between Korean and Foreign Legal Education -)

  • 국내·외 무역을 위한 해상운송의 양적증가는 선박 및 해양오염사고 증가의 주요한 원인 중 하나이다. 선박에 의한 해양오염사고 예방 및 경감을 위한 각국의 관련 법·제도 시행에도 불구하고, 선박 종사자에 의한 인적과실(부주의·고의 등)이 해양오염사고 발생의 가장 큰 원인으로 보고되고 있다. 선박 기인 해양오염사고 경감에 가장 효과적인 방법 중 하나는 선박 종사자에 대한 체계적인 교육·훈련을 통해 인적과실을 줄이는 것이다. 따라서 본 연구에서는 「해양환경관리법」 등의 국내법령에 근거하여 시행 중인 선박 해양오염방지관리인에 대한 법정 교육·훈련 교육과정의 적절성을 검토하고 개선방안을 제시하고자 하였다. 이를 위해 법·제도가 우리나라와 유사한 일본의 해양오염 및 해상재해 방지 관련 법정교육·일반교육 과정과 비교·분석을 수행하였으며, 우리나라에서 시행 중인 육상오염방지 및 안전관리 담당 전문가에 대한 법정교육 사례를 조사·검토하였다.
