Enhancing Implementation Capability of National Maritime Administration for Preventing Marine Pollution

  • Almost of all the impediments to enchancing ship safety and preventing vessel-source marine pollution arise from the interaction between direct and indirect factors. The direct factors come from human errores and failure in complince with the international convention standards for the operation of vessels. The indirect factors derive from the will and attitudes of the countries taking little responsibilities with appropriate seriousness for policing their fleets. By focusing in these aspects, this paper intends to propose a new international regime to improve the implementation capability of national maritime administration of each member government of IMO(International Maritime Organization).

동북아 해역 권원중첩수역 공동개발합의와 공동환경보호합의 도출 방안 (A Study on the Ways to Joint Marine Development and Joint Marine Environmental Protection in Northeast Asia)

  • China, Japan and Korea are the world's top 10 energy consumers, and so very interested in the development of seabed hydrocarbon resources in order to meet their energy demands. The East China Sea is the tri-junction area where three countries' entitlements on the maritime boundaries are overlapped. There are abundant oil reserves in the East China Sea, and therefore competitions among countries are growing to get control of them. Although these countries have concluded the bilateral agreements to jointly develop resources in the East China Sea, they do not function as well. Because joint development and management of seabed petroleum resources can lead to stable development system, and to lower possibility of legal and political disputes, the needs for joint development agreement among three countries are urgent. Meanwhile, Northeast Asian seas are semi-closed seas, which are geographically closed and vulnerable to marine pollution. Moreover there are a lot of nuclear power plants in coastal area, and seabed petroleum resources are being developed. So it is likely to occur nuclear and oil spill accidents. Fukushima nuclear disaster and Bohai Bay oil spill accident in 2011 are the cases to exhibit the potential of major marine pollution accidents in this area. It is anticipated that the risks become higher because power plants and offshore oil platforms are extending gradually. Therefore, the ways to seek the joint marine environmental protection agreement focused on regulation of nuclear power plant and offshore oil platform have to be considered. In this paper, we try to find the way to make joint development and joint environmental protection agreement in Northeast Asian seas. We concentrate on the measure to drive joint development of seabed petroleum deposits in East China Sea's overlap area, despite of maritime delimitation and territorial disputes, and we try to drive joint marine environmental protection system to respond to marine pollution and accidents due to offshore oil platform and nuclear power plants. Through these consideration, we seek solutions to deal with lack of energy, disputes of maritime territorial and boundary delimitation, and marine pollution in Northeast Asia.

지방정부 해안방제능력의 개선방안에 관한 연구 - 중앙정부의 지원방안을 중심으로 - (A Study on the Improvement of the Marine Pollution Management Capacity of Local Governments - Focucing on Support by the Central Government -)

  • 본 연구는 국내 외적으로 해양오염사고 예방에 관한 관심과 중요성이 날로 증대되는 가운데, 지방정부 중심의 해안방제체계를 구축하기 위한 정책방향 설계에 그 목적이 있다. 따라서 지방정부의 해안방제능력을 진단하고 해안방제 실행력 강화를 위해 필요한 중앙정부의 정책적 지원방안이 무엇인지를 밝혀보고자 하였다. 이러한 연구목적을 달성하기 위하여 국내외에서 일어났던 대규모 해양오염사고 사례분석을 통해 지방정부가 해안방제를 어떻게 수행했는지를 분석하고, 해안방제에 관한 지방정부의 문제점을 찾아내어, 향후 발생가능한 대형 해양오염사고의 해안방제 대비에 필요한 사항을 중심으로 단계별 대응체제 구축, 교육훈련 강화, 인적 네트워크 활성화, 방제자원 확보근거 마련, 전담부서 신설 등 지방정부의 해안방제능력 개선방안을 제시하였다. 그러나 아직까지 지방정부의 해안방제관리능력에 관한 연구가 일천한 상황에서 본 연구는 시험적 연구라고 판단되며, 따라서 본 연구의 결과는 시험적 연구로서 다음의 후속 연구에 큰 도움이 되었으면 한다.

Benthic Pollution Assessment Based on Macrobenthic Community Structure in Gamak Bay, Southern Coast of Korea

  • Benthic pollution assessment based on macrobenthic community structure with environmental variables was carried out at twelve stations during two periods on a presumed pollution gradient in Gamak Bay. Univariate and multivariate methods were applied to investigate structural changes in the benthic communities. A clear gradient of pollution effects on the macrobenthic community was observed from the interior to the exterior of the bay. The community on the northwestern basin was severely disturbed due to a low level of hydrodynamics and a large amount of pollutant input from nearby cities. Exterior regions on the southern basin appeared to have the best benthic environmental characteristics among all stations according to most methods of analysis. Central ridge regions and two stations around the islets in the mouth of the bay exhibited intermediate levels of perturbation when compared to the more disturbed interior and undisturbed exterior regions. Pollution effects on the communities were attenuated at the southern area of the central ridge during spring compared to those of summer, where aquacultural farming was densely distributed. The environmental variables primarily correlated to the macrobenthic community structure were total organic carbon (C), organochlorine pesticides (OCPs), and tributyltins (TBTs), contents found on the surface sediment, as anthropogenic variables indicating organic materials.

목포하수처리장 가동에 따른 목포항 유입 오염부하량의 변화 (The Change of Pollution Loads flowing into Mokpo Harbour Due to the Operation of Mokpo Municipal Sewage Treatment Plant)

  • In order to study the change of pollution loads flowing into Mokpo harbour after the operation of Mokpo Municipal Sewage Treatment Plant (MMSTP) and to evaluate the contribution of MMSTP operation to the improvement of marine water quality of Mokpo harbour, the pollution loads flowing into Mokpo harbour from land in dry weather were surveyed and estimated on the bases of the seasonal flow rates and the seasonal water qualities of streams and effluents located around Mokpo harbour from summer, 1997 to spring, 1998 before the operation of MMSTP, and the pollution loads of the inflow and the effluent of MMSTP were also surveyed and estimated from winter, 1998 to spring, 1999 after the operation of MMSTP. The treatment rates of MMSTP were shown to be about 49% in COD, 76% in TSS, 79% in VSS, 3% in T-N, 7% in DIP, 29% in T-P and -32% in DIN. The change rates of pollution loads flowing into the inner harbour of Mokpo due to the operation of MMSTP were shown to be about 56% In COD, 78% in TSS, 84% in VSS, 45% in DIN, 22% in T-N, 34% in T-P and -14% in DIP. The contribution rates of MMSTP operation to the reduction of total pollution loads flowing into the entire Mokpo harbour were found to be about 3% in COD, 3% in 755,5% in VSS,1% in DIP, 3% in T-P and -1% in DIN.

연안해역에서 분변오염의 생화학적 지표(coprostanol)에 관한 연구 (Studies on biochemical indicator(coprostanol) of fecal pollution at coastal waters)

  • 분변성 생화차적 지표인 coprostanol(5-cholestan-3-ol)을 이용하여 1997년 여름에서 1998년 겨울에 걸쳐 낙동강 하구와 진해만에서 분변오염의 정도를 조사·연구하였다. Coprostanol은 사람을 포함한 포유동물의 분변에서만 발견되므로 분변오염에 대한 유용한 추적자로 사용된다. 조사결과 coprostanol은 기존의 분변오염의 지표로 사용되는 분변계 대장균이나 암모니아보다 주변환경의 변화를 덜 받았으며 좋은 지표로 나타났다. 따라서 coprostanol과 그 계열의 성분들을 장기적으로 관찰하면 분변유입으로 인한 해양환경 및 해양생태계에 미치는 영향에 대한 지표로 유용하게 사용학 수 있는 것을 국내연안에 적용해 보았다.

북한의 「바다오염방지법」에 관한 법적, 경제적 고찰 (Marine Pollution Prevention Law of North Korea -Legislational and Economic Perspectives)

  • 본 연구에서는 북한의 "바다오염방지법"에 대해 법적 경제적 함의에 대해 분석하였다. 이를 위해 북한의 관련법령과 우리나라의 법률, 제한적인 정보와 기존 연구문헌을 통해 비교분석하였다. "바다오염방지법"은 북한의 해양환경관련법령 중에서 기본법의 성격을 가지고 있다. 그러나 남한의 관계 법률과 달리, "바다오염방지법"은 환경권이나 행복권 추구라는 민주시민의 기본권리 보장보다는 해양오염방지를 통한 자원의 확보를 강조하고 있다. 또한 각급 국토환경보호기관(관련기관, 기업체, 단체 포함)의 실질적인 정책시행 등에 대한 제반규정이 적다. 북한의 법령체계의 특수성을 고려한다고 하더라도, 실행체계에 대한 미비로 인해 법의 실효성에 문제가 있을 것으로 판단된다. 이 법의 경제효과분석을 위해서는 자료축적이 필요하다. 향후 통일을 대비한 남북한의 법령제도통합을 위해서는 비교적 이념중립적인 환경관련법령을 통한 접근이 중요하다.

Oil Spill Response System using Server-client GIS

  • It is necessary to develop the one stop system in order to protect our marine environment rapidly from oil spill accident. The purpose of this study is to develop real time database for oil spill prediction modeling and implement real time prediction modelling with ESI and server-client GIS based user interface. The existing oil spill prediction model cannot provide one stop information system for public and government who should protect sea from oil spill accident. The development of multi user based information system permits integrated handling of real time meteorological data from external ftp. A server-client GIS based model is integrated on the basis of real time database and ESI map to provide the result of the oil spill prediction model. End users can access through the client interface and request analysis such as oil spill prediction and GIS functions on the network as their own purpose.

  • 후쿠시마 원전사고 이후, 오염수 방출등에 의한 해양오염문제가 크게 대두되고 있다. 본 논문은 해양환경 모니터링 센서 시스템 개발에 관한 연구에 관한 내용이다. 본 논문에서는 해양환경 모니터링을 위해서 실시간의 해상에서의 여러 가지 해양 오염원을 계측하고 이를 실시간으로 분석하여 관측센터로 전송하는 센서 및 통신 시스템에 관한 연구를 발표하고자 한다.
