Optimal Site Selection of Floating Offshore Wind Farm using Genetic Algorithm (유전 알고리즘을 활용한 부유식 해상풍력단지 최적위치 선정)

  • Among the renewable energy resources, wind power is growing rapidly in terms of technological development and market share. Recently, onshore wind farm have been affected by limitations of terrestrial space and environmental problems. Consequently, installation sites have been moved to the sea, and the development of floating offshore wind farms that are installed at deep waters with more abundant wind conditions is actively underway. In the context of maritime traffic, the optimal site of offshore wind farms is required to minimize the interference between ships and wind turbines and to reduce the probability of accidents. In this study, genetic algorithm based AIS(Automatic Indentification System) data composed of genes and chromosomes has been used. The optimal site of floating offshore wind farm was selected by using 80 genes and by evaluating the fitness of genetic algorithm. Further, the final site was selected by aggregating the seasonal optimal site. During analysis, 11 optimal site were found, and it was verified that the final site selected usng the genetic algorithm was viable from the perspective of maritime traffic.

  • According to international regulations, it is mandatory for navigators or engineers to acquire suitable skillsets before their designation as a duty officer on board. One of the most important elements is Maritime English (ME), wherein students are taught a required set of basic skills that enable them to process various documents related to accidents, ship conditions, and inspections. Students have to be equipped not only with the use of general English skills but also with the coherent use of technical terms and phrases. However, due to the unique circumstances that exist in the maritime domain, the methods used for imparting maritime knowledge and the manner in which it is evaluated are restricted. Hence, this study aims to utilize an online Maritime English learning and testing platform that can be accessed on smart devices to analyze its impact on the students' learning process. An experiment was conducted on two groups of cadets, one that used the platform and another group that did not. After six-week, the experiment results showed a significant difference between the ME test scores of the two groups. The test scores were further analyzed by incorporating the students' personal elements to measure the ef icacy of the ME test platform. Therefore, the learning and evaluation processes are expected to be implemented in ways that are appropriate and convenient to specific circumstances and be widely used in the field of maritime education in the future.

  • The present Common Structural Rules for double hull oil tanker is not included the residual strength, which is one of the functional requirements in design part of Goal-based new ship construction standards (GBS). The GBS will be enforced after July 1, 2016. The requirement related residual strength has the goal to build safe ship even if she has the specified damages due to marine accidents including collision and grounding. In order to assess the residual strength based on risk for structural damages according to GBS, tons of nonlinear FE analysis work taking into account various types of damage will be needed. The Smith's method, a kind of simplified method for the strength analysis is very useful for this purpose. In this paper, the residual strength assessments based on ultimate strength using Smith's method were carried out. The objected ship is VLCC with stranding damage in bottom structures. Also, the results were compared with that of nonlinear FE analysis using three cargo hold model.

A Study on Estimating the Appropriate Fee of Aids to Navigation Service for the Pyeongtaek Regional Office of Oceans and Fisheries (평택지방해양수산청의 적정 항로표지이용료 추정에 관한 연구)

  • Aids to Navigation (AtoN) contribute to preventing marine accidents and protecting marine environment by providing various information such as location information etc. to ships. Recognizing the importance of the AtoN, a 24 won of the AtoN service fee is charged for ships entering and leaving international trade ports. However, while the 24 won of the AtoN service fee has been maintained since its establishment in 1999, the demand for new roles of the AtoN service for autonomous shipping and smart port operations, etc. has gradually increasing with the change of shipping and port 4.0. Thus the purpose of this study was to estimate the appropriate level of the AtoN service fee in accordance with such changes in the shipping and port industries. To accomplish this, a method of recovering the total cost was introduced to the PROOF (Pyeongtaek Regional Office of Ocean and Fisheries). It is estimated that there are four cases in which estimation of the AtoN service fee is estimated in two cases year by year and conversion year, the AtoNs of PROOF are classified into the all and part of a ship using the trade port. As a result of the estimation, the AtoN service fee of PROOF is estimated at 53.78-71.62 won (as of 2019), and 29.78-47.62 won is higher than the today at 24 won. The results of this study can be used as useful basic data for the operation of budgets and policy management considering the role of the AtoN.

A Study on Improving the Efficiency of the Survival Rate for the Offshore Accommodation Barge Resident Using Fire Dynamic Simulation (화재시뮬레이션을 이용한 해양플랜트 전용생활부선 거주자의 생존율 향상에 대한 연구)

  • The offshore plant crews that were commissioned in the commercial startup phase boarded the offshore plant in two shifts until the end of the project. The crews who were hired by the owner side stayed in the original offshore plant during the project. However, most of the offshore plant commissioned members who were dispatched from the shipyard were accommodated in the offshore accommodation barge. For this reason, they were exposed to many accidents since there are a lot of people staying in a small space. This study suggested a method for improving survival rate at offshore accommodation barge in terms of life safety. It is assumed that the fire accident among unfortunate events which take place in the offshore accommodation barge mainly occurred. So, this study analyzed the safety evacuation for offshore plant employees using fire simulation model based on both domestic and international law criteria. In particular, When fire occurs in the offshore accommodation barge, the periodically well trained crews are followed safety evacuation procedure. whereas many employees who have different background such as various occupations, cultural differences, races and nationality can be commissioned with improper evacuation behaviors. As a result, the risk will be greater than normal situation due to these inappropriate behaviors. Therefore, This study analyzed the Required Safe Escape Time (RSET) and Available Safe Escape Time (ASET). Also it was suggested the improvement of structure design and additional arrangement of safety equipment to improve the survival rate of the residents in offshore accommodation barge.

A Study on the Improvement of Passenger Ship Rudder Stock and Tiller Locking Nut Loosening by Analyzing an Investigation Report and the NAS 3350 Test (조타장치 사고 재결서 분석과 NAS 3350 시험을 통한 카페리 여객선 타두재와 틸러 체결 너트 풀림 개선에 관한 연구)

  • In February 2014, the rudder upper stock and the nut of a passenger ship were released and an accident occurred. That accident occurred because the steering gear of passenger ships that was intended to move many passengers. The accidents due to steering gear was zero according to 2010-2016 statistics. There is no rules prevent loosening of the upper rudder nut in "Ship Safety Act" and "Structural standard of steel ship". Since the accident, the Korea register has been revised to the joining method in Part 5 Chapter 7 of the rules in the classification of steel ships. In the field survey of 12 passenger ships operating on Mokpo and surrounding islands, the welding method was applied in the cases as the fastening method. The fastening type was equipped with two C-type structures. It was structured to be difficult to access. The NAS 3350 test was conducted to investigate ways to prevent homologous accident considering the characteristic of passenger ships that need to lift or unload rides once a year.

Hazard Factors Assessment for the Fishermen's Safety on the Vessel of Offshore Stow Nets on Anchor using Insurance Proceeds Payment of NFFC (수협 재해 보험급여를 이용한 근해안강망 어선원의 안전 위험 요소 평가)

  • The stow net is a stationary gear made from netting, usually in shape like trawl net without wings. The nets are fixed by means of anchors, placed according to the direction and strength of the current. And the commercial fishing is associated with high rate of fatal and non-fatal occupational injury. The hazard factors analysis for the fishermen's safety of offshore stow nets vessel was conducted to serve as a basic data for improving the healthy and safe working environment of fishermen using fishermen's occupational accidents of the national federation of fisheries cooperatives (NFFC) from 2012 to 2014 (n=1,144). As a result, the average occupational accident occurrence rate of this fishery was 206.9‰ in all industries 36.9 times the rate of that. In addition, average death and missing rate was found to have a very serious level management to 50.4‰ in all industries of death of 42.0 times. The accident occurred in 84.5 to 94.6% was happened at sea. The struck by object, slipping, contact with machinery, contact by object or gear and others occurred more frequently in order on the frequency of accident occurrence pattern. However, the occurrence rate of death and missing did not match the frequency of accident pattern. In other words, slipping occurred frequently higher while death and missing risk was not high. And the contact with fishing gear and fall in the waters was low while death and missing risk was high. The results are expected to contribute for identification and assessment of safety hazard occurred in offshore stow nets vessel.

Using the Gyeong-in Ara Waterway to Revitalize Coastal Shipping (연안해운 활성화 측면에서의 경인아라뱃길 활용 방안)

  • Many countries are developing transportation technologies aimed at reducing environmental pollution and the environmental burden. For example, environmentally friendly transportation routes and methods are being used to improve inland waterways in Europe. Against this backdrop, a case study was conducted on special cargo (weight cargo, earth and sand, etc.) on Korea's Gyeong-In Ara Waterway, an inland waterway connecting the Han River and the West Sea, serving a distribution function. The results of the analysis showed that coastal shipping could be promoted using the waterway, including a positive synergy among environmental, economic, and social aspects. That is, by shifting from overland transportation to marine transportation, it is possible to reduce environmental pollution, ease traffic congestion, decrease traffic accidents, and shorten the licensing period for the weight cargo demand of the northern area of the Han River. In this respect, the Gyeong-in Ara Waterway could become an environmentally friendly transportation route, promoting coastal shipping in Korea. However, for this to occur, support systems such as subsidies for marine transportation and using the inland waterway are required, as happens in the EU. Furthermore, existing policies to promote coastal shipping should be improved and applied more broadly.

A Study on the Present Status and Improving Measure of Sea Charts (해도의 사용실태 조사와 개선방안에 관한 연구)

  • The ships over the certain navigation area or her length are required to carry charts under the relevant laws. Charts are indispensible to the ships and fishing vessel, because their crew should know the water depth and location of obstacle in order to avoid danger in the navigation and fishing area. But it was found that many ships do not carry proper charts onboard according to the research marine accidents files of marine accident inquiry agency, and questionnaire survey. Consequently, many ships run aground on the coast and port. This study examined the present status of the coastal ship and the fishing vessels, and explained some problems in the aspect of the covering area, the place, the number of the selling agent and adjoining chart, as well as the geographical and traffic density, the crew on board the ship's characteristics, and so on. In this study we propose the way to solve the problem. firstly, the category of the fishing vessel which should carry the chart on bard under the related laws are required to be lowered to 10 gross tons. Besides a ship inspector should examine if the charts covering the area where to navigate even when the temporary inspection is done are carried on board property. Secondly, the inspection body or the controlling office of ship's entry and departure should check throughly whether the ships concerned carry the chart on board. Thirdly the fishing vessels should used the fishing charts, and the body concerned should train the offices about how to use chart, especiany the difference between Tokyo datum and WGS-84 datum. Fourthly the customized chart such as an atlas like a map, a calenda-type chart, a small chart, as a coated chart needs to be publish for the safety of small ship and fishing vessel. Fifthly, it is advisable to draw a recommended course in the route where the coastal navigate mainly and in the narrow channel, The adjoining area should be improved, as well as the qualify of the chart paper. Sixthly, publication of additional new chart in the southern part of East Sea, the eastern part of South Sea, the western part of South Sea and middle part of Yellow Sea near Incheon port should be thought over. Seventhly, the number of chart selling agent should be increased for the sake of purchaser in proportion to the number of port, and small correction of charts in selling agent must be carried out completely.

A Study on the Safety Handling Method of KCG's Water Jet Propulsion Ship (해양경찰 Water Jet 추진함정의 안전 조함법 연구)

  • Operational errors caused by human factors, which is the major cause of marine accidents, include lack of knowledge, misunderstanding knowledge, and inadequate procedures. Recently, the type of propulsion mounted on KCG cutters has been diversified. In particular, the water jet propulsion unit, which was mainly installed in small boats, have been gradually expanded to medium and large size Coast Guard cutters, reaching 50% of the total. Axes types are divided into 2 to 4, and the bucket types are divided into Double Reverse Bucket(DRB) and Single Reverse Bucket(SRB); in these, the backward and steering control methods are completely different. Diversification of these operating systems can increase factors causing human error by the ships' operators. However, there is a lack of research on the maneuvering methods, considering the inherent active characteristics of each type of water jet. In this paper, we analyze the sideway method suitable for the condition of Coast Guard Exclusive wharf without assistance, based on the astern performance of each type. Then, a ship handling simulator was used for the experiment; they compared and verified through interviews of captains.
