A Study on Collision Avoidance Action in the Situation of Encountering Multiple Ships by the Reserve Officer

  • The proportion of collision in the total marine accidents is high. The main causes of collisions are navigation rule violation, safety speed violation, neglected watch-keeping and improper collision avoidance action. There are two main ways of avoiding collision situations during maritime navigation: the method of altering course and reducing ship's speed. The purpose of this study is to analyze the result of the collision avoidance action of the reserve officer in case of encountering a multiple number of ships using the ship handling simulator. Full-mission ship handling simulator was used to experiment the situation scenarios that encountered multiple ships. After the experiment, the questionnaire about the experiment was investigated. A total of 50 subjects were participated in the experiment. Experimental results showed that the number of the experimenters who used the engine was 11 and the number of the experimenters who did not use the engine was 39. In the case of using the engine, there were 0 collision accident, 1 grounding accident, and 10 no accidents. However, when the engine was not used, there were 28 collision accidents, 2 grounding accidents, and 9 no accidents. The causes of these results can be found in the survey results. 74 % of the non used engine participants said they were hesitate to use the engine. As can be seen from these results, the reserve officer are hesitant to use the engine and need a way to get correct of it. Maritime course subject can emphasize the importance of using ship's engines and case study also can be it. So, It is considered that various case study scenario will need to developed by various tools in the future.

  • Now it is said that the insufficency of the designated anchorage for ships in approaching waters of Wan-do port is the one of reasons for marine safety accidents, when vessels encounter rough weather near the port. This research examined geographical feature in approaching areas of Wan-do port and suggested appropriate weather anchorage. The situations of fishing nets areas were investigated Marine vessel traffic flow was also examined. Through these research the optimal anchorage was suggested in the approaching waters of Wan-do port.

  • Marine risk assessment considers events such as collision/grounding, sinking/capsize, fire/explosion and flooding, developing relationships between their causes and effects. In addition, risk assessment of previously sunken ships are also necessary since they continuously have possibility for further oil spill or can cause other marine accidents. The objective of this paper is to develop the risk assessment systems for sunken ships to prevent oil spill and further marine causalities in order to preserve safe and clean oceans around Korea peninsula. The risk assessment systems for sunken ships comprise of database management sub-system for sunken ships, qualitative risk assessment sub-system, quantitative risk assessment sub-system, and cost-benefit analysis subsystem.

  • In this paper, the factors of 1680 marine casualties occurred during 1986-1988 are analysed by the Principal Component Analysis. The main results are as follows: 1. Most of marine casualties result from the human factors such as careless operation and insufficient engine maintenance. Engine trouble is main part of accidents and great number of accidents is rated for fishing vessels. 2. Accidents are serious in case of cargo ships, passenger ships and tankers from the point of view of the damage of human life and properties. On the other hand, those are not so serious matter in case of fissing vessels and governmental vessels. 3. Grounding, collision and capsizal mainly result from careless operation, however material defect result in flooding

  • It is important that effective and rapid response should be taken in the initial stage of the tanker accidents. A towing simulation system is essential to train in-site salvors for tile effective response in the tanker accidents. Training this system will help the marine environment to be protected from the oil pollution which could be proceed further by the secondary accidents. It this study, the towing simulation system using the TIS(Towing vessel Information System) was established, and ground reaction force was calculated using the simplified methods. This system will be useful for evaluation of towing procedures of oil tankers in stranding.

Safety analysis of marine nuclear reactor in severe accident with dynamic fault trees based on cut sequence method

  • Dynamic fault tree (DFT) and its related research methods have received extensive attention in safety analysis and reliability engineering. DFT can perform reliability modelling for systems with sequential correlation, resource sharing, and cold and hot spare parts. A technical modelling method of DFT is proposed for modelling ship collision accidents and loss-of-coolant accidents (LOCAs). Qualitative and quantitative analyses of DFT were carried out using the cutting sequence (CS)/extended cutting sequence (ECS) method. The results show nine types of dynamic fault failure modes in ship collision accidents, describing the fault propagation process of a dynamic system and reflect the dynamic changes of the entire accident system. The probability of a ship collision accident is 2.378 × 10-9 by using CS. This failure mode cannot be expressed by a combination of basic events within the same event frame after an LOCA occurs in a marine nuclear reactor because the system contains warm spare parts. Therefore, the probability of losing reactor control was calculated as 8.125 × 10-6 using the ECS. Compared with CS, ECS is more efficient considering expression and processing capabilities, and has a significant advantage considering cost.

  • In the present maritime traffic conditions of mokpo harbor, there exists many hazardous factors which may lead to huge accidents including marine oil pollution We analyze marine traffic environments including traffic congestion, natural conditions, maritime traffic accidents of the last 10 years, the fishery status, operation of traffic routes and navigational aids of navigational aids and regulations relating ships' routeing both in and out of the country. Consequently, this work is to propose improved marine traffic system in future.

An analysis of th cause of passenger ship accident -from the perspestive of policy non-compliance (여객선사고의 원인분석 -정책불응의 관점을 중심으로)

  • As passenger ship accidents so frequently have occurred, crisis consciousness is highly aroused in Korean society. Although bombastic policy guidlines were suggested in accordance with every passenger ship accident, there remains a still high possibility of such an accident reoccurring because passenger ship accidents occur from the perspective of non-compliance. The research objective of this study is to government's safety regulatory policies. Data for the analysis was collected from literature review. A Case study related to passenger ship accident is adopted for the analysis. The research methods utilized in this study consist of extensive quantitative analysis of 138 passenger ship accidents which had happened over last 10 years from 1984 to 1993 in Korea and a qualitative analysis of the passenger ship accident of the Seohae Ferry in October 1993. The results of the quantitive analysis on the 138 passenger ship accidents are as follows; Seeing the accidents yearly, the accidents which occurred by policy non-compliance are still exist, only somewhat reduced as years gone by. Seeing the accidents from the perspective of types of accident, fire accidents and death and injury accidents had more non-compliance factors than contact accidents and one-side collision accidents, etc. had. Seeing the accidents from the perspectives of types of passenger ship, large ships like car ferries and general passenger ship accidents had more non-compliance factors than any other kinds of ships had. Seeing the accidents from the perspectives of tons of passenger ships, large ships weighing more than 1, 000 tons and small ships weighing less than 50tons contained a lots of non-compliance factors. The results of the qualitative analysis of the passenger ship accident of the Seohae Ferry in Octovber 1993 are as follows; From the viewpoint of the human factor, there were non-compliance to the recruiting of required number of qualified crew members and non-compliance to the rule which prohibited them from leaving port in bad weather and high wave conditions. From the viewpoint of the ship factor, there were defects in the ship. So we might say that there was non-compliance which was aroused from the lacks of technical skills. From the viewpoint of the administrative factor, there were many non-compliance factors such as sailor education, shipping management, rescue, safety equipment. From the viewpoint of the passenger factor, there were passengers' threats which compelled the crews to leave the port under bad weather conditions. In conclusion, the principal non-compliances factors are passenger ship company did not follow safety rules such as shipping the permitted number of passengers, loading permitted tons of freight and fastening freights properly and recruiting required number of qualified crew. In order to reduce accidents, firstly we should find out the causes which play key roles in passenger ship companies' non-compliance to the government's safety regulations. Secondly we should tackle the causes.

  • Since marine accidents cause large-scale damage to human lives and the marine environment, prompt response measures are crucial including salvage operations for ships and cargoes along with lifesaving operations. In Korea, marine salvage operations are mainly dependent on global salvage companies in case of large-scale marine accidents due to lack of national capacity for marine salvage. The purpose of this study was to suggest public measures for the promotion of the private salvage industry by identifying the current situation and problems in the domestic marine salvage industry. As a result of the study, the measures of setting up a dedicated agency to support the domestic salvage industry and the function of the dedicated agency were identified and presented. In addition, the main points of the bill of "Law on the Promotion of the Domestic Salvage Industry" were presented to support and promote the salvage industry. To prepare the draft bill of law, relevant domestic laws and international conventions were examined to define the terms and regulations. Based on the legislation enacted as a result of this study, relevant ministries should focus on the legislative process. Legislation can be pursued by competent ministries in cooperation with the private sector and academia. It is expected that this study will help in the development of the domestic marine salvage industry and enhance the national response capacity for marine accidents in Korea.
