With the improvement of the Information Technology and the change of the business environment, the dependency of business on the Information Technology shows sharply increase. The Information Technology, however, is centered on the support of the technology viewpoint and thus the influence and effect of Information Technology on the business is hardly analyzed. The information system, therefore, requires not only technology-centric support management but service-oriented and systematic introduction of Information Technology Service Management(ITSM). The domestic ITSM market is currently expanding into variety of industries like finance, telecommunication, manufacturing and public service and at the same time the consequent reconstruction process of information system is continuously under way so as to qualify for the ISO 20000 certification. Especially the public organizations rapidly adopt the ITSM, in order to improve the quality of public service together with a goal of realizing the electronic government and of managerial innovation. The existing ITSM still, however, shows the tendency of depending only on the system construction and the management on the visible requirements whereas the overall process is not likely being improved. Hence, this study suggests, focusing on the life cycle of service, the model of ITSM based on Information Technology Infrastructure Library(ITIL) v3 which is appropriate for the public service. We expect, as stated in this study, that our ITSM model shall be widely accepted to the public agencies who promote the advance campaign by setting up the ITSM or reconstructing the existing process.
Koreans have emphasized education as the primary means to reconstruct our country means to reconstruct our country after two catastrophic events-the Japanese occupation and the Korean War(1950-1953). A Strong belief- in education coupled with sheer deter-mination spurred the period of industrial and eeonomic development that started in the early 1970-'s. The "can-do" attitude of the general public was matched and aided by small S & T communities. Scientists and engineers provided the neeessary expertise to manufacture goods and process the many raw materials imported from overseas. After nearly three decades of reconst-ructing our completely devastated country, Korea has become a modern, cosmo-politan, fast-paced and dynamic country. In order to further increaser our manufac- turing capabilities and double the per-capita income by the beginning of the 21st century, we must improve productivitiy and encourage creatitivity in all sectors of our country. The S & T community's efforts in research and development. education, and interna-tional cooperation will be invaluable in determining our direction and reaching these goals. The general public is eager to peacefully unite our foreign powers since 1945. Toward that end. members of the S & T community are willing to coope-rate with our north Korean counterparts in all areas of S & T with the exception of defense related endeavors. Establi-shing scientific ties with north Korea will result in mutual economic benefit and greater regional stability in East Asia. In particular. scientists and manu-facturers in each province are eager to initiate cordial and professional relation-ships with north Korea in the hopes of securing these benefits. The Korean Federation of Science and Technology Societies(KOFST) has played an important role both in developing S & T policies, and in gostering the frowty of S & T societies. A non-governmental umbrella organization composed of over 251 professional societies, KOFST facili-tates the transfer of research outcomes and technology from research institutions to the various industries. KOFST also seeks to increase cooperation between the countries of the Pacific Rim. As evidence of that, we have pursued joint research and industrial ventures with China. Established projects include those on environmental conditions in the Yellow Sea, and improvement of aircraft manufacturing, telecommunica-tion equipment, and agricultural produ-cts. Increased cooperation between the Pacific Rim countries, particularly in S & T, would foster social and economic development for the region as a whole.

Defense industries which require high reliability need an optimized quality management system with well-planned implementation. And the government should examine the overall status of defense industries, then establish practical policies with a proper support plan in required areas to upgrade the quality management level of manufacturers. Thus, DTaQ developed the model for 2 years from 2014, which specialized in quality management level analysis for defense industries. And a survey has been undertaken with that model by DTaQ and Korea Research Center in 2016. The surveyed companies randomly sampled among those which have more than 30 employees and delivery history over past 3 years, and finally 106 defense industries were selected. This paper present survey method and indexes for survey of defense industry quality management level. The survey was conducted in the order of planning, data collection and data processing, and the validity and reliability of the data were verified to increase objectivity of survey results. The survey contents mainly consist of system quality and management quality. System quality includes Product Development Management, Production Operation Management, supply chain quality management, Safety & Environment Management and Reliability Management, on the other hand, management quality includes Strategic Leadership, Human Resource Management, Customer Market Management and Information & Knowledge Management. Thus this proposes the current overall quality management status of the 106 defense industries and shows level differences by company sizes and manufacturing sectors based on the result of survey. Specifically, this paper enables to track the areas which need prompt government support with the policy directions to make quality management level higher. Therefore, it is expected that this can be used as reference data in establishing quality policies for military supplies in the future.
The purpose of this study is to analyze the spatial distribution and the linkage characteristics of the warehousing industry in Busan and to provide the policy implications for the warehousing industry in Korean port hinterland. We surveyed the warehousing firms in Busan. Categorizing the warehousing industry into industry types, sizes, and organization types on the basis of the survey, we attempted the point pattern analysis and the proximity analysis using the GIS. The warehousing industry in Busan had changed from a small single-unit firm to a medium or a large firm with a head office or branches. These were distributed in hinterland of North Harbor, South Harbor & Gamcheon Harbor, and Sin-Pyoung & Jang-Rim industrial complex and Sasang Industrial Complex constituting the spatial agglomeration. The warehousing industry in Busan formed the linkages with other sectors of the same logistics to provide manufacturing industries with various other services as well as storage services. The linkages were largely formed in the local scope with spatial proximity, generating the economic gains of agglomeration, which were transformed into the efficiency of the warehousing industry in the local scope to gradually expand the spatial dimensions of the linkages.
The industry-wide development of digital technologies has also affected the textile and fashion industries immensely. The applications of 3D technology, virtual reality, and/or augmented reality systems have helped to create novel fashion brands based on the marriage of IT and textile/fashion industries. 3D digital virtual clothing systems have been developed to help the textile and fashion industries in terms of the planning, manufacturing, marketing and sales sectors. So far, most of the development effort for the 3d virtual clothing systems has been focused on the woven fabrics. The characteristics of woven fabrics differ from those of knitted fabric. Since the physical structures and mechanical properties of the knitted fabrics are definitely different from those of woven fabrics, the simulation process for the knitted fabrics should follow different approaches. The loops in a knitted fabric deform easily. The deformation results in a readily stretchable fabric appearance. Cloth simulation mostly employs models that approximate the mechanical properties of linear elastic planes. This simulation scheme does not, however, describe well enough the behavior of knitted fabrics, which deviate largely from the linear isotropic material characteristics. This study aims at characterizing the tensile deformation and surface textures of a knitted fabric product. Tensile deformation curves for the wale, course, and bias direction are analyzed. The surface texture of the knitted fabric is analyzed by using a 3-dimensional scanning device.
In the context of $CO_2$ mitigation, how early reduction action taken by individual companies previous to the actual regulated period is implemented at the free allocation process, remains one of the major issues. This article considered efficiency factor as a criterion for the early action. Then the emissions allowance allocated was compared and analyzed with and without the consideration of early action. In the cases of manufacturing sectors of Korea for the period 2001~2009, it is shown that emissions in the all industries fell by their efficiency factors. The amounts of emissions allowance allocated to the all industries except petro-chemistry are increased when EA is counted in the allocation process.

Highly cited patents (HCPs) were selected from the patents published from 2002 to 2006. Citation frequencies of patents were obtained from the database provided by DWPI and were analyzed with respect to the IPC (International Patent Classifications). HCPs were selected as those who occupy top 1% of citations in the sets of patents given by IPCs and publication year. After selecting the HCPs their distribution over IPCs, Industrial Classifications and patent assignees' nationalities were analyzed. According to the result the US held 5,634 patents (66.9%) out of the total 8,416 patents occupying the the first rank in the distribution of patent assignees' nationalities. Japan and Germany ranked the 2nd and 3rd place holding 885 (10.5%) and 521 (6.2%) HCPs, respectively. On the other hand, Korea were positioned at 6th holding 151 (1.8%) HCPs. Among the industrial sectors classified by the Industrial Classifications provided by the Korean Intellectual Property Office, Manufacturing Sector occupied the 1st place with 7,692 HCPs (81.7%) and Waste Treatment Sector occupied the 2nd place with 578 HCPs (5.9%).
I investigated a method for drawing the star chart in the planisphere Cheonsang-yeolcha-bunyajido. The outline of the star chart can be constructed by considering the astronomical information given in the planisphere alone and the drawing method described in Xin-Tangshu; further the chart can be completed by using additional information on the shape and linking method of asterisms out of an inherited star chart. The circles of perpetual visibility, the equator, and the circle of perpetual invisibility are concentric, and their common center locates the Tianshu-xing, which was defined to be a pole star in the Han dynasty. The radius of the circle of perpetual visibility was modified in accordance with the latitude of Seoul, whereas the other circles were drawn for the latitude of $35^{\circ}$, which had been the reference latitude in ancient Chinese astronomy. The ecliptic was drawn as an exact circle by parallel transference of the equator circle to fix the location of the equinoxes at the positions recorded in the epitaph of the planisphere. The positions of equinoxes originated from the Han dynasty. The 365 ticks around the boundary of the circle of perpetual invisibility were possibly drawn by segmenting the circumference with an arc length instead of a chord length with the ratio of the circumference of a circle to its diameter as accurate as 3.14 presumed. The 12 equatorial sectors were drawn on the boundary of the star-chart in accordance with the beginning and ending lodge angles given in the epitaph that originated from the Han dynasty. The determinative lines for the 28 lunar lodges were drawn to intersect their determinative stars, but seven determinative stars are deviated. According to the treatises of the Tang dynasty, these anomalies were inherited from charts of the period earlier than the Tang dynasty. Thus, the star chart in Cheonsang-yeolcha-bunyajido preserves the old tradition that had existed before the present Chinese tradition reformed in approximately 700 CE. In conclusion, the star chart in Cheonsang-yeolcha-bunyajido shows the sky of the former Han dynasty with the equator modified to the latitude of Seoul.

The Internet of Things (IoT) is characterized as the market where various companies compete for the same consumers. Thus, there are differences in functions and performance provided by the main business area and other characteristics of the service providers. This paper investigates whether satisfaction with the service provided depends on the characteristics of the operator by using sentiment analysis of comments. To achieve this goal, word importance analysis and sensitivity analysis are conducted on 34,310 reviews of 41 applications registered in the Google Play. The review analysis was conducted at various levels, including TD-IDF (Term frequency-inverse document frequency) value of keywords, service sectors, the origin of providers, and domestic/foreign providers. The results show that users' overall assessment of IoT services was found to be low, and smart homes received relatively high reviews compared to other services, and manufacturing-based and overseas providers received relatively higher evaluations than others.

Research of ubiquitous computing becomes more popular topic along with the rapid development of wireless technologies. Firstly, research and development on RFID focuses on manufacturing and retail sectors, because it can improve supply chain efficiency. But, it changes to USN (Ubiquitous Sensor Network) by adding a sensor and wireless network technologies on it. In this research, we design and implement the electric facility management service framework to collect real time information of electric facility using RFID/USN. In electric power industry, it is important the supply of energy must be guaranteed. So many power utilities control and supervise the transmission line to avoid power failures. Utilities install many types of sensor to monitor important facilities by wired network such as optical cable and PLC. In this research, we develop the sensor node which is small, easy to install and using wired network. We design the service framework for electric facility management to collect data using RFID tag, reader and wireless sensor nodes and implement the electric facility management service.
