Analysis on Supply and Demand Status of Security Manpower - Focusing on Job Classification of Ministry of Employment and Labor - (경호경비 관련인력 수급실태 분석 - 고용노동부의 직업분류를 중심으로 -)

  • The purpose of this study is to analysis on status and trends of supply & demand and need of job level of security manpower from recognizing need for studies on supply and demand status of security manpower. The results were as follows. First, the shortage percentage of total security manpower was 1.2% ~ 1.6% from the first half of 2009 to the first half of 2015 as the result of analyzing status and trends of supply & demand of security manpower. Second, the need of job level of total security manpower was 785 ~ 2,557 people at the job level 1 from the second half of 2009 from the first half of 2013 as the result of analyzing status and trends of need of job level of security manpower. So, we should have interests such as (1) positivity of security manpower from trends and prediction of supply & demand of manpower, (2) Ensuring professionalism of security manpower considering the job level, (3) training of security manpower utilizing national competency standards(NCS), etc.

Development of Dynamic Manpower Supply and Demand Model in Software Industry (소프트웨어 산업 동태적 인력수급 모델 개발)

  • The most important thing in digital transformation is SW technology. However, many companies are having difficulty securing SW technology and manpower. In particular, it is reported that the shortage of SW manpower will increase further. The government is carrying out manpower training policies and many support projects to resolve SW manpower supply and demand policies, but accurate predictions of demand and supply of the software industry are essential for these policies to be effectively established. Therefore, this study developed a simulation using a system dynamics methodology that can perform dynamic structural analysis to resolve the supply and demand imbalance in the software industry. System dynamics is appropriate to find the cause and policy alternatives from a dynamic perspective on the imbalance in manpower supply and demand in the software industry. In detail, the U.S. Bureau of Labor Statistics (BLS) methodology was used to develop a prediction model for manpower demand and supply in the software industry, and scenario analysis was performed to derive policy implications.

Aging of Korean Nuclear Manpower and Implications of Manpower Policy: Statistical Analysis on Nuclear Organizations (한국 원자력 인력의 고령화와 인력정책의 함의: 원자력 관련기관 인력통계 분석)

  • In Korea, there are increasing concerns on nuclear manpower demand and supply due to construction of domestic nuclear power plants and exporting nuclear power plant. In addition, aging of nuclear manpower is another important concern for stable nuclear manpower demand and supply. A shortage of skilled high-quality human resources resulted in massive retirements of senior workers may seriously undermine Korean nuclear competitiveness. This paper analyzed current state of aging of nuclear manpower based on statistical analysis on Korean nuclear organizations. The data used in this paper is manpower statistics of domestic nuclear organizations surveyed in 2001 and 2010. This paper analyzed trends of manpower change for 10 years and based on these analyses, has reviewed the level of the aging nuclear manpower by surveyed organization and integrated. Finally, this paper suggested to direction of manpower recruitment to cope with aging nuclear manpower and alternatives to find a solution to problems of nuclear manpower demand and supply.

Demand and Supply of Physicians for Oriental Medicine : Review and Prospects (한의사인력의 수급전망과 대책)

  • This paper estimated the demand and supply of physicians for oriental medicine for the period of $2009{\sim}2019$. Two equation models were used in the estimation of manpower. In 2004, the total number of physicians of oriental medicine was amounted to 13,662 registered and 10,532 available in clinical practice, respectively. According to estimates in the study, overall excess supply of physician manpower in oriental medicine was expected in the period, such as $5,300{\sim}5,700$ persons in 2009 and $900{\sim}1,700$ persons in 2019. However, the excess supply would be mitigated after 2019 mainly due to an increase in demand for oriental medical services. Specially, opening medical service market to overseas could be an exogenous variable in physician supply. An alternative manpower policy for oriental medical doctors is needed in a way of controlling oversupply.

To suggest policy implications, this study analyzes the demand and supply of Information Security manpower in the systematic and behavioral point of views. Using System Dynamics approach, we formulate a model to analyze the demand and supply of Information Security manpower. Finally we simulate the model and interpret the results.

  • This study focuses on affording a material basis for rearranging the manpower supply system in port and logistics industry for Busan's international competitiveness strategies. First of all, the current state and future plan of port and logistics industry, as Busan's main strategic industry, are reviewed. Then theoretical background are introduced for the estimate of demand. As a methodology of this research, Cubic model is applied to estimate the demand of manpower by using 10 year time series data from 1993 to 2002. This paper also surveyed the supply side of port and logistics industry manpower in Busan area. The amounts of mismatched equilibrium between the demand and the supply are measured in this study. The concluding remarks shows some suggestions for the problem of mismatch and the relating policy planning.

  • Purpose Information security industry is rapidly growing, but has been confronted with many challenges in a business environment. One of them is the imbalance between supply and demand of information security manpower, which has caused an insecure market situation. Therefore, this study has derived factors of promoting and hindering information security manpower from governance, academics, corporations, and workforce perspectives, and has analyzed a sequence of cause and effect of each factor. Design/methodology/approach This study is an exploratory research based on the interviews. The causal loop diagram (CLD) was developed to deduce key issues and propose alternatives. Findings The result of this study is expected to help the development of information security manpower in Korea, by minimizing the potential negative effects as well as maximizing the positive effects. This study found out the dynamic causes and effects of the security manpower system in each stakeholder's perspective. The cause-and-effect relationships between the stakeholders will be able to contribute to solve the imbalance of supply and demand in security manpower system.

Family Restaurants' Manpower Program : An Application of Goal Programming (목표계획법을 활용한 패밀리레스토랑의 인력계획)

  • This study clarified the fact that the existing 'manpower supply and demand plans', preceding studies, theoretical researches of the past cannot satisfy the multi-goals of organizations, instead, the existing plans focused on only the number of customers and total amount of service. Next, a necessity of more proper manpower plans that consider comprehensive goals of the organizations is suggested then, this study tried to make the countermeasures. As for studying methods, a priority sequence in the organizations' manpower management's goals is set by AHP(Analytic Hierarchy Process), a business administrative scientific skill. Proper manpower policies of the food service enterprises, which satisfy the organizations' multi-goals, are established by GP(Goal Programming). Based on it, mid and short term 'manpower supply and demand plans' are established. For the purpose of increasing the study's efficiency, example studies are conducted in one family restaurant. The limit of this study is that inner personnel management details such as promotion, new personnel appointments, unemployment, retirement were not considerately considered. Therefore, the future studies should think over those limits and research the labor-force supply from the outside also.

Current and Future R&D Manpower Requirements and Policy Recommendations in the Korean Oriental Medicine Research Area (한의학 분야 연구개발 인력의 수급전망 및 정책제안)

  • To strengthen the R&D capability and the competitiveness of the Korean oriental medicine industry, an adequate supply of qualified R&D personnel including medical doctors of Korean oriental medicine is an important precondition. This study analyze current and future R&D manpower requirements including medical doctors in the Korean oriental medicine research area. Our analyses can be utilized for developing the government R&D manpower planning including the adequate supply of medical doctors for the Korean oriental medicine research. For the study, we conducted and analyzed a delphi survey of the experts, the principal investigators, with expertise in Korean oriental medicine research areas. The results of this study can be summarized as follows; First, in 2007 the Korean oriental medicine R&D personnel is currently under-supplied as many as 302 people including 111 medical doctors of Korean oriental medicine. The rate of under-supplied is 28.2%. Second, in 2017 the forecast shows that the R&D personnel in this area will be more severely under-supplied as many as 539 people including 185 medical doctor of Korean oriental medicine. The rate of under-supplied will be 32.6%. As a result, the confrontation of demand and supply forecasts shows that, in general, severe shortages of R&D manpower in the areas of Korean oriental medicine will result if there are not adequate manpower policy adjustment.
