Korea is becoming a model country for the developing countries' agricultural and rural development. Drawing implications for Vietnam from Korea's experiences can help make development strategies and policies for other developing countries including North Korea as well as for Vietnam itself. Vietnam is facing an inefficiency in agricultural production and the gap between urban and rural growth has been widening. Farm sizes per household are small and farmlands are scattered. Diversification in rural industry is very restricted. To attack these problems, investment is urgently needed for rural infrastructure building as well as agricultural structure adjustment. In the process of rural development, there have been also encountered such problems as financial procurement, community's spontaneous participation, manpower development for adjusting to industrial structural change. Korea's experiences may be helpful for establishing rural development strategies and policies in Vietnam. Benchmark scopes can go beyond Saemaul Undong in 1970s. Korea's pre- and post-Saemaul Undong era as well as the Saemaul Undong era can be referred. In the wake of globalization, Vietnam has not only experienced compressed rapid economic growth but also encountered policy tasks to eradicate poverty, to realize self-reliance and income increase, and to lessen urban-rural development gap, at the same time. Korea's experiences show that priority needs to be put on the establishment of national and rural development strategies based on Vietnam-specific conditions, utilization of village's resources including community tradition and social capital, fund raising for rural development, farmland development and mobilization, production and living infrastructure building, technology transfer for farmers and vocational training for new job seekers.
This research is written for offering an approach to activate the stagnated industry of the tourist farm through analysis of the current operational problems and situation on some existing tourist farm nominated as such by the authority. There will be some considerations from three different categories : local autonomous groups, tourist farm associations and farm owners. On the other hand, it is assumed that this research can also be utilized as a basic material for activating the tourist farms in the suburban area of Taegu City. The operational problems in the suburban area of Taegu City are as follows : lack of a specialized Product development, the farm operation fund, lack of operational or management ability, lack of public information, etc. There are other Problems regarding law, institution and supporting : complexity of the current system involving all kinds of permission, shortage of financial and taxation supporting, lack of training an expert manpower, lack of ability and cooperation of a deskclerk in charge, etc. Here are some suggestions taking into consideration a respective sector of local autonomous group, tourist farm associations and farm owners for activating the tourist farms in the suburban area of Taegu City. First, a mental turnabout toward a tourist farm is needed from local autonomous groups. The law and institutional base should be arranged while the financial and taxation support is materialized. Second, tourist farm associations should amend or reinforce the existing institution to refresh the current recognition toward the tourist farm through many publicity activities. On the other hand, they should develop the overall tourist farm industry into a better service industry of the rural community by keeping an active system of cooperation with other related groups. Finally, It is advised that they should conceive farms and facilities which can symbolize the tourist farm from the stage of the first construction. In addition to a four-season souvenir development, an effective publicity activity and rational investment management. Above all, they should train themselves in terms of a service spirit before they see the prosperity of the tourist farm community.
In analyzing the issues of ecotourism, collecting opinions of local residents and participants is an essential process because ecotourism needs to keep ecological sensitivity and respect local residents' ecological lives. Thus, the objective of this study is to analyze the local participants' attitude in resident-oriented ecotourism. Maha ecotourism site, as a study site, is located in Pyeongchang-gun, one of the twelve ecotourism sites designated by the Ministry of Environment. This site has drawn attention since the local government of Pyeongchang-gun transferred its management right on Maha ecotourism sit to the organization of local residents in 2013. This study uses Q methodology which is the most popular research method in analyzing people's subjectivity, that is, viewpoint and attitude. This study have found that there are four features in the subjectivities of participants toward ecotourism site: first group is the people who want more autonomous management right of local residents on Maha ecotourism site. Second group is the people who only want to stand by the ecotourism management. Third group is the people who focus on the migration of talented persons into their neighborhood owing to the program. Lastly, fourth group is the people who focus on the quality of the ecotourism program. In case of the second group, though they have negative opinions of the program, they have much interest in successful cases in other countries managed similar programs with Maha ecotourism. It would be effective for the group to have opportunities to experience successful ecotourism cases in other countries. On top of it, having seminars regarding ecotourism or holding community councils frequently would be very helpful for encouraging the second group of people to join in the ecotourism program actively like other groups of people. Supplying more manpower and developing various programs are also necessary in order to support other three groups.
This study aims to explore the policy directions to apply and activate the appropriate technology in rural areas from the perspective of the endogenous and sustainable regional development theories. To this end, according to the analysis framework based on ideas, values, and strategies that are common to both endogenous regional development strategic theories and sustainable regional development theories, in this paper, various surveys and reviews were conducted on the study areas to explore the possibility of localization of the appropriate technology. The policy implications derived from research results are as follows; first, rural areas have high potential and scalability to apply and activate the appropriate technology, particularly in the field of renewable energy, due to their nature based on local resources. Second, for the practical application of the appropriate technology, first of all, together with the establishment of the role of public sector, it is necessary to plan the projects based on the cooperation network of the relevant innovation entities within and outside the regions and to build the implementation systems. Third, the training system for high skilled manpower and indigenous entrepreneurs should be stably built in order to create independent conditions, which are key elements for growth of the appropriate technology. Fourth, there is a need to find the market and establish policies that can solve the typical economic problems of rural areas such as aging population, depopulation and decline in youth, economic unrest. Fifth, in order for the appropriate technology to contribute to socio-economic innovations and the revitalization of the virtuous circle economy in the region, technical items and various business items suitable for the industrial infrastructures and autonomous conditions of rural areas are essential.
In order to accommodate the increase in urban population due to government-led national planning and economic growth, many buildings such as houses and business building were supplied. Although the building law was revised and managed to manage the supplied buildings, for the sake of economic benefit, there have been buildings that are enlarged or reconstructed without declaring building permits. In order to manage these buildings, on-site surveys were conducted. but it has many personnel consumption. To solve this problem, a method of using a satellite image and a manned aircraft is utilized, but it is diseconomical and a renewal cycle is long. In addition, it is not utilized to the height, and although it is judged by the shading of the building, it has limitations that it must be calculated individually. In this study, height of the building was calculated by using the unmanned aerial vehicle with low personnel consumption, and the accuracy was verified by comparison with the building register and measured value. In this study, spatial information was constructed using a fast unmanned aerial vehicle with low manpower consumption and the building height was calculated based on this. The accuracy by comparing the calculated building height with the building register and the actual measurement.
Purpose: The purpose of this study is to classify space types according to the operating system of health examination centers and compare and analyze their sizes. Methods: Seven examination centers under the K Medical Research Institute with the same operating system and similar examination types and functional spaces are the subject of the investigation. Research is conducted through field investigation, user surveys, and drawing analysis. Results: The operating method of the health examination center can be largely divided into the function dispersed type and the function central type. The function dispersed type was planned as a vertical type, and the function central type was planned as a horizontal type. In the case of the function dispersed type, since the examinees move vertically to use the endoscope center and special examination center, the efficiency of the vertical movement must be considered when planning the function dispersed type of facility. The function dispersed type plans to increase work and manpower efficiency by arranging the areas used at the start and end of the examination. Because the function central type horizontally arranges related functions by area, it should be planned in a structure that makes it easy for examinees to find their way. Implications: Through this study, it is judged that it is possible to suggest architectural planning considerations that vary depending on the operation system of the examination center.
This study attempted to suggest the factors that facilities that aim to exchange urban-rural coexistence base spaces with urban-rural areas should have. In order to derive factors, 15 literatures preceded by similar studies were investigated, and systematic classification was attempted. Finally, the factors for activating urban and rural base facilities were organized into 3 categories, 9 sectors, and 30 activation factors. The three major categories consisted of resources and facilities, content and programs, operational status. As a result of the AHP survey, in the survey area, which is a categories, resources and facilities composed of hardware factors originally possessed by the facility showed the highest score of 48.9. In the sectors, the convenience of facility use was 25.7 points, and the rich state of tangible and intangible resources was 13.3 points in order. In the sectors, income from paid experience programs at facilities was 8.3 points, physical accessibility to facilities was 8.2 points, and the type of areas where the facilities were located was 7.7 points in order. It showed high importance in the order of resources and facilities composed of hardware factors, content and programs composed of software factors, and manpower and operation composed of humanware factors. In general, it was shown that the physical factors of the place when using urban and rural base facilities were judged as the main factors.
Despite the serious problem of idle communal facilities in rural areas, previous studies focused on determining their status and grasping their current status rather than proposing fundamental solutions. The purpose is to suggest a direction for activating these facilities. To identify the key factors hindering the use of idle and under-utilized facilities in rural areas, a survey was conducted on three groups of interested parties, public officials, operators, and rural residents, to identify items that were effective and examine significant cognitive differences between the groups. Based on the results of the research analysis, it was concluded that although there are differences between the groups in the level of awareness, the causes of preventing facility utilization appear to be similar. Although local governments desire to avoid criticism for idleness, it was found that they are most aware of the limitations of administrative support. Even within the village, residents do not recognize the need for additional facilities unconditionally but do realize their own inadequacies. Thus, despite the differences among stakeholders, it was found that there is a consensus regarding the problem of idle communal facilities in rural areas. As a result, the operating entity is delegated to an individual rather than a joint entity so as to allow the facility to be operated responsibly, and local ordinances are enacted by a group of local officials in order to overcome administrative guidelines limitations. It is suggested that the main issue is securing manpower.
According to the provious study. it was suggested a need for improvement of nursing care through application of nursing process in Ewha Womans University Hospital With those data. it has been applied to the nursing care at maternity ward by nurses. This study was undertaken to determine the evaluation of the application of the nursing process which is an orderly. systemic min of deforming the patient's/client's nursing problems. This study involved 191 cases with patient chart and was carried out from Feb. 1979 to Feb. 1980 is Ewha Womans University Hospital. The results were as follows : 1. Actual performance of“Assessment”stage was 59%, and 45 % for the nursing diagnosis. 2. It was achieved with specific planning of nursing care for 71.6% and the plan was safely and effective implemented (97.9% ). 3. Afer“Implement”stage it was made of evaluation and feedback process (39%). 4. Nurses in Eha womans University hospital. they showed the Positive attitude toward the application of nursing process. but they saggested that there were lack of manpower and the consideration of time allocation. Recommandation are as follows : 1. All nursing staff must participate in continious education program for nursing process. 2. The results suggest a need for modification for the nursing history formeat and SOAPIER. 3. A need for improvement of physical condition for interview and effective utilization of nursing staff. 4. It will more effective when Dr's medical record replace by problem ariented aedical record( POMR).
In order to ascertain the aspects of the dental technicians training system which require improvement, and also to provide important data for use in setting up dental technicians manpower planning, our country's dental technicians training and employment status has been studied and analyzed. The objects of the survey are 2,315 dental technicians, the total number of persons licensed by The Ministry of Health and Social Affairs from 1965 to 1986. The results were as follows: 1. Education organs for dental technicians are education system such as health junior college and service training systems and 1,706 technicians have come from health junior college in our country. 2. Total number of employment of dental technicians employed in our country are, 1,541 and 406 of them are engaged in Seoul. So unbalanced employment of dental technicians will be troubled in a future. 3. All registrated to government are 4,847 till 1986, and 1,541 of them engaged are that is, we can suppose about employment of dental technicians in a future, 12,231 dental technicians will registrate to Health and Social Administration on 1996 and 3,530 of them will be able to take their job in Korea.
