Market effects analysis of when lowering the threshold value of construction services under WTO GPA (WTO 정부조달협정 건설서비스 양허하한선 인하시의 건설시장 변화와 대응방안)

  • Lowering threshold value of construction services is extremely sensitive issue to the small and medium enterprises in construction industry. Because it means opening the construction markets where the small and medium construction companies compete intensely. Nevertheless, it is absent that the analysis on the effect of opening the market lowering threshold value of construction services under Government Procurement Agreements or Free Trade Agreement. This research is to analyze the effects of lowering threshold value of construction service which have been agenda repeatedly in the international agreements such as WTO and FTA. The current threshold value of construction services of Korea under WTO GPA are 5million SDR where the government delivers and 15million SDR where the local government or the public institution deliver. However major parties to an entente such as USA and EU have been demanding to lower threshold value of 15 million SDR where the local government or the public institution deliver to 5million SDR. The analysis figure the effect of this lowering threshold value to be a market reduction by 2trillion Won as '07 fiscal year basis. This market shrinkage will effect to the small and medium construction companies in local considerably.

An Experiment for Determining Threshold of Defect Prediction Models using Object Oriented Metrics (객체지향 메트릭을 이용한 결함 예측 모형의 임계치 설정에 관한 실험)

  • To support an efficient management of software verification and validation activities, many defect prediction models have been proposed based on object oriented metrics. In order to apply defect prediction models, we need to determine a threshold value. Because we cannot know actually where defects are, it is difficult to determine threshold. Therefore, we performed a series of experiments to explore the issue of determining a threshold. In the experiments, we applied defect prediction models to other systems different from the system used in building the prediction model. Specifically, we have applied three models - Olague model, Zhou model, and Gyimothy model - to four different systems. As a result, we found that the prediction capabilities varied considerably with a chosen threshold value. Therefore, we need to perform a study on the determination of an appropriate threshold value to improve the applicably of defect prediction models.

Suggestion of a Groundwater Quality Management Framework Using Threshold Values and Trend Analysis (문턱값과 추세분석을 이용한 지하수 수질관리체계 구축을 위한 연구)

  • Statistical trend analysis using the data from the National Groundwater Quality Monitoring Network (NGQMN) of Korea was conducted to establish a new groundwater quality management framework. Sen’s test, a non-parametric statistical method for trend analysis, was used to determine the linear trend of the groundwater quality data. The analysis was conducted at different confidence levels (i.e., at 70, 80, 90, 95, and 99% confidence levels) for three of groundwater quality parameters, i.e., nitrate-nitrogen, chloride, and pH, which have sufficient time series of the NGQMN data between 2007 and 2013. The results showed that different trends can be determined for different depths even for the same monitoring site and the numbers of wells having significant trends vary with different confidence levels. The wells with increasing or decreasing trends were far less than the wells with no trend. Chloride had more wells with increasing trend than other parameters. On the other hand, nitrate-nitrogen had the most wells with increasing trend and concentration exceeding 75% of the threshold values (TVs). Based on the methodology used for this study, we suggest including groundwater TVs and trend analysis to evaluate groundwater quality and to establish an advanced groundwater quality management framework.

A Quantitative Analysis of the Cyclomatic Complexity of the Web Software (웹 소프트웨어의 순환복잡도에 대한 정량적 분석)

  • In this study Cyclomatic Complexity of Web Software has been analyzed quantitatively by correlation between complexity and Number of Classes(NOC), and Number of Methods(NOM) which are object oriented programming measures. Based on the frequency distribution of complexity, NOC and NOM of software at the Web environment, correlation between complexity threshold and NOC threshold, and NOM threshold has been measured and more than 4,000 ASP files of 10 Web real projects have been used as the sample. The empirical result shows that NOC threshold is 21, NOM threshold is 40 and complexity threshold is 68 as high value, and 8 projects among of 10 except 2 projects with especially high frequency distribution shows that NOC threshold is 12, NOM threshold is 21 and complexity threshold is 52 with relatively low value, so correlation has been found out as exists. And also 8 projects with low threshold of complexity, NOC and NOM were internal management software, and the other 2 projects were external sales service software, Number of Classes and Number of Methods can be defined at the design stage according to business properties, and also the complexity can be estimated in order to improve the software quality.

Initial Investigation on Consolidation with Adaptive Dynamic Threshold for ABR Multicast Connections in ATM Networks (비동기 전송모드 망의 점대다중점연결을 위한 적응동적임계치기반 병합알고리즘)

  • The major problem at a branch point for point-to-multipoint available bit rate(ABR) services in asynchronous transfer mode (ATM) networks is how to consolidate backward resource management(BRM) cells from each branch for a multicast connection. In this paper, we propose an efficient feedback consolidation algorithm based on an adaptive dynamic threshold(ADT) to eliminate the consolidation noise and the reduce the consolidation delay. The main idea of the ADT algorithm lies in that each branch point estimates the ABR traffic condition of the network through the virtual queue estimation and the transmission threshold of the queue level in branch points is adaptively controlled according to the estimation. Simulation results show that the proposed ADT algorithm can achieve a faster response in congestion status and a higher link utilization compared with the previous works.

Adaptive Shot Change Detection using Mean of Feature Value on Variable Reference Blocks and Implementation on PMP

  • Shot change detection is an important technique for effective management of video data, so detection scheme requires adaptive detection techniques to be used actually in various video. In this paper, we propose an adaptive shot change detection algorithm using the mean of feature value on variable reference blocks. Our algorithm determines shot change detection by defining adaptive threshold values with the feature value extracted from video frames and comparing the feature value and the threshold value. We obtained better detection ratio than the conventional methods maximally by 15% in the experiment with the same test sequence. We also had good detection ratio for other several methods of feature extraction and could see real-time operation of shot change detection in the hardware platform with low performance was possible by implementing it in TVUS model of HOMECAST Company. Thus, our algorithm in the paper can be useful in PMP or other portable players.

A Selectively Cumulative Sum (S-CUSUM) Control Chart with Variable Sampling Intervals (VSI) (가변 샘플링 간격(VSI)을 갖는 선택적 누적합 (S-CUSUM) 관리도)

  • This paper proposes a selectively cumulative sum (S-CUSUM) control chart with variable sampling intervals (VSI) for detecting shifts in the process mean. The basic idea of the VSI S-CUSUM chart is to adjust sampling intervals and to accumulate previous samples selectively in order to increase the sensitivity. The VSI S-CUSUM chart employs a threshold limit to determine whether to increase sampling rate as well as to accumulate previous samples or not. If a standardized control statistic falls outside the threshold limit, the next sample is taken with higher sampling rate and is accumulated to calculate the next control statistic. If the control statistic falls within the threshold limit, the next sample is taken with lower sampling rate and only the sample is used to get the control statistic. The VSI S-CUSUM chart produces an 'out-of-control' signal either when any control statistic falls outside the control limit or when L-consecutive control statistics fall outside the threshold limit. The number L is a decision variable and is called a 'control length'. A Markov chain model is employed to describe the VSI S-CUSUM sampling process. Some useful formulae related to the steady state average time-to signal (ATS) for an in-control state and out-of-control state are derived in closed forms. A statistical design procedure for the VSI S-CUSUM chart is proposed. Comparative studies show that the proposed VSI S-CUSUM chart is uniformly superior to the VSI CUSUM chart or to the Exponentially Weighted Moving Average (EWMA) chart with respect to the ATS performance.

A Study on Improvement of Process Safety Management System in Threshold Quantity Site (규정수량사업장의 공정안전관리제도 개선)

  • As higher on the industrialization of chemical factories in Korea, it shows a tendency that safety accident happens more times and is bigger on its size. For preventing from and decreasing such accident, PSM(Process Safety Management) system has used in chemical factories. Though it is recognized that PSM is sutable and effective for only a intensive system technically, it could be difficult to apply to all of factories, actually. This study was proceeded for investigating the effect and problems on the application and performanance of PSM into the threshold quantity site and suggesting how fur improvement. The results are as followed; PSM system was not used effectively in the threshold quantity site of medium and small-sized enterprises because of the shortage of experts and the decrease of interest as a deregulation. As the effective performanace of PSM for preventing from industrial accident in threshold quantity site and for sattling as self-system easily, it was concluded to get an active support from the concerned government. First of all, new progrems to improve PSM should be developed continually and the progrems should be educated extensively.

  • One-class classification (OCC) is one of the recent growing areas in data mining and pattern recognition. In the present study we examine a k-nearest neighbors data description (kNNDD) algorithm, one of the OCC algorithms widely used. In particular, we propose to use nonparametric estimation methods to determine the threshold of the kNNDD algorithm. A simulation study has been conducted to explore the characteristics of the proposed approach and compare it with the existing approach that determines the threshold. The results demonstrate the usefulness and flexibility of the proposed approach.

Evaluation on Performance of Accuracy for Analysis and Classification of Data Related to Industrial Accidents (산업재해 데이터의 분석 및 분류를 위한 정확도 성능 평가)

  • Recently data mining techniques have been used for analysis and classification of data related to industrial accidents. The main objective of this study is to compare performance of algorithms for data analysis of industrial accidents and this paper provides a comparative analysis of 5 kinds of algorithms including CHAID, CART, C4.5, LR (Logistic Regression) and NN (Neural Network) with ROC chart, lift chart and response threshold. In this study, data on 67,278 accidents were analyzed to create risk groups for a number of complications, including the risk of disease and accident. The sample for this work chosen from data related to manufacturing industries during three years $(2002\sim2004)$ in korea. According to the result analysis, NN has excellent performance for data analysis and classification of industrial accidents.
