A scheme on strengthening of R.O.K reserved force (예비전력 정예화 방안)

  • Reserved forces of ROKA are in charge of replacement of TOE in the wartime and mission of rear area operation. But there is institutional inertia in the law and organization oriented to fill human resources rather than take mission. We need to prepare for the investment and arrangement of reserved forces as military power that would be replaced standing forces. In this portion, to reinforce reserve forces elite, First, efficient mobilization regulations and systems are suggested. I covered a maintenance of relevant mobilization ordinances which need to legislated and approved by national assembly for wartime and development of mobilization system which might lose the appropriate time for mobilization due to complicated declaration procedures and measures to overcome the panic at the initial stage of the war and organization and employment of nationwide transportation system and mobilization center. To ensure efficient resource management and mobilization of reserve forces with a number of approximately 3 million, there's a necessity of organization for integration and conciliation. To make it real, I suggested establishing and employing the mobilization center, on first phase, employ the mobilization center focusing on homeland divisions, on second phase, it is advisable to convert to national level mobilization system and develop to central mobilization center focusing on national emergency planning committee. During peacetime, in conjunction with Mobilization Cell, mobilization center can conduct resource survey and integrate and manage mobilization resources and take charge of mobilization training of subordinate units, and during wartime, in conjunction with mobilization coordination team and Cell, can ensure the execution of mobilization. Second, Future oriented reserve forces management system such as service system of reserve forces and support system of homeland defense operations. Current service and trainings of reserve forces by the year have very low connection, as it is very complex to manage the resources and trainings, and service and training lack the equity, re-establishment of service system is required. Also in an aspect of CSS and cultivation support for reserve forces, as the scope and limitation of responsibility between the armed forces and autonomous organization is obscure, conditions to conduct actual-fighting exercises are limited. Concentrated budgetting is extremely difficult because reserve forces training fields are scattered nationwide, and facilities and equipments are rapidly getting older. To improve all these, I suggest the organization of homeland defense battalion with a unit of "City-Gun-District" and supporting the local reserve forces. Conduct unit replacement or personal replacement for those who have finished their 1 or 2 years and homeland defense operation duty for those with 3-5 years for consistency and simplification. Third, I suggest Future oriented Reserved Training(FRT) and Training Center oriented training management to establish a reliable reserve training. Reserves carry out expansion of unit, conventional combat mission, homeland defense and logistics support during wartime, and actual-fighting exercise, and disaster relief, peace keeping activities. Despite diverse activities and roles, their training condition still stays definitely poor. For these reasons, Modernization of weapons and facilities through gradual replacement and procurement is essential to enhance mobilization support system.

Survey on University Health Service Organization and Health Services in Korea (대학교의 학교보건조직과 보건관리 실태)

  • To assess the university health service organization(UHSO) and its school health programs a questionnaire survey for all of 186 four-year colleges in Korea was conducted from December 1. 1998 to March 31. 1999. The response rate was 91.9 percent(171 universities). The UHSO was established in 116 universities(67.8%L The most common name of UHSO. used in 61 universities(52.6%). was school health center. Only 45(38.8%) of the 116 universities surveyed had a committee to support and run the UHSO. The percentage of universities that had committee was higher in national universities and those with a large number of students. The average number of staff working in the UHSO was 3.5; 4.6 in national universities; and 7.1 in universities with more than 15.000 students. There were 43 universities(37.1%) which had a part-time physician and 104 universities (89. 7%) had full-time nurses. Only 4 universities(3.4%) had a independent facility for the UHSO while most of UHSO were housed in other building. The UHSO had an independent budget in 86 universities(74.1%). The average budget per university was 46.890.000 won: private universities had more budget with 59.170.000 won on average than national universities with 36.990.000 won. The average budget allocated per student was 4.362 won. A regular physical examination was performed in 72 universities(62.1%). The percentage of university that performed regular physical examination was higher in private universities than in national universities. Health counseling was performed in 113 universities(97.4%) and vaccinations in 87 universities(75.0%). Medical care services were performed in 87 universities(75.0%). and the private universities and those with over 10.000 students provided the student with more services. Environmental sanitation was executed in 73 universities(62.9%) and health education was conducted in 68 universities(58.6%)' The school health management activities were promoted in 104 universities(89.7%) out of 116 universities with UHSO. Only 12 universities(10.3%) published reports on the achievements and performance of the UHSO. Only 29 universities(25.0%) had a continuing education for employees of the UHSO.

  • This study presents the design of integrated safety, quality, and environmental information system based on the internet environment. Quality management system, environmental management system, and safety management system are adapted in many manufacturing and service organization respectively but those system does not work effectively. Especially safety management system and environmental management system are very similar with format and contents. Therefore, Those system must be integrated to increase effiency.

Development and Verification of Operation Management Tool for KASS

  • In order to provide continuous Korea Augmentation Satellite System (KASS) services, the operation organization should continuously and systematically perform operations, maintenance, and technical activities. All subsystems of KASS, all Line Replacement Units (LRUs), and Software Replacement Units (SWRUs) should be operated and maintained continuously. In order to effectively manage these activities, it is necessary to develop an Operation Management Tool (OMT). For this purpose, operation management, operation organization, and operation activities were defined. The defined requirements were divided into general, function, interface, and database for OMT development, and functions and decision-making procedures consisting of site/asset/trouble/work order/schedule management were designed. The OMT developed by reflecting the site and asset information as well as the design content met predefined requirements. The OMT will be actively used in actual KASS operation and will evolve by continuously reflecting the additional requirements of operators. Through this tool, KASS will support continuous service provision.

  • BOD is an FTP service management tool on the Internet. It was developed for biological researchers in South Korea. It enables easier and faster access of bioinformation without having to go through foreign FTP sites. BOD includes an automatic downloader with a management and email alert service from which the user can easily select and schedule any biological database. Once listed in BOD, the user can check and modify the download status and data from an additional email alert service.

  • This study empirically analyzed the effect of service nature of dental clinic on job satisfaction and job commitment. In recent years, the demand for medical services has been increasing in the dental clinics. As the dental clinics are faced with various competition situations through new establishment and expansion, the importance of job satisfaction and job involvement is more emphasized. The service nature of dental hospitals is known to be influenced by job satisfaction and job commitment. These two factors are important factors for securing the competitiveness of dental hospitals as well as the functions of hospitals required for survival and development of dental hospitals In this study, we analyzed the effects of labor - management relations and high-involvement work organization on the organizational satisfaction and organizational commitment affecting service nature of dental hospital. As a result of the analysis, it was found that the service nature based organization has a full mediating effect which is not established without labor relations and participatory work organization in the process of affecting job commitment. Therefore, unlike previous studies which focus on incentives or external rewards to increase job satisfaction of employees, this study concluded that internal support system reflecting service nature factors should be strengthened. Job satisfaction and job commitment, which are variables in this study, are expected to be the basis for improving competitiveness of dental hospitals. Future research should be extended to small and medium dental hospitals and dental clinics. It is also necessary to study various organizations in order to strengthen the competitiveness of the service organization by fostering the nature of service such as relationship and interactivity at the organizational level.

  • Purpose - Today's world is rapidly changing due to swift changes in organization's infrastructures and supply chain is becoming an important factor which affects the organization's global competitiveness. Research design / data / methodology - Researchers indicated that environment uncertainty is considered an external driving force to establish a unique supply chain. Market competition, reducing the gap of performance and quality between the products are compelling the practitioners and researcher to change the paradigm of managing the business processes effectively and efficiently. Results - In old times, supply chain of any organization was measured on the basis of inventory turns, defect rats, lead times, stock buffering and service level. But, Lee H.L. in 2004, published an article in Harvard Business Review who proposed three A (Adaptable, Agile and Aligned) termed as "Triple-A" of successful supply chain. Conclusions - He claimed that organizations can compete through the creation of Triple-A supply chain. Hence, the basic aim of this review paper is to develop basic insights regarding what is Triple-A of supply chain, its importance and functioning in today's competitive world.

A Study on Improving Safety Management System's Operation of the Approved (Flight) Training Organizations Operated by Universities (대학기관 비행교육원의 효율적인 항공안전시스템(SMS) 운영을 위한 개선 연구)

  • The main purpose of this study is to improve the efficiency of the manual for the aviation safety management system of the Approved(flight) Training Organization(ATO) in Korean university institutions. To achieve such purpose, universities' aviation Safety Management System(SMS) manuals were reviewed and compared. Based on the review, the first survey for aviation experts was performed to evaluate the importance of the items. A second survey focused to analyze the importance of items with high importance, which were derived from the first survey. Through Delphi analysis, the high, low important items and non-essential items were selected. Following the Delphi analysis results, frequency analysis, t-test, bivariate correlation analysis, and exploratory factor analysis were conducted. As a result of the study, the high and low importance items were identified from the manual for the aviation safety management system of the Approved Training Organization Korean university institutions.

An Effect on the Project and Organization Performance by PMO Service (PMO 서비스가 프로젝트 및 조직 성과에 미치는 영향 연구)

  • According to Electronic Times(2012. 1. 3), "PMO was introduced from 1950s in the USA and as of 2010, PMO participated in 84% of project ordered by public and private sector." And Ministry of public administration and security announced that the Ministry will organize Task Force for arranging "standard for introduction and operation of PMO" for support of project implementation and strengthening specialty of ordering organization, and then, actively launch the Task Force from February, 2012. Thus, necessity of PMO is regarded as natural in some aspect but thesis for doctoral degree written by Kim Gi-yeong(2007) suggested, "performance of several projects begun at the same time cannot be interpreted as high according to whether PMO team exists or not." Martin et al.(2005) asserted, "according to whether PMO team exists or not, but there is no significant difference in other factor." In the contradictory situation, it is necessary to perform more various approaches for performance and necessity of PMO in the academic aspect.

Encouraging organizational responsibility in web-based activity and evaluation of marketing performance (지식정보화사회에서 요구되는 기업의 웹생산활동과 웹마케팅성과에 관한 연구)

  • Firms increasingly utilize Social Networking Service(SNS) to lead user's voluntary behavior. In the web-based environment, users show coexist loyal behavior which is represented by 'web-based pro-organization citizenship behavior' and 'anti-citizenship behavior'. To measure genuine performance of web-activity, we separated degree of compliance based on credibility, 'deep-level' and 'surface-level' to comprehend different behavior after compliance. The analysis result shows that contents credibility is important to enhance deep-level of compliance which has significant influence on web-based pro-organization citizenship behavior. Contrastively, surface-level of compliance has influence on anti-citizenship behavior. Based on the results of these analyses, the directions of web-based activities for the common good and self-interests of the stakeholders of the web-based activities will be proposed.
