This paper aims to review and analyse the introduction process of performance management system(PMS) in the R&D sector. It also examines initial problems and future policy directions of the new system. Theory part deals with various approaches to the PMS and the relation between research evaluation and performance management. The paper then describes how the PMS has been introduced in the National R&D Program by the MOST in terms of the contents of strategic goal, performance goal and performance indicator together with their development process. After this, it captures problems arising in the initial phase and then suggests how they should be solved on the ministerial and cross-ministerial level. Discussed are following topics: lack of strategic planning, grouping of heterogeneous sub-programs, duplication between the OMS and other existing research or performance evaluation. The paper finally suggests policy implications using the logic model which has been developed in a series of recent international conferences.

This study purposes to examine the relationship between high performance-HRM system of medical doctor and the effectiveness of hospital. The high performance-HRM practices were derived from reviewing the literature of SHRM(Strategic Human Resource Management) and investigating some cases of Korean leading hospitals. The result reveals that the high performance-HRM system of medical doctor is significantly related with subject measurement such as financial performance, employees' turnover, and customer(patient) satisfaction. Moreover, it is positively related to objective performance such as hospital's profit growth, yearly patient growth. Based on the result, the academic and practical implications are suggested and then the limitation and further research directions are discussed.

In order to recommend future national policy directions on energy supply and consumption and to suggest energy technological priorities to be developed, comprehensive energy models have been developed through this study in a sense of strategic and systematic approach. The “energy input-output model” has been formulated to analyze the mutual impacts between energy consumption patterns and industrial structures and to calculate energy intensities of industrial sectors. The long-term energy demands to the year 2000 were forecasted by using multi-regressional method and the optimal energy flow balances for five-year interval have been studied by using the “energy linear programming model” being took full account of interfuel substitutability and technology.

본 논문에서는 IPSec(IP Security) 환경에서 이동 에이전트 시스템을 이용한 안전한 망 관리를 위한 보안정책 협상모델을 설계하고자 한다. 기존의 안전한 망 관리를 위한 IP 보안 시스템들은 약간의 문제점들이 있다. 각 보안영역과 구현 환경에 따라 각기 다른 보안정책을 내부적으로 정의하여 사용하고 있다. 이로 인하여 패킷 전송시 보안 영역간 정책 요구사항이 서로 달라 패킷이 목적지까지 전달되지 않을 수도 있고, 패킷이 양방향으로 같은 경로를 따라 전송되고 같은 정책으로 보호되는지 보장할 수 없는 문제점을 내포하고 있다. 본 논문에서는 이러한 문제들을 이동 에이전트를 이용하여 해결할 수 있는 모델을 설계하였다. 각각의 보안 영역별로 보안정책의 협상이 필요하다면, 이동 에이전트는 보안정책 협상결과를 패스포트 형태로 관리하고, 이 패스포트를 이용하여 서로간의 인증 및 신뢰성을 보증해 준다.

Background : Demands have increased for a variety of welfare services and customized services for persons with disabilities(PWD). A management System focused on PWD was needed to provide for comprehensive services. The purpose of this study was to design a disability database and an application system in order to provide continuous and comprehensive rehabilitation service for PWD. Methods : We analyzed local and abroad disability-related policies and systems and derived the contents that should be included in the integrated database for PWD through a survey among rehabilitation specialists. Result : The integrated database for PWD was composed of 7 categories including General Characteristics, Health & Medicine, Assistance, Education, Employment, Economics and Daily & Social Life. The applicable system of integrated database for PWD was proposed to help conducting policies in such areas as follows ; 'welfare', 'education and culture', 'economic activity', 'social participation' and 'Health'. Conclusion : The main goal of disability policy and strategy should be established by systematically analyzing disability-related data integrating database of PWD. Accordingly, specific objectives and directions for disability policies should be set and efficiently managed and operated. The integrated database for PWD may be utilized for disability-related policies and service monitering, sustainable and integrated management and community participation and integration based on the rights of the disabled.

The purpose of this study is finding the right direction to make the best career development systems for the employees in hotel industry in Korea. The condition of the best career development system is satisfaction from companies and employees each other. However, making that condition is not easy for every industry as well as for hotel industry over the world. In this respect, we can find the three directions of career development for applying the systems to the employees like strategy direction oriented, development direction oriented and employee satisfaction oriented. Among those directions, we have to find the best direction for individual satisfaction and organizational company satisfaction. This study will help to make and execute the plan for career development in real hotel industry fields, especially for the policy of human resources management. In this study, we can see the importance of employees' satisfaction for managing a hotel. The increasing productivity of the hotel eventually will be made from career development through employee satisfaction.

The explosive growth in wireless networks and Internet services has created considerable demand for mobile Internet services based on the mobile phone. Mobile Internet has become the new business model in telecommunication market, therefore the open network policy for mobile Internet has been formulated and implemented by the government in Korea. In spite of the open network policy for mobile Internet, there has been no systematic analysis of the various interconnection issues, including pricing, in mobile Internet network. This paper aims to suggest the interconnection pricing methods for mobile Internet network by reviewing the current pricing models for various communications services, and adapting them to mobile Internet communications circumstances. Results of this paper can be used as a guideline for government policy directions and management decision making after the introduction of the open network policy for mobile Internet.

본 논문은 국내 외 사용후핵연료 및 방사성폐기물 관리 현안 분석을 바탕으로 향후 나아갈 방향을 제시한다. 원자력 발전을 앞서 이용해 온 미국 사례를 중심으로 다양한 국가들의 처분장 확보 및 실패 사례와 최근의 관리 정책 기조를 정리하였다. 아울러, 원전 해체에 따른 고선량 방사성폐기물, 핵안보 사안 그리고 핵연료 전주기 관점에서 평가한 경제성 기반 정책 수립의 필요성을 논하였다. 사용후핵연료 및 방사성폐기물 관리의 핵심 사안을 세부적으로 중간저장, 영구처분 그리고 재처리로 분류하고 기술 검토와 인허가 체제 구축 및 연구 추진 방향성에 대한 정책 제언을 담았다.

본 연구는 규제 중심으로만 논의 되었던 온라인 플랫폼 산업의 정책 쟁점에서 벗어나, 거시적 관점에서 발전적인 정책방향성을 제안하였다. 정책 방향성 제언을 위해 PEST-SWOT-AHP 분석모델을 활용하였다. 국내 온라인 플랫폼 산업의 쟁점을 먼저 정책적, 경제적, 사회적, 기술적 측면으로 분류하고, 이를 다시 총 16가지의 강점, 약점, 기회, 위협요인으로 정리하였으며, 분류된 요인 간의 상대적 중요도를 측정하고 최종 4가지의 전략을 도출하였다. 분석결과 약점요소를 보완하는 것이 우선적으로 고려해야할 정책 방향성이었으며, 특히 '혁신을 저해하는 규제개선'이 전체 모든 요인에서 가장 높은 중요도를 나타냈으며, 이를 제외하고는 기술적 요인에 대한 중요도가 모두 높게 평가되었다. 분석 결과에 따라 국내 온라인 플랫폼 산업의 정책 방향성은 규제를 지양하고, 기술 육성 중심의 정책적 지원이 필요함을 시사한다. 본 연구는 기존에 학술연구에서 논의되지 않았던 온라인 플랫폼 정책 방향성을 거시적인 발전적 방향성을 제시했다는 점과 학자와 연구자 중심의 의견수렴으로 전문적이고 객관적 지표를 제안했다는 점에서 의의를 가진다. 향후에는 거시적 관점을 기반으로 세부적 정책전략 수립과 추진체계를 제안하는 연구가 이어지길 바란다.

본 연구는 국내·외적으로 초연결사회와 스마트 기술이 우리나라에서 구현성의 정도를 현재로서는 간과할 수 없는 점 때문에 현재까지의 동향을 살펴보고 미래 정책방향을 선제적으로 모색해 보는 데 목적을 두고 있다. 연구의 방법은 문헌조사 및 주요선행연구 비교를 통해 본 연구와의 차별화에 중점을 두었다. 연구 결과, 초연결사회와 스마트 기술에 따른 우리나라의 4차산업혁명시대에는 데이터 보안·유지관리, 사용자 및 이용자의 프라이버시 강화, 초고령사회 진입에 대비한 관련 정책방향으로 파악되었다. 연구 한계점으로는 계량적, 정량적 방법을 통해 연구분석에 접근해야 하나 자료구득의 어려움, 동향분석을 통한 통계적 정량화의 기술적 한계가 나타났다. 향후 후속연구에서 보완할 필요가 있다.
